trump at war. going to battle with some of america's closest allies. battleground, brussels, site of the nato summit. first target germany, world leaders sitting down for breakfast, cup of coffee and cameras rolling. president trump fires first shot, slamming germany over a gas pipeline from russia. here's what he said. >> germany, as far as i'm concerned, is captive to russia, getting so much of its energy from russia. >> captive of russia? it's a stunning way to begin the summit that traditionally begins with small talk, niceties and is about unity. didn't stop there. another target, european union itself. tweeting on the way to brussels. european union makes it impossible for our farmers, workers and companies to do business in europe. also blasting european countries

immigrants from crossing the border. also the fight over paying for trump's wall, never ends, and issue with the border to the north, slapping hefty tariffs on what is longest land border in the world, closest ally of the united states and canada is retaliated. if you want evidence how much that has frayed, president trump walking past justin trudeau, don't even look at each other. amazing. you saw it. tit for tat with china, largest trading partner with united states, now a trade war, administration preparing for another round of tariffs on chinese goods, sending market down more than 200 points today. show you the map, these are the countries that right now president trump is waging biggest battles against. altogether represent 2/3 of

american foreign trade. when you look at map of earth, there's a big land mass not covered here, you're right. russia. russia, representing 0.0006% of american trade. russia meddled in the u.s. election, according to the president's own intelligence chiefs, vladimir putin is doing it again in this election. but president himself won't stop singing putin's praises ahead of their summit days away. >> will president trump be prepared -- you know president putin is kgb and this and that. you are know what, putin is fine, he's fine, we're all fine, we're people. will i be prepared? totally prepared. i think i could have a very good relationship with russia and president putin, if i did would be a great thing. if putin likes donald trump, i consider that an asset, not a

liability. >> is the president picking battles wisely? battles with 2/3 of american trade and .0006%? live in brussels, jeff start with this morning at the table. president trump came out you s nato, pompeo, and ambassador, john kelly's reaction, how are administrative officials reacting to what the president said? >> reporter: could see the expression on the faces this morning. that was at breakfast before the meetings even started. john kelly of course is longtime four-star marine general. he clearly may have been uncomfortable by the language by the look on his face. white house of course offering no apologies at all, president clearly coming to brussels to make the case they believe the

other countries are not doing enough. singling out germany seemed to be doing so much more than that. vladimir putin of course is not here in brussels, russia is not part of nato but boy is the russian president hanging over the meeting, looming over it largely. clear in the conversation that the president was having about angela merkel. he sue her later, face-to-face, more smiles and talking about trade, but fact that president singled out germany, continuing of the trump doctrine of undermining and upending years and decades of democratic led coalitions after world war ii. making no apologies about it, america first agenda. but as it relates to putin, you got the sense that the president was perhaps trying to offer up a bit of confusion, germany is close to russia, u.s. is not.

president stung by accusation he's too soft on vladimir putin. we'll find all that out on monday when he meets with putin in helsinki. erin. >> thanks jeff. "outfront" now, former u.s. ambassador, former assistant secretary of homeland security and former adviser to four presidents. trump's antagonism to u.s. allies, and others, other situations going on, north korea, et cetera. but 2/3 of u.s. trade, president has trade wars or other battles going on right now. is this causing lasting damage to u.s. relationships or is it all different because it's trump? >> i don't think there's any doubt this earth shaking approach, effort to bring a hammer to nato is going to cause

a lot of consternation not just during the trump presidency but after it. going to be asking is donald trump an aberration or where america is heading. if they have any sense america is heading down path of retreat from nato, they're going to be afraid. in latvia, worried about russians coming in and realized that united states already allowed crimea to be meddled with, you're going to feel very vulnerable. every nation for itself. we're going to be in one hell of a mess. >> ambassador burns? one hell of a mess? >> sure was. i felt that the president treated nato allies almost with contempt today, picking fights with germany, demanding they

reach defense spending levels now, not by 2024, agreed date. then 2% is not good enough, raise budgets by 4%. wasn't even remotely serious. it's important we don't normalize this. first american president since well before harry truman to not believe that nato is central to american national security interests. what made us great is military alliances last 75 years, ability to trade, keep a worldwide trading system together and promote democracy around the world. the president is doing none of that, in fact he's overturning all of that. radical revolution and it's hurting america. you saw that today. >> use the word contempt, hear the ambassador use that, we saw u.s. allies, the leaders walked out together. some just pictures that happen how they happen. but macron, trudeau, walking out

