burnett. welcome to "outfront" special breaking news. as protesters around the country no to trump. not how president envisioned at this hour. he thought he would be at mar-a-lago at $100,000 couple fundraiser that went up to quarter million if you participated in a round table with him. instead, he's at the white house, we are just outside where angry americans were marching for protest. that's what we saw around the country. down the street from the white house negotiations to end the government, frankly, going no where. house and senate reconvening for a rare saturday session. there has been no progress to report. mitch mcconnell said there would be a vote on monday. but democrats and republicans spent most of the day blaming each other with the president taking the lead. he began with the tweet at

6:30 a.m. this morning, that's usual but here's the tweet this is one year anniversary of my presidency and democrats wanted to give me a nice president, hashtag government shutdown. now tells cnn privately trump is telling aides he will be blamed. and own words explain why. very consistent on this. because when the government shut down in 2013, trump was relent less in blaming obama and the democrats. at one point tweeting obama and the democrats want this shut down. he has failed to lead. negotiate our country is a laughing stock. people are far angrier at congress than the shut down. so very consistent. also went on television to blame obama. >> he's not a natural deal maker. he wants to get something done but wants it to be his way or the highway. >> you have to get everybody in a room. you have to be a leader. president has to lead. he has to get mr. boehner and everyone else in the world and make a deal. >> make a deal. well, those are the very things of course the president thus far

has failed to do. chuck schumer says he left a crucial white house yesterday just hours before the shutdown. he thought he and the president had made great progress then he found out things have changed. >> negotiating with president trump is like negotiating with yello jell-o. that's why this will be called a trump shutdown. >> next he called out mick null vaney to talk to the press. >> so mr. schumer will have to up his game. >> meanwhile the party goes on at mar-a-lago. phil mattingly is out front capitol hill where we begin our coverage. where do things stand now? >> reporter: i'll read you a text that says basically everyone might as well go home for the night.

as nothing substantive is going to happen. that's day one. a lot of thee thee at ricks. chuck schumer didn't hear from president trump. said they should be calling them. they are both, less than half football a part their offices. everybody has dug in. now the one kind of primary source of potential talks comes from senators lindsey graham and jeff flake going back and forth between the offices various points throughout the evening. and also trying to make a deal last night at the last minute. but i'm told that deal is not ripe yet whachlt th. what they are working on is not there. that means we'll move into day two of a shutdown with no resolution in sight. the next vote is scheduled for 1:00 a.m. on monday.

as one lawmaker told me a short while ago, we start moving tomorrow, this thing is going to go a while. >> all right. thank you very much, phil. and jim acosta out front at the white house. so jim obviously sanding pretty childish over on capitol hill. and the president tonight obviously held out hope as long as he could that he would have a different kind of an evening being where he wants to be mar-a-lago at a big party, huge fundraiser, but instead not there, he's at the white house, and privately admitting that he thinks he's carry the blame for this. >> yeah, that's right. they did talk about that. trying to end this shutdown and this source said there is no proposal on the radar screen at this point that has any chance of being passed to reopen the federal government. so that is how dire things stand right now. we do understand from talking to a source close to this white house that the president while he has been behind closed doors

throughout the day, he is privately worried he'll be blamed for all this, even though the white house has been calling this democrat shutdown. and to give you a sense of that, they did put out pictures. we want to caution viewers official photographs. one of those images you see, erin is of the president talking to white house staff. walking down the colony. but another president of him talking to white house staff and they are all smiling. that is not the kind of image the public wants to see. they probably want to see people hard at work inside the white house. instead you are seeing the president's daughter ivanka trump and jared kushner and other officials like the secretary and so on smiling inside the west wing not moving towards any kind of conclusion to all of this. now we did mention that a few moments ago the president was

expected to be down at mar-a-lago this evening for a big glitzy fundraiser that is not happening but the show is going on. we understand the president will appear via video message. and the message to those people down there is he couldn't make it because of the shutdown and democrats fault. erin hard to continue to make that will argument. they are in control of the white house and congress and at this point they can't control it. >> thank you. we will be going to the white house and mar-a-lago to see what happens when you pay $250,000 to have a round table and he's not there and you are still paying. now we have our panel here. i just wanted to pull that

