work we will win. >> with us this sunday to share the reporting and the insights cnn's phil mattingly. we begin with hopeful words from the president of the united states and leaders of north and south korea. president trump welcoming home an american who had been imprisoned for two years. as he did that he was upbeat about talks aimed at reviving the singapore summit. >> we are doing very well in terms of the summit with north korea. looks like it's going along very well. as you know there are meetings going on as we speak in a certain location which i won't name. it's not so far away from here. i think there is a lot of good will. i think people want to see if we can get the meeting and get something done. >> those optimistic words

striking because it was president trump who days ago cancelled the summit but north korea's conciliatory action was a surprise. the leaders of north korea and south korea holding a meeting and kim again insisted he is prepared to give up the nuclear program. >> translator: as a continuation he confirmed his commitment for de-nuclearization emphasizing he will cooperate for peace and prosperity through successful north korea u.s. summit meeting. >> it is a remarkable moment. if you listen to the president last night and listen to president moon who seems wildly optimistic does it look like the summit will go forward and are they making progress on the substance? are they just trying to have a meeting or making progress where if they have a meeting kim is coming to the table at least

with the u.s. thinking he is reasonably open minded to giving it up? >> those are different things. i think both sides want the meeting more than they don't whether it happens on the 12th of june is an open question. there really is not very much time to make that happen. u.s. planning delegation that had been scheduled to go today was pulled back is now going to go today. i think they are on their way. so from the white house side they will at least give it a go to see if they can put it together for the 12th. on the substance question really the united states still only has president moon of south korea's word for it that the north korean president is committed to complete irreversible de-nuclearization. u.s. negotiators do not have in

kim's own words an exact interpretation of what that means. >> that's what makes this so intriguing and so difficult in the sense that president moon says he means it. a lot of analysts think why was kim so conciliatory? some people think maybe kim needs a deal. maybe economic sanctions are having such a devastating impact. let's keep talking about it and give me aid. >> the north koreans realize that sitting down across the table with president trump would be a big diplomatic win for them. there are statements made that got under the skin of the north koreans. if you look at the letter on thursday one thing he said was he believed there was a

beautiful dialogue opening up between president trump and kim jong-un and said that is the only dialogue that matters. other statements talking about the libya model, president saying he wants to sit down one-on-one with the north korean leader even if all of the groundwork hasn't been done and we heard from a senior official that they didn't believe the groundwork could be done. >> one of the important things was secretary pompeo testifying. he made clear it was that they lost complete contact with the north koreans for a period of day days. when you look at the outside dynamics whether president moon in south korea or mike pompeo or president himself i think all

three have made clear they believe they are ready for talks and the meeting should occur. when you have all forces driving to a meeting i think it under scores the fact that all sides want the meeting. my sense of things right now and i think the sense on capitol hill is that they want the meeting. they want the sit down. they will figure those pieces out later. to your point in terms of we don't know where kim jong-un. mike pompeo believed kim jong-un understood where the u.s. was and grasped where the u.s. was and showed some sense of we get that and we can get there. all of those things put together is why june 12 is not only on the table but i think is the preference. >> we still don't know even though mike pompeo knows everything else. to the if we can get there part

means is this young leader willing to walk away from 50 years of this country's history. the process won't matter if they have a summit and make progress. the process has been pretty messy. south koreans felt blind sided when the president sent the letter. the new yorker says president trump is a better deal breaker than deal maker. the president keeps talking about being the art of the deal president and things keep blowing up. we have seen inside the administration a bit of a tug of war. mike pompeo says i met with the guy. john bolton seems skeptical. >> reportedly mike pompeo was not happy that john bolton had perhaps made this a little bit more apparent it was going to blow up.

the difference between the art of the deal and talking about real estate is that there are nuclear weapons on the table. it was striking on capitol hill how little surprise there was from republicans. i think they thought that this maybe would come together a couple more times because they want the president going in there with a strong hand instead of concern he was just going to wing it. when something is this important it is not the best approach. >> there are conservative hawks and voices who think the president is approaching this backwards and to deal with the china issue first and then north korea. obviously the president thinks he can have a summit with north korea. we don't have a north korea problem we have a china problem. north korea is a wild dog. china holds the leash. to change north korea's behavior change chinese behavior first. it is that confrontation which will determine the course of the 21st century.