together. this is the group. in the back is president trump walking next to turkish president erdogan, authoritarian dictator, accused of all sorts of violations, trying to change turkey's constitution, giving himself vast powers, arresting political opponents and purging them from their jobs. jailing dozens of journalists, could go on and on. was that purposeful message to choose to walk with erdogan? >> likely yes. i think that's trump's comfort level, to be around what he perceives as strong men, men who take power in countries, whether in turkey or russia and destroy democracies. turkey wasn't always this way. five years ago, seven years ago, well on the way to being a vibrant democracy, that has all been destroyed.

also not -- it's an irony that erdogan has put in his son or son-in-law as one of the top advisers, similar to what trump has done. final point, we have a tendency to view nato as foreign policy, good for europe. but remember why we have military bases in nato countries or intelligence apparatus that shares among all the countries or law enforcement and trade, it is to protect the homeland, the united states. more we can deal with threats away from our shores, we benefit. question now isn't whether it's -- whether nato is undermined, absolutely yes, the question is whether this is permanent. i will just say, i don't know, after today, i don't know. >> it's pretty incredible thing we're even having this conversation. want to play again the reaction of president trump's own staff

when he made those comments, specifically about germany and russia, germany under the control of russia. >> germany is totaled controlled by russia because they're getting 60% to 70% of their energy from russia and new pipeline. you tell me if that's appropriate, because i think it's not, very bad thing for nato. >> you saw the chief of staff john kelly, eyes sort of rolled back. looked in pain or discomfort. again, could be catching at bad moment. but sarah huckabee sanders said to the "washington post," and excuse she gave, stuff you can't make up. kelly displeased, expecting full breakfast and only pastries and clear. kelly knows perfectly well that's what you get for breakfast in europe. that's absurd, i don't believe i have to say that.

incarceration facilitimey. couldn't say. >> if they're okay with it, you're okay? >> i assume it's done in the regular course. doesn't run up temperature to know it's happening. >> ask you about something that happened today in senate, senate confirming brian benczkowski to lead criminal division for the doj. worked for alpha bank, tied to russia, putin. came under fbi scrutiny and initially failed to disclose this. do you have concern whether he should be leading the justice department criminal division? >> this does run up my temperature a bit. you have to understand how important the position is in the department of justice and how unbelievably unqualified he is for the position. never been a prosecutor, tried a

case, argued a motion. having virtually never been in a courtroom. if you're trying to figure out why somebody like that would be there, the obvious answer is that as the chief of the criminal division, he will have visibility into the mueller investigation whenever that investigation needs the requisite approvals from the investigative and prosecutive - steps they must take. and he has the ability to delay or deny approvals. in a position not just to peer into the mueller investigation but also to interfere with it. when you look at efforts that the house to try to peer into the mueller investigation through the so-called house investigation, and president's effor efforts interfere and impede the investigation, idea that this

appointee is not qualified, put in for third reason, hard to swallow. we have to watch this like a hawk. significant chance he's there to be a clandestine back channel to recused attorney general for whom he worked for years or to the trump team. this is something to watch. >> that's really significant things you're saying. but i have to ask you, rod rosenstein is technically overseeing the investigation and backing benczkowski, he said earlier this year he was highly qualified and complained that the confirmation was taking so much time. why do you think rosenstein, who should have the worries you have, doesn't? why is he wrong? >> i don't know if he is, on the one hand you have to pick your fights. if benczkowski is the attorney general and president's pick, not rod rosenstein's job to

quarrel about that. also the one person in position to make sure that benczkowski doesn't create this kind of trouble. unfortunately haven't received assurances about the safeguards to be in place, alfa bank or restrictions around it, recusal or getting benczkowski recused in these matters. >> before we go, i want to ask about a "washington post" report tonight about the president's selection for supreme court, brett kavanaugh, reporting that judge piled up thousands of dollars of debt, tens of thousands, buying baseball tickets. financial disclosure forms show carried significant credit card debt for more than a decade, paid off in last years but

