(buzzer sound) holiday inn express. be the readiest. welcome to inside politics. i'm john king. thank you for sharing your day with us. justice brett kavanaugh took his seat on the supreme court. he said it's time to put the bitter confirmation battle behind us. the president vows to keep the kavanaugh divide central in the mid-term fight. the vote just four weeks from today. new polls give democrats a clear path to retaking the house and if they do, becoming a giant

roadblock to the trump agenda. a huge departure. nicky haily is resigning. she is now among the most vocal. the timing is off and caught most trump insiders by surprise. >> i just want to thank the ambassador. i want to thank nicky. >> a lot of people want to say a lot of reason yes i'm leaving. i want to make sure that this administration, the president is the strongest person to fight. >> we begin with the highest ranking woman in the trump administration is resigning. nikki haley is stepping down as ambassador effective at the end of the year. once a fierce critic, the former south carolina governor became a passionate defender on the world stage and used her high profile to nudge him and be tougher on russia. the timing is odd. big two-year departures are

announced just after the mid-term elections, not four weeks before. the president is among those caught off guard. one source said haley gave him a bit of a heads up last week and he decided after accepting the resignation this morning to stage a big oval office send off. >> she has done an incredible job. she's a fantastic person. very importantly, but she is somebody that gets it. she has been at the united nations from the beginning with us. from the beginning. worked with us on the campaign. it's been really a long time and very intense. she told me probably six months ago, she said, you know, maybe at the end of the year, at the end of a two-year period i want to take a little time off. i want to take a break. >> very kind public words from the president, but there is private grumbling within the administration.

abby, take us inside the drama. the big surprise. >> that's right. it's all about the timing here at the white house with some folks asking why if haley was planning on leaving for a while and planned to depart at the end of the year, she decided to announce it the day after president trump won a major bruising fight over his supreme court justice and at a time when there are a lot of questions about the party's standing with women voters. some white house aides suggesting that nikki haley's timing invites those comparisons and why she decideded ed te to today. he wanted the optics of the two of them seated side by side praising one another and nikki haley killing a major rumor swirl being 2020. she said clearly she would be campaigning for president trump in 2020. that announcement is good for both of them politically.

we heard more about the parlor game emerging in washington about who would replace her. president trump said that a lot of people want this job and partly because nikki haley made it more glamorous. he said a decision would be coming in two or three weeks. president trump is working from a list of potential replacements and working through that over the next coming weeks. john? >> abby phillips with the breaking news. with me in the studio to share insights is kaitlan collins and man awe raju and lisa lair with the "new york times." let's break this down. timing jumps out. after the mid-term elections, there will be dozens more trump administration officials who leave, but for every understandable reasons, these jobs are a beast and they drape you and they can make more money in the private sector. the highest ranking woman in the administration, somebody is known not when mike pompeo got the job, but she has two kids.

one in college and one about to go to college. she can make a lot more money. those can be true at the same time. you are not happy and grumbling internally. just time to go? >> she went out with a splash. this was executed as perfectly as she could want. she got her moment and lavish praise from trump. is there higher praise from this president than glamorous? if you are nikki haley and someone that has been talked about as a presidential candidate. maybe not in 2020, but down the line. someone with a bright future. this is the send off you want and by doing it early, she separated herself from the herd. even president trump noted it's better to do it in person than on paper. he fires people through intermediaries or through tweet. i can't think of one person who

stepped down with this way with an oval office presentation and all of that. nikki haley lost clout with president trump and a lot of it had to do with mike pompeo. nikki haley was his go to. he was not getting along with mcmaster at that time. that's interesting. that aspect. the timing is key here. president trump said she told him six months ago she was going to be leaving. we are told so many people were caught off guard and she said i'm ready to leave at the end of the year and john kelly and pompeo were not aware of it. a lot of people in the west wing were not aware either. president trump cannot keep a secret was able to keep it small, just letting jared and ivanka know. how did it not get out. >> smart for her. she is very ambitious.

she wants to be president. she caught the bug is what a good friend of hers said. she is not going to challenge president trump, but she is going to leave, getting a big announcement before the election and allow someone who kept her republican establishment credentials, but got trump credentials and she gets out. >> the dual nature, i won't call her a moderate. she is not a moderate. >> she's a conservative hawk. >> she kept a foot in traditional norms and was a vocal trump supporter. that combination was important. she was central to the north korea policy and supported the iran policy. full support for that. after the election, it could be look like an act of loyalty. in the kavanaugh fight, can you imagine if she left during the middle of the kavanaugh fight? this is not a bad time for her to do this. the other thing i will add -- >> for her. what about for him.

