>> i'm wolf blitzer from wherever you are watching for around the world. president trump and the democrats play let's make a deal. the two sides said they will work on a plan to protect the so-called dreamers, 800,000 resident who is were brought to the country when they were children. he said a border wall is vital, but everyone agrees on protecting the dreamers. >> everybody is on board. they want to do something. we are not talking about amnesty. we are talking about taking care of people, people that have done a great job. very importantly we have to have

a wall. if the wall will be obstructed and we will be determining how much they need. >> democratic leaders said the president's comments are online with him last night at the white house. the house minority leader nancy pelosi was asked whether she trusted the president to take care of the dreamers. >> when we are talking about this legislation to protect the dreamers, yes, i trust that the president is sincere in understanding that the public supports over-wewhelminglly notg these people back. >> jeff is joining us from the white house. it sounded like the president and the democrats may have been at odds on what was agreed upon over dinner. now it sounds like the issues they seem to be on the same

page. is that right? >> they do indeed. there was a bis of a race to define the dinner last night and the outlines of this agreement. no question the president confirmed today in multiple stops before flying down to florida that he is indeed working with democrats on a deal to keep the dreamers here in the u.s. the 800,000 or so young men and women, most of whom are in their 20s who came here as children. he said most of america supports that plan. so interestingly, we saw nancy pelosi saying she trusted the president on this. we saw and heard from paul ryan saying that look, this is simply a discussion. we see a continuation of a strategy. and they have brokered with democratic leaders with

conservatives and griping among republicans and the reality is the president is leading the way on this and he wants something to be done on the dreamers and wants to protect them. he would do it first. that would take priority over funding the wall. the white house is trying to send a message to conservatives. he is still interested in massive border security. that's the sticking point on this. this is something that we could not have anticipated. he is working with democrats again and we will see if the republicans join them here. this is a significant development here today. >> it sure is. thanks very much. the president's base, a chunk of it seems to be exploding over any hint of a deal that could include what the critics call amnesty. look at the headlines at breitbart. amnesty don. what they said on cnn's news

day. >> something will have to get reversed or it will blow up his base. this was a straight up promise through his campaign. what it means is that the base will leave him. they won't defend him anymore. >> let's discuss this with the panel and gloria borger is with us. the white house reporter and the white house reporter kaitlyn collins is here as well. is the president in serious risk of losing that base which has been with him pretty much consistently as a result of his desire to allow the 800,000 dreamers to remain in the united states? >> according to steve king he is in danger of blowing up his base, but the president said we will build a wall and i think the wall is a bigger issue. they are kicking that can down the road obviously. the confusion here i think is over this question of amnesty. the president saying we are not

looking at citizenship and amnesty, but one of the spokes people said this could include legal citizenship over a period of time. if we take a step back here, we are seeing a strategic shift by this president in a major way. he cut the deal over the debt ceiling with democrats and then he is meeting with pelosi and schumer and having a nice meal over chinese food and cutting a deal over daca. he decided what he was doing before was not working. he is looking to democrats because what he wants to do above all else is win. we all know that. >> what he wrote on twitter this morning about the dreamers could have been written by a bunch of liberal democrats as far as the dreamers are concerned. does anybody want to throw out good, educated, accomplished young people and jobs in the

military? really? they have been in our country for many years through no fault of their own brought in my parents at a young age. even the liberal democrats want border security, but not necessarily a wall. >> and they voted for it. democrats have been talking about securing the borders and we have to treat the people who are not justard here, but the other undocumented people who have come over the years and find a solution for them that is sustainable. what is interesting about what you read and what gloria was talking about in terms of amnesty and citizenship, we have not seen evidence that his base is abandoning him on this. because he made it a calling card of his campaign, they trust him on immigration and he can define the terms in a way that he wants to define them. he has taken that mandate and try to push it as far as he can. that really worries republicans,

not just steve king, but the republican leadership that understands that he has the latitude to cut a deal that doesn't include them. >> as you well know, they are going after him on this. they are not happy at all. >> he promised it time and time again. speaking of amnesty, he said daca was an illegal form of that and it was unconstitutional for barack obama to sign it. republicans are confused here. they have been left out of the decisions and they were not invited to the dinner last night. mitch mcconnell and paul ryan. when sarah huckabee sanders asked why, she said the republicans would be at the table. he distances himself from republicans on twitter. he said the republicans. they should do this. they haven't done that, acting as if he is not one of them. the republicans are concerned

when they are left out of meetings, their concerns are not being brought to the table. >> mitch mcconnell and paul ryan want to do something about daca. they are okay with this. the base of the party. what's the question going to do which is why he was talking about the wall now. i think he wants to try to walk and chew gum at the same time and wants to win. to your point, kaitlyn, he doesn't identify himself as the leader of the republican party. he's just donald trump. >> he clearly feels comfortable with chuck and dance and nancy been calling them. chinese food last night and chocolate cake for dessert. >> chocolate pie. people at the white house will acknowledge that he feels a lot more comfortable than he feels.

