over and over again. i will tell you from a reliable source, former president bush, when they first came to him and said you need to make your funeral plans, sir. he did not want to have anything to do with this. then they said this is part of your responsibility. this is part of your duty. he actually got very involved in it. he micromanaged. there are details that were very specific, including what meal and food will be served on the train between houston and college station. he picked the menu. there were also things that we will see a tremendous amount of pomp and circumstance in honor of the office. there were also things he decided he didn't want to do. so yes, it's an honor of the office, but he kept it in george

bush's tradition. there is not going to be the big funeral procession we saw for ronald reagan or jfk. what he did here was in honor of the office, as opposed to himself. >> to that point, it's no secret and overto overtalk about it because it's a solemn moment, but the dysfunction between the bush family and the current president of the united states. today he is going to spend time with the bush family. the late george h. w. bush might have told his son to take them a little bit to get there, but of course the current president of the united states will be part of this. to join the conversation, just about the man and his respect. eight years as vice president. four years as president and his son was president. the words presidency and white house and the institution has been part of his life and was

expanded the def niinition of w. absolutely he would be all in favor of the current president coming to the funeral. he would not hear of any sort of shenanigans on that part and say this is an opportunity to make him into a friend, too. i hope the rest of the family sees it that way. i'm sure they do, but unlike senator mccain's funeral, they made such a big thing about whether the president was invited and i don't think you will see any of that. president trump has been remarkably gracious in the lead up to this and i think it would make president bush very, very happy. >> as we watch this moment, i think everyone would agree that george herbert walker bush loved being a father and a family person. when you see the family on this plane, we have the kennedys and the bushes as political dynasties. a bit of a pause still holds office, but when you watch this

family, out of step perhaps with the modern day republican party, but if you take a step back and look at the history of this country, it is remarkable the patriarch is coming to washington for the nation to pay a final tribute for the final politics. >> why we are spending so much time on this funeral as a nation. the president is not only the head of government, but the head of state. this is the closest thing we have to a national sovereign being buried. it's a moment where the nation should be coming together to think about the things that unify rather than divide us. i want to point out a small distinction with president trump not speaking. that's unusual. usually a sitting president would speak at a president's funeral. >> it is unique and i think the family is trying to thread a little bit of a needle here.

the plane is about to leaf. about to come to washington on america's premier air force jet. the united states capital will be open all night. the congressional leadership speaks. family members get to have private time and people who served in the white house. the residents staff at the white house have private time. i want to make a point to go back to the days. it's an institution and the building. i remember when george w. bush became president. time you catch him without a suit jacket. bill clinton would walk around. no disrespect to president clinton, but he would walk around in jeans and a sweatshirt. george w. bush knowing having been there and his dad's years, no way. it's sacred ground. >> at john mccain's funeral, mrs. trump arrived with buddy

carter alongside her who is one of president bush and mrs. bush's favorites and the resident staff. he's one of the butlers. he was telling me about the horseshoe games that the president would organize between the staff and how much fun they had together when mrs. bush, sr. was very sick. she came to visit the white house and president bush, she got unexpectedly sick and president bush was sitting up taking care of her and buddy carter arrived and said president bush has a phone call for you. he said mom, i'm going to leave you here. you are safe. you're with family. he left her with the butlers and they took care of her. it's a beautiful thing. >> president bush had a unique understanding that there were hundreds and hundreds of people behind the scenes who made the presidency work. he did everything he could to make sure their work and

welcome back to inside polit politics. special mission 41 has taken off from houston. george h. w. bush taking off as he comes to washington. more coverage later as they arrive at the united states capital. the president is again on the attack today against the russia special counsel. the mueller team is set to file two important reports detailing crimes and perhaps cooperation by michael flynn and paul

