donald trump is back in washington. after a long president's day weekend in florida. facing a major challenge to his national emergency declaration. 16 states joining together in a lawsuit filed in u.s. district court in northern california. they claim the president is going around congress to reallocate money to pay for the border wall with mexico. california attorney general is leading the charge. >> the president doesn't have the power of the purse. president can't decide to shuffle money around once congress allocated it. that's for congress to do. otherwise president's for the last 240 years would have been doing the same thing. when they don't like where congress puts the money. because trump fabricated a crisis and called it an emergency doesn't mean he can violate the separation of power under the constitution. >> as you know president trump wanted $5.7 billion for the

james comey. what will come of the bomb shell revelations? >> of course some of that information was in the public domain. it's there in a new way now. the president reaction has been unsurprisingly very negative. so i think one thing we're likely to see it that this will drive the division that we're already seeing in reaction to the general investigation not only by mueller more generally among the public. the majority of people see the range of investigations in the particular mueller as being independent and credible. in their eyes they con flat many of the different things. one push back is lindsey graham saying the senate judiciary committee is going to hold hearings. to see who is telling truth. again the divisions of this will stoke among on congress and the hill. are likely to be very

significant. whether it will shift attitudes in the public or amongst congressional leaders. it seems very unlikely to me. it demonstrates the very uncertain environment that characterized that white house still. but especially in the first four, five months. >> late monday night president trump tweeted this. remember this. mccabe didn't go to the bathroom without the approval of leaking james comey. and of course we know the president has called mccabe a liar. and says his stories are deranged. he's attacked his credibility. will this be enough to discredit mccabe and distract from the revelations and move it to the next issue as we have seen so many times before? >> again it's going to keep rearing its head. the raem game changer will be when mueller finally concludes his investigation. and some of that we don't know how much is released to the

donald trump pointed out continually the ails of what he referred to socialism. pointing to cuba and anythinica. to the hispanic communities of florida. where he needs a victory in 2020. and potentially casting those more left leaning democrats. facing in 2020. as being allies of socialism as well. the most striking quote i remember from the speech saying he hopes to soon see the first free hemisphere in human history. like swomeone from the 1980s facing towards the berlin wall. even though only two or three countries still have remnants of that. and the administration. the tension is building here. day by day. we are seeing a deadline now next weekend set by the opposition to get humanitarian

the top u.s. commander for the middle east is visiting afghanistan. the trip is part of a farewell tour for general joseph. getting ready to retire after 40 years of military service. he was just in syria discussing isis and the planned u.s. troop withdrawal. we have been traveling with the general. and has this cnn exclusive. >> security was tight near syria. when general arrived on sight. from meetings with his syria

counter part. the commander of the syria democratic forces. the troops that the u.s. has been backing in the fight to oust isis from the country. but general made clear in an exclusive interview with cnn that he believes isis is a threat and threat to directly to the united states. >> at this point they could inspire. and perhaps provide some guidance in terms of that. i think we have to take it seriously. they demonstrated the ability to do this in the past. we should expect they will attempt to maybe do that in the future. >> general put forth a proposal in the meeting for up to 1,500 coalition including u.s. troops to remain in syria. to help the sdf. making no promises saying that the u.s. was looking at how it could continue to help the sdf.

but making it absolutely clear that u.s. ground forces more than 2,000 of them will be coming out of this country. that withdrawal is going to take place. and that is going to put the sdf in a difficult position. many people believe it will now have to join forces with the assad regime. that could end u.s. help for the sdf. as long as they continue to fight isis, general said he would be willing to see weapons continue to flow to them. but if they join with the regime, the u.s. doesn't do business with the regem. and that relationship will stop. israel summit with central european leaders has been called off. after israel official alkzed poland of complicity during the

holocaust. poland pulled out in protest over remarks made by the foreign minister. who said they collaborated with the nazis during the second world war. lieberman with more on this. a lot to cover this. let's start with israel and poland. at this cancelled summit. what's the latest on the controversy? >> looking forward to hosting the group. a group of four countries. poland, czech republic and hungry. to meet for the first time ever in. it has been called off. poland has cancelled their participation in what would have been the group. that meeting was cancelled. it's the other three countries. what happened here. it started when he was in poland. and said reported as saying polls cooperated with the nazis.

that implies the entire nation. and they claim it was a mistranslation. this already started the problem with poland. we'll send a lower level delegation. then the acting foreign minister in his first day on the job in his first interview was quoted saying the poles suckle antisemitism with their mothers milk. calling it a racist comment. acting foreign minister doubled down on it. in response poland is pulling out of the summit. in what would have been the group is one on one meetings with the prime minister. this meeting would have been a major diplomatic and national achievement for. israel tries to fix the issue with poland. and try to keep up good relations with the polls.