you can see the body language where he cut the spending deal last week. he feels much more at ease talking to chuck schumer than the chess master of the senate. on the politics, there is no question that he is ready to cut a deal. it's not without risk for the democrats. he will define the wall and border security the way he wants to define it. they will have to in the end make a choice whether getting the dream act and getting the legalization of this population they have been talking about so passionately whether it's worth the border security that will be painted by some in the democr s democratic party as mean spirit and a huge concession that nobody wanted to make. >> there will be massive border security. when it comes to the wall, the wall that is under construction in the form of new renovation and old and existing fences will

continue to be built. that's a far cry from the wall will be built and mexico will pay for it. i guarantee this. >> repairing the fence doesn't have the same ring as build that wall. that's something he hedged on since taking office. they have gone back and forth and we saw from his call with the mexican president in january when he realized mexico is not going to pay for this wall. today he was saying we will figure out the funding and get it in there. he was asked does he want to have funding for the border wall before he comes up with a solution for these dreamers to get legal status. he couldn't really answer. there is mixed messages coming from all over the place. we saw the president contradict himself on twitter. he said no deal on daca had been made and an hour later he said they were close to a deal. it's all over the place what they are doing. >> they were very specific. it looks like there will be a

deal. they will have security and deal with the dreamers excluding the wall. that was very preprecise. >> they want to see what shapes the narrative about what occurred. >> the reason is that often times the president will say things to people and later his aides will say he didn't say it or didn't mean it like that. if he said the wall doesn't have to be in that deal. they want to be in control of the narrative. >> they have other issues to deal with. border security and a deal with the dreamers. all right, thanks very much. gloria and julie and kaitlyn. president trump made comments while in florida in the wake of hurricane irma. he praised everyone involved in the recovery effort. >> we love these people and we will be back and going to help and the job that everybody has done in terms of first

responders and everybody has been incredible. and by the way, that includes the people that live here. you see the people immediately getting back to work to fix up their homes like bobby and the others. i want to tell you we are there for you 100%. i will be back here numerous times. this is a state i know very well as you understand. these are special, special people and we love them. >> let's go to jim acosta. he is traveling with the president in florida. how are the folks responding to the president's visit? >> reporter: i think they were definitely lifted up by the president's visit. we saw him here at the mobile home community in naples in the last hour. he and the vice president and rick scott were handing out food to the storm victims in the area. you can see the president handing out sandwiches and the vice president handing out bananas to people as they came up to him and the president posing for pictures. really doing what presidents do

when these disasters strike. to try to give moral support to people in hard hit areas after something as devastating as hurricane irma. it was interesting, wolf. the president made remarks as he got here on the ground in ft. myers talking about this daca decision. that apparently is coming soon. the "deal or no deal" as it is being described in washington. he caused more confusion, telling reports that this is not amnesty or any path to citizenship. when his own spokes woman earlier in the day on air force one said the path for citizenship for dreamers is something they would be looking at as part of negotiations. the white house will have to sort through. the other thing that i think stands out in the president's visit is that he does have the tendencies and he can't seem to help himself. he does politicize the trips even when he is going into

disaster areas after the first trip to texas after hurricane harvey when he remarked on the size of the crowd that came to see him. making remarks to the storm vehicles there. he talked about florida governor rick scott and encouraged the governor to run for the senate. that is a political statement being made in an official trip to survey storm damage. the president mixing politics with business down here in southwest florida. when we saw the pictures coming in from the community behind me and keep in mind, there is storm damage all-around us. roofs and mobile homes and so forth next to us. the people did have spirs lifit lifted in seeing the president and first lady and vice president here. >> in naples, florida with the president. the medical examiner is investigating a tragedy in a florida nursing home following the wrath of hurricane irma. eight patients died after what officials describe as excessively hot conditions in

the facility. let's go to the medical correspondent who is joining us from hollywood, florida. what is the latest on this very, very tragic development? >> reporter: indeed it is a tragic story. we learned that a search warrant has been issued for the facility for the nursing home behind me. we have been told it is not executed and they have not entered the building and the search warrant has been issued. >> what are is the nursing home saying about all of this. eight senior citizens died and others are in critical condition at a hospital nearby. a major memorial hospital across the street. there were more than 100 people who were suffering inside. what are they saying? >> what they are saying is look, our air conditioning broke on sunday because of a transformer. the power didn't go out, but the transformer broke and said they called emergency services and florida power and light.

