welcome to inside politics. john king is off today. as we speak the president is meeting with congressional democratic leaders for the first time since the blue wave. will they cut a deal to avoid the partial government shut down? one potential candidate said john kelly's replacement needs to handle the subpoena cannon. some of the republican women left in the house and there are not many of them are trying to shake male colleagues to make them realize diversity is critical for the gop to survive.

>> with the dwindling number of women we have, 13, we need to make sure we are using our voices and having an impact to continue to educate our colleagues. i said to them, i'm going to be a broken record to remind you that this is not reflective of the american public and we need to do better. >> we begin this hour at the white house where the president is meeting right now with democratic leaders, chuck schumer and nancy pelosi. the stakes are high. just 11 days remain before part of the government will shut down if they can't come to an agreement on funding for border security. the president is pushing for $5 billion for funding. a top democratic source said they planned to urge the president to accept a much lower number, $1.3 billion. the big picture is the first time the president is meeting with the democratic leadership since the democrats won back control of the house in the mid-terms.

in many ways, it's the first day of the rest of his term. what he is going to be facing and the woman vying to be the house speaker is keeping her cards close to the vest. >> what's your message to the president today? >> look at the needs of the american people. meet the needs of the american people. that's my response. >> do you think you will be able to come to a compromise? >> i want to get straight to jeff at the white house. jeff, we know the cameras were brought in for part of the meeting. what are you hearing about what happened? >> we are hearing and soon we are going to see the first glimpse of what divided government is going to look like in the new year. i am told based on reports by reporters in the oval office, the pool reporters, a rotation here at the white house that it was 15 minutes of unending sparring. the scene we will see when that

video becomes available is house democratic leader, nancy pelosi, shuck schumer, the president and vice president seated in the oval office, sparring, i am told, about statistics overboarder security and the border wall. apparently based on the pool, democratic leader pelosi was saying let's have this conversation, mr. president without the press in the room. so now there is a meeting going on. the press was there for the beginning. we are getting a sense that this definitely was a heated moment. that's what the president wanted. he invited cameras into the room and this was not scheduled to be an open press meeting. it was described as a heated conversation. the democrats are not giving an inch. leader pelosi said earlier that the republicans control the senate and the house and it's up to him to keep the government open. he believes they play a part and

about a minute left. >> this is i think you were right. this is what it's going to look like. nancy pelosi is in a different position that when chuck and nancy went over there, they will be empowered. she is not going to back down and she is elected speaker. she needs to show her actual members that she is willing to push back against the president. i think that nancy pelosi is one of the people in this town who is not intimidated at all by president trump and is going to do what she thinks is right. if you remember, the first meeting started with a fight between then minority leader pelosi and trump. they have been in this place before. >> yeah, and democrats go into the meeting with no illusions about walking out with a deal. every time they walked into a meeting with president trump, they come out with a sort of talk of maybe a deal and either

48 minutes or 48 hours later, it blows up because president trump changed his mind. >> they have seen this movie before. the president trying to spin is the conversation before the meeting even happens. what we will see is nancy pelosi. >> let's watch the tape. >> thank you very much. it's a great honor to have nancy pelosi with us and chuck schumer with us. we have actually worked very hard on a couple of things that are happening. criminal justice reform, as you know. we got word that mitch mcconnell and the group would be putting it up for a vote. we have great democrat support. great republican support. criminal justice reform is something that people have been trying to get for how long? many, many years. it looks like it's going to be passing, hopefully. famous last words on a very

bipartisan way. it's really something. we are all very proud of it. tremendous support from republicans and tremendous support from democrats. it's going to get a very good vote. soon enough. it will be up for a vote very shortly. a lot of years they have been waiting for it. the farm bill is moving along nicely. i guess they will be voting on friday or so. pretty close. we think the farm bill is in very good shape. a lot of good things are happening and our farmers are well taken care of. again, that will be quite bipartisan. it will happen pretty soon. then we have the easy one, the wall. that will be the easiest of all. what do you think? maybe not. >> it's called funding the government, mr. president. >> we will see. the wall will get built. we will see what happens. it's not an easy situation because the democrats have a different view and i can say the republicans, we have great

