welcome to "inside politics." i'm john king. thank you for sharing your day is. the president launches a blistering tirade at robert mueller. a lot of it was live and a lot a glimpse at raw trump anger. plus, speaker nancy pelosi acknowledges democratic calls for impeachment are louder today and coming from the presidential campaign trail, too, but she says the best path is patience, and she says the math is still in her favor. joe biden attends a memorial day

event in delaware four years to the day after losing his son beau to brain cancer. >> you all know the loss of a loved one is somehow -- the pain fades a little bit, but those moments when you remember are bittersweet because those are the days that everything comes back, the pride as well as the pain. >> we begin the hour with the president's urgent mission, to make you forget what robert mueller said, a fog of new tweets and now sound bites from the president this morning outside the white house repeating his verdict on the mueller investigation and the mueller report. >> it was to me the same as the report, and there's no obstruction. you see what we're saying. there's no obstruction. there's no collusion. there's no nothing. it's nothing with you a witch hunt. if they only found anything, they would have had it. there was no crime. there was no charge because he had no information. >> now the president knows most

americans did not read the mueller report, and he also knows that yesterday was a big deal. the russian special counsel dominated the tv news, standing between the flags of the trump justice department delivering a ten-minute just-the-facts reading of his bottom line conclusions. most damning, the special counsel making clear on camera what he could not say, that the president of the united states is not a crook. >> if we had had confidence that the president clearly did not commit a crime, we would have said so. we did not, however, make a determination as toss whether the president did commit a crime. >> americans searched mueller on google more than 500,000 times wednesday. that sparked an interest and americans hearing from mueller for the first time in two years, it explains why the president spent 17 minutes on the south lawn today. president wants the last word or words and doesn't care if the words include lie after lie

>> i think he's totally conflicted. he loves comey. you look at the relationship that those two, whether it's love or deep like. he was conflicted. robert mueller should never have been chosen. i think he's a totally conflicted person. i think mueller is a true never trumper. >> with me in studio to share their reporting and insights, cnn's kaitlan collins and others. i ask this question a lot. it's a choice to take questions from reporters. it's a choice to flash your anger like that. why? the word from the white house yesterday was we don't like this. what robert mueller said would not be good for us, but if he says he doesn't want to testify, let's just hope this day passes. the president didn't do that. >> he tried to downplay what the president and the white house have tried to do and they know having the special counsel appear on camera like that

doesn't really help their case. it's something that the president wants to talk about. he came out there and talked about the economy and talked about jobs and turkey releasing a hostage or a prisoner but then, of course, he gets into this tirade about robert mueller, not all true, of course, and that is what makes it the headline of the day. >> anger. you could see it. i mean, the president -- he's a performer sometimes. i don't mean that critically. all politicians, are but he was mad. >> and he kind of woke up sideways. we're all showing up at the white house with the coffee waiting to gather on the front lawn you're look at your phone, oh, man, it's going to be an interesting morning. he was sort of teeing himself up and to heart signature president of the united states to refer to the special counsel, someone who is very respected in the law enforcement community, spent a lifetime in law enforcement, to refer to him as a never trumper was sort of a meta moment that you can't let passion by. if the president truly believes that robert mueller fully exonerated him and is telling the american public nothing to see here, what is he so angry

about, but president is obviously conflicted himself because on the one and he can use the mueller report's conclusions and non-conclusions to say, see, there's nothing more here to investigate, but on the other hand he is still very angry, and he understands that one of the principal messages that bob mueller was delivering yesterday in personsy didn't say that he didn't commit the crime. >> to that point the -- he is a good performer. he has this twitter following. he knows how to use social media. 448 pages can't talk page. the mueller report can't speak back and if you haven't, it therefore, the president dominates the discussion, but if you come down to a credibility test who do you believe between the president of the united states, who routinely lies, sorry, has to say it, and the guy with a purple heart and bronze star and 50 years of service to the country robert mueller wins your credibility challenge and to your point was he essentially said read the report. you'll find plenty of

obstruction of justice. why didn't i charge? here's what he said. >> under long-standing policy a president cannot be charged with a crime while in office. that's uncontusional. charging the president with a crime, therefore, was not an option we could consider. >> not an option we could consider, and here's my report. congress can consider, if you like. have you the appropriate constitutional forum. i did not. what more do we know what got him between those flags? given the way bill barr spun the mueller report it could not have sat well to see the special counsel in his briefing, in his briefing room standing behind his logo essentially saying that the report documents crimes. it's up to you, congress. >> you would imagine that that's exactly how the attorney general felt. he did not want him there, right? he was there on the day that the attorney general was even there. the attorney general was traveling. the fact that he did it there is pretty significant that mueller did it there. we don't exactly know why.

