so we need to have sustained funding, not just one-time hits of funding. the one-time hits of funding are important but states need sustained plans. this is not a problem that's going to go away in a year or two years or even three. >> but it's also not a problem for just one state, it's a problem for the entire country that needs a national response to it as well. regina, thanks so much for coming in. i appreciate it. >> thank you very much. thank you all for joining me, as always. "inside politics" with john king starts right now. thank you, kate, and welcome to "inside politics." i'm john king. thank you for sharing your day with us. > ie m emanuel macron is in the white house today. do we live in the age of
9:01 am
trump trumps all. the confidence of scott pruitt. the white house insists all is fine. >> that's not my question. my question is, keeping scott pruitt in place, is that really draining the swamp that made the headlines given the optics of the days of tom price in the day? >> there is a revolving door between lobbyists and this administration. there is more work we can do, we will accept that, but i think scott pruitt is doing a good job and we look forward to keeping him there as epa administrator. >> we begin the hour with a dance of delicacy, a dance likely to dominate the white house this week. emmanuel macron is due to land soon.
9:02 am
he will be testing his friendship with trump on the iran deal. there is really no choice. >> our relationship with iran, no. but for nuclear, what do you ha have? i don't see it. i don't have any plan b for nuclear against iran. >> macron isn't the only one with a message about the risks of ripping up the deal. here's the monday morning view from the drudge report, saying president trump needs to hold up his side of the deal. the president has the stage first and a bigger stage because of his personal bond with the president. that fox interview is the latest sign that trump studies the macron playbook. but it's unclear if his latest relationship will get the
9:03 am
results he seeks. manu raju and kathy lucie with the associated press. what is his plan b? >> i don't think he's ready with a plan b, exactly. i don't think he knows what he's going to say. but he does like macron a lot. i think he likes him because they're both new leaders, they had similar elections, they're surprised winners. i don't think it's as bromancey as everyone is saying, but i do think macron knows how to appeal to the president. he knows what the president is watching, he knows how to appeal to him, and he knows in person is the best way to make that appeal to the president to stay in the iran deal. >> will it work? especially if you look at the president several times in his administration, he doesn't like this deal, doesn't think it was long negotiated, doesn't think it does anything about iran's other bad activities in the region.
9:04 am
but he's listen to secretary tillerson, he's listened to secretary mattis. with a new team in play, mike pompeo viewed as more hawkish, will he rip this up or listen to macron? >> he doesn't have any voice that says, no, no, wait, let's stay in. at least nothing we've heard. the danger of pinning all this on macron is we had trump whisperers before, right? xi jinping and the president get along very well. they have had major reversals with policy within the trump administration. bromance is cute but it overstates the kind of influence that macron has. >> i think you'll probably hear the president say positive things after their meeting, suggesting that perhaps he's open to staying in. but this meeting will fade and then he'll have other meetings, probably with his new secretary of state who will be confirmed later this week, mike pompeo, who has during these
9:05 am
confirmation hearings made pretty clear that he didn't commit to staying in this deal. they said they want fixes in this deal but what exactly do those fixes mean? he's going to be surrounding himself with those key players, but may is the critical time for him to pull out. if he pulls out from this deal, what does that say about the north korean nuclear deal, if there is a north korean deal. how do the north koreans view that? >> i think as well we have to view this president coming back again and again with his base, his voters and what kind of promises he made on the campaign trail. as much as he likes these leaders, as much as he's building relationships, which he likes doing, that is what we come back to. >> with macron, they golfed again, but the president saying, no, i'm sorry, i'm not giving you relief from tariffs.
9:06 am
chancellor merkel will be behind him this week. her relationship with trump is frosty, to say the least. listen to macron about why he thinks he and the president get along so well. >> we have this personal relationship because both of us are probably the maverick of the systems on both sides. i think president trump a election was unexpected in your country and probably wasn't expected in my country. >> do you ever wonder whether he'll serve his full term? >> i never wonder that. >> the last question there a reflection that both presidents have domestc political issues they're dealing with. they're very different but both of them are in domestic political. he used his influence to sway the president. he's not lowering the stakes there. >> and he's got a lot of asks. that's another thing. the iran nuclear deal is very important. they are proposing not changing the deal but adding things like long-range missiles.