>> following another story. for us. the uk has signed trade agreements with israel. and the palestinian authority. what's the latest. >> this was an easy decision for israel. it keeps the same sort of agreement israel had with the eu. with brexit looming. they moved ahead with a an agreement with britain. saying essentially said all terms before are still continuing and promise significance savings without the eu involved. for israel this was an easy decision. to keep up a trade relation chl the big issue is britains part as it tries to sign with the other countries it's trying to do business with. that is the bigger issue. again there's another element. israel is trying to strengthen relations with britain and countries critical of the eu. for example the group that was supposed to be here. it's an easy decision to keep up trade relations and taking a

welcome back to "newsroom." i want to check the headlines this hour. 16 u.s. states taking the trump administration to court to stop the president from using emergency powers to build his border wall with mexico. they claim the president is going around congress to reallocate money. it's just one of many lawsuits expected to be filed over the border wall. the top u.s. commander for the middle east has arrived in afghanistan. after general votel met with troops and allies in syria. he says isis will remain a threat. but the u.s. plans on pulling

ground troops from syria. planning to close automanufacturing plant in england. in 2021. the plant employs 3,500 people. honda senior vice president says the closure is not related to brexit. and more a response to changes in the global market. the uk business secretary calls the decision devastating. now back to the one of the top stories. the u.s. president is taking angry aim at the former acting fbi director and his own deputy attorney general. in an interview mccabe claimed rod rosenstein discussed wearing a wire to record the president. and also invehicling the 25th amendment to remove him from office. >> discussion of the 25th amendment. was simply rod raised the issue and discussed it with me in the context of thinking about how

states. trump under scores true. for more on the this. a former fbi supervisor agent and cnn law enforcement analyst. i asked him about a potential national emergency and how vulnerable the u.s. might be if president trump believes russia over his own intelligence. >> two aspects to this troubling relationship the president trump has with his intelligence community. first being we know since he first took office he's any time he's run found hichls in the cross hairs of nvt tors for example he is blasted the intelligence community. he claimed on twitter president obama wiretapped trump tower and referred to the cia as nazis. and he's obviously wrangled people inside the intelligence community by lashing out at them. so that's one aspect. the second is for the intelligence agencies to be

effective they have been to be believed. when the president of the united states is presented with a piece of intelligence and they have high confidence that what we're telling you is the way of the world. again there's so many public safety and national security issues at stake. if the president rejects that because it maybe poses political challenges. and the last thing there's an over arching question that we have. that we're trying to dig into what motivates the president to accept russia's world view. there's a theory that some have perhaps the russians have a leverage over him. or compromised in some aspect. which national security scholars are buying in. this pattern unfolds. which maybe answering the question. but that's been the nightmare situation. the president not believing his own intelligence agency for sinister reasons. it poses challenges. in a future threat perhaps if we're in crisis situation and

the president has to make tough decisions based on the officials. it poses a host of challenges. >> when we're looking at why president trump is suspicious or distrustful of his own intelligence, it leads us to the question of whether mr. trump is working for russia. either wittingly or unwittingly. >> it is a fair question. folks like me who work in the national security establishment. when this came to light and people were saying that's a possible theory. president trump is compromised. many shook our heads like there is no way. the president is either working. many have evolved on that topic. especially when yo recall the president's actions in helsinki. he stood next to putin and essentially propped him up on the world stage. saying i believe this person.

my intelligence community people said something different. this person told me strong and powerfully that he denies interfering in the u.s. election. a lot of eyebrows went up. the behavior of the president continued to have questions raised. why is the president saying this about russia. and you'll recall it goes back to the fbi. the campaign and opening investigation into the president himself because of the issues. this is no longer a thing just that academic exercise. to determine what is motivating the president. many look and said there are real world issues that need to be addressed. and again the ballot box is one area to do that. one thing we also would be interesting with this democratic house majority they already said they're launching an investigation to get to the bottom of what is motivating the president. we'll see what they come up with. serious questioning at stake here. >> long time trump adviser roger

stone is agonizing for apologizing for posting two instagram attacks against the judge in his case. one referred to his upcoming show trial and accused prosecutors of legal trickery. to ensure he was tried by a judge appointed by obama. we're not showing the judge. the picture has the distinct image of cross hairs behind her. stone has removed the post. which he says were the work of a volunteer. he's charged with seven counts including lying to investigators and witness tampering. >> president trump proposed border wall. would require seizing land from private citizens. as you can imagine many are not happy about it. now some along the u.s. mexico border are suing to stop the trump administration from building the wall through their property. >> i have never seen anybody

>> it's winter continues here. this time around for dc in particular that will be a bulls yoo e for the heaviest snow. we'll have gulf moisture coming in. this is the similar set up in snow in the south. the cold air is not that far south. that's a good thing for folks who don't have shovels or snow equipment in the south. the pink is an early morning situation. this moisture will be all rain for the south. so much rain i'm thinking flood potential here. we have been raining good the last several weeks the ground is saturated. and we'll have several inches of rainfall. three to six. enough for a flash flood issue. over the next 24 to 48 hours. pink showing up for the appalachians into the nations capitol. that's a winter storm warning for the potential of four to six inches of snowfall. this wornt be today.

that wouldn't be today. we're talking late tonight and through the day on wednesday. that will be the worst of it. and ending on thursday. it's going to set up interestingly. we will get snow. but the warm air takes over. we'll get rain. a mess of a forecast. take a look here. we put the clock in motion on tuesday afternoon. you see the torrential rain coming in across the south. and the moisture heads out. and marries with the cold air. the result will be a lot of snow. four to six inches for d.c. any time of the year: new york won't be into it as far as. less an an inch. maybe not even that. the rain will win over here into the day on late wednesday and heading into thursday. here it is. four to six inches in d.c. three to five in philly. before we switch over. back it rainfall. winter rolls on here. it's a short week. but we missed the storm on
