house. facing questions about the response to puerto rico and the virgin islands. as three of the president's cabinet secretaries are under fire for spending taxpayer dollars on expensive flights. a white house official says price's job is safe for now. and the president continues to sound off on the nfl not doing anything to stop players who kneel during the national anthem. >> in my opinion, the nfl has to change. or you know what's going to happen, that business is going to go to hell. >> reporter: president trump also has a number of meetings today on the schedule, including one with the acting homeland security secretary. puerto rico likely to be top of the list in that conversation. senator lindsey graham of south carolina expects to sit down with president trump and talk about the next move on health

care. chris is and alyson, back to you. >> joe, thank you very much. let's bring in our panel. we have cnn political analyst, a congressional reporter for the "washington post" and cnn political analyst and editor-in-chief of the daily beast. john, i'll start with you. the president unveiled this tax cut plan. the devil is in the details, of course. and there are no details. so it is hard to know exactly how this will work. we have a few graphics that could sort of capture it. these seven different tax rates are going to be consolidated into three. so 35, 25, 12. as you will see, one of the sticking points is the bottom, the very bottom that are paying 10%. it would go up to 12%. maybe they will build in protections so that doesn't happen. >> that's what they are saying. it may look like the rates are being raised on the poorest and lowered for the wealthiest, but they will try to offset that they say with tax credits.

we need a more similar is filed tax code. what trump has is he is going to make sure this is focused on working families not wealthy families. what we know about the outlines that have been presented seems to be the exact opposite. not only lowering the top rates and cutting the corporate income tax without closing any loopholes, which is a big deal. ballooning the deficit and hr l eliminating estate tax. that is not consistent with what he said he believes. >> how do we understand this then? you know the reporting has been pretty consistent that he is saying, look, i want to take a bite out of the wealthy. i don't care. and the estate tax and all of these people, i don't care about them. they will vote for me or they won't vote. i don't care. if that's true, how did he arrive at this plan? how did he allow this to get his stand? >> it is potentially a mismatch.

this plan, as john just said, focuses on the upper end were of the income spectrum. i think that you are going to see this argument continue, though, that this is better for even. this is better for the middleclass as they continue to hash out the details. it will be a little confusing. right now you have nine pages of the document that is giving you top line ideas and numbers. it is a really difficult comparison to compare top line numbers to the tax code we have right now. it seems that this plan does not include exemptions for state and local taxes or a personal exemption. that could add up easily over to $10,000 for a normal middleclass family. when you are saying it's a $12,000 standard deduction and all of these rates, the numbers start to goo up in people's heads very quickly, as they should, frank lu. you don't have a clean tax system where a top line number

means the same thing that you are putting out in a discussion draft, which is basically what the trump administration put out yesterday. this is going to be a very convoluted discussion. thus, you will probably hear more of that, oh, it's better for the middleclass even if we have to take time to figure out if it's true. >> you are saying it's better for the middleclass, the same old rationale since we have been born. when you free up money, they invest. that's just a trickle down argument. it just is. >> that argument hasn't carried water since ronald reagan. it hasn't kicked in in the same way. we have seen assets moved overseas. we haven't seen reinvestment of the money that is safe. look, let's not get distracted by the top line rhetoric. if you're a middleclass family in new york making 80 k is and your tax credit is unclear and you can't deduct your state and local, that is a massive tax

hike on middleclass families. >> what about that $2.2 trillion definite seug deficit. >> this is going to cause existential turmoil in the republican party. they have been extending the debt ceiling. people have forgotten we are still trying to have the sequestration argument on the side too. there is a question of can they curtail the deficit when talking about increasing spending on the military, a tax plan that is going to balloon the deficit as well. it doesn't match up. the incomes don't match up. and it doesn't match up with the eye deology the establishment has had for years and years.

afraid. we have already heard from the fed they will change the rates to counteract any stimulus. a tax cut is stimulus. it is a tough question for republicans. it is equally tough, john, for the democrats. democrats have a very fundamental proposition. they have to decide whether or not they want to defend. do the weighty pay more than everybody else. not in absolute terms, in relative firms. if you make 400 grand, you make six times more than the average middle income family, okay. you do not pay six times more in taxes. >> right. >> that has been eroded. obama tried to reverse a little bit. it's a fundamental question for democrats. are you going to fight to have the wealthy pay their fair share. not just more, their fair share. right now that is a big unknown. >> democratic presidents have been bloodied and bruised trying to get the rate up to 39%. i think we do need simplification. they need to look at

middleclass, off sets. we have a big drop. as christine was saying the income and equality in this country is getting worse. 1% of the country owes twice as much as the bottom. >> it sounds like you're punishing people for being successful. when you reverse it and say you have to pay because you have been successful, you have to pay to help everybody else, that's a different argument. >> that's a redistribution. i don't think that's a winner. relief should be focused on middleclass families. >> we have to deal with income and in equality in this country. >> somebody has to pay for it. >> thank you. hold that thought. thank you very much. we have breaking news to get to. big and sad headline. "playboy" founder hugh heffner died of natural causes, 91 years old. heffner sparking the sexual revolution, the face of "playboy" in the late '50s,

