this is going to be a severe storm, but one they are fully prepared for. >> let's hope. alex, thanks for the beautiful scene in new york. thank you for joining me "inside politics" with john king starts right now. thank you. welcome to "inside politics," i'm john king. the president, described as furious as chief of staff scrambling to find the source of a leak. attacks on the special counsel and a white house embarrassment of a different sort. all signs turn to a blue wave for midterms. the president says he will help his party defy the odds. >> this year, in this election, we are fighting to win and we are going to win.
9:01 am
there's no reason why we shouldn't win with what we have done over the last year, no reason whatsoever. they have gone so far left, we have to go a little bit further right. we are doing very, very well. i think you are going to have something very, very special take place in a short period of time. >> to politics in a moment. first, we are getting our first look at the man austin police say carried out a string of bombings before blowing himself up as authorities closzed in early this morning. this footage is said to show 23-year-old marc anthony conditt. the packages he's seen mailing are connected with the recent bombing spree. police caught up with him in nearby round rock. he fled in his car, pulled over and set off an explosive inside the vehicle. turns out, conditt is in the area. there's been a good deal of police activity outside his home where a short time ago,
9:02 am
authorities were ordered to come out. they are confident conditt was the bomber, but they can't be sure he acted alone or left other deadly packages around the area. greg abbott offering a short while ago. >> we don't know how many bombs there are. this individual may have either by mail or placement, whatever the case may be, put other bombs out there. we need to go throughout the day to make sure we rule out whether there was anybody else involved in this process. >> cnn correspondent nick is in the bombing suspect's neighborhood. a heavy police presence outside the home. do authorities think this is the end or are they still looking for somebody? >> reporter: well, john, as you mentioned, they are saying the investigation is ongoing. they say they are sure conditt was involved in all the bombings, but they are not sure he acted alone. there could have been other people involved. a half hour ago, an armored
9:03 am
s.w.a.t. vehicle pulled up alongside the home and blocked our view. someone was saying come out with your hands up. this is the neighborhood conditt grew up in. he grew up a few blocks over there. his parents live over there. we spoke with a neighbor who has lived next door to them 17 years and this is what he had to say. >> i know they are church going people and extremely good neighbors. i like them a lot. it's extremely confusing and i don't make anything out of it because it just is -- doesn't make sense. i suppose this type of thing never does. >> reporter: as far as a criminal record, all we can find is a traffic ticket from last summer for an expired registration. as i say, that investigation ongoing. there is a suspicious package that police say is now being made safe at a fedex locality
9:04 am
near the airport. john, this investigation is still under way even though that suspect is now dead. john? >> on the ground for us in texas. thanks for that attack. now on to politics, an angry morning. the president is venting, mad at republicans. he's more mad, furious about a leak, detailing how he refuses to stand-up to vladimir putin. remember, this hour yesterday, the president disclosed during an oval office meeting how he called the russian president to congratulate him. the criticism was fast and bipartisan. there is no one outside putin's inner circle that believes it was a fair election. the president made no mention of a long list of problems with russian behavior. >> i wouldn't have a conversation with him. >> it's like congratulating the harlem globe -- >> this is like congratulating
9:05 am
saddam hussein when he got 90% of the votes in the election. >> how do you do it? a scam election. >> it is not that criticism that has the president and his chief of staff furious today. their anger at a west wing leak to "the washington post," first, detailing how the national security staff specifically told the president on his notes to prepare for that call, not to use the word congratulations. the leak details how the president ignored notes suggesting he made plain to putin the united states is not happy with election handling here and the nerve agent in britain. why he doesn't stand-up to putin is fascinating. jeff, the white house suspect the leak came from within or where? >> john, the white house suspects the leak came from the inside, likely from the national security realm here. there was a limited number of
9:06 am
people up vinvolved in the brie of the president. he made the call from the residence of the white house, which he normally does. the reality is, as the white house is focusing on the leakers, there many republicans and democrats who are trying to focus this on the substance of the phone call. the white house, of course, more interested in focusing on the leak there. the reality is, there is someone inside this white house and inside the national security counsel who does not like how the president is dealing with vladimir putin, so they decided to leak that to "the washington post." it certainly is something that sparked a witch hunt around here. i'm told the white house chief of staff, john kelly is fearious as is the president. the president is in the residence right now. the white house is technically not holding public events today. most people are not here because of the snow day here in washington. there is still a hunt on for who did this. one official telling us, it is likely a fireable offense and could be against the law as
9:07 am
well. john? >> jeff zeleny for us at the white house. jeff, come back if you get more. cnn's maleeka henderson and kathryn lucy of the associated press. this is a fascinating story both on the substance and the leak. not defending the president or vladimir putin, but if you are the boss of any organization, you should be able to conduct your business without people who work for you. people on your staff, to have access to this information, to know that level of detail, this is somebody close to the president and shows you a continued unhappiness with the president and also, is it chaos in the white house? we know he's been unhappy with the national security adviser. >> he's been plagued by this particular problem, information leaking out about his calls to foreign leaders since the beginning of the administration and before that in the transition. you know, part of that, as you