we never expected to hear from mueller. all along we said he would close shop, move along, move, get back to his normal life and get back to his private life and we would never hear from him. something happened, and that's what i think folks are trying to figure out. there have been a lot of different theories out there concerning mueller and what his thinking was and where he was in life and even in some ways his health so i wonder if that in any way caused him to come out there and show him he can talk and speak and give a statement, a pretty detailed statement about what he was going through and what the investigation and what they did. it could have been that. i think they all felt that the people close to mueller felt that they needed to say now that it was all over they d- must have convinced him to finally come out and give that statement. >> but he didn't take questions and i think part of it was to come up to congress to say i don't want to come up and testify. i think he's trying to get congress off his back a little

bit. as soon as he spoke, stenny heuer, the number two putting out statements we need to hear from him. we need to ask him questions. to margaret's point, i agree totally. i mean, here's trump claiming he's won. he's vindicated by this guy but also how terrible this guy is, mr. mueller, so that's kind of puzzling why they go in that direction, and then the last tell to me from the president's performance there today was at the end he says and i'm going to have a statement on the border. >> right. >> that's old reliable there. when things are really going bad, i need to real my folks. let's do something about the border. >> so then you look at what the president said, again, probably asked this question too many times, why? just, you know why, why is he focusing on this and why won't he let it the go? but as you mentioned the waking up sideways this morning one of the president's tweets, they interesting, because follow along closely. russia, russia, russia, that's all you heard at the beginning of the witch hunt hoax and now russia has disappeared because i had nothing to do with russia helping me to get elected.

it was a crime that didn't exist so now the dems and part of the fake news media. i had nothing to do with russia helping me to get elected. the president's own fingers typing that russia helped him get elected. he said he had nothing to do with it, and then on the south lawn later the message was a little different. >> russia did not help me get elected. you know who got me elected? i got me elected. russia didn't help mean at all. russia, if anything, i think helped the other side. >> you get whiplash. robert mueller is an honorable man. robert mueller found nothing. no, he's a conflicted. i had nothing to do with russia helping me to get elected. rush didn't help me get elected. which is it? >> not only he tweeted it once, deleted, it re-tweeted that tweet and left the russia part in there, so what the president was essentially tweeting though, though he later reversed it, was

essentially what already everybody else embraced, yes, the russians were trying to help russia get elected, something that vladimir putin would say on stage saying he thought he would fare better for the u.s. and russia relations. we should point out that the idea that they were trying to help the democrats is not it. they hacked into democratic e-mails and published them in order to hurt hillary clinton. that's laid out pretty clearly. >> either way it takes the narrative away from robert mueller and puts the narrative back in the president's court. >> think about the way mueller ended his statement yesterday and what he said about the systematic efforts to interfere in our election. that allegation deserves the attention of every american. >> the president does not give it any affection. >> yeah. he's the last hold out on this, though in the senate they have tried to bring forward this bill to -- to do some more election protection. that is not going anywhere yet.

maybe that will give that some impetus, but, you know, this is an obvious thing that trump just cannot accept, although i do -- i don't defend the president that often, but just his syntax, he doesn't know exactly what he's typing on those tweets. >> do we have any definitive word if the house democrats say sorry, mr. mueller, you don't want to testify, we want to you testify. would he fight? >> he'll fight. i don't think he wants to come there and start answering all sorts of questions. what might be shopping maybe other people on his team from the special counsel office may come in and do some kind of briefing. they could call anyone in. if mueller doesn't want to come in, maybe we can come someone in, one of the deputies or the other u.s. attorneys or the people specifically involved in the obstruction investigation. maybe they come in and meet with members of congress. >> i think he's going to have a tough time fighting that. >> i know from his friends that

