we are happy for you in one way, but hate to lose you. hopefully you will come back at some point. maybe a different capacity. you can have your pick. >> there is no personal reasons. it's very important for government officials to understand when it's time to step aside. i have given everything i've got these last eight years and i do think that sometimes it's good to rotate in other people who can put that same energy and power into it. >> let's go to the chief kor respondent. how much of a surprise was this announcement for members of the trump administration? what about the timing of this? awkward a month before the mid-terms. >> that's right. usually when you have a senior official like the person who stepped down today, nikki haley, that person usually waits until after the mid-terms so you don't create additional stories that may not bode well for the administration or the white house. this happened today and we are

still trying to sort out exactly why. we know that nikki haley met with the president on october 3rd last week and she handed him the letter of resignation and thanking him for allowing her to be part of his administration, but in terms of the specific reasons as to why she is stepping down at this time, she said when she was in the oval office with the president earlier this morning, that listen, she wants to have a break, especially. she has been doing this for sometime, being governor of the state of south carolina and a top level member of this administration. one thing we should point out is this departure of nikki haley is setting off all kinds of speculation as to what is going to happen next and who is going to replace nikki haley. the president's daughter's name is being floated. ivanka trump laughed when she was told of the speculation that

she could replace nikki haley. it's not a total denial that she laughed when told of the speculation. people were talking about the u.s. ambassador to germany because he has been such a full throated supporter of this administration at times. he has been perceived as being too political in the job as the ambassador to germany and well liked in the white house. the white house is saying that they will have a decision within the next few weeks. nikki haley is expected to stay around until the end of the year. when someone like nikki haley leaves the administration, that leaves a pretty intense ripple effect. one source said there is also talk in the white house as to where nickykki haley is going n. she said she wants to have a break, however there is speculation in the west wing

that lindsey graham's stock is on the rise and people inside the white house have been cheering him on during this whole process. this nomination process of brett kavanaugh to the supreme court and potentially the senator from south carolina could join the administration in some capacity. whether that's replacing jeff sessions who a lot of people think may step down after the mid-terms. that could be a landing point and nikki haley could potentially be appointed to serve out lindsey graham's term as u.s. senator again. that is simply some of the discussions and speculation going on in the west wing. it goes to show you that when someone like nikki haley leaves the administration, it has a major ripple effect across the entire administration. >> the president said we will have an announcement in the next two to three weeks. global affairs analyst's

always other reasons. we will have to find out what it was, but she disagreed with folks in this administration. the most famous may have been in mid-april when she said there would be sanctions against russia and there weren't and the president said there weren't and i believe larry kudlow said she must have been confusion and she said i don't get confused. there have been tugs of war here and she has been on the losing end of some. >> it is important to note that we don't have the back story on this yet. but the coincidence and time figure that's what it is will be remarked upon that the president is losing his most senior and public, by far, female official. she is the most senior woman in national security or foreign policy in the trump administration. literally hours after brett kavanaugh is vetted at the white house and there is a major election issue brewing over the

role of gender in the politics of this election year, it might be through coincidence. she handed in her letter in the midst of this fight and she said wait until it's over. that's one factor to consider. as i wait to hear what we are told as far as the back story goes, i keep in mind that she is a politician and she is running for something, we just don't know what yesterday. >> when you heard about it, were you surprised? >> absolutely surprised. we don't know the reason, but i have to think that it has something to do with the mid-terms coming up. maybe it's a good calculation that to get out before there is a shelac so it doesn't look like you are reacting to that on the back end. >> what did you think? there was a lot of speculation she wanted out before the mid-terms if there was going to be a major republican set back.

>> she is a political operator and my immediate thought was to think of a picture that flashed around the world in 2016 before the south carolina primary in which nikki haley endorsed marco rubio and it was a picture of nikki haley, marco rubio and senator tim scott. at indian woman, hispanic man and african-american man. nikki haley came to prominence initially by opposing the confederate flag and monuments in south carolina, showing she is a new kind of southerner and the republican party has gone in a different direction under donald trump, embracing white nationalism and populism. nikki haley has written the transformation in the most skillful fashion. she has served in the trump administration and kept trump's confidence and was not public low at odds, but kept some distance and independence and

maintained a reputation for integrity. that's a skillful balancing act she pulled off. i think she is one of the few people who can emerge from the trump administration with her political prospects enhanced rather than diminished. >> she spent six years as governor of south carolina and almost two years as un ambassador. she didn't have a lot of foreign policy experience going in, but she has considerable experience now. >> she broadened her reach considerably. if she were to run for president, nobody could say she has no foreign policy experience. the person she works for had no experience, one could argue. look, i think she positioned herself very smartly and we don't know what she is going to do next in the next couple of years. if there is a possibility that donald trump doesn't run, she will run. there is no doubt about it. she is a political creature and i think getting out in front of

all the line of people who are going to -- as john was saying, all the people who will be fired or gone, distances her from those people who might be beheaded as opposed to leaving of her own volition. >> major changes in the first year and a half, almost two years in the trump administration. the national security adviser and the initial two gone. the secretary of state, rex tillerson is gone and the new people coming in are clearly -- they seem to be much more aligned with the president of the united states politically. >> it's important because it seems that there was less running room for nicky haily in this current set up where you have john bolton and mike pompeo working by all accounts more closely with the president.

