north carolina, my message is clear. disasters s disaster's on the doorstep and it's coppiming in. >> forecasts show that the hurricane will slow down before it hits the coastline. to give you a sense of how big this storm is, take a look at this imagery from the government's meet y meteorologists. the sheer size and power of this storm, the coastal officials pleading with people to head to higher ground. if you won't leave, then please quickly pass along information for your next of kin. officials say this storm is not like other storms. zp >> i want to hammer that point

home, this is not going to be a glancing blow, this is not going to be one of those storms that hit and move out to sea. this is going to be a mike tyson punch to the carolina coast. >> our cnn team covering this hurricane from ever possible angle. let's begin with our meteorologist chad highers, our forecasts have been changing, what's the latest? >> the american model last night decided on the same thing, the europeans and the americans agreed for a change. this storm will now turn left as it approaches the coast, that is the problem that puts myrtle beach in play, willabmington in play. now i'm going to take you to the next 48 hours. because it's exactly as we expected for today. but then, when it gets here very close to the coast, there's a

blocking high on the other side that says not so fast, you're not going anywhere, you're actually going to go down to the south, it's going to lose some power down to a cat 3, but that's going to be enough to churn the atmosphere and churn the water and still make surge for a longer period of time, and obviously that rainfall, significant rainfall, some areas could pick up 20 to 30 inches. here's how it happens, here's our hurricane right there, what we're steering it with is this high, pushing it that direction. all of a sudden, there's another high right there. saying not so fast, you're not going to go in the farther than that, now saturday and sunday, you may think there's a glitch there, you can get up through here, you can go to the north. but no, another high is here, blocking it this way, and blocking it this way, and blocking it this way, no police for it to go except right where it is. and that's going to make all the

rainfall for hours and hours and hours, john. >> hours and hours. heed the warnings, please, chad keep in touch throughout the hour and everybody should be keeping watch with jo. fema officials say today's last good day, pack up, get out, evacuate, are people listening? >> reporter: the time to evacuate is now, if you haven't evacuated already, we're about 20 miles inland from myrtle beach, this is the main highway that leaves myrtle beach, all four of these lanes are going in one direction, out of myrtle beach and that's an area that's expected to be hardest it. eventually these two waves will lead up to i-95. there's no main interstate out

of myrtle beach. it's not connected to an interstate. so these are the only ways out of myrtle beach. one of the things the mayor is really worried about, all the l local officials are those that are staying behind. they're now evacuating retirement homes, nursing homes on the coast of the carolinas. one thing you need to know, is that first responders aren't going to be around to help you out. the city of conway is not in an evacuation area, but they're planning to assist those who do stay behind. he says this area is prone to flooding, there's not much they can do to prevent it. this area has flooded in the past. this could not just be a hurricane, this could be the worst hurricane to ever hit south carolina. >> nick, appreciate your

reporting. florence's track shifting toward the south, the big worry now for much of north carolina is crippling rain, as much as 40 inches of it. how are officials preparing for potentially widespread flooding that could come with florence? >> reporter: you know, john, here on carolina beach, it is one of those barrier islands under a mandatory evacuation order, 8:00 p.m. the deadline for people to get off this island, or stay for the long haul. i have met people, plenty of them say who are headed out of town, some who have come to the island to visit. and casey and nakiah who live not too far from the beach, you guys say you're going to ride it out? despite all the warnings, why would you stay? >> we got all the windows

boarded up, plenty of water, plenty of food, we got a sturdy house and faith in god that we're going to be here when it's all over. >> reporter: but you all are new to this area. do you have any experience with the types of conditions that are being described as coming to this island, life threatening storm surge and life threatening flooding and hurricane force winds? >> honestly, no. but i'm just one of those people that's not afraid of stuff like that. the most that can happen is that your windows are going to get busted out, or you're going to get flooded. but we're not in a flood zone, and i'm not worried about the windows being broken or losing the roof. we ha if we lose power, we have plenty of flashlights. >> reporter: you are going to have five people including your

child briggs with you, how do you feel about the responsibility that you feel about a situation that officials feel that is life threatening? >> at this point, it is life threatening, at this point the storm is still way out, i have been watching the news diligently. they're saying it could go north, south, if we leave it could be weeks or months before you can check on your home. that in itself is scary to be away from your home. we boarded up the house, we have plenty of water, we have plenty of food, we're all going to stick in it together and hope for the best. our neighbors are staying, we got our generators. so i feel actually more comforted being in our home, it's brick, the roof is hurricane proof, with our neighbors beside us, we know where the whom shelter bomb she know where the hurricane