9:08 am
say, is you know, on the people who are the leakers. but, you know, the other thing that he is consistently done in conversation with foreign leaders is not pay attention to briefers and what they want him to say or not say. we have had so many examples of calls which are normally very highly, you know, planned and prescribed. that's the normal way it would happen in a white house. they veer off the rails because he just kind of goes with his gut and says what he wants to say. i think there is a level of frustration, again, not to defend the idea you leak about your boss z, but there's a level frustration in the state department and inside the white huse with the fact that the president doesn't listen to them. >> i guess that makes it a two-track story. you are right, especially when it comes to putin. there is continues russian meddling. they said it minutes ago on capitol hill. there is russian activity in syria that is counter to u.s. interest. there's the poisoning, the nerve
9:09 am
gas agent used against a putin critic in the uk. there's more and more and more. we could go on about vladimir putin's behavior. there's that. they don't think he's tough enough. that bothers them. to have a leaker in your midst, there are a thousand leak investigations and often they are for show. you never find out who the leaker is. >> they seem to take this one serious today. there was tough language about this being a fireable offense, concern about whether it could be criminal. i think that's their message today. to mike's point, we have seen leak after leak on serious issues and small issues without a ton of follow through. >> we talk about it when it happens. the oval office tape, the president sitting next to the crown prince. you are sitting in the oval office with with somebody who does not have anywhere close to a good record on the issues of
9:10 am
democracy and human rights and say this about vladimir putin's election win. >> i had a call with president putin and congratulated him on the victory, the electoral victory. the call had to do, also, with the fact that we will probably get together in the not too distance future so we can discuss arms, we can discuss the arms race. >> this is the question that is mind boggling to democrats and republicans, even people who support the president deeply. why can't he say, look, we have a lot of problems from election meddling to what happened in the uk to the ukraine to syria. he's now going to be president for six more years and we need to try to figure this stuff out. why can't he say that? what's so hard about that. >> that's what feeds i don't want to say conspiracy theories but i will, about what is driving his relationship with
9:11 am
putin. everyone says there's been all these events, you have to call him on it and he didn't. that's why this leak is so bad. he went out and said he congratulated putin. he was told, they knew going into it, don't say congratulations. that doubled the impact of the leak. i think they are pretty serious about this. of course it's a fireable offense. if you did that and weren't fired, i don't know what you would be fired for. i think that they will probably bear down. it's different from a leak investigation of a journalist from an agency. this is the inner, inner circle. it's just another one from recent days as mike said. there have been a couple that, you know, somebody that's been around here for a while, that is an amaze ziing leak that it camt that fast. >> the first week, the first 72 hours. some republicans are screaming double standard. i want to read a line from a
9:12 am
printed white house from obama. president obama called prime minister putin to congratulate him on the recent victory in the russian election. there's a congratulations there. it goes on to say, we have to talk through some issues. >> it was before the invasion of ukraine. it was before what happened on british soil with the nerve gas. it was also before the meddling in the russian election. it was a different time. it's also, you know, obviously, you have republicans heavily criticize obama back then, leading from behind and being soft on the world stage. one of the things that i first thought of when i read the story in the "washington post" is north korea is coming up. this is a highly sensitive meeting that he could have, we don't know if it's going happen with the north korean leader and the fact he couldn't follow and wanted to ignore these simple directions in terms of
9:13 am
engagement and phone call with putin suggestions people are concerned and worried about what might happen in that face-to-face meeting, which is much more delicate, involved, likely a longer meeting than the phone call. the folks in the national security community are trying to send up red flairs in the same way they were doing initially with this president saying he wasn't quite ready. a year later, they are saying the same thing. >> it's fascinating question. the former cia director saying on cbs, i don't know, maybe he knows that the russians have something on the president. you mentioned conspiracy theory. that's the chatter you get when the president doesn't say we are mad about this, this and this. >> any normal politician, given the set of circumstances we have over the last 14 months would bend over backwards to take the opportunity to be critical to prove the critics wrong. so, the house -- he brought this
9:14 am
on himself. he announced this himself at the event. so, that's the inexplicable part of all this, why people are scratching their heads. it's to the obama thing. george w. bush also congratulated putin. it was a different time. >> i was there when he looked into it. donald trump not the first president to make a mistake about vladimir putin. the other ones changed their course. we'll see if he ever can. next, from an embarrassing leak to an embarrassing tweet. he attacks the special counsel and fails a third grade spelling test.

