heating up the white house. sarah sanders having to comment that president trump is trying to silence the porn star who claims she had a relationship with president trump a decade ago. is and on policy, confusion at the white house. president trump was scheduled to announce his controversial plan to impose tariffs on steel and aluminum today, but the signing ceremony is not on the white house schedule at the moment. it appears the policy is not finalized yet. all right. we have several developments in the russia investigation. a new report in the "new york times" that says president trump asked key witnesses what they had discussed with special counsel bob mueller's investigators. the president targeting white house counsel don mcgahn and former chief of staff reince priebus for the follow-up talks. the "washington post" reporting bob mueller is gathering evidence about a meeting in the seychelles last january. why? the paper reveals they believe

it may have been an attempt to establish a back channel between the incoming trump administration and the kremlin. now democrats say a trump associate may have misled the house panel about that meeting. we have it all covered. let's begin with abby phillip live at the white house with the top story. abby? >> reporter: well, good morning, chris. this mellow drama, or perhaps a soap opera between a president and a porn actress, stormy daniels, is becoming a huge headache for the white house this morning. the president denies this affair, of course. but we know there was hush money paid. and questions persist about who knew what and when about why that money was paid to daniels just days before the election. >> the idea that somehow president trump didn't know anything about this and that attorney cohen was just running off and doing what he thought was best, it is pate ently absu.

keep daniels from speaking out about the affair with mr. trump. >> she had no idea it was happening. no opportunity to respond. but president trump has quote, won, and we find it to be baseless. >> reporter: they are actively trying to intimidate his client. mr. cohen has not responded for comment. they will try to shift the focus to the controversial proposal on tariffs on steel and aluminum. there is confusion about the rollout. peter navarro saying in an interview mr. trump will sign the tariffs into law today. but a white house aide telling cnn that the policy is not even finalized. navarro announcing there will be exemptions for canada and mexico after facing heavy backlash from fellow republicans. >> there will be a clause that does not impose these tariffs

immediately on canada and mexico. >> reporter: on sunday, navarro touting a different approach. >> at this point in time there are no country executions. as soon as you exempt one country you have to exempt another country. is so it's a slippery slope. >> reporter: and there is of course real policy implications behind this tariff announcement. the president we know has been putting pressure on his staff to roll out as soon as today. it could be today or tomorrow or early next week. he wants to do it before he goes to pennsylvania to campaign for a republican candidate who could use the help at this moment. we know president trump will be having a cabinet meeting this morning. >> abby, thank you very much for all of that reporting. we have john avlon and associate editor and columnist at real clear politics ab stoddard. let's start with tariffs. you heard abby report that he

wants this in place before he goes to pennsylvania for this campaign stop because he knows this will play well with his base in pennsylvania. according to jeff zeleny, his aides in white house are working overtime. they pulled an all-nighter to try to make this happen. >> yeah. >> this is a huge bit on of policy that they might be able to pull off this week. >> this does not sound like the well-oiled machine we have been told it is. they are frustrated this is way too fast to push it through. an event that has been promoted on television happening today at 3:30 is not on the official white house schedule. that is a sign of chaos. if he is trying to do it to benefit a special election in pennsylvania, that's the tail wagging the dog. they are bagging off the exemptions. it is not a sign of organized --

in opposition to him and making the kinds of warning -- issuing the kinds of warnings that senator johnson is across the board. everyone except pretty much for free trade vice president mike pence is being openly critical in the party of this. and i think they have to use the "spectre" to get the president to listen. the fact that the white house was considering, is still considering, may consider, and of course at the last minute pull out, exemptions for our allies, canada and mechanics co, is a sign that the president has been spooked a little bit about their reaction, the stock market reaction, cohn resignation, et cetera, and is realizing across the board exemption-free tear would be a mistake. until we see what the