republican support. we don't have democrat support. we will talk about that now and see. one thing i do have to say is tremendous amounts of wall have already been built and a lot of wall when you include the renovation of existing fences and walls renovated a tremendous amount and we have done a lot of work. in san diego we are building new walls right now. next to san diego we completed a major section of wall and it's really worked well. so a lot of wall has been built. we don't talk about that, but we might as well start because it's being built right now. big sections of wall. we will continue that. one way or the other it's going to get built. i would like not to see a government shut down. we will see what happens over the next short period of time. the wall is a very important thing to us. i might put it a different way. border security is extremely

important. we have to take care of border security when you look at what happened with the caravans and the people and a lot of people. we shut it down. we had no choice. it could be a lot easier if we had real border security. i want to pay my respects to the border patrol agents and officers. they have been incredible. the ice agents and offices have been incredible and importantly, our military went in and did an incredible job. they have been really, really spectacular. a lot of the people that wanted to come in to the country and really they wanted to come in no matter how they wanted to come in, they were going to come in a rough way. many of the people are leaving and going back to their countries. honduras, guatemala, el salvador and other countries. it's getting a lot less crowded in mexico. a lot of them will stay in mexico and the mexican government has been working with us very well.

we appreciate that. they haven't been coming into our country. that's it. we will talk about the wall. i wanted to talk about criminal justice reform to let you know how positive that is and talk about the farm bill and how positive that is and i want to talk about the wall. it's a tough issue because we are on opposite sides. i really think i can say border security, but certainly the you will wall. the wall will get built. a lot of the wall is built. it has been effective. i asked for a couple of notes on that. if you look at san diego, illegal traffic dropped 92% when the wall was up. el paso, illegal traffic dropped 72% and ultimately 95% when the wall was up. in tucson, ilon legal traffic dropped 92%. yuma, it dropped 95 to 96%. when i say dropped, the only

reason we have any percentage where people got through is because they walk and go around areas that are not built. it dropped virtually 100%. it is very effective. if you want to find out how effective a wall is, ask israel. 99.9% effective. our wall will be every bit as good as that if not better. we have done a lot of work on the wall and a lot of wall is built. a lot of people don't know that. a lot of wall is renovated. walls were in very bad condition and they are now in a 1 tip top shape. some wall is reinforced by the military. the wall will get built, but we may not have an agreement today. we probably won't. we have an agreement on other things that are really good. nancy, would you like to say something. >> thank you, mr. president for the opportunity to meet with you so we can work together in a

bipartisan way to meet the needs of the american people. i think the american people recognize we must keep government open and a shut down is not worth anything and you should not have a shut down. >> did you say trump? >> you have a white house and you have the senate and you have the house of representatives. you have the votes. you should pass it. >> we don't have the votes. in the senate we need 60. >> in the house. >> excuse me. i can't get it passed in the house if it won't pass in the senate. >>. >> you can get it started that way. >> the house we can pass easily and we do. the problem is the senate. we need 10 democrats. >> that's not the point. the point is that there are equities to be weighed. we are here to have a conversation and i don't think we should have a debate in front of the press on this, but the house republicans could bring up

this bill if they had the votes immediately and set the tone for what you want. >> we thought we were going to get it passed in the senate, we would do it immediately. we get it passed easily in the house. >> that's not the point. >> i would have it passed in two seconds. >> we're can't get it passed in the senate because we need 10 democrats. >> let us have our conversation and we can meet with the press again. legislating is what we do. you begin and you make your point and state your case. that's what the house republicans could do if they had the votes. there are no votes in the house. the major of votes for a wall. >> exactly right. >> if i needed the votes for the wall in the house, i would have them in one session. it would be done. >> so go do it. >> it doesn't help. >> put it on a negotiation. >> let me ask you this and we are doing this in a friendly manner. it doesn't help to take a vote