manafort. the president's attention on two other individuals, reacting to the special counsel scrutiny in very, very different ways. michael cohen cooperating with the mueller team. the president said cohen is making up stories to get a lighter sentence for what he calls terrible crimes unrelated to mr. trump. he ignores what backs up the narrative about business dealings. a long time trump adviser is not cooperating. stone said he won't testify against the president against any circumstances. that in the president's view means stone has guts and he is standing up to a rogue and out of control prosecutor. that is what some lawyers suggest laws against witness tampering. kaitlan collins is live at the white house. the president clearly back from his trip and catching up on his

dvr and he's not happy. >> he is taking it out on twitter. tweeting not only the things you just showed and continuing to say bob mueller who is much different than people think and his out of control band of angry democrats don't want the truth, they want lies. he said the truth is very bad for their mission. it seems the special counsel would disagree since they prosecuted people mostly for lying to them, but overall what the president seems to be doing is criticizing the special counsel while distancing himself from michael cohen and what michael cohen is going to tell them now that he is cooperating with them. he said michael cohen should be prosecute and go to prison for the crimes he committed that weren't related to president trump, but of course two of the biggest things and most high profile guilty pleas from michael cohen was pleading guilty to violating campaign financing that he said he did at the direction of president trump and lying to congress which he said he did out of loyalty tow

president trump. it would seem they are directly related to the president even though he is trying to put them as far away from him and the white house as possible. the other question is going to be, is he dangling a pardon in front of roger stone that the legal team said they didn't want him to talk about because they were worried it could open him up to accusations to obstruction of justice. john? >> the legal team may want one thing, but the president does as he wishes. with me here in studio, cnn's manu raju. politico's rachel bay and buzz feed. this is text book for the president. some might expect him at this moment of reflection about the death of the former president to chill for a few days. whenever he comes back, he catches up on the news and we know quickly what he thinks about it. the point i make repeatedly is he knows more than we do. when you see this anger at the special counsel, it tells us

what? >> we don't know is what his attorneys are telling him. yes, he said a lot of appropriate and gracious things about president bush over the weekend and is continuing to tweet about that and will participate this week. as we have seen before in moments of national grieving and sorrow, he rarely can completely turn oust other track in terms it of what he wants to talk about and where he wants to direct our attention. >> you remember before michael cohen went to court and laid out in stark detail what happened with the trump tower moscow project all the wa i to june 2016. the president was aware of it. candidate trump was aware of it at the time. what michael cohen told congress in which the president's attorneys agreed to the timeline and now call him a liar. the president was briefed and we did twitter the next morning. he had tweets attacking the special counsel. we don't know if he got any

indication that something is coming, but there is a sense that something could be coming down on roger stone potentially sometime soon. maybe he is sending a signal that don't cooperate the way michael cohen cooperated. >> roger stone won't testify because that means he would be lying if he turned on the president. not only just the president has a casual relationship with the truth, but many of the central players and roger stone and jerome corsi are known conspiracy theorists and have a record going back 30 or 40 years have a record of saying things that aren't true. they clearly think more is coming. listen to the president's lead lawyer on the radio attacking the special counsel. >> i think the special prosecutor stepped over the line now with the way he is intimidating people in order to tell what he believes is his version of the truth. this is what's wrong with the

special prosecutors and independent counsels. they think they are god. they think they know the only truth that exists each if there is a lot of doubt about it. >> every time, for the record, every time robert mueller's authority, his scope and tactics veb ch has been challenged in court, he has won. rudy giuliani is trying to talk to the 35 or 40% of america who said we think bad things are about to come out. do not believe them. >> they don't view things from the primp of facts. they view loyalty. that's what the president is trying to make clear. we have seen the split screen when it was manafort and cohen when he was dangling the parton a pardon. roger stone is the rat that

spoke out against the president. they are clearly threatened by what's going on. robert mueller turned the number one fixer against the approximate the in a way he is willing to talk about things that he did that were unsavory or illegal for trump and is coming forward with that. this is a huge threat for the president. house democrats just last week when michael cohen said he lied to congress, they were saying this guy could be our number one witness. this is a guy willing to sing right now and he has been on the inside and knows where the bodies are buried and he is willing to talk. this is a threat. >> that's a vital point. we are less than a month away from the democrats taking control of the house. we are waiting for a big mueller report. you don't have to wait for pieces of it. we are about to see in the flynn and the manafort findings. where he is going. now in the republican house and republican senate, the senate intelligence committee is doing most numbers private.