the relationship is the big question of the next 20, 30, 50 years. is it fair? there is always the question of can president xi say get in line? >> clearly not because he has been saying for two years now to check it and he hasn't. clearly kim does not do whatever xi tells him to. it has been frustrating for the chinese. the chinese have stepped up diplomatically and stepped up in both passing sanctions of the united nations and enforcing them. there is always more china can do. trump has gone back and forth and swung rather wildly over praising xi saying he is doing so much and has done this and that. and then two weeks later saying china isn't doing enough. both things are true. trump also rightly sees the trade issue with china as linked

the president calls phony sources. the photothe president called phony was spoken in the white house briefing room by a senior trump administration official who was introduced to a room full of reporters by a deputy white house press secretary. here is the announcement that that briefing would take place. here is the transcript including the quote the president says is phony and fabricated right here on paper. why? why? why? >> the president read the art of the deal recently just to get a better sense of this president. he talks about the art of truthful hyperbole going back to the speech. >> is that a fancy way of saying lyi lying? >> it is a fancy way of saying lying. when he says this is the first time that service member troops have gotten a raise in ten years that is not true. he wants to show he is doing

what other people haven't done and he strays from the facts almost daily. he talked about how the past administration doesn't do x, y, z. it's just part of the showmanship of this president that he wants to show that he is greater than he is. >> i want to point to what the president reportedly told lesley stahl when she asked. the media to discredit you. when you write bad stories about me no one will believe you. it is part art of the deal and part of knowing exactly what you are doing. >> if you are a trump supporter and you are laughing at this i say you have one of these. go -- he works at a think tank and lays out this is to naval cade cadets. then there is this phony "new york times." it's somebody works who is loyal to donald trump standing at the white house podium trying to

help the president out. here are our calculations for the summit. it would be hard because of the delay. why does he have this need to attack if he wants to attack, fine, but to make stuff up in the attack? >> i don't know exactly how this played out at the white house yesterday but you are right that he is attacking the media on purpose clearly and using the phrase for the "new york times" in doing it. but he may well not have known that the white house sent an official out to brief reporters. he should have known that before tweeting. i think it is important to note that during that briefing a reporter asked why the session couldn't be on the record. there was nothing secret or nothing at all sensitive being relayed. in fact, much of it was

logistical questions filling in around the pompeo testimony. the officials answered to why he couldn't be on the record is the president has spoken. let's let the president's words stand and then you have the president coming back and saying that the official in his words don't exist. >> don't exist. and then the background trick is all administrations have tried it before. wasn't a phony person. put pressure on democrats to end the horrible law that separates children from their parents. catch and release. he goes on and on and on. previous laws enacted under other administrations including democrats have separated children of immigrants from their parents. this administration just enacted new policies that exacerbate the issue or continue the issue. here is the president talking on fox news thursday about

immigration. we know why he wants to talk about the issue. you can get your facts straight. >> we have done a lot of work on the wall. we are doing a lot of work on security. the border is down over 40% and we have a great economy, probably the best economy the country has ever had. people come across. we will get the rest. >> not sure the point of reference. happy for the white house to give it to me and i will say here is what it meant. the most recent statistics that the president has complained about these. >> it's perplexing on a number of fronts. on the separation of parents and their children jeff sessions has made clear that this was a deliberate effort to disincentivise people coming across the border. >> if you don't want your child separated then don't bring them across the border illegally. >> if this is a policy to help

bring border crossings down. they are up again. then own it. and the attorney general has and john kelly gave a talk about this. homeland security has been talking about this. if there is rationale then own it as the rest of your administration has leading up to this point. don't blame past laws. there are laws you can quibble with that could have led to this point but there is a clear policy shift which has been debated for months inside the administration. that is the perplexing thing. i do keep going back to the commencement address. there are strategic mistruths or lies that you can tell why the president is doing it. on the idea of number of shifts which was way off on the pay raises which was way off. it's why. there were elements of the speech which were very good and borderline inspirational. it is ideal for a commencement

address telling stories about past naval aviators. why you cloud that with statements that have no basis in fact that don't help your administration. it's not pushing forward an agenda item and not trying to shift a message. it was just saying things that weren't true. the defense increase that they got was no small thing. it was a huge deal. sequestration was hollowing out the military. you can just focus on that. there are facts that you can talk about. why he goes in a different direction i don't get it. i don't think a lot of his supporters understand it. >> in that case the truth was his friend. he just chose to ignore it. >> the president says he is a victim of fbi spy scandal. should you share your outrage or roll your eyes. the deputy attorney general rod rosenstein quite the comedian.