where i will win easily with the republicans. >> you will not win. >> it doesn't help to take the vote because i need 10 senators. >> mr. president, you have the white house, the senate and the house of representatives. >> the white house is done and the house would give me the vote if i wanted it. i need 10 votes from chuck. >> let me say something. >> let me say one thing. the fact is that you don't have the votes in the house. >> nancy, i do. we need border security. it's simple. >> of course we do. >> people are pouring into our country including terrorists. we caught 10 terrorists over a short period of time. these are serious people. all of our law enforcement have been incredible, but we caught 10 terrorists, people looking to do harm. we need the wall. more important than anything, we need border security of which the wall is just a piece. chuck, did you want to say something?

>> we have a lot of disagreements here. "the washington post" gave you a lot of pinnocchios because you constantly misstate how much of the wall is built, but that's not the point. we have a disagreement about the wall. not on border security, but the wall. we do not want to shut down the government. you were called 20 times to shut down the government. you said i want to shut down the government. we don't. if we can't come to an agreement, we have solutions that will pass the house and senate right now and will not shut down the government. that's what we are urging you to do. not threaten to shut down the government. let me finish. because you can't get your way. let me say something you. say my way or we shut down the government. we have a proposal that democrats and republicans will support to do a cr that will not shut down the government. we urge you to take it. >> if it's not good border security, i will not take it. >> it's very good.

we have a lot of wall already. it's a big part of it. >> everything that you need? >> it's a big part of it. we need effective border security. we need a wall in certain parts. not all parts, but certain parts of a 2,000 mile border, we need a wall. >> how much money? >> we are doing it much under budget. way under budget in areas we renovated and built. i would say if we got $5 billion, we could do a tremendous chunk of wall. we are going to see. this is not a question. this is a national emergency. drugs are pouring in and people with tremendous medical difficulty and medical problems are pouring in and in many cases it's contagious. they are pouring into our country. we have to have border security. we have to have a wall as part of border security. i don't think we really disagree so much. i also know thatenancy is in a

situation where it's not easy for her to talk. >> mr. president -- please don't characterize the strength that i bring to this meeting as a leader of the house democrats who just won a big victory. >> elections have consequences. >> that's why the country is doing so well. >> the president is representing his cards over there are not facts. we have to have an evidence-based conversation about what does work and what money has been spent and how effective it is. this is about the security of our country you take an oath to protect and defend. we don't want that mischaracterized by anyone. >> i agree. >> so let us have a conversation where we don't have to contradict in public the statistics you put forth and instead can have a conversation

about what will really work and what the american people deserve from us at this uncertain time in their lives. >> one thing i think we can agree on is we shouldn't shut down the government over a dispu dispute. you want to shut it down. >> the last time you hut it down. >> no. 20 times you called for i will shut down the government if i don't get my wall. you said it. you said it. >> you know what i will say? yes. if we don't get what we want through you or through military or anyone you want to call, i will shut down the government. >> we disagree. >> i am proud to shut down the government for border security, chuck. the people of this country don't want criminals and people that have lots of problems and drugs pouring into our country. i will take the mantle. i will be the to shut it down. i'm not going to blame you. the last time you shut it down

>> wow! ladies and gentlemen, welcome to divided government in the trump years. strap in because that was remarkable on a million different levels. luckily we have time to dissect what that was. let's go to the white house and capitol hill to reporter who is are on the ground there starting at the white house. jeff? >> after months of sparring from afar, two years of sparring from afar, they were sparring face-to-face in front of the fireplace in the oval office. you know why no republican leaders of either the house who still have the majority or the senate were invited to this meeting. this was designed indeed to be a bit of a show. this was designed to plant flags as we heard on both sides, perhaps. we can say it was the president's idea to invite the reporters and cameras in. you heard democrats, leader pelosi and senator schumer saying we have to negotiate in

