9:01 am
washington, d.c. what are we hearing? >> reporter: a guilty plea and a remarkable portrayal about how maria butina tried to infiltrate organizations at the behest of russian officials. they laid it all out saying this kicked off in 2015 when maria butina drafted a proposal and in that proposal she detailed how she would be a conduit between the russian government and important u.s. political figures. they say at one point, alexander tortian, a bank official gave her $125,000 to attend important political conferences including those led by the national rifle association and said how she worked with a u.s. citizen to organize a friendship dinner where important figures would be there and they would discuss russian-american policy and said as recently as 2017, maria
9:02 am
butina went to the national prayer breakfast and said the people there and she put it this way said they were coming to establish a back channel of communication. a remarkable portrayal about how maria butina operated. she said she was here in washington, d.c. solely to be a graduate student at american university. now she is admitting she did conspire to act as a foreign agent and pled guilty to that. we know her sentencing will be coming up on february 12th. the judge delaying the sentencing because prosecutors intend to continue working with butina, seeing what other information they can get from her, perhaps more information about how russians tried to infiltrate the political organizations and she might have insight into how they meddled or interfered in the 2016 election. she is facing up to five years in prison. of course that sentence could be reduced dependsing on how much
9:03 am
she cooperates. after she is sentenced and faces that prison time, she will be deported to russia. >> outside the federal courthouse, appreciate the live reporting. let's bring in michael zeldin. as you learn the details and there is more to be learned as she continues to koops and we see the court filings. is this run-of-the-mill spying? we do it, too. people try to infiltrate organizations overseas. let's not be naive, or in the context of the russianest to play the trump campaign. whether they can infiltrate elections and you have a young woman building relationships in the nra and other conservative groups. >> it's a little of both. we had that television series, the americans. they were russians who came here and assumed u.s. identities for the purposes of being foreign agents.
9:04 am
we saw tom hanks's movie, on the bridge. she had a little of that, but i think in the broader context, to see her as part of a multi-pronged effort to infiltrate 2016. prong one, the social media efforts through facebook and twitter and the like. you had two, the hacking, which was a direct effort to steal information and district it through wikileaks. now you see the third part which is another element which is direct contact with american politicians. we saw it with jared kushner which is his back channel and don, jr. at the trump tower. now with butina and the nra and direct politicians and the last thing will be financing of the transition. you have these four legs of a stool. this is one part of the broader context. >> we will bring you more if we

get more from the courtroom. in a related subject, fresh tweets from the president saying an investigation laying down a new legal marker. why should i be held responsible if my lawyer gives me bad advice. i never directed michael cohen to break the law, the president tweeted this morning. the president said michael cohen should have known better and if he knew something was illegal, cohen should have told trump to stop. that's why they get paid. a quote from the president. a judge sentenced cohen to serve three years in prison. one of the crimes is painted as a wide ranging experience to funnel hush money payments with the cooperation of a tabloid. a judge, prosecutors, cohen, and now american media, the parent company of the "national enquirer" say it was directed by individual one. that would be the president of the united states. with me to share the reporting and insights, kaitlan collins and "the washington post" and
9:06 am
michael zeldin stays with us. if you read the tweet this is morning and this is part of your job, sadly, for better or worse as part of all of our jobs, this was not normal trump tone. this was done in consultation with someone on his legal team who didn't like the looser language the president used the other day. >>. >> you can tell when it's a trump tweet and when it's something he had the help of someone. the president doesn't use terms like liability or tweet the way we saw him tweet with that three-part series. it was seeking to put distance between himself and michael cohen and he is not disputed that he directed michael cohen to make the payments, but that he directed him to break the law, saying michael cohen should have known better because he was my legal counsel. if he didn't know better, that was not my fault. he denied on camera on air force one, making the payments or
9:07 am
knowing about them in the first place. he didn't know about the payment and they would have to ask michael cohen about it. him saying on camera, he said he didn't know about it and saying he did. in an audio recording, he discussed payment to karen mcdougal to keep her quiet as well. we see the president's story continue to change from i didn't know about the payments to i did know, but they didn't break campaign violations to i did, but it was not my fault. >> he's now the ceo of the country and it's michael cohen's rick gates and flynn's fault. one of the president's arguments and rudy giuliani said he was not so loyal. he was recording the president. they have a point there. the recordings are reporting. >> i have spoken to alan about
9:08 am
how to set the whole thing up with funding. yes. and it's all the stuff. >> alan weisselberg is the cfo of the trump organization who is cooperating with the southern district of new york as well. you have michael cohen's testimony and mr. weisselberg's testimony, a guy who knows the books. now you have american media, david pecker who runs the "national enquirer" and the southern district of new york releasing this after sentencing yesterday. ami made a payment of $150,000 in cooperation and consultation and concert with and at the request and suggestion of one or more members of a candidate's 2016 campaign to ensure that a woman did not publicize damaging allegations that that candidate before the 2016 presidential election and there by influence the election. the president is trying to make the case. it's not direct campaign finance
9:09 am
violations. ami and michael cohen and the president is getting lonely on this one. >> with ami, we were away from michael cohen. he has lied about things. a bruiner group of people saying it was a project to hide the affairs. yesterday was significant. >> i agree with that. an additional piece of evidence is the manner in which the monies were paid and repaid. michael cohen sets up a limited liability company and schedules something or other and designed specifically for this payment and repaid through essentially being a an employee and they jack is it up and they give him a bonus for doing it. all that speaks to knowledge of the organization of which trump is the ceo, as you called him.