picture back up of them all smiling. it's almost hilarious. the white house is calling this a hostage negotiation. who blinks first? >> it's a little close for the hostage negotiation metaphor. these are all early hours. but this looks bad and the president isn't leading in the way he prescribed president obama do when the last shutdown occurred in 2013. here's the problem for republicans, not only do they have control over government, but it's been republican congress against democrat president. so the perception has been republicans in congress cheer the shutdown. the fact this is happening on one year anniversary, not that it's all them, because democrats are taking a tough tach on this, that is an optic problem in the public perception for them. and so the only way to blow

through that is if the president steps up and takes own advice and starts to lead. and that's going to mean getting out of the bunker. >> here's the ching, minority leader chuck schumer has not spoken to the president. mcconnell, majority leader has not spoken to schumer and half a football field a part. childish but not getting anywhere. grown individuals are not talking. >> this was entire wasted day. wisdom going into this they would get their acts together over the weekend. maybe pretty short. but everyone seems dug in with the president being a real wild card in terms of what he wants to see. i think it also goes to show that do republicans actually want to do anything on immigration reform? they say they do. and they said that for a while. the president has certainly said that in 2013 you had a bill that came through the senate, not

that many republicans voted for it. i think something like 14 republicans voted for it. it never was brought in the house. and i think that's where democrats find themselves. not really trusting that something would ever actually happen on daca. >> chris? >> i think that's right. i think that's why four weeks, how about three weeks. why don't we try seven minutes? phil mattingly mentioned something which i think is important, conventional wisdom, well, if they had two more hours last night they would have gotten it done. so like today somehow. but with every passing day. >> it's easier to get it longer. >> yeah. like jumping off the high diving board. the first time you are nervous. but once you do it once now it's like okay this isn't as bad as we thought and you do it again. i think if you don't get something done tomorrow into monday, the positions aren't

going to get less intractable. >> the longer it goes, both sides will hear from partisans that affirm their views. i think we assume it's going to are short. and it might be. they could ten minutes from now announce something. but i can't assume it. >> margaret, here's the thing, blame game back and forth. over the weekend shutdown it's relatively few people affected. they are blaming each other. >> america knows this is the trump shutdown. >> we are now engaged in a schumer shutdown. >> the trump shutdown is all yours. >> schumer shutdown is nice little ring to it. >> what you have to acknowledge is democrats had a clear

welcome back to our special edition of "outfront" this saturday night following breaking news on multiple fronts. live pictures of capitol hill. lawmakers it sounds like tonight giving up on a deal to end the government shutdown. and who knows if it changes in the next few minutes but as of now no progress. protesters also out today to protest the one year

anniversary. coast to coast. kim law is out front in l.a. what was the hood like there? the attendance? >> reporter: it was very different from last year in one particular way, erin, it was a lot of women coming together united voice. what's different this year it's very directed to action. and that action that you heard over and over again from the podium from every single speaker and i tried to keep count but lost count is they have to get politically active and run for office and get out there and vote. and something this crowd was receptive to. the mayor of los angeles said estimated according to the city 500,000 marchers who walked through the streets of downtown los angeles. as i walked through the crowd, we saw a number of signs that all pointed to the midterms. so 2018 midst terms happen later

this year that women want to have a voice and women will make ha difference. and erin just from our coverage what women have been doing since last year's women's march we already know they are training to run first time women attempting to run for office. erin. >> all right. thank you. and my guests are back with me. joan, you were in one of the protests here in new york. >> i was. >> and last year as well. how was it the same or different? >> i would agree, there is so much of a focus on ts midterms and on action. last year real sense of grieve. turned into pride and sol dairy because the march was so large. but a sense of what are we doing here. and we saw in 2017 the most popular sign i saw today was grab them by the midterms. now we all know what that refers to. i'm not going to have to say it on the air. and i just felt like people are looking at virginia where the 13 of the 16 women won their races. they really powered the democrat come back.

