and from all around the world. this is cnn "newsroom." the end maybe in site. that's the word from the acting attorney general on the investigation into russia meddling in the 2016 u.s. election. in the 20 month special counsel mueller has been on the case, he's secured more than 2 dozen indictments including those half a dozen trump associates. acting attorney general made the suggestion monday which could possibly mean there are no more indictments coming. here's what he said. >> i have been fully briefed on the investigation. and i look forward to director mueller delivering the final report. and i really am not going to talk about open ongoing investigation otherwise. but sort of the statements i
12:02 am
made were as a private citizen with publicly available information. and i'm comfortable that the decisions that were made are going to be reviewed. either through the various means we have. right now the investigation is i think close to being completed. and i hope we can get the report from director mueller as soon as possible. >> the other big issue looming over mr. trump is border wall. monday, white house press secretary made it clear that another shut down maybe just a few weeks away. the president ended the last shut down to negotiate a deal by february 15. meaning government workers could be thrown off their jobs yet again. we have the story. >> reporter: the white house holding its first press briefing of the year. the president doesn't want to go through another government shutdown. that's not the goal.
12:03 am
the goal is border security. >> the white house now holding the record for the longest time without an on camera briefing since they aired during the clinton administration. with 800,000 federal employees returning to work today the record for the longest government shutdown in history. but that return could be short lived. this group of bipartisan lawmakers have three weeks to find a funding proposal to clear both chambers of congress and get the president signature before the government runs out of money again on february 15. trump appearing doubtful a deal will be struck telling lt "wall street journal" he believes there's less than a 5050 chance. his chief of staff making clear that by passing congress and declaring a national emergency to fund the border wall is a top option. >> he's willing to do whatever it takes to secure the border. >> reporter: a new estimate from the congressional budget office showing the shut down cost the u.s. billions of dollars. including $3 billion that won't
12:04 am
be recovered. trump feeling the heat from the prominent members of the base. including an koulter. who said he was the biggest wimp to serve for conceding to democrats demands. >> the base is what rebelled here. that's all i am a member of the base. >> trump telling the "wall street journal" she ha become hostile. maybe i didn't return her phone call or something. a long shut down with nothing to show for. moderate law makers are frustrated too sfwl shut downs are never good policy. ever. they're never to be used as means to achieve any kind of goal. no matter how important the goal may seem to be. they're ineffective. >> nancy pelosi officially invited the president to deliver state of the unit on february 5. one week after he was scheduled to do so. and has accepted. writing in letter saying quote
12:05 am
we have a great story to tell. and great goals to achieve. this will get the president on opportunity to make a case for his wall. during a televised prime time address. as congressional negotiators are meeting behind the scenes trying to negotiate a deal. >> we're joined now. the school of economics and political science at the university. james, what is going to happen february 15? i don't see nancy pelosi caving in. does the president declare a national emergency? >> if i had to take a wager on that, the president will cave in again. the president has himself into even a tighter bind than he was in before. the shut down was ended temporarily. he's now passed the ball to the congress. we have a senate and house
12:06 am
committee comp rised of both. working on a deal. many are quite reasonable. if they come to a solution that the president himself rejects. it is clear to everyone that it's the president that is the obstructionist. party in the game. and i think he'll take another hit in the polls. for that. he can't cooperate with the democrats for fear of losing his base. but he's in the meantime losing so many middle of the road americans that i think this is a lose lose situation. but it's one of his own making. >> i want to now look forward to 2020. howard shults former ceo of starbucks announcing he is considering a run as an independent. that's the best news trump has had for a while. >> it is. the question is of course
12:07 am
whether there's anybody out there who wants him to run. there are people that think both of the parties have failed. we're seeing already a very lively group of democratic contenders. who represent a broad spectrum of political positions. we may see a primary challenge against the president. and so the question is do we really need this campaign. we'll see. in the end of course he would be a spoiler. he'll divide the antitrump vote. and perhaps be the person who is known forever as the person who delivered trump into the white house for a second term. >> kamala harris declared she is running for the democratic nomination. do you see her as a strong candidate? who can possibly go all the way. >> early polls show her to be
quote

