third hurricane to hit the u.s. in six weeks time. this morning, there are hurricane fel hurricane warnings in effect in mississippi and alabama and louisiana. >> at least 24 people killed central america. many more without power. without clean running water. we are tracking the latest forecast there. and also this morning, police in las vegas seem to be coming up empty in their search for a motive specifically behind the concert massacre where 58 people died. police are combing through security footage and they are certain that the killer acted alone. and could secretary of state rex tillerson be next to leave the trump administration? new details on the growing feud with secretary tillerson and president trump after tillerson reportedly called the president a moron and why the latest drama

is wearing on chief of staff john kelly. and we are watching hurricane nate. our team of correspondents is in new orleans and mobile, alabama. both under hurricane warnings this morning. >> let's get to meteorologist chad myers for the latest on the forecast. first question, where and when? >> tonight, plaquemines parish. overnight, biloxi. you know, we talk about plaquemines parish in louisiana. not much land there. judgme just a lot of water. that will not slow the storm down. here is what you missed. the storm is 80 miles an hour. it is forecast to be a 90-mile-an-hour storm as it makes landfall. you showed the picture of the hurricane warnings. it is important to realize that entire area will be affected by something. hurricane hunters in the storm right now finding 986 pressure. i just looked.

984. that means the storm is going down. it is getting stronger as forecast. in the blue and red you will have something going on. winds will blow down power lines. montgomery, alabama may very power outages and atlanta too. let's focus on the storm and where it is going. where will it hit? right there along the mouth of the mississippi river is where the landfall of the eye will likely take place. then it will get back into water slightly east of new orleans and then make landfall again in mississippi or alabama. somewhere around biloxi or gulfport. it is 5 to 9 storm surge. that's not katrina. katrina was 22 feet. this is a big deal for anyone. there is the eye making landfall. close to grand isle or pilot town. it moves to the east. east to slidell and along the

gulf coast as far as dauphin island. we talked about the eye. was there going to be an eye? here is the latest hurricane hunter aircraft. i know it is difficult to see. i will draw it for you. there is not a west side of the eye right now. that is good news. as long as there is not a complete circular eye breathing in and out as hurricanes really do, the storm will not rapidly intensify. it is still intensifying today because the storm is warm up over the water and that will make it at least a 90-mile-an-hour storm. it needs to get to 96 to get to category two. look at the power outages expected with a category one. >> let's hope it doesn't get t 6 to 96. chad, thank you. >> we have cnn's ryan young in mobile where residents are taking things seriously. what are you finding there, ryan? >> reporter: christi, absolutely.

you know when you have the hurricanes hitting the u.s., you have people having the conversation. especially in the coastal cities. no different here from the 5 to 9 feet storm surge. people are watching and and looking for precautions. they want to be ready. you talk about the mayor and how they have the storm drains. they cleared those. they made sure heavy equipment is positioned in specific areas. no shelters are open just yet. the port behind me will close this morning. a carnival cruise line was supposed to come to port today. that is not allowed to come to port today. they want to shut this down ahead of the storm. the airport will close at 4:00. you have impact when it comes to people. as we drove through downtown, we saw the low lying areas. sand bags out front. they wanted to be prepared. this city doesn't have the history of flooding. you know that people still have the conversation about the storm surge. they are worried about the heavy wind. the tornado possibilities.

that is something with the conversation when you get ready for a storm, you know when you see it sitting out gaining strength, that is what they worry about. so far so good, but they are getting prepared. >> ryan young, we appreciate it. thank you. >> new orleans also under a state of emergency where hurricane warning is now in effect. that is where we have kaylee hartung watching the situation there. we understand there are some evacuation orders. tell us about those. >> reporter: victor, by noon today the mayor of new orleans is saying the areas that lie between lake pontchartrain and the gulf of mexico have to be evacuated. those places are outside the levee protection system. they expect the storm surge to be 6 to 9 feet. anytime flooding could be an issue in the city of new orleans, it is quick to grab headlines. mayor has made an effort to make

sure people recognize the damage the wind could do in the scenario. he feels confident in the preparedness of the city as you will hear from him here. >> we have sufficient pumps and power and manpower to handle the threat if the rain totals remain as forecast and intensity is directed. this is not that event at this time. this is going to be a major wind event which could provide electrical outages. you need enough supplies to withstand that. this is a potential wind surge event. >> reporter: what was important for him to say at the top of that sound pumps, power and manpower. a big concern in the city of new orleans after a summer in which two flash floods surprised folks around here and shook their confidence in the drainage system that the mayor admits is as old as calvin coolidge. 92% capacity and folks are working 24/7 to repair it.

