desensitizes aggravated nerves with the max strength lidocaine available. icyhot lidocaine patch & cream. . hello and welcome to our viewers in the united states and all around the world. i'm michael holmes. thanks for your company. we do begin this hour with hurricane nate, which is is taking a second swipe at the southern u.s. the category 1 storm making a second landfall along the gulf coast of mississippi with drenching rains and damaging winds. there is no mandatory evacuation in mississippi, but the state's governor did urge people to head away from the gulf for their own safety. nate made its first landfall on the u.s. mainland in the southeast part of louisiana just a few hours ago. a state of emergency remains in effect for parts of mississippi and biloxi's mayor tells cnn a

big corp big worry, the storm surge. martin, we've been watching your live shots the last couple of hours. conditions have gotten worse on that storm surge. brings up to date. >> reporter: all of a sudden, it's just as if someone turned the tap and the problem that has been the worry is the storm surge and that's still here. you can't tell because we've lost so much power, lights have been going out here, but the ocean gulf is now right over u.s. highway 90 here. in fact, highway 90 is just one big river waterway here. you've seen a lot of debris flowing down that. that's been the worry, especially for the first responders. that's the major east/west roadway they could use along the waterfront. they have others.

that's one reason there is a curfew in effect and why they told some 12 hotels and casinos shut down because they were worried about having a large tourist population along the wart front should something go horribly wrg. this is not a worst case scenario as hurricanes go. it's a strong one blowing in, it's coming at night and coming at high tide. that's what's blowing the storm surge that they're estimating is at seven to 11 feet. the first responders are here keeping an eye because they want to see how high the water goes as well. but the rain has just stopped completely. this is a high moving storm. and that's to the benefit of keeping it from strengthening. think of it as trying to run at full speed and drink a glass of

water at the seat time. you can't. that's true of this storm. it could not gain its strength from the water as it might normally do because it's moving at 23, 24 miles an hour, which means it should move on quickly inland. michael? >> which would be good news of course. it is incredible how the rain stops and starts like that. when it comes to the storm surge, as you point out, high tide is a factor as well. is the sense there that this is as bad as it will get? >> it is. we're right at that period of high tide. and since it also should be right about that time that nate is coming assure and the fahore have quit and the rains seem to have subsided, we're hoping this is as bad as it gets here in biloxi. they're watching it very, very carefully. as i say, much of the public has remained indoors as they should

and they battened down the hatches so if this is as bad as it gets, they'll be okay. >> martin savidge there getting a little bit of a respite. last hour he was getting pummelled there. let's get the latest in on nate's status. meteorologist ivan cabrera joins us now. i don't know if you saw martin last hour but he really was getting hammered but it seems to have stopped. what's going on? >> perfectly good reason for that. he was in the eye wall. and martin savidge is now in the eye of hurricane nate literally, right underneath the eye here. this is the eye of the hurricane. it has now moved or begun to move on sure so we've gone from 70, 75 mile-an-hour wind gusts on that northern eye wall, which is the most potent part of this system. now things have quieted down. this is why hurricanes are so

dangerous. people think the danger is over and sometimes they're just under the eye. there's not much of a southern eye wall. i think the worst is coming in now. we've been talking about the storm surge that has moved in. in fact, parts of biloxi underwater. we've been showing you some dramatic pictures that have taken in the storm surge, the gulf of mexico overtaking some areas here, including highway 90. emergency responders reporting dozens of roads underwater at this hour, as you would expect. winds gusting anywhere from 20, 40, 50 miles an hour. but again, we're going to go down to five and ten miles an hour. there in biloxi, 68 mile-an-hour winds in gulfport, 73, 74 is technically a hurricane. and the damage you'll get from a category one is what you'll be seeing here. now, the storm as it makes

landfall in the next hour, the core winds will continue to be an event as far as the rainfall and gusty winds. we could have additional power outages heading into the next couple of days. i just don't think they'll be as strong with that southern eye wall pretty much missing. storm surge still a factor here in the next three to six hours. still have to watch that high tide coming in as well. that will continue to flood some areas here, the worst we've seen between five and six feet of storm surge, moving through parts of biloxi. as far as the surge that we have recorded, there it is pascagoula coming in. that was a north wind that was born with some significant surge there as well.

at this point conditions improving. not much has been going on there as far as wind and rain. there's the storm. we still have the red. that's indicating tornado watches. we have a couple right now that are active east of where you see the watch here near man ma cipa. so that threat will remain with us as we get through tonight. an additional danger we cover when we're talking about a land hurricane. i don't think this is going to be a huge deal as far as wind but we are going to get some pretty good rain. i don't think we'll have a huge issue with flooding and this is booking through the fastest moving hurricane in the gulf of exco, 25 miles an hour.

that usually doesn't happy until the storm gets picked up by the as far as the heaviest rain in the next couple of days, we are going to be looking at totals anywhere from two to as high as 4, 5 inches and perhaps isolated areas in the next 24 to 367 hours. right now, moving through biloxi and now you're seeing that erie, calm eye right on top of michael savidge there. >> i suppose you look at it in the context of this hurricane season and certainly what we saw from irma and maria, this could have been a lot worse. >> this was never going to be an irma a and two things that favor

rapid intensification. so this can go from a pretty tropical storm to a high-end hurricane in a quick amount of time. the reason it didn't was because of its forward speed. if this had been churning for hours, we would be seeing a different animal here. this is the third hurricane to hit the united states in six weeks and that hasn't happened in almost a decade. >> exactly. fast moving, good thing in case. ivan cabrera there. as the u.s. deals with hurricane nate, millions of people across central america are beginning the recovery process from now that storm killed at least 28 people. reuters reported more than half a million people do not have clean water at the moment.

hurricane nate nate making a second landfall. the norm is moving north along the mississippi coast with winds of 85 miles or 137 kilometers an hour. some areas could get up to ten inches or 5 sent mooters. and they expect dangerous storm surges. almost a full week after the worst mass shooting in modern u.s. history, police in vaus well, now we're getting new information about a note found in his hotel room. now stephanie elam with more from las vegas.

welcome back. hurricane nate lashing the gulf coast. the category one storm has now

made a second landfall. it made its first landfall near the mouth of the mississippi river. the effects will be felt all the way from louisiana to florida. officials expect dangerous storm surges. they've already seen some of that. also falling trees and downed power lines. more than 7,000 moments are without power in alabama at the moment. nate has carved a power of destruction killing at least 28 in coast rica. and in puerto rico, hope is in

low supply. >> weeks after the hurricane, life here comprised of waiting in line for one service or another. at 8 a.m., the line for ice is two blocks long. >> reporter: i was talking to this family. they were telling me they've been here since 1 a.m. the plant official was supposed to open early this morning but that has yet to happen. and also there's been a 20% increase for the price of ice. >> and this woman came to get ice for her epileptics sister. she was turned away because she

didn't have medical document tags. we asked why costs have gone up? she said because costs for diesel has gone up. >> reporter: and the government isn't helping you with that? she said no, it has to come totally out of pocket. >> and this is what we arrived to r t to, a hospital official tells us there haven't been any storm related deaths. mark thorpe is the commander of a federal relief team assisting. >> the challenge here is getting everything here. >> reporter: he know there is are rumors about a lack of urgency on relief evidefforts. and it's taking a toll on him. >> when the hurricane over, we