shelters are, being on the road with possible flooded out roads, not being able to get gas, that's a little more concerning to me at this point than just bunkering down and being in our home where we know where we can go if we have to. >> reporter: i hope you stay safe on this island, you will be hearing from coastal officials to get contact information. >> i certainly hope that their faith -- the mayor of oak island, mayor, i want to just start, if you were able to listen to people in your community who have the same answer, we're boarding up our house, we're going to stay. >> i would say i would stick with what we said when we made the mandatory evacuation

declaration on monday morning, people are still ordered to leave the barrier island for the safety and the safety of others including our staff and emergency services. this is a monster storm for oak town, we have never experienced a storm that's of this particular magnitude and headed straight for us. if you see where the predictions are coming in, we are at ground zero between wilmington and cape town. if you haven't left yet, now is the time to leave. >> you have lived in the area, sometimes the storm isn't as big as people say, sometimes it is. some people say i don't believe it, i'm doing to ride it out. your community was devastated back in 1954 by hazel. i assume that's hard of the lore

of your particular community. are you concerned this could be worse? >> of course i'm concerned it could be worse. we have been following this closely, with elected officials. i'm also a member of the north carolina joint underwriter's board, which is your insurance which insures all of these properties. it so i am concerned. we are serious about our declaration of mandatory leaving. we're not going to come and put you out, that's your personal choice. and many have made that choice to stay, we'll ask -- and i will make the suggestion to the people in oak island and anybody in this situation, check around you, if you have neighbors, get in contact, get phone numbers, be a team if you're staying. i'm not encouraging it. but if you are, it's nice to know that there are people around you who are all watching out for each other. yeah, i am concerned and i don't know at this point, i don't know what direction or anyone can't

tell us where to send you. so i would advise everyone to keep your eye on the news, we post things on the news as we get them coming in, john. >> mayor, your projections talk about perhaps 20 inches of rain, what would that do, what's the worst-case scenario for oak island if uyou get 20 inches or more. >> of course you've got the storm surge coming in, people could be stuck where they can't get out. and if you're not on stilts like a lot of us are, you're taking a chance of your house being flooded and putting your life in danger. >> as a storm approaches, one of the big questions is a, what do you need, what's the supply chain? and what's the communication with state and federal officials, are you confident that the emergency preparedness, things are going well? >> things are going well, our state and our county officials

have kept us updated on a two meeting a day basis. we have are two more meetings with them and we feel very comfortable that we're all working in unison. and i have a confidence that we'll be okay. but i do not want to let people think that we have our guard down, we do not. we're on high alert right now from the predictions of what's going to happen in the next two days. >> appreciate your time, mayor, at this busy time, keep in touch with our team, and we'll get the word out and we wish you the best, mayor, appreciate the time today. you should know as this storm develops, the environmental protection agency monitoring about nine hazardous waste sites. they're concerned that massive storm surge and flooding could release toxic and hazardous materials from these sites.

welcome back, back to our coverage of hurricane florence in just a minute. but there's some political news today as well. including from the senate majority leader, this. >> on the senate side, i'll just list you a bunch of races that are dead even, arizona, nevada, tennessee, montana, north dakota, missouri, indiana, west virginia and florida. all of them too close to call and every one of them like a fight in an alley, just a brawl,

a in every one of those places. i hope when the smoke clears that we'll still have a majority in the senate. >> too close to call, a knife fight in an alley? what is the senate majority leader talking about? let's go back in time. here's where we stand now, cnn, if you take all of the seats that are solid, likely and lane, those that are solid, likely and republican are 49. the democrats 49. this map so favors republicans when you look on democrats in defense on states that the president won. it wasn't all that long ago that republicans thought even in a midterm year, they might be able to gain seats, gain seats. there was some scenarios from some republicans that they could get as high as five more, pick up a couple of these democratic seats, florida, pick that up,

indiana, republicans thought just a week or two ago, that maybe five was high, but they could get to 53 or 54. so what is mitch mcconnell worried about? he sees the president's approval rate and he see this, what if tennessee goes blue blu, what u florida stays blue. possible? the democrats actually could come out of this with a majority, and none of that scenario just outlined by mcconnell is texas. ted cruz somehow in a very close ra ra race. here's ted cruz in a new ad, he understands he's in trouble, he's trying to channel the republican base by -- >> do texans agree? >> whoever believed that we