shooter's actions is still a mystery. we have brian todd following the clues. >> reporter: as stephen paddock was raining gunfire on the crowd at the route 91 harvest festival. his 2017 chrysler pacifica was nearly packed with explosives. the 64-year-old had filled his car with tannerite and rigged it to explode if shot. it could have been deadly as these tests of exploding coming pou compound show. >> we had ammonium nitrate and powder to combine to make the finished product of tannerite. i don't know what he would do with all that tannerite. >> reporter: it is not clear if it was a deversion or trap for

police. cnn learned by a law enforcement official that paddock tried to buy tracer ammunition at a gun show in phoenix in recent weeks. for so reason, paddock could not obtain the bullets. >> if he got tracer ammunition, who would be different? >> the first thing tracer ammunition does for a shooter is allows them to get on to target and low light conditions much more quickly than they might otherwise. in his particular case, he would have been able to see pretty much where the strike of his bullets were landing within the crowd. >> reporter: former s.w.a.t. team member chris petko says the tracer bullets could have made the casualty count worse. with the ammunition he did use, while shooting in darkness, paddock probably was spraying bullets and could not see the people he was hitting. investigators may focus on the chilling attention to detail

leading up to the massacre. planning beyond what police call meticulous. he brought 23 guns in the room in suitcases and stacked ammunition. >> he had many layers evof redundancy built up. you see the number of weapons to under score the intent he had to inflict damage. >> reporter: paddock took the time to barricade the stairwell next to his room. rig cameras on the service cart and people hoephole in the door. >> he had to know they were going to come for him and that way he could address that threat. >> officials tell cnn there was a note in the hotel suite. not a suicide note, but a note full of numbers. authorities are looking at what changed last november when he began buying many weapons. the motive is unclear as his

mental state. >> i think the girlfriend is the key part here to provide information on what his mental state was. hopefully through the electronics and through the girlfriend, they will find out exactly what that is or his motive. >> reporter: a key question remains, were there accomplices with stephen paddock in las vegas? the undersheriff is investigating if anyone knew about the attack before it occurred and they are examining videotape and including some from the mandalay bay hotel and so far they have not located anyone else who they believe might be a suspect. brian todd, cnn, las vegas. >> with us now is law enforcement analyst and retired fbi agent james gagliano. good morning. >> good morning. >> james, let's start here. investigators do not know a week since the massacre a motive. they don't have the answer to the why. in your experience, does a killer plan an attack like this in such detail and tell no one?

>> victor, i think the tough thing is we look at these things from the normal perspective. we try to apply normal person standards to somebody clearly a sociopath or psycho path. usually there is something on social media or a manifesto in the house or laptop or tablet or phone. this case is baffling. utterly baffling. i can describe it as an enigma. as we learn more details, we know less. what i mean by that is we are creating a lot of leads. sometimes these things take time to flush out. let's look for instance he scoped out a couple of other hotels. one in chicago. one in boston. a couple of others in las vegas. now we know he was setting up a plan to do this. find a place with an elevated position with an area which is

populated in front of him to reach with automatic weapon fire. we have to reach out in every state to every hotel in a similar situation and see if he possibly checked in there. was it a case of performing dry runs or a case of somebody that maybe got cold feet and happened upon the vegas as a last resort. >> you talked about the notes that are left behind in other cases. the new york times the first to report there were numbers and that's as much as they said about that from their sources scribbled on a notepad found inside the hotel suite. it is highlighted on the screen. from what we know about this man and you call him an enigma. is this the profile of the man who wants to lead investigators on a type of scavenger hunt? >> that is problem. in the history of serial killers in the world, we found they like to play a game of cat and mouse.