proclamation is, we don't know where this is going. there is time to still mess things up further, to soften the blow of these. in the end it is not until you see what is written up that we can know where they are going with this. >> there is still time to screw it up even further. this is a bad rollout by definition. the republicans is a sign how deep the divisions are. he has been able to violate conservative catechism on everything except tariffs. paul ryan is finding his way on this issue. or at least he's trying to. >> does ryan deserve the full nod on this? because he did it through a spokesperson. >> we'll give him a half nod. >> there is reporting, by the way, that the leaders in congress don't know who their point person is anymore. gary cohn is gone. even trying to communicate and negotiate this out is a challenge. >> navarro isn't somebody they

have been working with. this isn't style points. this is how trump is. he likes to be disruptive. he's messing with the machine, draining the swamp. all of those phrases that ring with them. the irony is a lot of democrats don't believe it. >> right. >> but a lot of conservatives believe and a lot of economists believe when you mess with tariffs you create an imbalance. and there is going to be retaliation. then you can't stop it. and it's a problem. and we have never had one work out well for u.s. workers. it's not just about how he's doing. it's what he wants to do. there are fundamental concerns. it's not they just don't know how to get out of their own way in the white house. that may be true, but that's not the concern here. >> you try not to make ole miss takes. >> smoot holly. a ton of different reasons trade

worse haven't worked well. it is aimed at products and companies made in wisconsin, kentucky, homes of paul ryan and mitch mcconnell. so people are really feeling the heat on this. navarro, you're right, this is in line with a lot of folks on the left want to see, they are reshuffling the coalition. trump seems committed to it. this seems to be an area where he has a longstanding commitment to protectionism. he is not just johnny come lately. he actually believes this. he should be spooked. the chance office blowback on this politically and economically are high. >> ab, let's talk about another issue the white house had to address yesterday, stormy daniels, aka stephanie clifford. there was arbitration apparently that michael cohen, the president's personal attorneyen gauged in in california to get a restraining order so she could

not stand out. sarah sanders tried to address this yesterday. >> the president has addressed these directly and made very well clear that none of these allegations are true. this case has already been won in arbitration. anything beyond that i would refer you to president's outside counsel. >> you said there's arbitration that's already been won? by whom and when? >> by the president's personal attorneys. for details on that, i would refer you to them. >> you're aware of that, so what can you share with us. >> the arbitration was won in the president's favor. and i would refer you to president's outside counsel on any details beyond that. >> ab, what did you make of all of that? >> i'm just baffled that the white house would want to drop that information at the briefing to further the story. the best way to make this go away is to stop with the arbitration, restraining orders and talking about it and saying what sarah huckabee sanders is

saying all along, the president says these allegations aren't true. i don't know anything further. let's move on to the next topic. michael cohen, personal lawyer of the president, made this clear weeks ago, that the president was involved in this when he you've the word facilitated. i facilitated a payment, he said in his statement. the gig is up here. >> he doesn't is say that, ab, just so you know. >> he made it clear the president knew of the payment, was involved in the payment through his use of a lawyerly term. this story could go away. trump he coalition doesn't care about it. they don't care if it was in-kind campaign contribution. this is the kind of thing that doesn't matter and could go away in the storm of other debacles we have raining over this administration. the idea of them bringing this

up and having her go on on tv and counter it and say it is bunk is counterproductive. >> i don't know why sarah sanders said the president won. it kind of blows up the whole spot. the whole point is the president is not involved. this is the theory from mike ch coe hen. i did it. i did it through my llc. she violated her agreement with me. i went to get the relief that laid out in the agreement s. she lost. she was supposed to shut up. she couldn't file the suit. she did it anyway. then she says the washington won. >> this is the classic washington gaffe. someone inadvertently tells the truth. it is is very clear david dennison appears to be the president. somebody is acting on his behalf. it is a document that is quite detailed and weighted on behalf of cohen and his client. and, look, this is not a great story. the porn star and the president