he can't say she is being disloi and i got shellac and she is running away. the morning after the kavanaugh fight, he takes a seat on the bench and the president wants to continue the fight. you have a gender gap in the polls. you have a lot of democrats thinking here's an administration that doesn't get us. the highest profile woman, some of them have good relationships. they said they can talk to her and she was open mind and would listen to them. that's weird. >> it raises the question if there is a connection there. we will see in the days ahead. it complicates the timing of finding a replacement, too. close to the mid-terms and not much time in the lame duck session of congress. after the mid-terms or a replacement to be named. what happens if the margin in the senate becomes narrower. it's possible that the senate flips and getting a replacement then. more challenging with a

democratic controlled senate. two months earlier, finding the replacements now. >> for might deepen the bench for the people available on this job. on capitol hill, they would be surprised if he announced and they will wait until after the mid-terms. who knows. maybe we will end up with a un ambassador. >> two weeks is his stand by. now, she did tweet over the weekend, deana powell who used to work in the national security staff in this white house is a veteran of the george w. bush white house and with nikki haley, a lot of people said she is a friend and they probably want to lay the ground work. forgive me, is there any chance in you know what that donald trump would name to this high profile job someone he views as a globalist and close to gary cohn? i don't see that having a chance. >> it's hard to see. he values loyalty and there are

people who believe the president should put a woman in this position. she was the most high profile women. he has a problem with independent women. it tells us something else this. idea that a republican will challenge president trump in 2020. this is confirmation that is a total fantasy. if she can't do it, it's hard to see how a jeff flake or someone else successfully mounts that challenge. >> let's listen on that point. she brought it up before reporters could ask the question. she decided, i'm going to go there. >> there is no personal reason, but i think it's very important for government officials to understand when it's time to step aside. i have given everything i've got these last eight years and i do think that sometimes it's good to rotate in other people who can put that same energy and power into it. for all of you that are going to

ask about 2020, no, i'm not running for 2020. i can promise you that i will be campaigning for this one. >> not running in 2020. that assumes president trump is running in 2020. the president is pretty clear about that. there is the mueller investigation and things out there, but that doesn't mean she is not ambitious. she was in texas meeting with a group of billionaires, giving them a private briefing and saying remember me. you will like me down the road. not running in 2020. >> she didn't say she's not running in 2024. she is young and has plenty of time. we will see her next job that is trying to pave the way for the future. there is not much room to challenge the president. enormously difficult for that to succeed. i'm sure she sees that as well. >> we will continue on this

>> per welcome back. a giant surprise today. nikki haley resigning as the united states ambassador. the president joked that haley could easily be replaced. the reality is far different. listen to haley take off what she sees as a list of foreign policy milestones. >> look at what happened in two years with the united states on foreign policy. now, the united states is respected. countries may not like what we do, but they respect what we do. they know if we say we are going do something, we follow it through. >> ambassador haley was a steady voice often characterized by

chaos and turmoil. the biggest messengers on the world stage. >> the syrian regime uses this poisonous gas again, the united states is locked and loaded. >> the russian regime whose hands are covered in the blood of syrian children cannot be ashamed by pictures of its victims. we tried that before. the iranian regime is now unnoticed. the world will be watching what you do. >> the president's decision reflects the will of the american people. there is no need to describe it further. if war comes, make no mistake, the north korean regime will be utterly destroyed. >> you made the point earlier, she was the hawkish voice of the republican establishment,nudgin. when it came to north korea or

moving the embassy or pulling the united states from the human rights counsel, she had the america first piece of it, too. >> it was a marriage of the establishment norms and hawkish for sure. three rounds of sanctions and a critical part. she can point to a number of successes, but this is a traditional un ambassador role. colding other countries and speaking out. she wasn't afraid to go on the sunday shows saying all women should be heard. it would be hard to see many get away with that, including people accusing the president. >> we can't forget that one that is one of the biggest parts of

her career when she went on a sunday show and said soon president trump will be announcing new sanctions on russia. president trump was washing from t the white house and he had not made a final decision and she had no authority to announce the sanctions on air and she did not impose the sanctions. that led to the president's economic adviser saying she got momentarily confused. she had the stunning moment she said with all due respect, i don't get confused. a lot of what she said on north korea and iran. >> she could say that and be a voice of opposition and disagree with the numbers of the administration and still get a super splashy warm send off as you pointed out earlier. we haven't seen that speaks to her savviness as a politician