tracking well with the democratic base. she's the most popular of the candidates so far. and of those who might declare for example. she's running in current polls higher than the former vice president. she is the person who maybe able to put together that obama coalition. of younger voters. of multi-ethnic group of voters that really propelled obama into the white house twice. she steams to be the person that maybe able to the coalition. she's a formidable candidate. she's one of the number of women who will be running. she's one of the number of minorties running and the democratic field will be full. and exciting primary campaign to watch. >> of course if matt whitaker is right and mueller will drop the report. we'll be talking about nothing other than that.
12:09 am
>> that's right. the question is of course whether whitaker has credible information on this. the report where the fbi seized nothing only arrested roger stone. but seized numerous documents and computers in the raid. those are going to take some time to sort through those documents and the computers. and who knows what they'll come up with. so i'm a bit skeptical about claims there are in indictments coming. we or even the special prosecutor may not know whether there will be anymore indictments. it's all a function of what's in the documents. and what other witnesses say in the next few days and weeks. >> i want to read a bit of something elts else that whitaker said. i'm comfortable the decisions that were made by the special counsel are going to be reviewed through the various means that we have. that has got a few democrats a
12:10 am
little anxious. >> yeah the question that everybody has is where does mueller's report land. does it land only in the offices of the attorney general or the acting attorney general? and is it the discretion of the attorney general to decide whether to move forward with the report to share the contents with anyone else. or is this report also going to be handed over to the relevant over sight committee of congress. in which case we could expect a much more thorough discussion. of what's in them and decision on whether there's any basis in the documents and the report. for the opening of impeachment proceedings. that's the question everybody is asking. it will be a function of where that report lands and whether it sees the light of day. >> thank you. now to a new move by the trump administration. to try to force nicholas from

power in venezuela. the u.s. is imposing sanctions against the state owned oil company. which it accuses of embezzling money for politicians and businessmen. top u.s. officials are not ruling out a military option. we have reaction. >> reporter: harsh reaction from the em battled venezuela leader. against the oil sanctions. we have been oil sanction that the department of state placed on the venezuela state company. on monday evening. he defined labeled the sanctions as criminal. and unjustified. and order legal action against the sanction. you have some strong words against the u.s. president. directly calling on him and saying that you will have blood
12:12 am
on your hands if you go ahead with further pressure on venezuela. but at the same time further pressure is indeed coming. the opposition called yet another wave of street protests next wednesday and the following saturday. and with the option from the international community to take the money away from the pressure is only going to be heavier. >> joining me now. from london. a principal analyst for the americas at the business consultant firm. we have a situation here where the u.s., colombia a number of european countries are saying he's the actual president of the country. russia and iran. china standing by. you have three and a half
12:13 am
million people left the country. how can this end without more bloodshed? >> well, what's happening is according to article 23 the exec tiff power the president of the national assembly has to step in. that's what happened. he has assumed a interim. all the domestic pressure in the form of riots. all the increasing discontent within the military and international pressure in the form of sanctions will lead to a situation in which through a possible -- military situation. which he would agree to step down. that's what i see more likely happening. if that's not the case then certainly protests will continue to escalate and see the military withdrawing support for him.
12:14 am
to leave office. i don't see necessarily that there's going to be armed confrontation between military and the violence i'm seeing is more with the security. exercising and protestoring him to step down. and assume functions. >> what about the possibility of u.s. military intervention? the white house had 5,000 troops to colombia written on the notebook. >> it is difficult to make an assessment or that possibility. what is clear is that following what started as a political, social and economic crisis and half turned into a full blown migration and humanitarian crisis. three million people left the country. and 10% of the population. the whole region is in agreement
12:15 am
that the real solution is needed in case he refuses to step down. and the key thing here is that this is basically he leads a military involvement. he continues having strong military support. but many from the high military command. which he has granted a will the of power. in terms of airports and oil services. imports. but also some of the top commanders not all of them are highly fuel smuggling, illegal mining. human trafficking. and obviously legal incentive to sort of step down. now at the rank and file and there's a lot of clarity that he need to step down. and the moment has come to pave the way for a democratic