little more careful when pushing his next conspiracy theory. talk of an fbi spying got them so angry that it forced the justice department to brief lawmakers. the initial plan was for two house republicans to get the inside scoop but justice department invited a larger group including democrats. >> there is no evidence to support any allegation of the fbi or any intelligence agency placed a spy in the trump campaign or otherwise failed to follow appropriate procedures and protocols. >> trump allies might discount that because they don't think much of the democrat adam schiff. >> were you surprised by what you learned? >> nothing particularly surprising. but again it was classified so there is no real reporting.

>> and to translate leader mcconnell that and other interviews went on to say he continues to support robert mueller. if he had been shown evidence of illegal fbi spying that is not what he would have said after. did the president step on his own story here? >> i think the president's story is that he wants to sew confusion and discourse surrounding the investigation in general. he sees an opportunity here. he told a friend as much last week. he is deliberately using the word spy which is an incorrect description. first one was an fbi informant. who was employed to try to find out in the wake of the hack that was revealed just on the eve of

the democratic national convention in 2016 ultimately attributed to russia. the fbi went like we have a problem on our hands here. one of the things the fbi did was to use this informant to try to feel out whether the russians were trying to use the trump campaign to their advantage. we know all that. >> and the fbi insists this was done by the book. >> that is all really boring and not what the president wants to talk about. >> the president will show you quickly he has a history of doing this of exaggerating or making stuff up. obama had his wires tapped. obama can unmask trump aides. and the steele dossier triggered the russia probe. >> this had a very common theme about president trump trying to

muddy the waters about the mueller investigation and make himself the victim of this elaborate plot by the deep state and who are just trying to take away his election win. that is not what is happening here. but the lengths to which he will go including potentially exposing an fbi informant which you saw some of the intelligence forces coming out saying this is dangerous what you are doing here. he doesn't care. this is all about number one in this situation. >> president's attacks nothing to do with the investigation. if you are thinking of cooperating with the fbi on a sensitive matter they could end up involved in the political environment. the president's chief of staff is white house council show up at the beginning of this meeting where the justice department, fbi will share with lawmakers some of their tactics and how they got to the point of having the informant.

>> so that's the interesting back story is none of the lawmakers both at the justice department meeting or second meeting had any idea that a flood was coming. who is this guy that is walking in? when they were told there is some mix of befuddlement and borderline horror. some walked through how they worked very hard behind the scenes to make sure there was a second briefing, to basically make the point that this isn't a game, this isn't some effort to muddle things. they felt that was completely under cut by john kelly and emmett flood coming. made brief remarks which i'm told were rather awkward. just the idea of why the appearance of it, and why would you under cut something they would want to do.

>> that adult supervision is overdue by the republicans and let's hope it continues because it has been missing at key points during the investigation. stay with us. up next rudy giuliani will be on. in the course of recent days he said if they said they have to do it now the answer would be no. i guess i would rather do the interview. it gets it over with. on thursday i would not like to talk to mueller at all. i don't see what you gain from that. next hour maybe the real rudy giuliani. do we get a final answer? >> we'll see. that's what we heard from the president multiple times. i think rudy giuliani basically is saying he wants more information from this briefing before the president will sit down with mueller. he wants a full briefing about this confidential informant saying that is what will let them decide whether or not to have this. >> i'm old enough to remember

rudy giuliani's time as a federal prosecutor in new york. i don't think he shared sensitive information with the people under investigation during the investigation. >> can we just add the justice department inspector general is looking into all of this in part because of the president's demand. there will be answers. there is not a lot of people who question the reports he put out or investigations he has been a part of. it is coming. all of that is coming. >> established government process. >> up next for us here election year economics. republicans want credit for the tax cut. they don't want blame now that rising tax prices are taking some of it back. a solemn look at preparations at arlington national cemetery as the country honors fallen service members. please remember why we are off memorial day. what's with him? he's happy.