and inside operator and the public face she was presenting as a woman of color was something that the administration needs. >> and coming to understand the president and what he likes. she likes someone who is good on television and forceful. she did the job as the president imagined. she became a star and he likes that, it's long as it's beneath his star. to give you time to select a replacement and the senate time to consider your selection. i will serve until january, 2019 and then i will be a private citizen. i will speak out from time to time on policy matters, but will not be a sacandidate for any office in 2020. to that point, let's go back in time. in the 2016 primaries, she was the governor of south carolina. early destination on the republican primary schedule. she was for marco rubio and thought the things candidate

trump was saying on immigration were out of bounds. >> during anxious times, it can be tempting to follow the siren call of the angriest voices. we must resist that temptation. no one who is willing to work hard, abide by our laws, and love our traditions should ever feel unwelcome in this country. >> and remember the church shooting. she spoke out after the shooting there as well. she was among those who as governor helped settle the confederate flag debate that divided politics for years. the question now is, what does she want? >> i don't think we know that. i think what we heard is one reason to step down has to be financial considerations. you mentioned that earlier. she has kids around college age and that's something she has to consider going forward. she managed to preserve some of

that brand as olivia was saying by making it nice with trump, but also being close to the republican establishment. that can presumably help her in the future. the next steps will be important in determining. how does she make money and stay prominent and does that impact her if she works on wall street? we don't know. we will have to see what she does. >> also interesting, her state senior senator lindsey graham is up in 2020. you watched him go from john mccain anti-trump or trump skeptic in the republican party to velcroing him to the president of the united states most recently in the kavanaugh confirmation hearings. her making clear, i don't think she wants to be in the senate anyway. most governors do not like what they see in the senate. making clear that she is not interested in that anyway. even as un ambassador, she has

been working the community and the republican business community. her aspirations are at the office she was in today. >> lindsey graham said he is running for reelection in 2020. they are trying to tamp down speculation this is part of an effort to get him into the cabinet as ag or all of that, he said he is not interested in that. he is running for reelection. >> question to consider is who else would leave. we expect a lot of people after the mid-terms, but what does it do for james mattis. they got along on a lot of things and does it change his position? the people there before, mcmaster, haley, mattis. that's the only one left. what does it do for him? he is on the outs with president trump. does it change him or speed up his departure?

>> add him to that let. >> she left herself in a good position and no matter how trump is seen at the end of his time in office. she can play it either way because she has been so good. she is also staying away from a lot of the scandals that other people have been caught up in. she leaves in a pretty good position for -- we don't know. we are in an unpredictable time and we don't know how it will turn out. you look at where she is and say she can play it in a lot of different ways. >> that's an excellent point in the sense that who knows what the republican party will look like in two or four years. she was able to keep her neoconcredentials and embrace trumpism to a degree. she can pick her moment to come back in. up next, brett kavanaugh day one on his jew job today. there's little rest for a single dad,

there was no corroborating evidence, but he was not proven innocent. he was not proven innocent. remarkable anyway. this confirmation battle was remarkable and justice kavanaugh to his credit, if you don't support him, i understand. to his credit, he tried to turn the payment and say i will do my job for all americans. we'll see. he's on the bench today. the president said let's keep it going. >> it was almost as if they were trophy invitees. he went slowly through the names of all the justices and said i got them. they are all here. the scene in the courtroom is quite different. the court has a steady rhythm that exist in a way that are oblivious to what goes on. we only had a few protesters today, but the country is still in turmoil and at 10:00 sharp when the marshall did oh, yea

oh, yea. he took his seat. if you were a spectator to the far right of the bench, on his black leather chair and they went forward. the chief justice said i want to welcome ow behalf of myself and all our colleagues. he saluted justice kennedy in the spectator seats himself. then the q&a started and justice kavanaugh asked questions of both sides. you heard one of the lawyers refer to justice kavanaugh. it occurred that that was the first time i heard that in that courtroom and he would be sitting there for another 20 years, changing the law of the land and as we said so many times, moving everything to the right because he is succeeding a man who was much more of a centrist. >> we're will watch the business the court play out and if, as expected as the president wants, you have a justice kavanaugh who is much more to the right.