border security. he runs the risk of possibly losing some of his base? >> has he lost you? >> it's nice to support the president. >> should there be a way for them to remain and not go back to any countries their parents brought them from? >> i support them, but i believe in immigration reform. you will not get immigration reform wholesale. those who came here for the american dream and they can't travel because they are afraid of getting arrested and can't go back to the country of origin. we need immigration reform and you will not get it until he gets border security. >> the democrats want it too. the democrats said they agreed at least for now. the president is not disputing this. they will deal with that separately and not connected to the dreamers. >> my concern is if you don't do the wall now, it's never going to come.

democrats won't join in a wall effort. i don't need a wall, i need border security. could he satisfy the base on border security? absolutely he can. that's the component to get into immigration reform. what is shocking is progressives are going who is this donald trump that arrived at our doorstep. they are making the deals with the democrats. >> and what i think is great is democrats want to destroy trump and say maybe we can work with him and that bipartisanship maybe will give us tax reform and deal with health care. dealing with daca is the first step. >> that's significant because he said he wants congress to pass legislation to allow the 800,000 dreamers as they are called to stay in the united states. there is confusion as far as amnesty and legal status.

lindsay waters said they will not be discussing amnesty. they will discuss a responsible path forward at immigration reform that could include citizenship over a period of time. are you with them on that? >> we will decipher what does amnesty mean. i think offering status that you can stay here and may not have the full rights because you won't nuchl in front of the line, but you can stay. >> even the children who have grown up here and are productive citizens are not going anywhere. shouldn't they have a path to legal status and eventually after many years applying for citizenship and going through that process? >> i think a path to legal status is what's key. you are not confronted with the we nairio where you don't have the kid that came here at 3

years old and he is an american for all intents and purposes. >> shouldn't that kid have a path to citizenship? >> i want to take a closer look at that. we want to follow our laws and make sure immigration is here. >> we are talking about having a heart for people who came here at a young age. if you have a heart for these kids, you should say we don't want a second or third generation of dreamers or kids that fit into a kaka program who came in with their parents through no fault of their. what that means is you do want to secure the border. if you want to end this crisis with kids, border security is key. chuck schumer is in a different program. democrats are not opposed to

border security. we are making headway and a month ago, we are there. >> democrats want border security where they disagree with the president constructing a 20,000 mile wall. >> there are parts of the border where a wall doesn't work. sensors or boots on the ground or drones. it has to be a holistic look at the border. >> nancy pelosi trusts the president is sincere when it comes to dealing with the dreamers. they seem to be on board and a bunch of republicans will be on board. there will be hard line conservatives who will resist, but the vote are there? >> they are there. we have to decipher what the president is talking about. he will have to come to us and say this is how the deal will look. what we are seeing so far, it would be wide bipartisanship. nancy pelosi was calling him cruel and a coward. now there is almost an embrace

steve mnuchin is facing backlash for asking that a government jet fly him and his wife to their honeymoon. the scene of the latest blunder involving the mega rich couple. renee marsh is with us and white house reporter jeremy diamond is with us as well. this is a very serious development and raising lots of questions about the decisions that the treasury secretary has made. >> the headline today is that he put in this request for this government plane for his european honeymoon. this happened last summer. we should note he withdraw the request, but the department is saying the reason why he made the request was because he wanted to ensure he had secure communications during his travels with his new wife. they said it was imperative because he sits on the national security council and he is directly involved in issues, national security issues as it relates to north korea.

all of that said, we know now that the treasury department is looking into this instance. they are also looking into this case that we reported on last month. they took the flight to kentucky and viewed the solar eclipse. they are lookingly at all of his use of requests for use of government aircraft. they are not calling it an investigation at this point. they are still waiting for critical documents from the treasury department. it's unclear when they will finish the work. the office said this is their priority right now because of all the publicity. >> a close look at all of this. you have written a fascinating

article the senior economic adviser in the process. as far as tax reform seems to be going up despite the irritation that developed after what gary cohn said about the president's remarks in charlottesville. >> he has been on outs with the president after he made that startling public rebuke of the response to charlottesville. it appears that the stock may be on the rise in part because of his relationship with februarys of congress in the tax reform push and what is viewed as more of a clumsy salesmanship as far as trying to sell the plan and working with members of congress on the discussions. we will remember last week, the secretary asked republican members of congress to vote for the budget bill for him as if it was a personal favor. that was not viewed well by members of congress and a lot of these members of congress and republicans and their aides have

told us in the last couple of days essentially that gary cohn is viewed as more of a heavy weight. he brings the heft of the treasury department and gary cohn has built a lot of personal relationships and is also really valued for his candor where as mnuchin is a company man who tows the line and regurgitates talking points in the private discussions. >> he established good relations with key members of congress as well. talking about gary cohn. good reporting. hillary clinton as you never heard her before and why she thinks she lost the election and what she was really thinking during donald trump's inauguration. what she also thinks about all the people who didn't vote. >> it was hard for me to come fort somebody who was coming to me and saying oh, i wish i had done more or i'm sorry i didn't vote.

