9:01 pm
call, i will shut down the government. >> okay, we disagree. >> i am proud to shut down the government for border security, chuck. i will take the mantle. i will be the one to shut it down. i am not going to blame you. >> he got his wish. the government is partially shut down days before christmas. both the house and the senate adjourned late friday night but will return on saturday. i want to go to brian stelter and phil mattingly and hello to all of you. that sound that you hear which is crickets in washington. that's the government shutdown for the third time this year. how long do we expect this going on? >> i talked to a veteran, he made what i thought a point.
9:02 pm
the reality is there is no elegant way out. there is no way that every party involved can claim a win. the reality of the matter is somebody is herbessentially goio be bludgeon and have to cry mercy. as we are in a partial shutdown, is anybody willing to cry mercy. is the president willing to blame. when you look at the dynamic as they sat the last couple of weeks. the president wants $5 billion for his border wall. negotiations are willing to come down a little bit of that. democrats are making clear they are not budging of what their numbers have been. if nobody is ready to blinked, there is no resolution for the future. if congress wants to make something work and the president is willing to sign, things can come together rather quickly. the problem right now when you talk with republicans and capitol hill, i believe one key
9:03 pm
ingredient of that does not exist. this is not just an hours long shutdown. one that may actually last weeks at a time. >> kaitlyn. >> did you get special dispensation to stay on the white house. by 10:15, we got to get her off the lawn. this is the curfew. >> ten days ago, kaitlyn, president trump told democrat leaders that he proudly owns the shutdown. now, he's blaming the democrats. do we know what he would sign to reopen the government? >> no. >> no one would go that far to say what it is. such a last minute meeting that some of them could not get their secret service when they first arrived. what is the president going to support? we started out with paul ryan and mitch mcconnell believing the president was going to sign that short term spending bill and they were not feeling
9:04 pm
confident about it, mcconnell telling reporters there will not be a shut down and here we are at midnight. the president said his vice president mike pence and mull vein mulvan mulvaney. they are parking on these negotiations and talking about what they want. they want more than 1.4 billion for the border wall. they can't negotiate all they want and it will all comes down to whether or not the president is going to support tsomething. that's what house republicans will be watching the next few days. >> brian, are we here because of conservative host revolted and got under trump's skin? >> a big factor. radio host and tv host combined and pressuring the president to fulfill the campaign promise. that was rooted and misinformation.
9:05 pm
the promise there had to be a wall and invasion coming in from the south and all that is rooted in a lot of misinformation. >> the president believed it and promoted. here we are two years in his presidency and the third shutdown in less than a year. this is how the gop is going to end eight years. this is how they're going to end it by showing the government is down. it is a sad day. the country deserves better than that. better employees, screwed over christmas. >> elena, was it a mistake for president trump to say $5 billion for the wall given the votes don't exist in the senate? did he play this wong? >> you know don, i think one point that keeps oncoming back to me over and over especially today as i have spoken to force sources on the hill and in the white house. donald trump had two opportunities earlier this year to accept the deal for $25 billion for funding for his border wall over the course of several years in exchange for a
9:06 pm
pathway of citizenship for recipients. that's not something that republican leader and trump turn their backs both times. it was likely a big mistake on their part to not take this deal. what i am hearing from the trump campaign is that coupled with the idea that trump likely will not get the $5.7 billion he wants for the border wall. this pus him ts him into a huge predicament heading into 2020. >> i am wondering do you think that the one that they had will still be on the table once democrats take over the house? >> no, absolutely not. that deal is off the table and pelosi will say this to reporters as well. they don't trust the president anymore when it comes to
9:07 pm
negotiations over daca. he does not follow through so they're not going to start on that road again. >> interesting. >> phil mattingly. what are your republican sources telling you about the president? he's shifting position. do they feel they have any guidance here? >> no, they don't, i think kaitlyn hit on this. with the understanding that they'll continue this fight once the democrats took over the majority. they were completely under cut. they would not make that deal if they did not think the president is going to support it. there is something here that can't be over stated. it seems obvious but it is a crucial point. given that and given senate
9:08 pm
republicans and majority leader mitch mcconnell feeling completely under cut and where house republicans stand especially heading into the minority. there is no separations. republicans told me repeatedly over the course 24 hours, until the president tells us what he wants, we are not willing to move something to the floor. they're not willing to under cut him or go on faith or go on the word of the vice president or in coming chief of staff or son-in-law. it will take the president will toll th tell them what they want. >> let's talk more about that, kaitlyn, he mentions the son-in-law and vice president pence and mulvaney who once said that the wall was simplestic.
9:09 pm
what's the white house's next move? >> they're kind of sitting back and watching. president trump's plan going to mar-a-lago and he's still here at the white house. they believe he'll stay until a vote happens. they got to give 24 hours notice to give back to washington to vote when they do feel they have an agreement. they don't think anything will happen until sunday or so. they're waiting to see what's going to happen and as phil says, they don't believe they're closer to a deal right now so they're kind of sitting back and waiting to see what it is that's going to happen next because they do very well feel that a shutdown could go on for several days. they feel confident that if it only happens for a few days, they can take this is the president fighting for the border wall and that's why the government is shut down. they got a few days do buy themselves some time. over the weekend, not many people are working over the weekend. you don't see people sitting at home typically will be going to
9:10 pm
the office. this stretches out to several days and weeks and going long after the holidays. that's going to be a problem for them. by the minute, they are losing leverage because of the newly empowered house democrats are going to take over and things are going to be different for them. they're well aware of that. they are waiting to see what the president is going to say. >> pence and kushner up on the hill today are discussing with president trump before leaving tonight and now they're waiting to see where they go from here. >> i am looking at the weather forecast at palm beach, 66 tomorrow and saturday and sunday. >> a great weekend in mar-a-lago. >> wow. >> listen, brian. >> cold in washington compares to that. >> even the president that really likes chaos. this could not be helping him. >> even people try to tune out the news and not pay attention to all the scandals and
9:11 pm
controversies could not ignore what's happening this week between mattis and the markets melting down. it is a week that's different. heading antoninto the weekend, are the polls are going to show. a democrat's shutdown. the sound byte we talked about trump owning the shutdown, we played it over and over again. the government is shutdown. that's how it will be played out. remember in january, there were talks about shutting down the government and how it is going to affect the midterms? it did not. they don't have long-term consequences. >> in congress, maybe it has some. >> this is the third time of the year and if any, it is going to be blamed on trump. does he have the stomach for that and as he sits to the white