i cannot say for sure what is on the note. all we know is what is briefed from the sheriff. there were a series of numbers on it. i'm confident that is in the hands of the fbi cryptologists. they will figure it out and crack it if it is a code. to your point, is he setting up things to be confusing and did he have other plans in place? the vehicle loaded with the 50 pounds of tannerite and thousands of rounds. was that supposed to be a distraction? the undersheriff said it wasn't an ied. it wasn't set up to be an ied. maybe looking to be a distraction or harm police officers arriving after the fact. who knows? again, an enigma is the best way to describe this. every day we move on and we are into the sixth day. it just gets more confounding and perplexing. >> i believe it was the

undersheriff that said the shooter had an escape plan. does it seem plausible? he was on the 32nd floor. he trekked 23 guns and all the ammo to the suite. how could anyone think they could get out of the hotel from the 32nd floor to a car or another location? >> the exit strategy was not well thought out. for a subject who had so much meticulous planning and actually put it together almost like a military operation with that type of precision and strategy and tactical execution. again, it is confounding. we don't know what the actually temperatu items that were discovered. it could have been benign as a disguise or hotel bellhop uniform. we also thought about the possibly. you can jump from 200 feet to do a b.a.s.e. jump and possibly

it is called the loop current. i'll talk about that later in the day. the warm water in the gulf of mexico is where we are now. you said where. where is cuba. when? now. havana with significant flooding and back to the isle. it is one of the outer bands. it is really what happened to coasta rica and nicuragua. it will be a 90-mile-an-hour storm. it is not strengthening right now. it will make landfall to plaquemines parish which is the extent way down here on the bottom of the mississippi river. missing new orleans proper. new orleans, will get 70-mile-an-hour winds. that is not a miss. it will not miss panama city. you will get 65-mile-an-hour winds. it is the wide swath of what will happen and the 90-mile-an-hour wind gusts in

biloxi or gulfport. you cannot focus on the bull's-eye. this is all the way in new orleans with heavy rain and possibly trying to flood the city with fresh water because the pumps are working, but you can't put tens of inches anywhere. this is a quick moving storm. we don't anticipate that. havana did not expect it either. biloxi, gulfport, gulf shores. grand isle. 68. that is 9:00 tonight. spreading from pensacola to slidell. 113-mile-an-hour wind gusts expected with that model. that knocks down power lines. from lake charles to florida. there will be power outages and trees down. at least 1 million people without power. the good news is you can drive to put the power lines back up.

next few hours. the carnival cruise line will not be allowed in the port today ahead of the storm. the port will close at 4:00 today. the mayor talked about the preparations throughout the city. they want to make sure not only are the storm drains clear and clean to make sure the water flows, they are pre-positioned in the city to make sure anything happens. you are talking storm surge that could be 5 to 9 feet. if you live in a coastal city, that could have impact. you talk about the downtown areas. areas flood now and then. we saw sand bags in those areas. people feel comfortable. they say we don't face the flooding other cities face. one thing people are talking about. high winds and possibility of tornadoes. talked to one woman who moved here from new orleans after katrina. she said i don't want to deal with another storm. she understands if she will face it, she would be here to feel she can stay dry and inside. a lot of people having the

he has been successful at that to a certain extent. this issue with tillerson is falling on his shoulders. he is a tillerson ally. he supports the secretary of state. that left many wondering how long john kelly himself can stay in the position. the white house is pushing back on our reporting. the reporting specifically it was john kelly who had to intervene with the president and rex tillerson. actually had to talk the president down a bit from the public attacks on tillerson. yesterday in the white house press briefing, sarah sanders said we should not believe the media reports, but only believe what is coming from the white house. listen to what she said. >> nothing has changed despite what you may read in the media or watch on tv. i would certainly trust the president and my comments far above those of other reporters. >> reporter: there is no doubt that things are rocky right now

between tillerson and the president. particularly because tillerson was quoted saying the president was a moron. although both sides said that did not happen. anytime someone publicly criticizes the president or reports get out in the public, that is generally something the president doesn't take kindly to. the relationship with the president and tillerson and john kelly is something to keep an eye on in the days to come. >> and john kelly was brought in from homeland security to bring order to the administration. ryan nobles at the white house. thank you. eugene scott, political reporter at the white house is with us now. good morning to you. there are reports here that secretary tillerson and president trump are not particularly close. they have different personalities. they have been whale shacharact.