finger-pointing going around at james comey. at people who couldn't bring themselves to vote for her. i don't think that there is necessarily the intro spection which is something she is chronically afflicted with and we see that coming out in the interview and the book. i find the book fascinating because so often you have books from politicians and they are a little bit white wash and she is someone with her career behind her. i believe this is how she feels and that is completely fascinating to me at the same time. >> in an interview earlier in the week, what was your reaction because a lot of people are saying in this book she seems to be a lot more forth coming that she has been over the years. >> i envied her for the first time. 25 years ago when i was working for them and bill clinton was running in the primary, i intrude her many times since then. what struck me this week was she was less guarded. she is not unguarded like john

mccain, but she is less guarded than in the past. she thinks she is not going to run for office and neither is her husband. she is free to do that. i thought she seemed sad. she is not over this unexpected devastating loss, this rejection by voters nor would you expect her to be 10 months later. an election that right until the time the returns came in, she thought she was going to be the next president. >> she is deeply wound and mourning the loss in a way. having interviewed her at the beginning of the campaign after she declared her candidacy, she was extremely guarded as you mentioned. this was less so, but really wounded. >> you can sense and correct me if i'm wrong, my impression is she wakes up every morning and said did i really lose this election? everyone thought it was a done deal.

>> and also did i lose to this man? she thought it would be less crushing if she lost to someone for whom she had more respect. she said she was having a lot of dreams about the election and that finally stopped. i'm sure that's a relief. >> i'm sure it has. the way she goes after comey is significant because she said at the end of october in 11 days before the election, he issues the statement he is reopening the investigation and that cost her votes in key battle ground states like pennsylvania. >> she said she felt shivved. she felt very much in a way purposely handicapped and disabled by what jim comey did. i think looking back at how jim comey conducted himself when it comes to hillary clinton and donald trump and the russia investigation, there is criticism for comey for sure that he was very public and at such a crucial time about the

e-mails before election day. when it came to the russia issue, he was very quiet about it. that was not the choice made only by jim comey. that was a choice made by president obama. >> and she also blames or seems to blame the former president for not being forceful enough in speaking out against the russian meddling in the presidential election. >> she is largely positive about him, but makes the point on october 7th with leaders of intelligence saying there is this effort by russia to affect this election and she said what difference might it have made if he made a spech to the nation and critical of mitch mcconnell for warning president obama that he would see that and portray that as a political move on his part. >> important stuff all-around for those of us who love political history to get her sense of what happened. thanks so much for helping us.

isis. one of the most wanted men in the world. more in a moment. but first in southern iraq right now isis has claimed responsibility for twin attacks that killed 50 people, injured 87. it began when gunmen stormed a restaurant and opened fire soon after a car bomb exploded at a nearby checkpoint.

despite these new attack, coalition forces have had success driving isis from their strong holds in both iraq and syria with sustained airstrikes. and over the summer the question arose, was the isis leader killed in one of those airstrikes. our pentagon correspondent barbara starr has been doing some serious digging. she's got some new reporting. what are you learning, barbara? >> reporter: hi, wolf. you know, up to $25 million on baghdadi's head. we are learning there was a drone strike over the summer. u.s. forces striking believing they had a location that might have been their best chance that baghdadi was on the ground. they conduct the mission. the problem was, we have learned, after the drone strike there was no confirming intelligence. no chatter on isis social media accounts, no intercepted phone conversations or internet chatter so they could never confirm in that summer drone strike that they actually did get him.

there was another mission we've now learned about, a ground mission was planned. they had somebody at a location that they believe had the name baghda baghdadi, but that mission was called off because there was too much concern of collateral damage, civilians on the ground. that never happened. there have been drone strikes. right now the working assumption is that he is alive because they haven't found the proof that any of these missions did kill him. the best guess now they say is he's alive and he may be somewhere in the euphrates river valley in western syria. this is now the last big stronghold of isis now that they've been pushed out of iraq, out of mosul, pushed out of raqqah. they're in a constricted area. here's a challenge. russian and syrian dream forces are also in that area so o everybody's looking for him now.