'60s, '70s. he was an ardent support or of free speech and not just the ability to play in pornography. celebrities are paying tribute to heffner calling him an american icon and revolutionist. we look back at heffner's life and legacy. >> reporter: he was one of the original american "playboy"s. a magazine tycoon who helped spark a revolution, one that challenged the nation's views on sexuality. hugh m. heffner, who liked to be called heff was born in chicago in 1926. he was raised by conservative protestant parents. >> i thought there was more to life than the world i saw around me. >> reporter: with $8,000, the aspiring publisher produced the very first "playboy" magazine.

the cover featured a photo of marilyn monroe and sold more than 50,000 copies when it hit news stands in december of 1953. heffner now had the funds to launch another issue and the "playboy" many peyer was born. >> i tried to create a lifestyle magazine. >> reporter: he divorced his wife in 1959. during the early days of the magazine is's success decided he would not only promote the fantasy he helped create but he would live it as well. audiences got a taste of his good life in a show called "playboy's penthouse." heffner made the move out west. in the early 1970s when "playboy" magazine was selling is 7 million copies a month, he made his permanent home at the now famous "playboy" mansion in los angeles. he uttered the two words many thought he would never say again

when he married playmate of the year kimberly conrad. the couple had two children but separated in 1998. heffner said he realized he was much happier as a bachelor. >> i am essentially a romantic. i think my life revolves and always has, around women. >> reporter: he continued to live out the "playboy" fantasy in his later years. off seen in his trademark silk pajamas with busty blonde women, and entertaining celebrity guests. this time-sharing the small screen with three live-in girlfriends in a reality show "the girls next door." in the late 2000s, he began an on again, off again relationship with crystal harris. heffner sold his beloved mansion for $100 million in 2016.

for desperate survivors of hurricane maria, aid cannot come soon enough. what's the situation there, boris? >> reporter: hey, good morning, alyson. this is a scene of desperation in a small community just outside san juan. i want to show you the size of this line. these folks, several dozen, are standing outside an ice plant. they have been here since midnight, waiting, hoping they might get ice. it has been closed since before maria. they have been lining up just like this every day since monday. there's no confirmation that this plant is even going to open today. in fact, there's a sign right at the gate that says closed because of lack of diesel. this one scene is playing out in

so many places across puerto rico. not only because of a lack of diesel but also because of a lack of cash. many gas stations don't have electricity, meaning they can't take cards. they require cash to pay for gas. that situation in itself is part of the reason that those 3,000 containers that cnn confirmed were being held at the port here in puerto rico are still there. they have not been moved yet. they are lacking in truckers to carry them into the neighborhoods that they are required because they can't communicate with them. they are not showing up for work because they have to take care of their families. it is like a puzzle. there is tremendous grid lock. getting them undone will be a tough task, chris. >> so many hard jobs all needing to be done at once. boris, thank you for being there. keep telling the stories. the ability to communicate, this is such a big part for these families in need.

be black lives matter supporters. and then they did something -- correct me if i'm wrong, but then they did something even more devious. they then also sounded threat epping to other residents who weren't necessarily black lives matter supporters. so that gins up fear and outrage. what did you learn. >> that's right. understanding the knew answer of this ad is really important. you can have a black lives matter post such as the one targeted to baltimore and ferguson and it can appear to promote the black lives matter group. but depending on how it's cast, whether it may be puts forward some of the more violent aspects, more violent assets of that group, it can also be intended to reinforce the idea to other residents of those cities that those groups are a threat. that gets to what the goals of the advertisements were.

they were about showing discord. they were about amplifying the divisions that already exist in american society, in american politics to effectively undermine american democracy in the eyeses of not only americans but of russians and people around the world. and that points to the level of sophistication going on here with the russian ad buyers. understanding cities like ferguson and baltimore, which had seen violent protests after police shootings of african-american men would be flash points. >> you said they weren't trying to favor one candidate or another. doesn't the lions share of these things hurt hillary clinton? >> you could certainly make that argument. and there is speculation over the course of the presidential election, the russian ad buyers said it might be more beneficial

they said this is essential a a russian provocation. the operative was talking to voting demographics in swing states. and he was asking for his take on what he thought bit. the same conversation was have between 2.0 and roger stone, who testified before the house intel committee earlier this week. the question i keep getting asked not just by americans but western security officials, who on the american side was colluding with and helping the russians. are they that capable of understanding american voting patterns or were they being fed information? >> that is the question. thank you very much. good talking to you. people are struggle to go communicate with loved ones in puerto rico. this is working both ways. there are no cell towers. people can't get out to say they're okay. and so much of the family in the u.s. isn't able to find out about their loved ones.