would have issues about whether you're going to stand for the national anthem or not. >> tim lee a veteran, served in vietnam, in june of 1971, he stepped on a land mine. in november, where will you stand? >> it's a powerful ad. and it tells you a couple of things. it tells you that republicans like ted cruz believe this will help turn out their base, it also tells you he knows he's in trouble. >> and he knows he might not be the best person for his own message, he's not on that ad, he's kind of using the cultural war that trump has stirred up, and certainly a galvanizing effect for his base, so he's not in that ad. i'm still skeptical about texas but all of those races that mitch mcconnell mentioned there,

they're all closely tied. >> in texas, i agree with you, we'll see if bannon o'rourk can win. this is, let's -- you can complicate this by going state by state for the dynamics of each race. this is what is at play here. the president of the united states in his latest poll is 37% approval, 37%, 57 disapprove. if the president is under 40, especially if he's approaching 35, all republicans are being asked to put on cinder block boots and swim. >> it's all red states. he might go to fargo seven more times. he has not been to florida, rick scott does not want him there. the reality here is that what

senator mcconnell is trying to do is to sound an alarm. >> and i would a lot to the president, when i call the president and say stop tweeting this or stop tweeting that, i need you to listen. something pretty dramatic would have to happen for democrats to blow this, but the senate's wide assumed across washington and in the white house the republicans will control this. so i think that's what senator mcconnell is trying to do. but a lot can happen in a couple months here. so the mood is on the side of democrats. but i'm skeptical as well. >> a knife fight in an alley? >> i think it's a knife fight in a phone booth. i think that's the correct phrase. >> i think a lot of these races are just marginally democrat. they're knot just pnot just put. the challenge democrats have is if they can't win in north

dakota, and it does seem to be down with senator high cacamp i hard for them to get back to the majority, because they have to win every red state they. >> if you're rick scott in florida, if you're mike brown in indiana, you need to be up at least four or five on election day. because if the president is 37, democrats are going to gain on election day because of the intensity and enthusiasm gap. look at this nbc/maris poll, choice for congress by region, number one they have the democrats stretching out to double-digit leads. number two, they show a 13 point swing in the midwest. remember when we started the cycle, republicans thought they could gain seats. they thought they could get indiana, that was almost a lock. ohio, wisconsin, make pick up

one of the two minnesota seats. you look at these numbers, forget about it. >> it all goes back to the president's approval rating, i hear over and over again on capitol hill, as long as the president is keep 40% approval rating, they're okay. now he's slipping into the 30s. top republicans say they think the house is gone, and the senate, the rhetoric has totally shifted from being on the offensive to being on the defensive. especially in places like tennessee from marshall should be a shoe in. b but phil brennan is up in the polls. >> if you're a democrat, you have a chance to win because of the underlying dynamic. you made a point, where will the president go. rick scott in florida is trying to inch away from the president. george w. bush raising money for

florida. george w. bush getting back in the race. an embrace from republicans to a bush, and a step back quietly from trump? >> bush was not one of them in the 22 midterm election. >> '06? >> certainly '06, but even after he left the office. president bush is doing fun fundraising, which is needed, he's certainly not out on the stump, and that might drive the current president crazy. >> it if you have obama and bush in public -- >> hey, what about me? >> rick scott in florida is a top ally for the president. the fact that he invited george w. bush the president's sworn enemy. that is an insult, and that is salt in the wound for the president. >> and nothing has made bush look better than donald trump. he went out of office in the 3030s or so, and people have seen this presidency all of a sudden in the rear view mirror, bush is

the latest now on hurricane florence has people up and down the coast watching for some evacuations. for some in the storm's path,

the only way out by boat. swan quarter is at ocrocoke island, is the evacuation window now closed for those people? >> reporter: john, that evacuation is pretty much over. right behind me, you're looking at the last chance people had to get off ocrocoke island. this was the last ferry off that island, there will be no more today or tomorrow before the storm. you can see these guys behind me, they have done some work to moor that ferry, and that will be moored for a couple of days. we're told that more than 1,000 vehicles made it off. they have been streaming in here all morning in kind of a last, desperate attempt to get off that island. residents of ocrocoke island,

jonathan ferrera is his name, and jonathan lions, they talked by why they wanted to leave. >> well, with a category 4, you could have lots of ocean overwash and flooding and i just worry the roof might blow off or windows might crash in so i definitely think it's safer. >> i definitely did not want to, i got my windows all boarded up, got my boat with me, got my dog with me. it's not what i wanted to do, but it's what i had to do. >> reporter: and we just spoke with the commissioner of hyde county north carolina, he lives on ocrocoke island, he said despite the evacuations, some 200 people have elected to stay on the island. so they are isolated right now. we saw some ambulances come off the ferry, and we're told that emergency is services are shut down on the island now. if there are 200 people, they