how the committee works, the house intelligence turned into a joke. the men who most likely will be the chair men of the house intelligence and chairman of the judiciary committee said let bob mueller do his job and we will have the power to build on it. >> there is now testimony, there is now a witness who confirms tha that in the same way michael flynn was compromised, the business was compromised. >> he was lying about doing business in russia and the kremlin knew he was lying and gave a hold over him. >> mueller is the most important piece of this. seasoned former prosecutor, we will see what he lays out in court. if mueller were to wrap this up, that's a signal that 2019 will be democrats with committee power that keep it deeper. >> we will get more on the public that we learn from

mueller and court filings and what attorneys are saying and potentially public hearings. one person to watch is matt whitaker and they talked on friday about what his role is overseeing the mueller probe. >> it was remarkably positive. >> i don't think they learned a whole lot. i think we will learn more about how he views the probe. that's why trump is tweeting the way he is. he is trying to send a signal to intervene if he can. >>. >> we haven't heard about political opponents talking about black mail. this was something that people floated in the 2016 election saying does russia have something on the president? democrats are using that word because trump was not honest about business dealings with russia and the russians knew this and could have gone public and did d that contribute to policy changes or the platform

investors breathing much easier and happy. stocks seeing a little bump. it was higher earlier today after the united states and china proposed a tariff ceasefire that comes after lengthy discussions between president trump and chinese president xi. there was confusion about what was agreed upon. we see what we learned and didn't learn from the talks. >> john, especially the trade war won't get worse for the next 90 days. it's the outcome of this extraordinary dinner where you have one side of the table a president for life and an american president who came to power who promised to get tough on the chinese. the truce is this. the u.s. won't jack up tariffs on 2$200 billion worth of chinee goods on january 1st and leaving it at 10% and off the table for now, more new tariffs on chinese imports. the two parties are officially negotiating again.

president trump said that promised to buy more from the u.s. and 90 days to resolve years of american complains that china does things like this. forces companies to transfer best technology to do business in china. the china ip imposes non-tariff barriers. it imposes widespread spying and stealing from the u.s. progress has been so far pretty limited. this truce welcomed by global markets. asian stock markets closed up strongly and europe also opened strongly higher here. the president's tough tariffs bringing the chinese to the table. he declared he made an incredible deal to open up the economy and tariffs. china has not publicly gone that far. instead they are talking and tariffs are still on. they are just not getting worse. john? >> christine, appreciate that. that's the key point at the end. if you look at the chinese media, it's vague and lacks

details. the president saying they will buy things immediately and farmers will benefit most. when will we know if the proof is in the pudding? >> the only thing we really know for sure is that this buys both sides time. that's clear i think from what we are hearing. >> both leaders decided it was in their interest to step back. >> they are going hard on the conflicts. the president said they are buying agricultural products and doing things on auto tariffs and we will have to see if they follow-through. secretary mnuchin was talking to reporters and expressed confidence that xi will follow-through and they will have productive talks. this is a tight timeline to deal with big issues. >> tight timeline, years, decades of mistrust. since this is a republican senator, farm states have been hit hard. this setells me everything. republicans are saying prove it.

