george howell. >> i am natalie allen. >> "newsroom" starts now. our top story, if the u.s. follows through of tariffs. countries around the world are planning the way how to retaliate targeting u.s. products. >> it all started when president trump made these surprise announcements. the u.s. impose 25% on steel and 10% on aluminum thach, that spa talk of a trade war and a tweet from the president. >> mr. trump said trade wars are good.
2:02 am
the move won't hurt the united states. >> the americans will trade with us on surplus on steel. we buy steel from them and they buy steel from us. the supply chains mean that there will be significant disruption in canada but also in the united states, that's why we are impressing on the american administration of the nature of this proposal that's going to hurt them as much as us. we'll continue to defend canadian industry. canada is a big export of steel in the u.s. and mexican of $2.5 billion of steel of the u.s. if the tariffs begin, it will have no choice but to retaliate. >> we are the first buyer of the u.s. aluminum.
2:03 am
we have a great deficit of the u.s. of $2 billion. it is highly integrated so anything that start the integrati integration, it is not a good news. >> people around the world are talking tariffs and around the world we go. let's bring in matt livers and john is live with us at this hour. john, first to you as u.s. allies are planning of the trade war. how else is europe preparing if the u.s. president formalizes this plan? >> first and for most, the heat has been turned up rather quickly. the rhetoric is very high. i would suggest in my three decades of financial journalism, nobody likes to talk about trade war itself. it is not a term that's used
2:04 am
lightly because of implications that could have on jobs first and for most. let's talk about the european and discuss jean-claude juncker. but, they're drafting up a list of other products as well including steel products ironically. so trade goes both ways. in fact, they are incredible trade partners of the united states and the european union. the trade commission of the european union suggesting broader implications going forward of retaliations. this is the same thing that the head of the world trade organization is almost a whipping boy for donald trump that you cannot expect countries sit on the sideline and do
2:05 am
nothing. but, organizations have nearly 200 countries. they cannot move that fast so the trump's organization is moving aggressively. the president likes to see his financial markets go up on wall street. financials and markets don't like trade deals. it does not help those that work in other manufacturing as well. so it is not a simple equation and you see the response from europe and other countries including canada. >> we have seen the response of the markets as well. john, standby, let's bring in matt now in china. europe is targeting popular products here in the united states. in china, what does this mean for that economy? will it make an impact there or not? > >> no. the short answer is not to the
2:06 am
kind of level that the trump administration would wanted to if they really wanted to hurt the chinese economy. let me read you the top five of chinese imports of the united states, jongeneral genera general machinery and toys and equipment and foot wawear round out the top five. you notice that steel is not in there. that's probably why we have seen it relative response, they are not happy at all. this is not across the board tariffs across the board. donald trump has said many times before, this is not the way to do it. matt, standby, john, let's bring you back in. i know you heard from many people who see this as a bad idea. let's look at those who see this
2:07 am
as a good plan. richardson backing this idea of sending a message to china, those seems contrary, but what we heard from matt a moment ago, some republicans and democrats and unions are backing the proposal. explain how this could potentially help the united states? >> well, let's go to the top line first, there is a subtle approach and there is a sledge hammer by putting tariffs of 10% to 25%. that's not small on aluminum, steel product first and for most. we can address your question with wilbur ross. he knows how to restructure the steel industry and refine products. . he's done it himself. the challenge is they sign onto the world trade organization nearly 25 years ago. this train has left the station. the u.s. has high costs of manufacturing and productivity
2:08 am
and these sectors have been slow. row produc raw products are one thing and other products as well. the e the alliance you are talking about, they all have one thing in mind here. they're trying to protect you as jobs. it is not clear by putting $9 billion of tariffs of two sectors that you will create more jobs in the future. kristine la guard says we should not be complacent, we haddecade. when you do trade measure like this, it sends a wrong signal. it could create atom kn domino which would undermine growth and

jobs. >> thank you both for the reporting. a lot of uncertainty here and the weeks ahead, we'll see how it all plays out, thank you, gentlemen. >> this is a huge story, we'll continue to follow. trade war asaide, it is a chaotc week at the white house. >> this comes as the new york times reports another bomb shell. >> that's president trump asked kelly help remove his daughter and son-in-law from the white house post. jared kushner's security clearance was downgraded and officials discussed how to manipulate him and the president was also said to be unimpressed by his daughter's ivanka trip to south korea. >> let's get our reporting to boris sanchez, on the turmoil in the white house. >> reporter: one of these controversies would be plenty
2:10 am
for any presidents to deal with but all of those compounded gives you an idea of the amount of turmoil and the amount of pressure president trump is under. key allies told vcnn that they are worried of the president and they feared that he's losing control. he lashed out some of his staffs and including hope hicks ber ra b berraded by the president. the president attacked jeff sessions again this week. there are also questions of key figures within the administration moving on from the white house. you have the head of the national economic counsel, gary cohn, threatening to resign over