private. that's how things used to work in washington. perhaps this is a house of how things are going to work now. if there was a sense that this meeting was designed to reach a solution, boy, that department sound like that at all to me. you have a couple new yorkers in there. nancy pelosi is no shrinking violet at all. she may be one of the few not intimidated by the president. the only silent person was the vice president. if there was a tie in the senate, he will have to speak. i didn't hear him say a single word. >> he was probably thinking is there a trap door i can hit and fall through the ground? jeff, thank you. now let's go to capitol hill to our phil mattingly. what was your take away? >> this was entirely predictable. talking to aides over the course of the last 12 to 15 hours, they

expected something like this. they expected it to happen behind the scenes. i talked to a democratic senator who the open question, this was closed press. there were no cameras coming in. his question was how big of a show is the president going to make this? the expectation is something like this was going to happen. it was not supposed to be a meeting where a deal was made, but it was a point of people putting stakes in the ground and covering these issues for so long and so well. these types of meetings and break downs and very public impasses need to occur before people settle down and start trying to make a deal. the difference was when you have democrats walking out of this meeting. it was the president saying flatly, despite what republicans said repeatedly, if there is a shut down, i will take the mantle. if there is a shut down, it is my shut down. that is what democrats want and sound like what chuck schumer said. that's what you will see on

repeat over the next couple of days. 11 days left is a lot of time in congress to get something done. they may get there. there is no question they are on an impasse. we will have to see as the messaging wars gear up over the next couple of day fist that starts to settle down. >> absolutely amazing. i totally agree. you could see chuck schumer saying i would be proud to shut down the government for border security. you could see chuck's face, thank you for that. let's talk about the big picture. phil mentioned the stakes. everybody was setting parameters for how they want to be held by their respective bases at least. that was incredibly obvious. a lot of theater here.

>> phil got it right. the main thing about the shutdowns and you and i have been through multiple ones. republicans have gotten the blame for these and the president is right. the democrats were seen as the culprit in the last shut down and they backed off quickly. to get president trump to sit in the oval office and say this is going to be my shut down and i'm going to do it. that appeals to his base. he is going to stand firm and get his border money. people tend to really run from the consequences of a shut down as it sinks in and government services dry up. that was quite a meeting and interesting things are coming down the road. >> exactly. and again, talking about how they are going to try to set the stage and set the terms of their relationship going forward. you covered nancy pelosi for a long time as have we. just her saying article one of

the constitution, mr. president puts us in congress first. it's our job to do this. we are coming here in good faith. never mind schooling him on the pluses and minuses of having republicans in control and whether that matters. i think that part was an actual debate despite the fact that the cameras were brought in my trump and played to by the democrats. >> she started & labeled the trump shut down as one of the first comments. that's where it turned from the boiler plate and more into a wrestling match. one of the things here, the last polling i saw, more americans don't want them to shut down,

but a big majority to shut down. this could be the last chance for this president to get a campaign promise, the wall. this could be the final chance. maybe the last fight in which he gets something for the wall or barack obama thing to close guantanamo. it appeals to the base and not an achievable goal. >> even as he was talking about the wall, the definition was morphing. he said well, it doesn't have to be everywhere, just some places. when he talks about a wall, a lot of it has been built. that's fencing, some of which is being replace and replenished. not the wall he was describing when he was running for president. of course mexico is not paying for it. the definitions are evolving. he used the phrase border

security a lot. he would later ask this border security wall has to be part of it. you can see a pathway to a nongovernment shut down in the word border security and he keeps using it more and more. he is not using the $5 billion figure very much. he doesn't seem that attached to it. >> stand by. let's go to nancy pelosi and chuck schumer speaking outside the white house. >> instead he admitted he will take responsibility. the trump shut down is something that can be avoided and the american people do not need at this time of economic uncertainty. people losing jobs and the market in a mood and the rest. it's a luxury the american people cannot afford. we told the president, our leader and distinguished senate leader will talk about two proposals we made and after that i will tell you another

