i'm george howell, cnn newsroom starts right now. at 5:00 a.m. on the u.s. east coast, we started with the government shutdown and for hundreds of thousands of federal workers it's starting to hurt. the u.s. president now threatening to close the southern u.s. border if he doesn't gt what he wants. the actual concept of closing the entire border would be a major challenge. there are hundreds of ports from texas to california. a great deal of commerce also moves in both directions. mr. trump seems willing to shut it down unless he gets congress to approve the $5 billion he wants for the border wall. listen. >> can you give us any idea what the president would be willing to aca cept financially for his border wall where we could reach

a deal if democrats would get there? >> we made that dleer democrats. i'm not going to negotiate in the press but the president is willing to negotiate on this point. >> and president trump believes the u.s. government will make money by sealing the border with mexico. >> reporter: as rain poured on washington friday president trump unleashed a tweet storm threatening to close the southern border with mexico. writing the united states loses so much money on trade with mexico under nafta, over $75 billion a year that he would consider closing the southern border a quote profit making operation, repeating either we build, finish the wall or close the border. this as the partial government shutdown enters its way. the white house found its strategy, blame nancy pelosi.

>> she does not have the votes if she cuts a deal with the president of any sort before her election -- she cannot be seen by her party as being weak in negotiating with donald trump. >> reporter: but pelosi likely sdruz the votes and is expected to be speaker on january 3rd. a spokesperson saying in part democrats have offered republicans three options to reopen the government that include funding for strong, sensible and effective border security but not the president's immoral, ineffective and expensive wall. >> we actually talked about it with him late last night. he's been here all weekend, all christmas. he's canceled his plans for christmas, now who's canceled his plans for new year's.

>> reporter: the first lady returned home spend new year's with their son in mar-a-lago. >> thank you. now even as the new congress takes over in january it's still not clear how it will get some 800,000 federal workers back on the government payroll. it is starting to hurt for people unsure how they well be paid next. as the partial government shutdown rolls into its first week of completion. the democrats firmly stand behind their puzigz. they're not willing to give a dedollar for the president's border wall. the president has made it clear that a border a fence, structure of some kind is -- pelosi, they're looking to january 3rd

when democrats retake control of the house for any action of any kind ledge slagislatively to ree government. nancy pelosi, the incoming speaker has made clear she's going to move several funding proposals to the basically can kick it over to the senate. mitch mcconnell has made clear he's not willing to move forward on anything until he knows the president will sign it. and the president has made clear what the democrats are going to send from the house, 1.3 billion for border security is not acceptable for him. where does that leave things? nobody has good answer. there are people talking about various proposals that might be able to get law maker the president out of this. but until one or both sides moves off their intrenched positions, there's no end in sight. it's also federal workers.

800,000 workers will be working without pay or furloughed. they'll start missing their first checks january 11th. and that is often what triggers law maker to come to the deal. everybody on capitol hill says don't look at this as a days' long shut down, might need to considter a week's long shutdown. >> let's talk more about this now with steven, the chief dip rumatic correspondent for the "new york times" in brussels, belgium. thanks for your time. the president now threatening to close the southern border for the barricade he wants and cut off aid to certain latin american countries. do these threats matter to democrats who have made it clear they're not going to budge? >> well, the threats matter.

he can't shut the southern border. he doesn't have the power to do that and i don't think the courts would let him do that. their businesses wouldn't want him to do it and if his problem is illegal immigration, 2/of iloogal immigrants come illegally, mostly by airplane and over stay their visas. they're not coming through the southern border but this is a big thing for him. a thing for his base. he's been talking about it since the campaign and the question is who's going to bend? that's really exactly the question that all of your reporters have been asking. >> it is important not to forget the president's own words about the possibility of a shutdown before it happened. let's listen. >> if we dont get what we want one way or the other, whether

it's through you, through military, anything you want to call, i will shut down the government. >> fair enough. >> i am proud to shut down the government for border security. i will take the mantle. i'm not going to blame you for it. the last time you shut it down it didn't work. >> but now we're seeing the president and his team instead make a media blitz to blame nancy pelosi as the reason for this impasse. does this media blitz make a difference in your mind and can the president side step the words that came out of his own mouth? >> well, he does that a lot i have to say. butted this is politics. this is american politics in 2019. it's very divided. trump is making a symbolic point. he's very eager to check off on his campaign promises. the democrats have promised border security, more money. the democrats don't want to be seen as favoring weak border

security. so they will have to compromise. i mean as we know there is quite a lot of fencing bordering, along the border anyway. i'm sure they'll come to some conclusion. but right now it's just about politics, it's the blame game and lining up trump's base for the future. >> steven, you talk about compromise. you say the democrats would understood do that. here's the question. could twd take something like addressing the issue unresolved around dreamers or d.a.c.a.? could that be a path for both sides to come together here? >> i think there are lots of paths but part of what trump wants is a symbolic victory. that's what matters to him. but the democrats having -- won't be running the house as the 3rd of january. so it's very important they not look like they're being shoved around.