now have 26,000 women who contacted them to run for office. they had 1,000 in the election year of 2016. so women are running. they are stepping up. they are winning. and we have 35 republican incumbents in the house who stepped down and women are stepping up to run against them. >> so see a lot more? >> yeah. >> some of the protesters today reporters around the country had a chance to talk to a few of them. here they are. >> reporter: this feels like appropriate today. last year felt more like a funeral. >> this feels like anger and resistance. >> we are trying to take all this energy that we see here in this amazing march and take it to the polls and make our voices here. >> hopefully they'll haear our voices in november. >> what do you make of that, margaret? >> that is very constructive. you have a movement. i would hope for the sake of

them it really as joan described a very focused movement. but i do think you have to worry that there is so much about the women's march that meets the air waves. first you have the movement, then it becomes a business, then it becomes a racket. >> who is laughing? one has to think as that, there is a lot about the women's march, look, started as trump then 365 women's march. you are really marching every single day? >> no. >> republicans take note there is aground swale against this. and i am quite worried about our sent tryst candidates. i think that's real. but our women's martha becomes this 365. >> a lot going on. the president got involved with a tweet. >> okay.

polling on this trump seems to be getting more credit than he used to. and split who gives obama credit. i think obama gets 49% and trump gets 41% the last polls i saw. and probably would get morph e he tweeted less. it will be interesting to see. i think every year every time there is an election year, midterm, presidential election as well, there is always this idea of will it really be year of the women like it was in 1992, that was in the wake of clarence thomas, so interesting to see if that happens. you talked about the women running and women showing up in virginia. also saw in alabama particularly with african-american making difference in that race. so fascinating to see. >> so two things, one, i think she is right when it comes to where does this all go? where do we go from here? i think the two parties are in midterm elections about energy and enthusiasm within the base. the women's march is not for

everyone but doesn't have to be. because if the democrats liberal base of the democrat party is fired up, that's a huge deal. and we saw it in the virginia state legislature. they won 34 state legislative elections, republican held. >> lost a seat in wisconsin they shouldn't have lost. >> donald trump won by 16 points. >> yeah. >> so i do think that that translation, if you -- frankly, i was surprised impressed that to joan's point i watched it on tv, and walking here to the studio, the rally was close to cnn studio. there were a ton of midterm signs. which is very sophisticated. most people are like i hate donald trump. very sophisticated messaging. but like i hate donald trump but i'm going to show it. >> heading into the midterms as we saw good are you better off

breaking news the government has been shut down for 19 and a half hours now. and there is no solution in sight. prum and the democrat senator chuck schumer have not spoken today according to senator schumer. meeting yesterday seemed promising, president called the meeting excellent, and then since then boom absolutely nothing except blame for both sides. out front tonight kellyanne conway. kellyanne conway thanks for being with me. i appreciate your time. >> my pleasure. >> this question about who has spoken to the president. has anyone talked to anyone on capitol hill? >> president is constantly working the phones and you saw it live and in person when he had a meeting in the cabinet room on this specific meeting on immigration. he's willing to get back to those on immigration once the

democrats agree to reopen the government. if you voted no last night, you voted no to military families and social security checks and no to children relying on the chip program. voted no to border patrol agents. daca deadline is in march. deadline for the government spending was last night. so let's do this sequentially. let's get to a deal. the president has made very clear he supports the house passed. had senator schumer here yesterday small private meeting. and is he a master deal maker. he's a negotiator. i still don't think a year into this that swamp speed in washington really understands the way president trump makes decisions and how he has built a very successful career outside of the washington, outside of politics. he's willing to talk. everyone saw it transparently. cnn covered it for entire hour last week. >> we obviously did. everyone has changed since then in terms of positions.

>> that was about immigration. that wasn't about the government shutdown. and he's willing to talk. we can get back to negotiating. >> even own party lindsey graham said what happened to the gu on thursday and thursday? >> you say he was a deal maker. if he was such a good deal maker the government wouldn't be shut down, would it? >> that's not true. so the president stands ready. here behind me and ready to sign into law anything that is put on his desk that is reasonable and reopens the government. but i think that the resistance, the very proud motto that the left and the democrats have had for over a year now, erin, comes, comes at great risk because the country always see you obstruct, no, holding up a stop sign, they know who is shutting down the government. and i think in the space of a month the democrats have made a huge mistake, being on the wrong