in patients with sickle cell disorders, serious, sometimes fatal crises can occur. the most common side effect is bone and muscle ache. so why go back there? if you'd rather be home, ask your doctor about neulasta onpro. a win is a win in sports and in politics, but there's often a message in the margins. last night's vote count in illinois is the latest snapshot of the 2018 mood and a warning to incumbents in both parties about base voters. a conservative anti-abortion democrat just barely survived a primary challenge from a progressive who had the backing of bernie sanders, another liberal force. and in the governor's race, the incumbent republican also won renomination but barely, a sign the gop's conservative base is unhappy with him and a sign of weakness democrats home carries over to november. what did we learn here? we do see the progressives are mad. they thought they could get lipinski, and they didn't.

the party saying they'll rally around him, he's the nominee. he's lucky his opponent is a holocaust denier. we'll just leave that one there. you did see the tensions in the democratic party. you saw the tensions in the republican party in the governor's race. the restive bases coming out in the primaries, what's the november message? >> i think what you saw there is there's obvious dissatisfaction with political incumbents. you're going to see that reflected in november, and republicans, at least in this city, have more incumbents than democrats. that's a problem for them. the governor is in serious trouble. there was talk in illinois that if he came in below 60% in this primary that it was going to be miserable for him. well, he was well below that, and he is up against someone with a lot of money, and i think that is going to be a very expensive and ugly race. >> if you look at the turnout, the thing the democrats are

happy about is intensity. time after time, go back to 2017, special elections, even the house races, that i lost. democrats are coming out in higher numbers than before. illinois democrats -- illinois is usually a blue state. they do have a republican governor. they say, okay, maybe we have primaries, maybe we have fights in the family, but our guys are coming out to vote and that's a big deal. >> that's a much bigger gap between democrats and republicans than we saw in 2010, say. i think if you extrapolate that nationally, it speaks to democratic enthusiasm going into the fall. i think that's something they're really -- >> last night the president was speaking at a house fundraising event. he understands the climate, but he says don't worry. >> this year in this election we are fighting to win, and we are going to win. just no reason why we shouldn't win with what we've done over the last year. no reason whatsoever. >> he says no reason whatsoever.

midterm elections are about presidential approval ratings. here's the president's. among young voters, 31 approve, 61 disapprove. among independents, 45 approve, 51 disapprove. there's every reason whatsoever to think that there's a blue wave brewing because of the president. >> yeah, and we've seen it already. we saw it in alabama. we obviously saw it in a special election in pennsylvania. history shows that they're going to lose seats because that's what's happened in the past midterm elections. it's a referendum on this president who isn't very popular. >> there's losing seats then there's losing seats. you talk to smart republican strategists and they think wave, tsunami, they're not happy. >> i like also when the president in that speech said he was going to go everywhere. the democrats are really hoping that's true. >> one thing we haven't talked about in this show is the tax cuts. that's something that a lot of republicans would like to be talking about as they head into these tough elections. it hasn't really been a talking point. >> they can't.