>> i think the soy bean exports have gone to virtually from about one out of every three rows of missouri soy beans were being exported. whether it's those crops or pork or beef or chicken, we need to see real specific figures here. >> speaks volumes in the sense that mid-term elections got hurt in the midwest. even people who try to say nice things about the president, the senator said i need to see proof this is real. >> republicans and china has been their number one complain in terms of international trade. a lot of republicans like roy blunt expressed concerns about the president escalating the trade war. when it came to china, they were more open to him getting tough, but they want specifics. keep in mind we have three months. this is an issue and the main

issue they are trying to resolve is international technology. that is something that has been an issue for negotiators and american companies for literally decades. i think there is a lot of reason to be skeptical. they want to see specifics and they don't have those right now. >> the president useded to talk about the chinese behavior. this is not a minor difference. the broader point about the trade and post the g-20, a celebration for the president signing the newus-mexico-canada agreement. he said congress has to pass it as is or it doesn't go into effect when we go back to prenafta. from the midwest, saying no, mr. president, it won't work that way. >> you don't just sign it away. this doesn't live up to the promise the president said that it would be a renegotiated nafta helping workers and stopping outsourcing. it doesn't do that.

i'm hopeful it will and i have been talking to the u.s. trade rep for months and months on strengthening the labor enforcement. we will still get there. >> it's fascinating because this is like immigration on the president's issues. republicans and democrats are more prepared than ever to push back. >> and look, he may want to change it, but under the rules, they are fast tracked and that means they cannot change it in congress. they have to either take it or leave it. if they leave it and trump appeals and steps away from the nafta agreement, do we go back to the prenafta times? that raises a lot of times for the free traders to support nafta and support this going forward? people have been critical of nafta. do they try to kill it and are more people on the democratic side who have been critical and have been supportive of them. congress may say leave it because of the difficulty. >> as he tries to figure this

welcome back. it's deadline week to keep the government funded and open. the money runs out on friday, but there is talk of a temporary extension. why? because of the differences the president's border wall chief among them or taking center stage at the capital. the republicans are pushing for an extension and democrats prefer a one-week stop gap. the president is said to be okay with an extension and firm on what he needs in the final plan. $5 billion for his border wall, tweeting just this morning, we would save billions of dollars if the democrats gave us the votes to build the wall. people will not be allowed in illegally. we will close the entire southern border if necessary. that's the president's take. in the past, it hasn't been just democrats. republicans haven't wanted to fund the wall. where are we? >> they want more time to negotiate. there has been a lot of speculation that democrats and

republicans might meet in the middle. he wants $5 billion for the border wall and maybe schumer and the democrats come up to like $3 billion. tbd. from my reporting on the hill, they are talking about how much they want to give. house democrats picked up 40 seats a couple of weeks ago and they want to hold the line and say not a penny more. trump has a quiet victory here if you look. if schumer is saying the starting point is $1.6 billion for the border wall for security or a fence, that's another 1.6 billion he is slowly building what he set out to do. >> you make a key point. the democrats won 40 seats. if the older members are voting now, they are watching closely. nancy pelosi wants to be speaker shooch . she is almost there. not quite. they are talking about the president's border wall saying i'm not so sure.

>> neither do i favor a gun to my head to accept $5 billion for something he promised and that he promised mexicans would pay for. >> how do we resolve this? >> that's the challenge. you may get democratic votes in the house. and the house republican majority and democratic support in the senate. there is resistance to the $1.6 billion on the senate side. it's possible. we could have a shut down before christmas. we are not going to shut it down this week. most likely until right before christmas. at that point they will have to make real decisions. the short-term punt is just a punt. they have not made any progress to getting a deal to avoid a shut down. >> they are buying time and both sides are digging in. it's hard to see where it's going to end. it will go down to the wire. it always does. the president is trying to

signal strength. >> we thought the president would sit down with chuck and nancy as he calls them. the delay because of the bush funeral. one of the reasons for pause. >> the one thing to keep in mind is the last time this happened, the president was criticized for not getting substantial wall funding. he has been through this before and the people i talked to who talked to the president have said that he really wants to put up a fight and show that he tried to get wall funding even if it's not $5 billion at the end. he made an effort because he was criticized. >> this is his last big moment. he was weakened by the election, but he will be weaker in january because he is looking at a democratic speaker and chairman. >> the republicans before the election begged him and promised him, we will have that this fight after the election. he wanted to do the shut down weeks before. they said that's going to kill us in the senate and the house. they got him to postpone on the promise they will do this.