so i think for a while yet it's going to be it's your fault, no it's your fault until the pain among among employees gets too high. my guess is it's a fight over money now. money for border security and how it gets used. >> briefly here, we have about 30 skds. but we're seeing this rebranding of the wall. now shifting to build a fence and saying essentially they're a same thing. though it's a sharp departure from a wall just as it's a departure from mexico paying fortop it. now it's amare taxpayers that are going to pay for it. >> a fence is a kind of wall that you can see through.

volume. just north of indonesia a 7.0 magnitude earthquake struck off the southern philippine coast. it happened sugt of the capitol city. they say there's no long artsunami threat and no reported injuries. staying in the philippines where a tropical cyclone has caused deadly flooding, our meteorologist is here totle us about it. >> so earthquake, tsunami. it's been a lot for our friends in the it philippines. we're talking about significant rain from tropical depression. if you're watching from the u.s. you're thinking it's december. here it's the entire year. although this time of year they tend to be more rain makers than wind events and that's what we have. this is just incredible.

the last 48 hours 743 millimeters. that translates to 29 inches of water coming out of the sky from this thing in just a couple of days. the storm is finally going to head thee south and west. it actually gains strength as far as intensity, so we'll get aical storm out of it. very heavy rainfall. take you to the other side of the world. upward oofz foot of rainfall falling across the southeast. and images of tennessee that are reminiscent of areas we've seen across the eastern u.s. as opposed to a lot of snow events, no, it's been all rain with torrential amounts and as far as how much rainfall is falling. wire are rr going to continue with these flood warnings in effect. particularly along portions of mississippi and alabama. the lines is the rivers and creeks and streams.

they have to evacuate that water to the gulf and that's going to continue. so flood stages will continue. the low is up to the north. the tail end stalling out towards north florida. we'll see a little moisture left the. watch the clock through saturday think we'll begin to see improvement but that won't last long. and then on our last day of 2018 watch what happens here. we have another storm brewing. i don't think the rain will be as heavy but stillheaded off to the north and east. so by midnight we're raining in new york. here's how much rainfall we can expect, anywhere from one to perhaps three inches of rainfall and as we head into new year's eve itself, pick your city and there's your forecast. a lot of rain across the east. 70 in atlanta. not too bad for the peach drop.

more migrants are being dropped off in el paso, texas. cnn was there when a group of 20, including children, were dropped in texas. in recent days ice released hundreds of migrants in the city. christian nielsen was there to check on medical screening at border it stations.

and their rg checking into the death of ang 8-year-old who die said in custody. an autopsy shows he had the flu but the official cause of death is still not determined. senator says he is beyond alarmed. white house press secretary sarah sanders had this to say. >> certainly it's an absolutely tragic situation. it's one of the reasons that president wants to fix our broken immigration system. it's a treacherous journey and we don't want to see people go that route. we are doing everything in our capacity to make sure that when people do come that they're taken care of so we don't have these type of instances. many cases they show up without food and they're seeing the doctor for the -- a doctor for the very first time. >> and a sad update to share with you now on a toddler from yemen who was in the united states for medical treatment.

the 2-year-old boy you see here has died, this according to the counsel of islamic relations. his yemeny mother was granted a u.s. visa to say goodbye to her son just last week. her husband who is an american citizen brought california for treatment for a genetic brain condition. funeral services take place saturday. the detective stated family of a california police officer responds after the man suspkted of killing him was arrest said. investigators believe this man shot this officer that you see here. they say he came into the u.s. illegally and was trying to escape to mexico. here is more on the investigation. >> reporter: less than 48 hours

time that i saw him. >> reporter: police say singh was killed by arriaga. they caught up to him after a massive manhunt. >> this man crossed our border illegally into arizona some time ago. he is a criminal. he has two prior arrests for dui. >> reporter: several people were arrested including his co worker who were accused of lying to authorities and impeding the ability to find him faster. the sheriff could not contain his outrage over california's so-called sanctuary law. >> and under sp 54 in california, due to some other active warrants this criminal has out there, law enforcement would have been prohibited from

sharing any information with ice about this criminal gang member. >> reporter: some law enforcement officials say the law actually encourages people to come forward who would otherwise avoid helping because of their citizenship status but the sheriff's sentiment has been embraced by others including president trump. he tweeted about the case using it in his pitch battle to keep illegal immigrants out. their one small solace, his k9 partner sam will simply become the family pet. as the chief put it the sinh family shouldn't have to lose another family member. cnn, los angeles. >> sarah, thank you.

over the past few weeks there have been a spike of migrants crossing the english channel to get to the united kingdom. 40 have arrived on christmas day. at least 23 on thursday and 12 more were intercepted off dover on friday. many of the migrants come from iran where they face political purse cushion. britain's minister will meet in the chg hours. it's being called a major incident. what are authorities saying? >> reporter: well, george, there's a significant uptick right around this year and most near a point between france and the uk, it is more than 33 kilometers, 20 plus miles to get from one country to the other.