statement made to the president about those. >> okay. the bottom line is simple. the president made clear that he wants a shut down. his position, if he sticks to his position for a $5 billion wall, he will get no wall and he will get a shut down. the bottom line is very, very simple. that is, we want border security. we offered him border security. but americans know that the wall, not paid for by mexico anymore is not the way to border security. the experts say that. we offered the president two ways to avoid a shut down. first, pass the six other appropriations bills agreed to by democrats and republicans and do a one-year extension of the homeland security bill by what's called a cr, funds it the same

way it funded it last year. or do a one-year cr for all seven remaining appropriations bills. both of those ways, we gave the president two with ways, each of which gets a majority of votes in the house and 60 votes in the senate and avoids a shut down. we hope he will take it. a shut down hurts too many innocent people. this trump shut down, this temper tantrum he seems to throw will not get him his wall and it will hurt a lot of people because he will cause a shut down. he admitted he wanted a shut down. it's hard to believe he would want that. >> should unfortunately the president choose to shut down the government that we have a trump shut down as a christmas present, a holiday present to the american people, i told the president that the new house of representatives when it convenes

will pass what mr. schumer suggested here. the distinguished senate leader suggested in terms of passing the six appropriations bills that are agreed to in a bipartisan way and have a continuing resolution until september 30th for the homeland security bill. during which time we discuss these issues further. i told the president that would happen and we would send it to the senate. he said we can pass it in the house. he does not have the votes in the house to pass whatever his agenda is with that wall in it. we are telling him we will keep government open with the proposal that mr. schumer suggested. why doesn't he just think about it? i asked him to pray over it. >> one final point. no, no, no. stop. okay? one final point. the $1.3 billion that we gave him last year for border

security, no wall, but border security, less than 6% of it has been spent. they haven't even spent last year's money and they are demanding much, much more this year. go ahead. we are just going to take questions on this subject only. >> given what we saw in there, the bickering and the back and forth, what does it say about your ability to work with this president over the next two years? >> i told the president as i said over and over again, this new congress will be something different from the congress we have now. it will be a congress of transparency so the american people can see. not passing a tax bill with $7 trillion impact on the economy in the dark of night speed of light so nobody can see what it is without hearings or expert opinions. it will be about transparency. it will be about reaching out and extending the hand of friendship in a bipartisan way to find common ground where we

can and stand our ground. as thomas jefferson said, like a rock. honoring the founders. from many, one. we didn't come to divide. we came to unify. we extend the hand of friendship to him which he seemed to like that course of action. he does not accept that hand of friendship, we still will be who we are. dignified and respectful of the institution that we represent in the congress and honoring the vision of our founders. >> i thought it was unfortunate. i want to say this, you want to know who was more productive behind the scenes. i hear the reporters or fox reporters saying why did we not want transparency in this discussion. we don't want to contradict the president with figures that had no basis in fact. we had to if we are going to

proceed in all of this have evidence-based factual, truthful information about what works and what doesn't. i didn't want to in front of those people say you don't know what you are talking about. >> one other thing here. the president said things are working quite well at the border. we want to give him the same thing he had last year. if they were working well last year, they should work well this year. he shouldn't shut down the government. thank you, everybody. >> okay. so nancy pelosi there at the end saying i didn't want to say you don't know what you are talking about in that room, but she did say you don't know what you are talking about outside the room and made it clear in the room. we continue to talk about this extraordinary first meeting with the democratic leaders and president trump first meeting since the election when the democrats won back the house. as we predicted, the democratic

leaders felt that they successfully baited the president into saying he would be proud about a shut down and made it easier, they think, to label it a trump shut down. you said it's right on. that lit the match in the oval office in the first place when she called it a trump shut down in front of the president in the oval office and they laid down the marker for what's going to happen over the next two weeks. i don't want to get too much into the weeds about whether it's going to be a funding bill that will go for a year or they will agree to the numbers now because i think what matters again in the big picture is how much the democrats are going to be driving this train. they think they are. >> i was going to say before they came out that this meeting department didn't go as president trump plan said. it was more clear as they came to the cameras ai brief meeting