what could be the concern for investigators. >> well, remember mueller and his investigative team and there have been thoughts before the president of the united states had obstructed justice or was involved in witness tampering. if he did it afterwards, he's checking to see if they were nice bit, not trying to influence the testimony that was there. so this is probably on the very low heest scale ofany allegations of obstruction or tampering. but it does are veal one great point here. that is the president has a consistent impression or obsession with trying to figure out what mueller is investigating, whether he is a target, and tampering is kind of a fine line to dance when you have already been accused of obstruction. >> laura, let me stick with you for a second when you report was he nice. maggie haberman was one of the

reporters. he asked his former chief of staff reince priebus how the investigators had been and had they been, quote, nice. that sounds quite benign. >> the idea of him asking the question frankly you have to give the benefit of the doubt. asking is it nice. we could say that is a coded word, he does he like me? was it a sally field moment, does he really, really like me? trying to infer to what mueller was trying to do when he asked questions of reince priebus you can't read into it a lot. but he was trying to figure out is and assess whether there was an ally in mueller or whether he himself, not his orbit, not the campaign, not people who are surrounding it, not russian nationalists, whether he himself or people that were around him would be the target of obviously a less than benign interaction with mueller. >> i mean, look. in a little bit to counselor

coates's points, it shows where he is, what his intentionality is. him talking to mcgahn and saying here's what you need to say about all of this fire mueller stuff and what he may have said about reince priebus, that is a different category of behavior because it goes into the president's potential efforts and a pattern of behavior to control -- >> that's before. what you're talking about is before. this is him checking in after. >> i'm saying after. he goes to mccann and says, all right, if that's what he talked to you about, here's what you need to say publicly now. i think this is still low levels. >> far from best practice. is it news that the president is obsessed and interested and curious? is that national? y natural? yes. but if he ever asked him to fire

mueller and he said but you did. and trump didn't remember it. >> that's not the way i remember it going. >> that's a big deal. it seems like the kind of thing you would remember, asking your white house counsel to try to fire a special prosecutor. you would have notched a way in the back of your headseting up a condition to create a national crisis. that didn't really resonate with him. that i think is troubling. >> okay. another tidbit -- >> sorry. and he goes on at that point to say, well, you want somebody who is heading the doj to protect him. that goes into the same pattern that the president is under the impression at the office of white house counsel which protects the actual office, not its incumbent. it is there to be its personal legal bodyguard. >> next tidbit is from the "washington post" in terms of what mueller is looking into. there was a meeting in the seychelles in january of 2017. okay.

so before the inauguration during the transition. here's a little passage from the "washington post". a witness cooperating with mueller has told investigators that the meeting was set up in advance so a representative of the trump transition could meet with the emissary from moscow to discuss the future relations between the countries. is this illegal? >> that there was somehow a decision or effort to have a back channel created between the kremlin and the incoming president of the united states. mind you, after the current at that point in time barack obama, at the current decision to try to sanction russia to try to interfere. there was already a question about kushner having a back channel. it also contradicts the testimony that he says, oh, no, no, no, i just happened to be in

the seychelles. i happened to have been told i could go at theened of the bar and share a beer in somebody pivotal in trading that back channel. and i only talked about things like stalin and beauty unfor a second. only the length to finish my beer, or 30 minutes. now you know somebody like nader would be so important in trying to dismantle that obvious myth or try to fill in the myth of was there a planned out meeting or was it happenstance that he has alluded to. >> this has been fishy since it first surfaced, right? this has been the context that ultimately sinks flynn. obama raises sanctions. they try to retaliate for russian sanctions. erik prince, founder of blackwater. betsy devos, testimony now in

her. we keep calling her a porn star. >> we actually should call her stephanie clifford. she does have a name. we don't call everybody by their character name. >> three or four weeks ago i was told that's how people know her. now we shifted. but be that as it may, what do you see as the real issue? >> remember here the idea that they entered into an arbitration is really not a big, you know, revelation here that she entered into a bad contract. one in which she didn't get the best benefit of the bargain here. she was in a position of weakness. got $130,000 of it. and contracted to have this outside of the courts, according all statements now. but arbitration does give you less protections and guarantees in a court of law. it also gives you greater