9:07 am
he's got a lot to ask. ept he wants to get the eu removed, he's going to appeal for the president not to drop out from the climate agreement. he could always walk away with one of these for a win, but there's a lot on his plate. >> it all goes back to will the president ultimately follow through on what he's suggesting? the last time he went with macron, he said there was a possibility to climb back into the tariff deal. these foreign leaders come away thinking things are going well, but what does the trump administration ultimately do is the question. >> are we having a transactional meeting or is the president just listening here? >> that's a good question. i think in the briefings in the white house, they haven't suggested any particular ask. the second regular ask is trade. they ask whether meeting
9:08 am
partners will meet to ask. macron and the president speak quite a bit. he may sound him out on issues like north korea. one of the arguments that's going to be made about the iran deal is, hold on, if you tear up this other deal. if you show that the united states won't abide by its previous engagements, what message are you sending to the americans? >> it's also a chance for the president to play the statesman. the first-time visit, he wants to show that he's someone to build these relationships and these ties. >> to his credit, it's a great advantage to the capital, in the sense they'll go to mt. vernon to celebrate the bond between the french president and the president of the united states. we criticize the president at times. props to him for using mt. vernon. it's a beautiful place to go. you have rogue regimes, if you
9:09 am
want to call them that. the president tweeting end of the week. the summit could be next month or in june. message from kim jong-un, lawyer will stop accumulating tests. so -- it is significant that the north koreans are making these concessions. is it a bluff just to get the meeting with president trump? we will find out. the president also inaccurately in one of tweets, though, saying, we haven't given up anything and they have agreed to denuclearization. so great for the world. they have not agreed to that. >> that's the thing the white house is getting to. the president has long thought he was the one who could solve this problem. hi his predecessors couldn't. he thought if anyone could get to north korea, it would be him. but they still face these questions, what would it result
9:10 am
in? is it full denuclearization? they'll have to get to that to get sanctions relief. sarah sanders couldn't answer that question, saying she didn't want to get into the details before those negotiations before a meeting with kim jong-un and the president takes place. you can't make that decision once you're sitting at the table with the north koreans. >> they could face some of those questions before that meeting in the sense that the north koreans and americans have having a face-to-face meeting for the first time in a decade. if they ask, what about food aid, the president will have to answer that question. >> they said they were going to have to suspend testing in the middle of the bush era.
9:11 am
they don't even agree what denuclearization is. it's interesting to watch, what their putting on the table, including a possible peace agreement. >> in general, the diplomatic courtesy in bc. >> it was kim jong-un's father. this leader has never been in this position. will he follow the path of his father and grandfather, especially his father, and say i'm going to cheat, or is he for real? >> i would be pretty happy with the president's latest tweet saying, denuclearization has happened. perhaps if the president has these negotiations going in. that's ultimately.
9:12 am
was he informed by what the north koreans said they would do. >> the president does want to do any -- to kaitlyn's point earlier, he really thinks he can be the one to do something where others have not. >> i say put the promise to the test, and if it's friday and things aren't going well, he'll walk out. keep an eye on mike come pay rebuke later today by the senate foreign relations committee.

heart, the senate foreign relations committee will vote against pompeo's nomination to be secretary of state, with all the republicans and democrat rand paul opposed. the cia director still likely to be confirmed by the full senate, but he would be the first secretary of state to take office after being rejected in committee. the president making clear he's not happy, tweeting this morning, hard to believe obstructionists may vote against mike pompeo for secretary of state. phil, is this about pompeo's resume or is this about the boss, the president? >> reporter: democrats have decided it's his resume, whether it's his posture they consider far too hawkish, past comments related to lgbt issues, muslims. they also kind of give away what they say next, which is their concern about how close he is to the president, which under sscos
9:18 am
the latter idea, that the president himself is looming over the operation, that he is very comfortable with mike pompeo, that mike pompeo's role in his cabinet may only grow and perhaps not check the president where democrats say he should. you talk to republicans and they say, go through the guy's resume, whether it was at west point, harvard or when he was a cia director, which they applaud that up to this point. the reality remains that he's on the president's team, he's comfortable with the president, and democrats are uncomfortable with that fact. if you roll through kind of where past nominees have been, whether it's the unanimous approval of colin powell, secretary of state hillary clinton and john kerry both getting 94 votes in favor, there is a dynamic that's shifted on capitol hill right now and mike pompeo is certainly on the receiving end of that. if the president no, ma'minates somebody, frankly democrats at this stage are going to be opposed, john. >> two democrats right now,