are these just personal issues and policy discrepancies? >> i think it is. it is concerning. you wonder can rex tillerson do his job effectively at all. we are talking about north korea with a nuclear weapon. iran is trying to get one. you have a guy spending his time doing damage control on his boss. and worse, you wonder will his counterparts in other countries. do they trust him? do they believe he has the president's authority to do what he needs to do to do his job? >> so eugene, i want to put up a picture here. i think we have a picture of the departures that have happened in the last nine months as we know. we have national security adviser michael flynn and fbi director james comey and sean spicer and reince priebus. hhs secretary tom price gone.

if secretary tillerson walks, what state of effectiveness will live in the administration? what does it mean for the day-to-day duties and efficacy of the administration and what it can get done? >> i think it highlights how difficult it is for the administration to carry out the foreign policy proposal that the president put out on the campaign trail. i think what people were relieved by is tillerson brought a level of expertise and insight and knowledge to the administration that was lacking there. so what would have to happen is he would need to be replaced by someone who seriously understands the issues at a depth that is absent without him, but in a way that the president would support. >> so externally it may look like chaos. kelly jane, to president trump's supporters, could this more so look like he is maintaining -- maintenance of the swamp, say. he sees something that is not

working so he will get rid of it. >> it is possible, christi. it is not a bad theory. people may see president trump publicly haranging and disagreeing with the secretary of state. the president is correcting what he is doing. do they realize playing it out in public may imperil both of their abilities to get their jobs done effectively and dealing with the crises we have going on in the world. general kelly was brought in to help control the chaos. has he done any work? for example, gets t ting the twn to communicate. you see the tweets. are these two men communicating? i think that is one thing that perhaps general kelly should work harder on to make sure they are communicating and on the same page and going ahead with the unified foreign policy. not just for the administration, but for america as a country. it is really important. >> eugene, when it comes to

chief of staff john kelly, we heard the rumblings that he could be exiting. is that of his own accord? >> certainly one of the people on tillerson's team. we know tillerson is there very often as a loner with not a lot of people there to back up what he is suggesting in terms of this administration's foreign policy agenda. if he exits, that could mean that kelly might be there by p himself. if he cannot get someone there to back him up with significant push back, he may not want to stay there longer. it is important to realize neither of the men needs to be there. they, like many other people in the white house, are there primarily from a place of national service and duty to the country. not duty to trump. >> let's listen here to john kirby as he was talking about what could happen with the whole thing. >> to be fair, secretary

tillerson's brought a little bit on himself. his leadership hasn't been exempla exemplary. i think based on what he has been through in trying to manage this commander in chief, i would not blame him a bit if he put in his resignation. >> kelly jane, do you believe with that characterization of tillerson's job thus far? >> yes and no. you may argue he brought it upon himself. you may argue that anybody entering the administration, knew what they were dealing with. trump would not be a typical president. he was a guy which is a straight talker is a nice way to put it. he publicly dissed people before. they knew what he was getting into. if he is -- we don't know how much they're communicating and if -- we understand they have policy differences. the question is does tillerson

have the authority and okay to start for example trying to talk with north korea directly. if so, it is not his fault that he went ahead and did that and later the president decided he did not like it. that is the question here. a lot of questions. we don't know exactly what has been going on between the two and who is setting policy and how it is being given to the rest of the people and administration to work on. >> eugene, looking ahead, if something does happen and tillerson walks out the exit door who could fill that position that could possibly bring some sort of remedy? >> certainly hopefully someone who has more experience and diplomatic matters and foreign policy. i think the president may have made a bit of a mistake in assuming that he could bring someone over with a business background like himself to handle such a government centric role. i think his idea was that he