hurricane michael is forecast to be the most destructive storm to hit the panhandle in decades. the storm will be life-threatening and extremely dangerous. >> florida's governor rick scott warning residents that they need to prepare today for hurricane michael, the category two storm is expected to strengthen to a category three, threatening 300 miles along the gulf coast. let's go to the cnn weather center. jennifer gray is tracking this powerful storm. explain what makes this hurricane so dangerous. >> this was intensifying by the second and will until it makes

land fall. this is a strong category two storm with with winds up to 110 miles per hour. to put that into perspective, 110 miles per hour is the strongest category two you can get. this will most likely end up aing it three before today is over with. this could be a strong storm when it makes landfall. tallahassee and the big oak trees and those could easily topple with the ground so saturated. that's a concern. the roof damage and things like that, not to mention 8 to 12 feet of inunidation across app latchia. we are talking about six to nine feet of storm surge.

were all a democratic party hoax. in hindsight, would you change how democrats handled this confirmation battle? >> well, donald trump is, i think, in a small minority of people who think dr. blasey ford's accusations were a hoax. i think she was highly credible. i think across this country, people know that she was sincere. she was absolutely fearless in coming forward even though there would be huge negative consequences for her personally. the real hoax now that is attempting to be perpetrated is by donald trump that will contend there was nothing to any of these accusations made about brett kavanaugh. i think the american people know who watched that process very closely over a two-week period know that is not the case. he doesn't have the temperament or the credibility to serve on the supreme court and that will be the single most powerful

into the final stretch. let's look at the numbers. a double-digit lead when we asked likely voters which party will you likely support, 54% of likely voters say democrats. 41% say republicans. a double-digit lead for the democrats. if that holds up for weeks and that is the case on election day, it is almost guaranteed they will pick up the seats they need for the house the probably more than that. it will keep the senate in play, but a double digiid advantage told the democrats we still have a chance in the senate races. mid-term election years are about the president and his approval rating. 41% said they will vote republican for congress and the president is under water at 41% and that is hurting his party. let's take a look at the history and go back to 2010. barack obama, the president of the united states, 45% four weeks out and 44% on election

day and his party takes a beating in the senate and especially in the house. the republicans take charge. that's a reminder that if you are below 45%, you are in trouble. president trump is. the second bush mid-term, 2006, same thing. 43% on election day and a shelac for the republicans, losing six in the senate and 30 in the house. democrats take power in the house. this president is lower than president bush was. back to 1994, president clinton at 42%, about where president trump is four weeks out and he got up to 44% on e delection da but they lost eight seats in the senate and 52 in the house. this president at 41%, only 41% said they plan to vote republican for congress. 28 days is a long time, but right now, the president's party is in trouble. the democrats optimistic heading

saying as most of us have said, all of us have said that i'm aware of. if someone has an accusation, they need to be treated fairly and listened to and given the support and the legal structure so those accusations are taken seriously and investigated. at the same time you can still protect the rule of law. you can protect this idea that we had for going on 1,000 years nearly to the magna carta that someone has a right to face their accuser and we are presumed innocent not just based upon an accusation, but the presumption of innocence that prevails. those are not mutually exclusive. you can do both of those. most fair minded americans realize you have to do both of those. i think if we make that argument whether you are a man or a woman, whether you are conservative or democrat, black or white, most americans will say that's a fair approach to take in these circumstances. >> we're will see the impact of

this so-called gender gap and see what it is four weeks from today. let me get your reaction to the resignation of the u.s. ambassador of the un, nikki haley. a total prize for so many of us including top officials including the secretary of state, mike pompeo himself. what does it mean from your perspective to the administration and its foreign policy? >> well, president trump has an extraordinary foreign policy team. mike pompeo is a good friend of mine and served together on intel. general mattis. the national security adviser and cia director and nikki haley was an important part. it is surprise in this day she held this close to her vest. i can tell you she is going to be missed. i don't know a single person, republican or democrat, who doesn't respect and admire her. she has been so strong on putting america's interest before the un and putting america's interest before the

world at large. i wish she was staying because i have so much respect for her, but she feels like there is other things she can do. i look forward to seeing who the new ambassador will be and someone as extraordinary as miss haley has been. >> we will see who the nominee is going to be. want to get your thoughts because you are on the committee. you saw the "new york times" report that former trump campaign rick gates was during the campaign considering hiring an israeli firm to create false online identities to help then candidate trump hurt his republican rivals, especially senator ted cruz who was a leading republican candidate. eventually hurt hillary clinton in the campaign. what are your thoughts and it was never implemented, but they were willing to consider creating these false online personas. >> yeah.

i think virtually every campaign had proposals put before them. i can guarantee that hillary clinton was given much of the same information and most federal campaigns are. the bottom line is they didn't do it. they indicated they were not interested. i don't think it's a meaningful story. i don't think we will be talking about this in a week or a month. it seems that many campaigns have considered this. they had these proposals and they rejected it. i don't know who else we say about it. >> they were seriously considering creating the fake identities to try to influence the republican national convention because they wanted to hurt then one of the front-runners, ted cruz. even the fact that they were considering it and using a foreign company to get involved in domestic american politics, that doesn't bother you? >> i don't know that we know they were considering it. as i understand this, this was a