9:19 am
heidi hieidkamp is a yes. >> afr meeting with mike pompeo, discussing his foreign policy perspectives, and considering his distinguished time as cia director and his kpemp larry career in public service, i will vote to confirm mike pompeo to be our next secretary of state. he won't have enough to get to the finish line, not just getting an unfavorable recognition from the committee, but the fewest votes in favor of any state nominee. the person who holds that record before mike pompeo, that would be rex tillerson with 56. mike pompeo probably going to end up somewhere around 52, 53 range, john. >> philip, appreciate that. the two democrats on the record share this. they're both up for reelection this year and they carry their
9:20 am
states by only 34-something and 42. but they get it. is that it, the democratic base is calling these guys up and saying, you cannot vote for mike pompeo? let's look at the state nominees here. rex tillerson, 43, but condoleezza rice, colin powell, john kerry, hillary clinton, condoleezza rice. things were good in the bush administration, clinton administration, even the obama administration. but secretary of state, it was, okay, the president deserves his team. this is mostly about trump, if not all about trump. >> it is. a democratic member who is not in a red state, not up for reelection, you're listening to what your base is saying, and they want to resist. they want to fight him at all costs. mike pompeo is qualified for this position, but clearly, the
9:21 am
senate caucus want to fight trump tooth and nail. you do have this handful of red state democrats who view this as an opportunity to break from the natural party, to side with the president which is why you're seeing heidkamp vote for this nominee, but you'll probably also see joe donnelly vote for this nominee, probably one or two more. they'll barely scrape by. there are two other nominees, gina haspel, cia director. most of these don't want to be voting no most of the time. maybe they'll vote against one of them, but not all three of them as liberal members do. >> the argument is the president deserves his team even if i disagree with his views or the idealogy in place. for pompeo, that's why there is surprising to see so many no's. he was top of his class at harvard, he was top of his class
9:22 am
at west point. most people give him high marks, not only his job with the cia but how he's open to questions. he's actually answering questions when congress calls. to the va question, that seems to be a legitimate bipartisan question of qualifications. everybody likes dr. ronnie jackson. he's president obama's position, he's president trump's position now. john morano of kansas, doesn't have experience you would traditionally think would be in the va. john in arkansas. i do have concern over his experience. washington, he has some issues with management. two democrats, two republicans, what do they share? >> you cannot vote for somebody and put them in that position if
9:23 am
you don't have full confidence he'll run the va which hits home with a lot of people. he has impeccable credentials, which ronnie jackson does. he is very well liked in the white house. the president hold him in high regard, but it doesn't mean he has the experience to overlook an agency with this much power. if they have not voiced their recognition, they're very skeptical having him be confirmed for this, so he is going to be grilled in his confirmation hearings. >> watch the veterans association comes out. they've been quiet so far, but if they come out and say they're opposed, expect some republicans to say well or not. if it's this kind of process every single time he needs a confirmation, it really raises
9:24 am
questions about whether he can make more changes. >> we'll save that one for another time. it's hard because republicans don't want to be doing this on an election year. and they want something they have to answer to when they go home. they get asked a lot about the department of veterans affairs. quick break. when we come back, we're awaiting a press conference in tennessee where a mass manhunt is underway for a gunman who killed four people. what might be at issue? a family feud. i'm really into this car, but how do i know if i'm getting a good deal? i tell truecar my zip and which car i want

9:29 am
we don't know what that information is, but we do know there has been a manhunt under way since yesterday for that shooter. back to politics for a moment. the odds are pretty good that mitt romney will be utah's next senator, but he'll have to earn it by proving he can navigate today's turbulent republican politics. romney plays second at this week's utah republican convention. delegates there gave a victory to mike kennedy. he's a lifetime utahan. >> i'm the stone that unturns people who try to oppr ess us. some people have said this is a david versus goliath race, but they're wrong. first, none of this is david. david was a noinointed of god.