syrians, iraqis and especially iranians on these small ships. government officials believe the smugglers are telling the migrants that because there's christmas time there may be less border patrol and because of brexit, they're using this as a way to tell the migrants that this might be your last chance to get in, even though that may have 93 truth to it and there's increased security in other ways, methods they've used in the past. trains, ferries. so insteads they're taking to the small boetsz to get into the united kingdom. >> you touched on this but can you tell us more what you know about these people. what happens when they cross and why are they take thing risks? >> reporter: you may assume it would by majority syrian and iraqi. but it it would be more

iranians. we know about the economic and political hardships in that country. if i can put up what it looksic in term oz of asylum numbers. 2,500 requests for the iranians to come here from the uk and 1,000 granted. that's significantly higher than other groups from other countries. a lot of these folks don't make it to the shore. officials get them and bring them to shores, do a medical assessment and then they're handed off to immigration authorities where they wait and go through the system. what uk government are saying they want to talk to french authorities to see what they can do to beef up security. they don't know if more ships would deter or encourage near come from france. >> samuel, thank you. still ahead on cnn newsroom u.s. troops for about to ship

tough decision in the coming days. >> where the united states has been in place it's either abandoned and isis takes it over or assad's forces or the turks come in and the united states has got to get out of town or they put themselves at increased risk. >> reporter: the defense department is adamant that withdrawal will be orderly and as safe as it can be. but tensions are mounting and adversaries may decide to cause trouble. barbara starr, cnn, the pentagon. and now our colleague live in moscow. with these talks happening this day, barbara touched on this. these talks between russia and turkey. what happened to the kurdish militia? it seems there will be a realignment sbael realignment especially with the kurds, the once ally, now backing out. >> reporter: the fact that the

united states has suddenly announced withdrawal from northern syria has put the kurds in a very difficult position. they're faced between the prospect of confronting a turkish invasion force that desperately wants to cross the border from turkey and oust the kurds from that region which borders turkey and northeastern syria or to welcome the syrian arm to the areas where more than control. it's the latter option i believe the kurds think is the least -- there's no love lost. assad does not support kurdish autonomy in that part of syria. they have it calculated their best option for survival lies with the syrian government. and so that's what we're seeing now on the ground.

as barbara was reporting syrian forces are not yet inside manbij but they're on the outskirts of that strategically important city. and when the united states forces finally are called out, the expectation is that they will move in rapid lae. >> and matthew, the simple fact these talks are taken place show russia a major player in this equation. >> reporter: i think it does. russia playing such an intrigl part, backing its ally. but turkey, we're talking defense minister, heading of intelligence, beating a noogt kremlin to discuss what their

options are in northeastern syria underlines how much of a power broker russia has become. it's the primary military force in many ways on the ground inside syria and the fact the united states has now said it's throwing in and leaving the theater, that accentuates russia's power and the fact that the turks are visiting moscow and having these high-level discussions is an illustration of that. it's also a very dangerous period because even though there's been a lot of effort put in forging a close diplomatic relationship, they're on opposite sides in the conflict in syria. and there's always that chance of confrontation. >> follow oing this in moscow and of korgs we'course we'll st touch. now to the mueller investigation

yippiekiyay. ♪ mom. ♪ north korea defectors have already escaped a harsh life of intimidation. now the personal information of nearly 1,000 north korea defectors has been stolen by hackers. >> reporter: as you can imagine the news of this hack is extremely disturbing for the nearly 1,000 north korean defectors that have had their

information stolen, anything from where they live, work, maybe their phone number. all of that in the hands of someone we don't know who it is. the defectors certainly suspect pyongyang hacked into this computer trying to get as much information about these people who ran away from the north and set up. lives in the south. a nonprofit helps defectors resettle. it was set up by the south korean unification ministry in 2010. there are a lot of things they need to learn and agist to when they go from a socialist society to a capitalist society. but where they're living, working is supposed to be kept confidential and now they're living in fear. they're worried somebody in north korea could potentially find them or step up monitoring on their family that remain in the north.

they worried about what could happen to them. one believes that north korean leader kim jong-un would secretly like to kill him and others like him. and i can tell you from numerous trips to north korea they consider people who escape just about the lowest human beings there could be. they call them the scum of the earth. again that is not confirmed. what we do know from the south korean unification ministry, a spokesperson telling cnn, so far they say no harm has been observed due to this leak. that is little consolation to nearly 1,000 people living in the south wondering who has their personal information and what are they going to do with it? >> thank you. in the world of news some remarkable things have certainly been seen. a look at some of the biggest

from unity to tragedy and everything in between. my colleague brings you the year in pictures 2018. >> reporter: 2018 kicked off with the winter olympics in south korea. no not because of the bare chesd, tonga flag bearer. all eyes were on the unified hockey team, south and north korean players together and it worked. just months latter donald trump met his nemesis, north korean leader kim jong-un. the picture still makes it into the history books. and here's another one for the archives. donald trump and vladimir putin, meeting despite the shadows cast by the russia investigation. what was actually said during their face-to-face meeting behind closed doors? we still don't know that.