house and can't go to mar-a-lago. he was planning to go to mar-a-lago for more than two weeks, i think. i am sure he's missing his friends and family there right now. >> will the president be blamed for this shutdown? >> absolutely. i want to push back a bit on brian and say that i do think that this shutdown could have long-term consequences for %-p who last week set out this moment as a huge inflection point for presidency he's on the record to say this is my last opportunity to get the wall funded and fulfill my promise to the american people. again, if he does not and the base revolts, that's based on a promise that trump set up himself. i spoken to an administration official, don, who was on the campaign told me today he almost regrets supporting the president because so much of his desire to
9:13 pm
get involved in the administration say about what you will was based on his promise to secure the southern border. if that bleeds into his base and more republicans ahead of 2020. this has a disasterous effect for the campaign. >> thank you, all, phil, and kaitlyn, get your sleep now. you are going to need it. thank you both. thank you all, i appreciate it. >> the federal government is partially shut down as of mid night eastern. what does this mean? how are americans are affected? we'll look at the numbers.

the federal government is officially a partial shutdown. president trump would proudly do it and he did. >> let's talk about it now. we are always here late for a shutdown or a late vote that's always down on the wire. here we are. listen. a lot of people would be affected by this. this little ins convenience is nothing. alex, this is what our colleague tweeted this. from a republican's perspective, a government shutdown is better than the white house. he believes the president threatens global stability. does he have a point? >> sure. >> from the president's standpoint, what we have here is short term pain for long-term gain when it comes to his key campaign promise. i never thought he's going to build a wall and mexico would

pay for it but a lot of his base did. when we realize that mexico is not paying for it, the president does need to follow through on this. this is a key pillar of how he's elected as president and how he runs as administration. he met earlier with key senators and he told them. i spoke with them. look, i want to go under $5 billion if we need to. right now i need to stay firm on that and show and come from a position of strengths. he won't have quite the bargaining power. right now he's standing firm on that. >> okay. all right. so you said short term paying for long-term gain. >> right. because he wants to have a negotiating chip to work with in order to get the funding that he wants. in the long-term he feels as though this will pay off from those standpoints. >> so the government is shutdown, january 3rd, with the new congress coming back.