9:30 am
second, i'm not goliath. washington, d.c. is goliath. >> romney and kennedy now face off in a primary. cnn was in salt lake for the convention over the weekend. he joins us live. made fascinating, romney's people knew this would be rough. did they know it would be that rough? >> i think they did. mitt romney had put 9,000 miles on his truck driving around, trying to show these utah delegates he was ready to earn it. but he ended up in this long-running fight with the gop between kind of the establishment versus the grassroots who do not like the fact that mitt romney went out and gathered signatures. they thought that was kind of a blow to delegates who wanted to maintain their power. i think this shows us, in part, though, and romney blew that out
9:31 am
of the water this weekend. it was about 1500 votes for each of these candidates. there are actually 650,000 republicans in utah where romney is very popular. so while this one wing of the party is not happy with him, he still is very likely to be victorious in the primary as he imagined. and these delegates just like the element of surprise and showing established candidates, particularly ones who have not lived in utah for a long time, that they're still in charge. >> help me understand a third element of the grassroots state. when you're going through the delegates, kennedy tried the carpetbeggar argument, he tried romney is too close to the president. what was the most powerful part
9:32 am
of it? >> i think he represented the stew, and mitt romney came in as goliath. i did talk to some who were still unhappy with romney taking over trump in the 2016 race, calling him out as an imposter, calling out his commentary. there were people there who really wanted to punish him for that. when i interviewed romney this weekend, romney said he would not yet endorse trump in 2020. that kind of shows you there are a lot of utah republicans. you had an interesting weekend. most of our midterm. how big can it be? both parties have these internal issues brewing as well. in another senate race, for example, bob corker, who is
9:33 am
chair of the foreign relations committee, and one of the most fantastic thing about herl. i think she's too conservative. he does like the democratic former governor. listen to senator corker. he's a seat that republicans have to hold asked by dana bash yesterday. so what about marshall? >> i sent the republican nominee. they were asking about governor br bradison. he is my friend. i'm not going to support him, but i am supporting the nominee. i've worked with the nominee for
9:34 am
some time, and i don't know what else to say. >> what else to say. >> how about, marshac marcia bl is the other candidate. she will protect your tax cuts. she is the better candidate for the state of tennessee. there is a lot he could have said. >> he couldn't have. >> i'm not sure he wants her to cam. >> corker has a hard time faking it, as you can tell. he feels like he has to support her, but if he could speak openly, he would probably say she's not supporting i his, his.
9:35 am
. corker had second thoughts about rejoining this race. i think corker himself thought he shouldn't have run for reelection, but i think he decided prematurely to drop out of this race. . they could lose a senate which we vuld as very unlikely. if you look at it here, phil branson, the former governor, actually up by 10 points. he has proven he can reach out to republican voters. so a republican family feud does not help in a year when you already know the democrats have their wind about that. >> and it's a state where there should be no difficulty. i think what we're waiting to see in you.
9:36 am
obviously he's leaving but could make for an indecent vote. >> he's more of a modern republican, more traditional tennessee. blackburn is a more new age executive. so they don't like her. some say it's because she's a woman. you have, even the president now goes out for corker or blackburn feels she has to drive again. then. a lot of people in his state are republicans and like trump, and he's running a pretty smart campaign. >> i'm not running against donald trump, i'm running for a senate seat. he has an idea and is pushing something i think are good for the people of tennessee. i'm going to be for it. it doesn't matter where it came from. >> if you've got one campaign running on almost all sill incy
9:37 am
and you have another one, waging democrats. >> they may not be willing to support marcia blackburn who is campaigning against a trump style conservative. the question is when president trump does go and presumably campaigns for her, how does that play in the more general election atmosphere where there are some of those more moderate republicans maybe inclined to break and vote for a democrat. >> we saw in pittsburgh recently that this kind of moderate democratic campaign can work. i mean, in a seat that is not traditionally blue. >> it's interesting, when paul rhian says, you've got very notable republican figures who still now have not managed it,
9:38 am
right. >> then we had that sort of piece making dinner in new york. then they defended trump who has also struggled to maintain that relationship. i think what we'll see is a test. just how much of donald trump's party is this? >> that's a great place. the ones who don't like it, still -- we continue to monitor for a police briefing taking part in tennessee. we're waiting for any word on the waffle house hunt for the killer.

conference, law enforcement in tennessee on the waffle house shooting yesterday. >> there is a tremendous amount of law enforcement presence in this immediate area. late yesterday the police department was informed by a citizen from another county that while he was traveling in the area of i-24 and old hickory boulevard near the truck stops of america, he came across a laptop case, a soft laptop case. the citizen saw it just laying there in the grass, picked it up, took it home with him to the other county. when he got home last night and opened it up, he saw that there was a handwritten identification card with the name travis reinking in the bag. now, our intelligence information tells us that reinking was in that immediate area on saturday night. at this juncture, we don't know if that laptop case wound up at
9:44 am
i-24 and old hickory boulevard prior to the shooting or after the shooting. nevertheless, when the search is completed of this immediate area, and it's being done very carefully by grids, when the search is completed here, it will be extended beyond i-24 and old hickory boulevard. if reinking is still in the woods, he's been there now for more than 24 hours, and at some point he's going to have to try to come out for food or water. so the law enforcement presence is continuing significantly. we would urge citizens not just in this area but also down to the rutherford county line and beyond the i-24/old hickory boulevard area, west of i-24 and old hickory boulevard, to also be vigilant. we have talked to lamar advertising today, and very soon
9:45 am
electronic billboards will be going up throughout the region with reinking's photograph, urging persons to call in if they see him. questions? >> do you believe he may be getting help right now? >> there have been no confirmed sightings of him, so we don't know where he is. it is possible that he has left the area, we just don't know. he did steal a car last week. we have been in contact with the brentwood police department in williamson county. it is our understanding that last tuesday, he drove his pickup truck near a bmw dealership in brentwood, parked it at a storage facility, walked to the bmw dealership, inquired about purchasing a bmw. when the sales associate asked for his identification, he refused to give it, but had the
9:46 am
key fob for a bmw automobile and stole the car from the dealership. brentwood police reports that they found the vehicle as he was driving it and engaged in a pursuit during rush hour. because of all of the vehicles on the road at that time and the fact that this vehicle had gps capability and is could be tracked, the pursuit was discontinued by the brentwood police department, and later that evening, the vehicle was recovered from reinking's apartment complex. but i would hasten to add that they had no idea who the man was. he wouldn't give any identification, there was no clue whatsoever of his name, but due to the gps tracking, the vehicle th vehicle, the bmw, was recovered from the apartment complex.