9:10 am
it under mines the notion that i relied on counsel. the other point is that for the campaign, his fec counsel was don mcgahn. if he wanted to do it properly, he would ask don mcgahn how to do it. not this way with cohen. >> from a guy who is his fixer and lawyer. michael cohen said he shared his testimony and lied. michael cohen said the trump tower moscow conversations ended early in 2016 and mr. trump is becoming a serious candidate and we have to shut it down. now he said they went on through june at a time when he said let's use sanctions on russia. michael cohen said listen to lanny davis who said he will be a communications adviser to michael cohen and say guess what, the white house knew michael cohen lied.
9:11 am
>> they knew that the testimony was going to be what michael cohen knew could be false about the moscow tower. there is no question that president trump knew what michael's testimony would be. mr. trump and the white house knew that michael cohen would be testifying falsely to congress and did not tell him not to. >> if that's true, the jeopardy for the president is getting steeper and steeper. in the sense that implicate and now allegedly corroborating witnesses and felony campaign finance. if the white house knew, michael cohen said this is whey will tell the senate. they know it's false and they don't stop him? >> he said this is what i'm going to tell the senate. make sure you don't tell the senate this. there are several layers of trying to figure out the
9:12 am
discussions that trump is fire and who was briefing who so o what should be said before he came to congress and said things they said were lies. at the end of the day, michael cohen was the one being asked a question and perjured himself. that makes it look worse and worse for the president and undermines what he is talking about. he tried to pin it on his lawyer if he knew it's not just a michael cohen game. >> he is trying to pin it on his lawyer, but michael cohen came to the president and said we have to pay the two women and president trump who is not just loose and free with his money is like okay, let's pay them each over six figures. that's hard to believe for anyone who knows donald trump. >> he's not known as a hands off guy for any issue in his organization. often to his credit, but he's

oral or nasal. silence in the negotiations to avoid a partial government shut down. aides telling cnn democrats and republicans still are not talking about the next steps and there is an understanding that it's up to president trump to counter and break the current stalemate. this morning, the president did a version of that, tweeting i often stated one way or the other mexico would pay for the wall. this has never changed. the new deal with mexico and canada is so much better than the old very costly and anti-usa nafta deal that just by the money we save, mexico is paying for the wall.