could be stranded for maybe several days. >> i appreciate the gentleman who said not what i wanted to do, what i had to do. the president this morning as part of the federal response urging extreme caution, asking these in the storm's path, please don't tempt face. >> get out of the storm's way, don't play games with it. everything you can imagine, we are ready. but despite that, bad things can happen wen yhen you're talking t a storm this size, it's called mother nature, you never know. but we know. >> right there you heard it, a serious warning from the president of a potentially historic national disaster. but as florence approaches, the president also facing fresh criticism for trying to rewrite the history of his

administration's response wh hurricane maria pummeled the reason. zbl >> i think the best job we did was puerto rico, but nobody understands, it was a very hard thing to do because of the fact that they had no electric, before the storms hit, it was dead as you know. >> hurricane maria now we know killed nearly 3,000 americans, after the storm hit, that's more than the number that perished in hurricane katrina. back to the conversation now, again, kudos to the president for his warning about florence, a lot of fema briefings already, it seems like they're raising a lot of alarms, so far there are no hu no hiccups in the state and federal response. >> if there are no lessons at all from what happened in puerto rico, then that is pretty sad.

because, yes, puerto rico is different from what's happening in north carolina and south carolina. there's no doubt about it. but this politically speaking, it's just outrageous to say something that was an unsung success. it wasn't a success. you talk to people inside fema and they say, hey, we did the best we could, to say it was an unsung success, is what the president is unable to do, admit anything happened wrong on his watch. >> it's also perplexing because he's undercutting his own message, he's trying to say today, don't worry, i'm going to be there for you, fema's going to be there for you, we got you. but if he's saying puerto rico was a success? how can he console these people and give them a sense of security. >> you saw the president answer yesterday on the question about the response to puerto rico. we he said we did an

unappreciated great job in puerto rico, even though an inaccessible island and -- as is often the case to state, local and federal officials. however, why? answer that question that way and then pick the political fight, stir the political fight there. this is fema's own after action report. fema, the trump administration, the people's people. because fema and it's partners lacked situational awareness early in the response, the agency initially could not be certain that fema and interagency partner efforts were sufficient to stabilize the incident in puerto rico. so polite governmentise, that's what the government should do. >> folks in puerto rico admit to that, they basically say there were failures to go all around, including the mayor of san juan there, that report essentially

said they sent a bunch of people to puerto rico who weren't qualified, i think something like 56% of the people weren't qualified to do the work they had to do, a lot of them didn't speak spanish on that spanish-speaking island. so he's off message but he wants to create his own reality numbers and it's what you see in those approval ratings. this doesn't work with everybody, because they can see with their own eyes what happened in puerto rico. >> his brand is never apologize, never back down. and i guess we probably shouldn't be surprised that he's trying to claim victory over the puerto rico hurricane after math given the fact that on a range of issues, he refuses to back down. look, he has raised questions that that was his voice on the access hollywood tape. which he actually did eventually apologize. and now he's trying to walk that

back. so we shouldn't be surprised that he's taking this tack. covering this president for 3 1/2 years now, this is pretty standard operating procedure. >> new cnn polls revealing what voters think about the special counsel investigation. i get it all the time. welcome back, the president's sagging poll numbers give democrats a giant opening for midterm election gains. the burden now on the democrats is to close the sale. health care is far and away their message of choice. here's just two examples here, these both from big trump state senate races, this from democrat joe manchin in west virginia. >> that's me, signing the cap and trade bill, because it was bad for west virginia. now the threat is patrick morrissey's lawsuit, to take away health care for people with preexisting conditions. he is just dead wrong and that's just not going to happen. i'm joe manchin, because for me, it's all about west virginia. >> this from heidi hidecamp in north dakota. >> for me it's breast cancer, for denise it's heart disease.

cancer at home. >> if you go back to 2010, where the democrats got wiped out in obama midterm. and then in 2014, wiped out in obama midterm. >> theoretical -- the history of benefits in this country is once they take -- they eventually come much more popular, the fact is that obama care is not theoretical anymore, obama care is real, and losing your coverage because you have a condition is not some theoretical notion of a big government health care takeover. it's a real issue that impacts your life. and once that happened and as importantly, once obama was out of the picture and the obama part of obamacare was drained and became more about the care from obama, i think it's an issue that democrats could go on offense about.