keeping impeachment talk under control more complicated. >> nothing is off the table, but we do want to make such a compelling case, is up an iron-clad case that even the republican senate which at the time seems to be not an objective jury, will be content of the path that we have to take as a country. >> translation, if the speaker gets her way and she normally does, house democrats will still go slow with investigations, not impeachment. there are now at least 38 house democrats calling for the start of impeachment proceedings, and more of the 2020 presidential candidates are also joining the impeachment push, but the speaker says the math is still overwhelmingly on her side. >> i think that most of them don't have a vote in the house of representatives and we won't be swayed by a few people who think one way or another who are

running for president, as much as i respect all of them, and they have the freedom to be for impeachment. we have the responsibility to get a result for the american people. >> politico's laura lopez joins our conversation. as mueller was speaking and after mueller spoke yesterday there was sense that will this have a lot of democrats to say no, no, we have to move faster and impeachment now. look what mueller had to say. at the end of the day it didn't seem like pelosi thought things hadn't changed much, a few more converts. >> pelosi is projecting, she offhandedly said oh, what 38 democrats, so it's not like she's not paying attention, and two of her chairmen came out yesterday and said that they now support it, so that's a shift. we are seeing some other more rank and file members continuing to say we at lead of knee to launch an inquiry which doesn't

necessarily mean we'll go to proceedings or drop articles but at least we can use this as a mechanism to get the information that we want. >> she's good at math. that's 38. >> she's also good at getting her way, and she's proven that time and time again. i think that she will be able to hold this off. she does not want to start an impeachment hearing. i think to me nancy pelosi a little bit is trying to run out the clock, to keep this going, you know, get into the fall, closer to where the primaries are starting, and then i think people are going to say, well, we're almost at the election, we wouldn't start an impeachment now. to me that's part of her strategy. >> what i found very telling is yesterday joe biden's campaign put out a statement from the spokesman that said that the former vice president agrees with what nancy pelosi has said, that if the president continues to conduct himself like he has

been things will slide towards impeachment. people in the top tier have voiced their view on impeachment and biden seemed to hold off but what he seems to be saying attaching himself to pelosi and allow the "i" word into his discussion but rather to position it as it's a democrats' choice, to position it it's the president's choice. it's trump's choice and it's trump conduct that will lead them towards that path. kind of like that steam valve saying i'm not going to embrace impeachment but i won't say no to it either. >> the speaker says let's keep pushing in court for the documents and witnesses and a if a court says mr. president then you have to turn it over and theyrese then they would believe that the republicans would have to say come on, mr. president. nine candidates have been definitive now.

let's have impeachment 9 of the 23. listen here though, you can hear the different split in the nuance. >> i think we have begin an impeachment inquiry. that doesn't mean we're going to impeach president trump tomorrow or maybe ever, but i think we do have an obligation to follow where the facts lead. >> i think we should have the full investigation. >> an impeachment investigation? >> oversight. 11 different investigations, oversight is occurring right now. i would much rather that be the focus. >> i didn't take an oath to support donald trump. i took an oath to support the constitution of the united states. >> the guy from the red state, montana, governor bullock, saying let's go slow. let's go slow. the others more willing to go. >> right. >> warren has been much more aggressive in this ever since she read the full mueller report, and what's interesting about what mueller's press conference yesterday was he didn't necessarily say anything

different than what's in the report but the fact that democrats heard him articulate in no uncertain terms that the only recourse that we could have against this president is if congress decides to do something, and so i think that when they come back next week we may see a greater shift and even if pelosi doesn't want to pursue this, whether or not she can hold off because of the pressure. >> it's a great point because they are all moem homhome this . they will come back home and say let's go for impeachment or back off impeachment. one of the reason nancy pelosi says represent your constituents and say what you have to say, one of the reasons she's trying to protect the democrats that flipped republican sits, all the democrats calling for impeachment came from pretty safe districts. these are very safe democrats from the bluest of blue districts, you know. that's the politics back home so they are safe. >> pelosi, is much more worried about the people who flipped