that's his record. does it matter to you? >> not very much. what matters to me more than anything is the secretive process of special interest approvals, moderated by federalist society that got him there. the terrible pattern of five to four partisan decisions by the supreme court, two dozen now, that seem always to come down on behalf of big republican special interest groups. and the unbelievable circle of special interest group so-called amici, friends of the court. that surround the court and feed the party line from the big republican donors. that whole context is a much bigger problem than this man's individual settled debts. >> thank you very much senator whitehouse for your time this evening. a pattern we're seeing? >> eminently reasonable conversation to have within the context of bill shine and his behavior and history, professional history, what happened at fox news, what his role with roger ailes was and lawsuits. maybe could get carlson and other women on the record. lot of people have had very good -- i want to say -- interactions with bill shine over the years. one of the cool heads of the network who helped keep the ship level. in context of a trump white house, tumultuous, president very up and down, we all know tv networks, cool heads keep a steady ship. that is an effect that bill shine had at fox news internally. with very dynamic and very up and down personalities between the talent and executives. probably playing a good role there.

however there are real questions if you're concerned about the attitude towards women institutionalized and accepted at fox news, should have the same questions about the way the white house is going to work. totally fair game but i think should be separate from any comments a private citizen made married to her. >> why darla shine reportedly retweeted attack on carlson, then deleted it. carlson responded to it. her husband left fox she jumped in to defend him. took it upon herself to do that, is that not relevant? >> darla? you're talking about? >> yeah. >> i would hope she would defend her husband. knows him well. i know bill shine as professional, very good person. i was not at fox, never employed there. wasn't there day-to-day basis but obviously did a good job

professionally. with a lot of lawsuits and corporations and government, as county executive, had lawsuits every day, i was named in all of them because i was at top. i had no idea about any of these things or people. sometimes people get caught up in things with nothing to do with it. >> at fox it was pervasive and bill was integrated enough into the workings of roger ailes, he knew about the chaos, cases, no way he didn't know. we know he didn't no because named in all the cases. >> everyone could be named in everything. >> that's not the case here. >> no criminal charges, be clear. >> do you really think he had no idea? >> who knows? >> is it appropriate for a person who did what shine did to be working in the white house? for a person accused of harassing and assaulting women?

new tonight, we have dramatic video just coming in of the daring rescue operation, the incredible and inspirational one in which 12 boys were saved along with their soccer coach after being trapped in that cave for 17 days. this video comes from the thai navy s.e.a.l.s, and it shows the boys on stretchers, being pulled to safety. we're also getting the first images now of the boys recovering in that hospital where they were, of course, taken immediately because they were worried about issues with their immune systems. their families having to look through glass, crying as they see them, but not able to actually touch them yet. "outfront" now, ben reminants. i appreciate your time. you were along with the whole world so worried about this. you had talked about it as a possible suicide mission. now you see the videos of these boys waving from their hospital beds, not yet able to embrace their families.

of the tube suck water out of the cave, part of the pumping operation that made this rescue possible in the first place. where it's too steep, pictures show the boys hoisted through the air, a pulley system attached to a hanging structure. below, rushing water makes for a swift current under foot, illuminated by rescue headlamps. it's all incredibly dangerous. flooded passageways the definition of peril, heartbreakingly illustrated with the death of a former navy thai s.e.a.l. he died after bringing oxygen supplies into the cave just days before the rescue began. his navy s.e.a.l. brothers carried on their mission in his name, diving, swimming, and carrying the exhausted kids and their coach for hours until they could make it out far enough for initial medical treatment. a final picture shows the last eerily illuminated steps, heroes freeing the team from their subterranean prison. >> translator: this unit is not only with chiang rai, thailand, it's a global unit.

this incident was more than a life-saving mission. it's gone yonds that. it is the unity of all nationalities. >> the boys and their coach weak, health by but recovering. some of them seen for the first time in this video from inside the isolation ward of a chiang rai hospital. one flashes a peace sign. others stand and talk. some make the sign for i love you with their hands, likely aimed at their parents on the other side of the glass. the doctors won't let them hug their kids for a few days yet, but the mere sight of them, the first time in 18 horrific days is enough to elicit tears of joy. this improbable reunion thanks to the bravery and the skill of the rescuers, the men who delivered the good news the whole world wanted to hear. and something worth noting here is that the video that was given to us of the rescue by the thai government doesn't include the points where the divers had to bring the kids and their coach underneath the water in order to get them out. those interest parts the rescuers say were the most