transition. >> i want to play a little bit of my colleague. spoke to him earlier. take a listen. >> are you prepared to seek complete to achieve the goal of removing the government? >> translator: we are sure we can achieve a peaceful transition. a transition and eventually free election. now during this period where we end occupation because he seized the executive power. his administration ended on january 10. there was no election that endorses him. we must use great pressure for a dictator to leave. install a government and have free elections. >> would he live up to those statements? do you think. >> absolutely. i think he's aware he's a means to an end and the end he's free of fair election. he's demanding.
12:17 am
that's what demanding. that's what international communities are demanding. these started when president tried to elect himself on may 20 last year. in through an electoral that -- 2013. 2019 monday expired and article 23 of the constitution allowed for the head of the national assembly to step in. we have to remember that the 2013 election in which he was elected in the first place was also not recognized. and he could have also got into power through an electoral fraud. a president who probably was never elected in the first place. i do think that certainly he's aware he'll lead a transition toward free and fair election. and the next steps are to create
12:18 am

12:26 am
these indictments really show that there's an increasing consensus. within the u.s. government and between the u.s. and close allies. on the danger of using the te technologies. there's rising concern over the alleged theft of intellectual property. that's a sticking point and complaint by u.s. and could effect the latest round of trade talks. >> long time trump confident roger stone heads to court in fau hours. we'll update you on the case against him and the other trump associate ts facing charges in the russia investigation. british mime minister gets a chance to sell her brexit plan. again. this time, parliament could make edits. a live report from london coming up. place, the xfinity xfi gateway.

12:35 am
the plan b. we have a dozen amendments that are putting forward. among them saying theresa may should go back to brussels and hammer out a deal. another one to delay everything if we don't have a deal by february. and saying a second referendum. another saying we should completely reject and no deal. surely they won't hammer it out by the end of the day. >> it's likely most of the amendments don't have a chance. of being selected or passing. there are a couple of key areas to look for. notably the ones that seek to prevent or discourage britain leaving the european union. without a deal. the so called no deal situation. the wide view is that would be an economic disaster. there's one notably put forward by an opposition labor which could see the parliament ordering the government to delay
12:36 am
the 29th. if a deal isn't in place by late february. it would take no deal off the table for a period of time. and in doing so deprive the mime minister of a key piece of leverage. it's my deal or no deal. she's been trying and failing to muscle her deal through. that would take that away. and be parliament saying we don't like your deal and we'd like more time. another key amendment is one the government does support. that relates to the irish border and what could happen there. it's the deeply unpopular cause within the prime minister deal. known as the backstop. which is supposed to prevent in the future a hypothetical situation to ensure there will never be a hard border there. again one of the amendments says the deeply unpopular clause should be replaced by something else. the prime minister wants that to pass she feels it would empower her to go to brussels and say
12:37 am
cut me slack on this particular point, i'm sure i can get the rest of the deal. we spent two years negotiating through parliament and brexit can proceed. relatively smoothly. that's the plan. there's still so much tremendous uncertainty surrounding this. we don't know which amendments will be selected to be debated today and which have the numbers to pass. it is possible coming the end of the day we could have clarity on this. or a little more clarity about the next steps. we could face yet again the continuing stalemate. >> clarity and brexit. two words that are not often used in the same sentence. now for months jurors heard gruesome details in the case against el chap o. his lawyers are presenting a defense. will it make a defense? it was set to be a sad lonely funeral for a u.s. war veteran with no family or friends. until some total strangers