9:47 am
[ inaudible question ] >> i would defer to the bmw dealership. that car was stolen on tuesday and recovered on tuesday. >> did he abandon the car and just leave it there? >> no. the vehicle was recovered from his apartment complex due to the gps capability. there was no one in it. he was not arrested. the police department nor the dealership knew who he was. >> but the car he took to the waffle house, that was his own vehicle? >> the pickup truck. you are correct. >> and there's no reason to believe he may have been planning something on tuesday to do something sooner? >> that remains to be seen. >> something you're looking at. >> we don't know what his plan was. certainly he had a pickup truck, certainly he had possession of this bmw car.
9:48 am
what his intention for taking the bmw car remains to be seen. [ inaudible question ] >> during the investigation and the search of the apartment yesterday, the metro police department recovered the key fob to the bmw. >> have you heard him refer to himself as a sovereign citizen? >> and we knew that car was recovered from the apartment complex. >> has anybody tried getting fingerprints off the bmw? >> the car theft investigation is taking place in another county, another jurisdiction. >> shots were fired at the burnett chapel? can you tell us more information about that? >> i have seen a report of shots that has nothing whatsoever to do with the search for reinking.
9:49 am
i've been informed that there is a gun range in that area, in that vicinity. perha perhaps, something to that effect, but it has nothing to do with travis reinking. >> has his father acknowledged giving the guns back to his son? >> it's my understanding that he has. [ inaudible question ] >> i personally do not. >> the laptop was said to have been found by a citizen -- >> it was a laptop case, not a laptop. >> was there anything in it? >> it was empty. there was a card with the name travis reinking on that card. >> i understand this is a different jurisdiction, but the father had said, had told investigators in illinois they had an understanding that he was not going to give the weapons back to his son.
9:50 am
>> i'm not aware of any of that. >> was reinking able to have weapons in tennessee? >> as we discussed yesterday, chief anderson said, and by the way, he is a lawyer, he is unfamiliar with the statutes in illinois, as am i, as to the legality of the transference back to illinois. it is not illegal in tennessee to possess longguns, legal longguns. i guess i would defer to illinois and what their statute are and your interpretation of the law. [ inaudible question ] >> i'm sorry, i couldn't hear you. >> what's your biggest worry right now? >> well, from the totality of the circumstances, from the
9:51 am
issue at the white house and here in illinois, he shows signs of significant instability. yesterday the police department recovered two long guns from the department. we also obviously have the ar-15. there was a fourth gun, a handgun, that is unaccounted for. he could well be in possession of that handgun. we have a man who has exhibited significant instability. we are concerned for the citizenry, not just here but anywhere else he may go. that's why you are seeing the significant law enforcement resources dedicated to this, not ju just from this police department but our federal departments as well. >> are you aware if he was ever diagnosed with a mental illness? >> i personally am not. >> how can either his father or him say they claim to be members of the sovereign citizen group? how does that either hurt, complicate or impact your
9:52 am
investigation? >> i don't have anything to say about that. i don't know anything about the sovereign citizen issue. >> i guess i hear you saying reports of the mental health instability of the issues -- >> you need to start again, sheila. i didn't hear the first part. >> i guess you're saying these reports of his mental health issues gave the police search a more sense of urgency because of that? >> look, the crime he committed, a quadruple murder, there is nothing more urgent than that, to find the person responsible. all these resources from this police department will be dedicated, anyway, and our federal partners are always here to help. but given his exhibited mental instability over the many months that we're aware of certainly adds another layer of urgency. but the highest urgency was already there given the quadruple homicide. >> john, has he recently been
9:53 am