now we have a spike in recent weeks during the trump presidency. to right around $3 now. now this is cyclical. republicans are worried that gets in the way of the mid term me message. put $135 billion back in the pockets of americans. problem is if gas prices stay where they are now about 30% of that money will come out of your pocket and go to the gas pump. the average family got a tax cut of just shy of $1,100 by paying more at the pump if prices stay where they are today remember your $1,100 shrinks a little bit as you go through the summer and into the fall. republicans are worried that will muddle their mid term message of tax cuts good, keep us in power. listen to the president here. republicans were worried about the muddle part. >> your vote in 2018 is every

bit as important as your vote in 2016 although i'm not sure i really believe that. i don't know who the hell wrote that line. i'm not sure. but it's still important, remember. >> what would we do without him? republican jitters about how the president communicates. this gas price thing is cyclical. there are a number of factors. democrats say because the president walked away from the iran nuclear deal. there is opec production issues. it happens to every president. the problem for republicans is it is happening to this president months away from an election. now there is less money in your pocket. >> the president gets blamed when the gas prices go up. it is a standard of american

politics. >> you can read donald trump's tweets about that. >> i believe president trump bragged about gas prices being low because of something that he did. >> and so we are up 25%. one other thing that is going to be key to this mid term election is health care. health care costs we will learn about premiums in october before the elections and all indications are those prices are also going up pretty significantly and president trump will get a lot of blame for that because of some of the absentees saying obamacare is dead. th if gas prices go up it can cut into the tax cuts. >> important point we will learn a lot between now and a number of issues.

conversations in may don't necessarily mean much when you get to votes in november. democrats having a great primary season by nominating female candidates who will be trail blazers and knock down glass ceilings or are they nominating people who are too liberal. stacy adams says she will prove them wrong. >> i think we are a blue state. we are a little confused. we haven't had candidates who have done the work of lifting up every voice. we are not going to win trying to put together the old guard coalition. we don't have to pivot to conservative values to win in georgia. we have to speak about our own values and how bold detailed plans. >> i have no idea if she is right. what a fascinating test of the current mood in politics. she would be the first black woman governor in the country. >> one of her big pushes is

voter registration getting people to vote. i think people are looking at what happened with doug jones. african-americans came out to vote. african-american women came out to vote. instead of focussing on the suburban college educated who went to trump and went to republicans. they are saying we are going to get other people to turn out. we will not be worried about you. >> you see the progressive energy. the president talking more about immigration and the president talking here a victory for trump players cannot kneel on the field or will be fined during the national an them. >> i don't think people should be staying in locker rooms. you have to stand proudly for the national anthem or you shouldn't be playing. maybe you shouldn't be in the country. you have to stand proudly and the nfl owners did the right

occurs. let me give you a spoiler alert this will happen this time around. the reasons why are a couple. a new group of republicans urging this to occur. they will get their way. not because of them but because of the president. one republican lawmaker told me there is peace in our time. the president wants them to use at least a couple of weeks in august. mitch mcconnell's calculation is letser keep them happy. i would note there could be a positive here. right now in the u.s. senate on the appropriations process there are people that are talking and trying to make something happen. these extra couple of weeks could allow that to continue in a positive direction. the president made clear with the 1.3 trillion dollar spending bill he will never sign one again. there is a real threat of a shut down at the end of september. maybe that will help clear a pathway because you talk to any republican the idea of a shut

down at the end of september in the middle of a mid term is a pure nightmare. >> now put could be positive and congress in the same sentence. >> president trump on thursday will be going down to dallas for a fundraiser on this long and very lucrative fundraising swing making a lot of money. this is leading to a little bit of controversy bloomberg news and washington post obtained solicitations inviting them to come to the fundraisinger. it is illegal to raise money from foreign nationals as part of a political campaign. this is happening while the president is involved in these negotiations. the rns says they know nothing about why solicitations are going out to speak to the president during the tense time when it comes to u.s./china relations. just another example of ethical