that didn't seem to last very long did not clarify anything in terms of how we can get to a solution to this problem. president trump had brought the press in an effort to do what he did the last time when it came to presentation. he made it seem as if he was coming to the table trying to get a compromise and trying to do whatever was going to work so he could get something on a pr boost, framing the terms of the conversation. instead what happened was that he was basically provoked by nancy pelosi, calling it a trump shut down and ended the conversation by giving the democrats what they sought by going into this meeting. which is by saying this is going to be my shut down. i'm president trump and i'm going to own this. what you are seeing now is i think the democrats making it very clear that they have the power here in this relationship right now. president trump needs to come back to the table with a different proposal.

president trump was not prepared to do that. this was a pr effort and it didn't go as planned. they are probably going to have to go back to the drawing board on the substance and the strategy for messaging this to the country. >> in fairness to the president, he walked into what they believe is their trap on the shut down, but in fairness to the president, he doesn't see it that way. when i say fairness, there is a new poll out by npr and pbs asking the question, president trump, should a compromise on the border wall prevent gridlock? overall, 57% say yes, but if you look at republicans, only 29%. remember his mind set. it is still about the gop and not the overall. >> he has an eye on reelection already. you can see the dynamic there for him wanting to keep the republican base strongly behind him. as that polling suggests, maybe this is a good path.

on the other hand if you are a republican leader in congress, you just saw an election in which that did not work. i put it mildly. you have to be wondering, is this what he's going to do for the next couple of years as the election ramps up. i can see the rational there. >> the presidents are always running the last campaign. he looked back and said i came down that golden escalator and i started talking about immigration and a wall and i won. he sees it and they got a little bit of a tiff about this. he feels like he won the senate with the same strategy and never mind the house. they argued about that. he thinks this immigration thing works for him. but if he goes four years without a wall, that would be a problem. that's in part why he is claiming the wall is being built already and rebranding. however this comes out, it is likely he will rebrand it to say

and the dirty little secret is that the republicans want to gang up on the president with the democrats on appropriations. they want to get the things they want. the president caused this problem for himself. they gave him his budget request of $1.6 billion basically in the bills and for political reasons, he wants to say i got $5 billion. we really don't have to give you this. plus on top of that, how many times about nancy pelosi say trump shut down in that stake out? you have given us this gift of taking over the shut down. i think the white house has got some real issues here. >> the big problem also is that a shut down is not going to make it more likely that president trump will get his wall money. it's going to create a huge political problem and he's going to go into another congress where democrats will be in control. >> we have to take a quick break. so much more to unpack.

leader of the house democrats who just won a big victory. >> elections have consequences, mr. president. >> she did get a little bit of unneeded help from chuck schumer saying elections have consequences, but she was trying to put him in his place, saying please don't talk about my political future. i'm fine. i can handle this. let's talk about the issue on the table. >> highlighting she most likely will be leader of the democrats who will be in control of the house because of large losses that republicans took. the president would rather not talk about it. >> if anything, president trump helped her out a lot in reaffirming to a lot of democrats that she probably does have what it takes to spar with this president and maneuver in this environment. if there were people on the fence about whether nancy pelosi had the democratic agenda in her mind, she put that to rest today

and made it clear that she is being clever about this. you heard what she was saying about trying to be prayerful about this. these are not side comments. she is making it clear she is the one coming to the table trying to make peace and trying to characterize her opponent very differently. this is about her demonstrating her strength not just to the president, but her fellow democrats. >> i have been told by people who talk to the president that he genuinely respects her. he likes her and understands the power that she has had in corralling the democratic caucus both in terms of her leadership and in terms of getting big pieces of legislation done. this comment that we played aside, you can kind of see that. you don't think so. >> one thing you hear from a lot of republicans in this town is i wish we had someone who can