9:18 am
interesting way to do wall math. that tweet making chuck schumer the democrat saying okay, problem solved. >> well, mr. president. if you say mexico is going to pay for the wall through nafta, which it certainly won't, then i guess we don't have to. let's fund the government. >> that's worth noting that the president did speak to his new counterpart in mexico. a white house summary of that call makes zero mention of mexico paying for anything. phil mattingly joins us live from capitol hill. i am going to try to do the trade deal math. >> if there is one benefit of how many fights they have been to it's that staffers have any number of ways to thread the needle. they have been crisis-hardened when they legislate out of crisis. they can't move until the
9:19 am
president moves. we are told that the president and the white house have not been in discussions of house democrats and nancy pelosi since a phone call after that meeting earlier this week and have not been talking to senate democrats. when you talk to republicans in both chambers, they are not sure how to proceed. i asked john cornyn earlier that the number two republican in the united states senate what his thought was on the broader strategy. he said i don't know. that's where people stand right now. to give you a sense of the uncertainty, i have been talking to a lot of staffers paying close attention to the president's twitter account and noting he hasn't fired back. he hasn't fired back at leader schumer. that's a sign or perhaps his tweet about mexico. that's a sign that he is backing off. the reality is that nobody really knows right now. they know it ebbs and flows and it's like a roller coaster. there are pathways out of this. one thing is certain. democrats feel like they have
9:20 am
the leverage and are not going to budge. it's up to the president to do so and nobody knows the president is willing to. john? >> we will wait to see if he blinks or has a counter proposal. here's one of the reasons the president is doing this in the sense that look, he has been on two issues very consistent. trade and immigration. for all his roller coasters, he's pretty consistent. after this election, the republicans got shellac and lost control of the house. he trying to think about reelection and the environment where the investigation continues and democrats will investigate. he is doubling down on the wall. why? a new poll released said do you favor building a wall on the border with mexico? 81% said yes. only 38% of independents and 7% of democrats. the president lost most of the country. 80% of republicans say build the wall. the president is trying to keep that base locked in. >> we have seen this again and
9:21 am
again. when he's in doubt, he wants to reassure his base and wants to give this promises kept message and we saw him lean into immigration and wall rhetoric in the campaign and he credits this for the success they had in the senate, not the house, obviously. he is coming back to it and seen mixed messages throughout the week. the addition to the meeting with chuck. earlier in the week, the conversation about how a lot of the wall has been built. that's not the case. there has been renovation of existing fencing, but the wall has not been built. the white house was surprise and some people were surprised by the tack he took in the meeting with the congressional leaders. >> here got baited in and took the bait. there was an interesting point however this ends up, we are approaching the two-year mark and you have to give president trump some grace.
9:22 am
he never worked in government and you understand the white house doesn't work in normal procedures. this is the number two senate republican. maybe he figured it out and i don't understand it. if your own party and the leaders of your own party, the people who have to carry the water and get it to the finish line don't have a clue what you are doing, how do you get things done? >> you keep everybody in doubt until you can make a deal by yourself. the president seemed to try to do, but not someone who follows through that has to be done to get them to the finish line. >> he is not normally out there. i think this is one of the moments that you have to wonder if the republicans are going to tune out and what the president wants to. they play the public role and they have to decide whether or
9:23 am
not to get the budget done and that's a question of will they call the president's bluff. will he veto thing fist he doesn't get his wall. you have the republicans and the hill and the republicans and the white house, it's kind of anybody's guess who is going to win out. at end of the day, if the president gets distracted from that negotiating room, they may decide to go without him. >> cornyn is being a bit disingenuous. the president is trying to get the wall built and negotiate towards the middle. we have three parties. we have trump and the freedom caucus and the mainstream republican who don't care about the wall and the democrats. those who don't want the wall and don't want to fight for it. >> listen here. this is nancy pelosi who will talk more about this part of it later. she secured the votes to be the next speaker of the house. she was there when she got president trump to say i would be proud to shut down the
9:24 am
government. nancy pelosi saying explain. >> does he want to have a government closed forever? what's this about? i know he doesn't believe in government. i know he doesn't know that much about what is at risk to shut it down. let's talk about what we can do right now to keep government open. there is strong bipartisan support to do that. the only obstacle is the president of the united states. >> this to me is a very interesting gambit. she is betting they can't get it through the house. the moderates just lost and have no loyalty tow president trump and the house republicans won't to get it through. the more nancy pelosi talks about that, that won't rally the republicans to say we have to do this and let's not make it about the president, but about leader pelosi. >> isn't there an issue with physically having enough republicans in place to do a
9:25 am
vote? it's upon both sides. she challenges him and the president hasn't backed away. the people will argue he is underestimated in times like this and his strategies can move the ball or make things. >> democrats are clearly feeling smug after that meeting, but a lot comes from president trump and republicans who don't know what the president wants. it hasn't passed through congress yet. the president signed a budget at the beginning of this year that had 1.6 billion funding for his border wall and that has not been spent. it was his white house budget director who put that number in the budget. that is on republicans to say what are we supposed to do now. now you want more of this moan. he be grijinggrudgingly signed . they are knowing they are not

welcome back. nancy pelosi is celebrating, certain she has the votes to be speaker of the house when democrats take control in january. she had to make concessions to get to the finish line. pelosi is backing term limits and promising she will at most, serve four years. >> that's a long time. i was saying one term. they said six months. i feel comfortable about what they are proposing and i feel responsible to do that. whether it passes or not. >> new poll numbers to consider for pelosi and the democrats. only 34% of the democrats have a positive view, but she polls better than the other three top leaders in congress if you look at how they are viewed in their own parties.