seats and come from red states and that's what the trump campaign is keeping an eye on as well because they know nancy pelosi is not going to go any further than that unless people like that start changing their mind because she has hem to look out for because they are the ones to lose the most from this, people like alexandria ocasio-cortez don't have a lot to lose for calling for the president to be impeached, so that's something they are keeping an eye on. but you can see the president is growing increasingly sensitive to these calls, not depending where the democrats are from. the impeachment line is starting to get to him a lot more than we've seen in recent weeks. >> again, that's an issue where you see the whiplash of the conflict, and a lot of people are thinking we'll drive out the trump base and whether your name is donald trump or richard nixon or bill clinton, you don't want the word impeachment. >> the majority of democrats supporting it, yes, are from blue states but a number of vulnerable democrats are starting to shift, one in orange count de, one from new jersey that's a really difficult race

and he said, look, we don't know the political costs so i'm starting to think what should i be doing that's best for the country. >> those are the people that make the majority in the house, so that's tricky. >> they are. >> i think it's a little easier for the people who are running in the presidential primary. i mean, by the end of the day you'll have to be for impeachment in some form to keep those voters, but if nancy pelosi is saying we have to get to a point where the republicans are going along with us, we have absolutely no sign of that at all. that point is probably not going to be reached. >> right after mueller yesterday steve scalise says it's madness and lindsey graham said move on. it doesn't look like that back is going to break. >> michael bennett joins dana bashtant for a presidential town hall. up next, the president's feud with john mccain resurfaces over a request that came up to move a ship bearing the late senator's name. suit. tie. shades. weapon. and ride.

a new glimpse today at president trump's john mccain obsession and the steps presidential aides take to try to manage or to avoid the boss' legendary temper. cnn has confirmed a story first reported by "the wall street journal," efforts by white house aides to get the navy to make sure that the "uss john mccain" was out of sight when the president visited japan this past weekend. the president was asked about it this morning and while saying he

didn't know anything about the white house e-mails to the navy, he also didn't pass on a chance to again criticize the senator who died nine months ago. >> i don't know what happened. i wasn't involved. i would not have done that. i was very angry with john mccain because he killed healthcare. now somebody did it because they thought i didn't like him, okay? and they were well meaning. they thought they were doing me a favor because they know i'm not a fan of john mccain, but certainly i couldn't care less whether or not there's a boat named after him. >> cnn's barbara starr joins us. what are military officials saying what went down here? >> reporter: let's go back with what the president said what the president said here. i couldn't care less if there's a ship named after president mccain's father and senator mccain. he's the commander in chief and he couldn't care less. i'm not sure what message he thinks that those sailors are

hearing. the "mccain" was involved in a fatal collision months ago. there was navy loss of life on board that ship and today the commander in chief is saying he couldn't care less. there's a long naval tradition in this country. sailors are very proud of who and whom their ship may be named after. setting that aside it does appear that the white house military office that was advancing the president's trip approached the navy out in japan and said keep that ship out of sight. can you ask yourself why they bothered with all of this. it does appear that there was discussion about it, but eventually navy leadership stepped in, we are told, and said no way, knock it off. we're not hiding any u.s. navy ship. there's a lot of conflicting information. a tarp was put up at one point, but it came down. it was covering apparently the name of the ship, came down in the days before the president even got there. some mccain sailors apparently

thought they might be invited to attend the ceremony on board another ship, but actually the mccain crew had been on liberty for four days. many of them perhaps not even in the vicinity of this. a lot of confusion. the acting defense secretary patrick shanahan says he knew nothing about it, and he would not have dishonored the memory of senator mccain or the crew that serves on board that ship, john. >> maybe we'll get some answers to the part that are still a little bit confusing. barbara starr, live at the, appreciate the reporting there. a couple of things, number one, that someone in a low to mid-level at the white house thought this is going to tee him off. tells you how they think. what are the triggers of the president's temper? is that it? is that what happened here? >> they know. they were worried that there could be an incident that happened. there are people in the white house that do not think that the president's -- basically in the white house does not think that the president's ongoing feud

with someone who has died is a smart move but they know they want to avoid any kind of incident that we're seeing play out where the president was saying they are doing a favor to him because they know he doesn't like john mccain so they were obviously trying to avoid something happening while the president was in japan. it's not even clear if he was going to see the warship while he was going to deliver words to the troop. they go out of their way not to talk about russia and go out of their way not to bring up people like john mccain to the president because they know what kind of incident it could spark. >> it shows, i mean, how volatile the president is the when it comes to people that bother him, that he isn't able to control himself if he sees the name of someone or sees a tweet from someone or a war hero is mention that had he has an argument with, that his white house thinks that he won't be able to refrain from commenting on that. >> i mean, i just think that this is a disturbing stories on