the announcement that the president would levy tariffs of steel and aluminum. and hr mcmaster exploring options beyond the white house. the president is not just frustrated and in odds with some of his staffs but his own family getting a vote of conferenidenc with the president. reports that foreign governments have analyzed those and trying to find ways to manipulate the president's son-in-law and senior advisers. allies are telling us, they are worried that the president is getting out of control and this could get worst soon. mueller given every indications to interview president trump. something the white house counsel are still working on negotiating. boris sanchez, cnn, traveling

with the president in palm beach florida. >> let's talk about it with our professor of international politics at city university in london. thank you so much for joining us. >> welcome. >> let's begin with our personnel dilemma of his son-in-law had his security downgraded. should he step aside? >> well, the problems began about possible meddling by russia of the election have moved far away from that. they are investigating quite legitimate concerns about the business interests of key people, very close to the president. i think that basically violates a large number of ethical concerns. a concern of conflict of interests. these are the kinds of concerns that parades of hillary clinton and many democrats before her as
2:13 am
well of connection of big money and so on. yes, i think it does seem to suggest if these allegations are proven and they have evidence based around them. i think that makes the position untenable. >> the new york times are reporting that trump is ready for both. we heard the story of jared kushner and ivanka to move back to new york and give up their roles. he lost rob porter and so many others have bailed and others could be headed out. what more exits could do and affect the stability of this administration to the world? >> well, i think that's it. that's the intensifying crisis and the crisis are swirling around the president and presumably right within ihim, too. i suspect that tells us about his usual strategy when any
2:14 am
crisis intensify around him, he throws out a diversion of announcement or tweet, i suspect that his tweeting of the trade war is good. the breaking alliances and relationships can be a very good thing to defend america's interests and possibly going out on a limb in regards of gun control. i think he's trying to divert a lot of attention of a crisis that's coming into the white house and the oval office itself. >> right, that involves russia. you know russia, what may be their reaction to this turmoil that we are sooeeing in the whi house and beyond from this administration, that's what they have been working to achieve, is it? >> that's very difficult. i don't know if i can comment on what the intentions of the russian government have been. but, what i can say and talk
2:15 am
about is although the series of probes and investigations have focused around the idea of russia and itself influence and destabilizing the united states, the policies pursuit by the trump administration have not really gone against the dominant trend that he inherited from president obama. in fact, you can say that he probably strengthen that tendency some what. in syria, you can look at the way in which that intervention and the now what looks like a permanent intervention in regards to ukraine and selling of missiles and weapons to the ukrainian government. so, at the military expenditure increases, i am not sure what the situation really allows us to draw and regards of what putin may think. what it enables is that putin is

able to ramp up the arm races as well and he's arguing that he's doing it in response to. >> all right, we have seen that announcement from vladimir putin this week. we appreciate your thought inderjeet parmar, thank you. >> thank you. parts of the united states are facing the storm. we'll bring you the latest on the powerful bomb cyclone. >> we were talking about russia. the russia president boasting of a new arsenal weapons providing fresh fears of a cold war. we'll have more about that coming up here on cnn's "newsroom." many sleep-aids have pain medicine but zzzquil is different because why would you take a pain medicine when all you want is good sleep? zzzquil: a non-habit forming sleep-aid that's not for pain,

2:21 am
technically for this to be called a blizzard, it will reduce visibility to under a quarter of a mile. the national service will only b issue a blizzard warning if these conditions are met of three hours or more. some areas are more susceptible. dakotas and wyoming or eastern colorado. take the same blizzard and move it into a highly populated area like chicago or new york city or boston and you got a recipe for disaster. each winter the potential exists of tens of millions of people are impacted by blizzard conditions. everyone though the system has passed, we can experience pli sa blizzard conditions because snow on the ground can blow and drift across the area. derek van damme. every time we saw out there is

2:25 am
we don't have the snowplow and conditions to clear the roads so it is causing a great deal of troubled chaos and not just here in the u.k. but across the region. temperatures have started to rise, the conditions are flooding now. 15 flood warnings have been issued across the u.k. in the rest of europe, everybody is playing catch up. we had airport closures in ireland and geneva, a lot of planes did not take off on time and a lot of passengers are trying to get to their destinations. it is not just planes but cars and trains. what's most concerning is the death toll of 21 people killed due to weather related reasons. that death toll is expected to rise. the world health organization have said it is the most vulnerables who are losing their lives, it is people that cannot