confidentiali confidentiality. when you enter into arbitration it does two things, it allows the arbitrator who is not a judge in a criminal or civil court, decide issues whether it's enforceable and what to do next. this ex parte, without the presence of stephanie clifford or her counsel at this hearing that was issued to say, listen, i want you to recognize this contract was valid and i do not want this person to be able to disclose any information. that was what she contracted for. the benefit of the arbitration is not that you have to have a deposition necessarily. remember, everyone is fixated on the amount of money she stands to lose if she discloses, a million dollars. but she is in a cost benefit analysis of what she stands to gain. a million may be far less amount than she would gain once her story is out there. >> thank you. all right. let's get to weather. millions of people in the northeast battered by this powerful winter storm. here's the snow still coming

he has been criticized for alleged misuse of taxpayer funds. it's not that alleged because he has agreed to pay the money back. the author of "chasing ghosts" and founder and ceo of iraq and afghanistan veterans hospital. is it a bad situation down there or not? >> yes. it's maybe the worst situation i have seen in a decade and a half. you have covered this on cnn for year, right? it happened under bush, under oba obama, and again under trump. va is always a highly political place. right now the multiple ig reports and the political infighting the worst i have seep and our members have seen. they are concerned. they don't know what the future holds. they don't know if the secretary will be around. every two or three years or so of the last decade we have gone

through this. it is the same thing you have been covering for a while. if there wasn't other stuff happening in washington, d.c., it could be front page news. >> money used that went to pay for travel for shulkin's wife. they went back and forth about it. he said i'll pay it back. dirty storage rooms. veterans say i don't care how dirty the storage rooms are. others say wait time has been reduced to zero. >> quality of care across the va is generally good. va leadership has always been turbulent, especially right now it is turbulent. multiple ig reports that are bad, a problem, that the secretary has got to address. and then the president who right now doesn't seem to be focused on it. he hasn't met with the secretary that we have seen. this is similar to what we had

with obama. it seems like the white house is focused on it. when you don't focus on what's happening at the va, this is what can happen. we have millions of veterans who rely on it for care, the g.i. bill. we need stability in leadership. >> what are they getting wrong? >> clarity. just clarity and stability. like a lot of other parts right now. the other factor is that shulkin is the only moderate in the entire cabinet. it is hard to be a moderate in this environment in washington right now. he has political forces on all sides hitting him. he is trying to hold a moderate position. we're not sure. that is an untenable position. >> is he part of the problem or part of the solution? >> we'll see. i think right now until there's stability, it's his responsibility to make sure it is stabilized and people have clarity and they don't have ig reports with dirty storage

rooms. this is the washington, d.c. v.a. you can pretty much see it from the white house. this is congress's backyard as well. there was oversight, leadership failures. when you start impacting vet is answer's lives, that's the stuff -- >> sarah sanders says he's doing a great job. >> well, veterans across the country are concerned. all veterans groups are concerned. they have met with the white house multiple times. our members are deeply concerned. i think the press secretary should talk to more veterans. they are all concerned. they see the problems. it doesn't look like everything is fine. >> this fight about privatizing more of the service, where is your head on that? >> this is the fight for the soul of the v.a., for the future of the v.a. the important thing to know is it concerns about $200 billion budget. the second i think only to the pentagon. so this is a lot of money. folks have recognized the v.a.

budget is big, growing. they want to figure out where that money goes. that's extremely political. they don't want privatization. they want to take in the more privatized way. most veterans don't want that. >> for the people at home not he veterans, what is different that they are getting versus what our veterans are getting. >> the high quality of care is noteworthy. the quality of care. access to care is awe problem. for example, today is women's day. we focused for the last year on recognizing and supporting women veterans who make up 20% of the people coming home. resources isn't regular w. he haven't stepped up to support our women vets. we need average americans to keep their eye on this despite all the other drama that is happening. as midterms come up, what are the candidates going to do to support women veterans? what's their plan.