the swing vote he replaced on the court. we will get that as they get big cases. the country divided. a majority did not want him confirmed, however there were pitfalls for others. this was among independent voters in the mid-terms. do you approve or disapprove of the way democrats in the senate handled kavanaugh's confirmation. approve 34% and disapprove, 61%. some evidence with a swing vote in the mid-term that is the democrats need to be careful. >> yeah, that's why you are seeing the republicans saying that the mob was coming after them. they are trying to make the case that the democrats were out of line. this is something they are using to rally the base. you saw the difference between kavanaugh and the president last night. kavanaugh trying to put this very ugly divicive chapter behind us and move forward. the president has a different purpose and wants to continue to stoke that divide because it

rallies his base and he has seen that in the polls. more republicans are moving towards them in light of what is happening here. he's also ignoring the fact when he apologizes to the nation, they did not want kavanaugh confirmed. he risks alienating the swing voters as well. >> he wants to keep up the fight. let's listen to the president. the ceremonial swearing ins, they don't have them. he had all right been sworn in. the president last night apologizing. >> on behalf of our nation, i want to apologize to brett and the entire kavanaugh family for the terrible pain and suffering you have been forced to endure. what happened to the kavanaugh family violates every notion of fairness, decency and due process. >> gone completely. gone completely was any

consideration by the president there of professor blasey ford, deborah ramirez and julie swetnick who even some democrats can thank her coming forward with the counsel she brought forward with her. no concern for anybody else but the president. this was all about judge kavanaugh and his message. >> justice kavanaugh stepped to the microphone and said i want to be a justice for all americans. not just the ones who president trump has just singled out. that to me was his effort to say even though we just heard this partisan battle cry from president trump, i will try to be the best justice i can be and that means representing all of you. president trump of course who wants loyalty. >> one interesting moment is when president trump made that remark, you are back to you are innocent until proven guilty and one person clapping and

hurricane michael turning north in the gulf of mexico could be pounding the florida panhandle by this time tomorrow. officials are imploring residents to get out of the way now. the federal government is standing by ready to assist. >> we are very well prepared. fema is ready. we are all ready. i spoke with governor scott. spoke to everybody that you have to speak to. hopefully we will get lucky, but maybe that won't happen. we are prepared. >> let's check in with cnn mete meteorologist on the latest on where the hurricane is heading and how strong it will be. >> the storm is continuing to strengthen and it entered the favorable environment and the warm waters of the gulf of mexico. winds of 110 miles per hour and gusts of 130 moving to the north at 12. this storm is going to strengthen until it makes landfall. this will possibly be a category three by this afternoon and then by the time it makes landfall

tomorrow during midday or so, we are looking at the potential for a major storm, category three along the florida panhandle. we are looking at that for potential landfall and this will shoot off to the east. it is a fast mover which is different from florence, but this has category three winds and going to have category three storm surge from 8 to 12 feet of inunidation across the big bend to florida to the panhandle. to nine feet. that's incredible because of the very low-lying areas. also the wind damage is going to be serious. we have a lot of trees with leaves still on them in the tallahassee area that are prone to falling during the conditions. that's going to be a huge concern as well. we are talking about possible tropical storm force winds as early as this evening. >> it certainly is this evening. appreciate the live report and

congress. we asked this and 54% of americans say democrats. 41% say republicans. 13-point lead for the democrats. if this holds up come election day, the house is gone. the democrats will retake the house. this lead told you it's more difficult, but we need to keep an eye on the senate possibly. remember the 41% who say they will vote for republicans. mid-term elections. tied to the president. 41% said they plan to vote for republicans. the president's approval rating is 41%. that is what drives mid-term election years. if the president is at 41% come election day, the party faces a shelac. this is playing out like a mid-term election year. it was democrat barack obama in the white house. 44% in exit polls on election day and lost six seats in the senate and lost control of the house. that was in 2010.

more engaged and more energized. it's unbelievable. >> it shows that the kavanaugh fight didn't affect the democratic standing in caking back the house. you look at the genetic balance and significant balance in line with other elections, but the senate side had been tough for the democrats and the map has been tilted against them. you are seeing a different situation there. they have to run the table on the democrats and they have to retake the senate in red states. that's going to be so hard. you can see a situation. democrats pick up seats and take back the house and republicans keep the senate and maybe each pick up a seat in the senate. >> everything has gone against political gravity and rules. this mid-term year is playing out as traditional elections do. it's tied to at this time president's approval ratings. 41% of all americans said they