a lot of levels and one of the levels is when you have political operatives or aides whose instinct is to preemptively do something like this, it just goes to the climate internally and the president this morning on the south lawn was pretty clear that he didn't think that this was an appropriate move, but. he took pains to say that he knew that this person who hasn't been named publicly yet was well meaning. he didn't take the next step of saying to all my well-meaning staff meese don't do stuff like this. it's not appropriate. he didn't take the step of honoring the mccain family. in fact, he took the moment to go out and bash mccain again. every time he gets a chance to bash john mccain he does it. there is as question, and we don't really see it in polling yet, about whether this sort of constant chafing with people who have had distinguished military careers, whether it's jim mattis

or john mccain, whether that will erode any support or enthusiasm for the president among the military who so strongly number quarters backed his election. >> and referring to the warship as a boat, so dismissive as barbara was laying out there, very dismissive to the people. i don't care if some boat is named after him. clearly the president does care about john mccain. he won't stop talking about him even though he's passed on, and people don't think that this is a wise thing for the president to do, but it goes to show the president's staff cannot restrain him and he goes out of his way to do things like this and it's turning into embarrassing stories like this because they don't want to spark a conflict. >> he said i had nothing to do with it. i guess the person was well-intended. i had nothing to do with it, stop. as opposed to take another gratuitous shot to senator mccain. among those reacting is the former vice president, potential trump opponent, joe biden. >> john mccain was a war hero and he should be treated as a war hero. anything else than that is

beneath anyone who doesn't treat him like that. he is a hero. he is a friend of mine. we argued like the democrat as i said in the eulogy. we loved each other and argued like the devil but we're still guided by the same values. that's why i loved john mccain and that's why we need a lot more john mcsglan what about the president's decision to try to block that ship. >> the public. >> i assume he means the voters by that. >> one of the consequences, something if you support the president's increase in military spending. if you're a member of the armed services, we have an election, but certainly gives the president's critics another opportunity to question how he conducts himself, whether he has the class and dignity. >> to go back to his own military deferral. i mean, you've seen war stories, more discussion by democratic candidates about the president's own lack of service. i mean, it shows his mindset in

there's a renewed push from house democrats to focus on the first part of the mueller report and do more to protect the united states and its elections from foreign meddling. >> the threat is still there, so i'm the chairman of the appropriations subcommittee that fund election security, and i promise you the bill that we're going to be moving forward with will make an extraordinary effort to defend this country. it needs to happen soon because the election is coming soon. >> no offense to congressman quigley but subcommittee action does not new law make. five election security bills signature on capitol hill, two in the house, three in the senate. only one has passed, that's hr-1 which cleared the democrat controlled house back in march t.proposes when it comes to election security more than half a billion in new voting tech have i, prohibits foreign national campaign contributions and would make election day a national holiday, but is it being ignored by the

roy moore says pressure from the president won't work on him. the president and donald trump jr. both using twitter in recent days to criticize the failed alabama gop senate candidate. moore is considering, seriously considering, another run in the senate race next year, 2020, apparently undeterred by the serious allegations of sexual misconduct that came out during his previous run in 2017. the president sending this direct warning, quote, i have nothing against roy moore and unlike many other republican leaders wanted him to win but he didn't and probably won't.

the president added roy moore will be devastated.consequences- roy moore not backing down saying, quote, the president doesn't control who votes for the united states senate in alabama. they know i'll win, moore said. that's why they are upset. >> i'm not sure that the statement that the president doesn't control who votes is actually accurate because, of course, the president is deeply popular in alabama, but also roy moore does have really good name id in this state. lost by a mar jib of a smaller number of write-in votes in doug jones so it's not unthinkable that he could run and win and be the republican nominee so that's certainly the option here. whether or not he goes forward, i don't think it will deter him from running based on his statements there because the president and donald trump j had come out against him. even though the president said he had nothing against ray moore and the reason he's saying this he doesn't believe he can win.