side of the tax cuts which america now sees as 20,000 jobs. >> i want to see who is responsible for leading what is going to happen? you are saying it's up to congress. >> it's up to everyone. >> your own party, republicans are saying they don't know what the president wants and need his leadership. here are two of them. >> i'm looking for something that president trump supports. and he's not yet indicated what measure he's willing to sign. >> i prefer clarity. we are not seeing that from the white house. that does to some degree make our jobs more difficult on capitol hill. >> that's pretty damming, kelly and. that's two republicans. >> it's not damming at all. and leader mitch mcconnell were different issue. he's been leading the negotiations asthma majority leader in the united states senate. we've had house members on the phone as well over here throughout the week. and this is -- anybody who wants

to call the president, can, they know that. he works the phones himself. erin, we still don't understand why democrats who support each individual piece in the continues resolution don't support the continuing resolution. you now have democrats against s chip. you now have democrats against border patrol agents because they want to resolve people who came across the same border illegally. this president has said he has committed to resolving the daca issue. i know many people do not expect him to do that. >> for them but insist that a d.r.e.a.mer, a daca solution be part of this? there is no way at this point in any way shape or form that the president will entertain that? >> but erin let me ask you why they want that. it doesn't make practical sense when you think of the time line. so the government shutdown last night, continued resolution expired on january 19th. daca needs to be resolved by march. and only because court decisions

this president gave the congress extra six months. they had nine months in 2017 did nothing. gave them another six months. and since then, for all the world to see in an hour meeting that you covered live, thank you for doing that is correct i think it's great to have that transparency in our government. >> would have been nice to have cameras in the meeting where he said s holes. >> told them that he would go ahead and help them resolve this issue. still willing to do that. but we can't get there if the government is shut down. if our military families don't know if they have the funding they need. let's listen calmly and nonpartisan fashion to secretary of defense, said you can read theler that military readiness is imperilled when we have a lapse in funding. when we have a government shutdown. that should concern all americans. concerns me. >> it apparently concerns the democrats as well. >> they can vote to reopen the government and not have this one issue that's not even due right

now that the president has said he will negotiate on. along with the other three things that are born to him. and chine migration. >> do you think it's confusing, according to the polls that americans so far blame republicans and president for the shutdown as he said they would when dwas president obama shutdown, do you find it confusing that republicans control the white house, senate, and the house, and trying to say democrats are to blame? >> what i'm saying is those democrats who cast a vote of no last night voted against keeping the government open. they voted against border patrol akts and firefighters getting their money. they voted against our military being completely funded. they voted against 9 million or so children who rely upon chip. that's what i'm saying. and to your larger point, as you know, there is 60 votes that are necessary. so this by its definition has to be bipartisan. >> it certainly does. >> and erin-we saw the few that

didn't vote. but they all voted yes to the taxes pretty much. when they had a chance to give historic middle class tax relieve to a lot of the women marching today by the way, they did that. but a couple of democrats, i think a handful of democrats started peeling off last night, and i saw your panel talking about midterms, i think that's a very big moment of in flux. because basically saying to leadership we won't go down with you because you are mull fieg left wing base. we are going to vote to keep the government open because we have to go back home and explain why we didn't. and that included the newest senator doug jones that's not up for re-election. >> thank you very much. i appreciate it. >> thank you. next the splashy party at mar-a-lago. and trump campaign promises that got him elected. is he following through?

feel the heat and start going on with the continuing resolution. >> doesn't matter where you stand. but kellyanne conway is saying the shut down hurts families. but that's what they were talking about in 2013. >> what you are pointing to, obviously you are republican, but you see the democrats point of view. they are not against chip, they are for t but they want the d.r.e.a.m.ers in there and there is a reason. >> here's the problem. all tactics. it's how much can they get. what they really want is something on immigration. they don't think there is any way to get it unless guns blazing in a moment of total he heatness, with hyper polarization, and if democrats

can hold together and tow thaei line. and, frankly, some republicans probably who want some immigration reform, lindsey graham, jeff flake among them, who applaud the strategy even though there is total hypocrisy on both sides. because democrats were way holier than though. >> both sides. >> this is one case where both sides are actually true on this side. >> both siders. >> here's the thing everybody is missing of the we actually have a president who wants to fix this problem. bush couldn't get it done. obama couldn't get it done. but shchumer is holding us hostage. >> you can't blame it on him. >> yes you do. you have to have 60 votes. >> as you just heard we don't know where our own president
