seen anything like it. we were with the queen, the royal family and prime minister. it was something very special. many of you were there. almost all of you were there. it's been very well covered and it was truly beautiful. tomorrow we go to normandy. i'll be leaving. i'm staying here overnight. i thought this would be the best place. i'd love to come to ireland and stay. this trip is really about great relationships that we have with the u.k. and i really wanted to do this stop in ireland. it was very important because of the relationship with the people and with the prime minister. >> i spoke to the voters.

u.k. because that's going to be decision number one. who is going to be prime minister. once that happens, that person will get in and try to make a deal and maybe if they don't make a deal they do it a different way. i know ireland will be in different shape. ireland is a special place. i don't think the border will be a problem at all. >> does that worry you at all that -- >> i don't know the reports are correct because one of the gentlemen who we deal with, it's a strong man, a strong person. they like to blame kim jong-un immediately. he was at the theater the other night. the other four people i know nothing about.

it is an interesting situation. i think that they would like to make a deal and we would like to make a deal with them. we'll see how it goes. it has been going pretty well because there hasn't been testing of anything major and there has been no nuclear testing. when i became president and before that it was all the time nuclear testing, ballistic missile testing and now there is nothing. i think chairman kim would like to make a deal. i look forward to seeing him at the appropriate time. and again one of the people they were talking about that was supposedly executed wasn't executed at all. it's peanuts compared to the numbers we are talking about. i think china wants to make a deal and mexico wants to make a deal and they have their delegation going over to probably the white house location but to negotiate with our people. it's headed up by mike pompeo and bob lighthouser and mike pence is involved. mexico, the drugs that are coming in, the people coming in, they are swapping up. new mexico co can stop it. otherwise we won't be able to do business. it's a very simple thing. i think they will stop it. i think they want to do something and make a deal. they sent their top people to try. we'll see what happens today. we should know something. >> thank you very much. >> after ending the questions, the president taking an additional question about trade

just heard the president talking about this. there is a big republican divide over tariffs today. will the president follow through on what he says? the first wave of the president's promised mexico tariffs is slated to take effect monday. the president's bet is that a deal will come only after mexico begins to feel the pain. one of his most hawkish trade advisers telling cnn just the threat might be enough. >> we believe that these tariffs may not have to go into effect precisely because we have the mexicans' attention. >> let's look alt chet the chesd here. >> they have critical meetings

this afternoon. if compromise is struck and the president retreats from tariffs it will spare republicans from answering the second big question. will they move from complaining about the president to advancing legislation to stop him. >> you will have to wait until next monday to see if the president -- >> we will be better off if you don't put a round of tariffs on mexico. let's see what happens. >> seems like he is intent on doing it. >> we'll see. we are not at monday yet. >> will you try to block the tariffs? >> we are hoping that doesn't happen. >> phil hopes, some say they will pray. will they do this if there is no compromise struck. >> two questions raised are two points i wanted to make. will senate republicans do this? this is important to note. nothing has been sent up to capitol hill in terms of whether

or not and how most importantly how the administration would implement these tariffs. it's one thing when the president is out of the country and you are in a closed door meeting with lawyers from the administration to voice your concerns, to make clear that you have problems with this ideology. it is important to note that one told me view this as a brushback pitch as a warning leading into what mitch mcconnell said, they hope this will lead the president to pull back. it's a different ball game when there is something on the floor, resolution to go against something the president made clear he wants and something the president has said would be foolish. now there is the second issue. will the president go through with this. i can tell you literally nobody knows. i think part of it goes into the closed door meeting yesterday. they were asking how this would be implemented, whether it would happen, whether they had hints. they got no solid answers.

part of the frustration but it under scores the fact that going along with that strategy is nobody is totally sure what the president is going to do here. they doenlt know what the mechanism could offer the white house. they don't know what the broader issues are here that might put this off the table. with all of that combined they have an unsettled republican congress that says they will vote on something to disapprove. nobody knows if that vote would actually occur. >> it's only wednesday. deadline being monday. appreciate it. with me in studio to share reporting and insights, caitlyn collins, damian pleta and laura lopez with politico. the vice president's involved in the meetings, the secretary of state, mexico sent pretty high level dellgration. peter said this could be avoided if the mexicans come to the table with a serious plan to

stop the flow of migrants at the u.s./mexico border and will press to see that they have a plan to have more security. is there any indication that this deal can be struck? >> for peter to say the one who was the chief in pushing this for the president saying it would get mexico's attention it does seem to say something. it could be the white house trying to back out of this because they don't know how they are going to implement this which is a big part of the frustration. and they haven't set a clear threshold for what mexico needs it do. they haven't said they need to have this number of people not coming across the border. they left it really vague. white house officials have been skeptical all along that these tariffs will even go into effect on monday. the question is, you are seeing this republican pushback in order to get the president to not do this. sometimes when he is faced with criticism like that instead of backing off and listening to them, he doubles down and becomes defiant. that is really the question

leading up to it. no one thinks a decision is coming out of that meeting with pence today. it is up to president trump who is still in ireland. >> he thinks he is right about this. he thinks he is right. he thinks the u.s. economy is strong enough to take the hit. it is interesting. you can't find tariffs are controversial. you can't find a textbook that links tariffs to immigration policy. the president has decided this is the bludgeon he wants to use to get more action out of mex o mexico. it's a political risk to the president. 71% of americans, 71% feel good about the economy right now. that is a great number for a president heading into reelection. if the tariffs are imposed, five percent is the first and then it would go up more ultimately up to 25%. what would the impact be? if you are an american consumer and you go to the produce section you are going to pay

tariffs. >> the impact would be tremendous. this isn't like china where companies could try to re-evaluate. they have the supply lines built directly through mexico. a billion dollars a day crosses the border. the last thing any president wants is momentum ahead of the reelection. i think the big concern is that the republican revolt in the senate. the president is kind of distracted. i think there has been a lot of different about what might happen today. >> they are hearing it from their business community back home and some other people back home. if you look at the polling and the president sometimes doesn't -- is not guided by the polls. the economy is the one issue where he is above water. 53% approve economy. only 42% approve of how the

president has handled foreign trade. this is both a trade issue and an immigration issue. it's an unusual co-mingling, if you will, of his immigration issue which has been a calling card, the trade issue which has been a calling card. he thinks he is on to something here but it has most of his party nervous. >> these are two core pillars of what might be his populist appeal to his base, trade and immigration. the g.o.p. tax cut was not a particularly populist gesture. marrying the two is weird. he would take a strong position on both is not. i think what's interesting in this wave of threat and tariffs is that the impact on the u.s. economy is not as diffuse as some of the previous rounds. it's not like the soybean sector being hit. this is a more broad based problem. because it will effect grocery store shelves i think it has the potential to be much more

disruptive. >> will they actually back it up? this was senator james langford of oklahoma coming out of the meeting yesterday. he says the president is trying to use tariffs to solve every problem but hiv and climate change. >> republicans are frustrated with this. they weren't happy when he imposed more tariffs on china. and so i think that there actually could be credibility behind their threat. they may this time around have enough to have a veto proof majority if they end up going through with this if trump carries out his threat. i'm not sure also that mexico is heeding trump's threat that seriously. there was some reporting that people on the ground who would be impacted the most are like he threatens things all the time and is constantly talking poorly about mexico and maybe he might not follow through with this. >> we talked about the u.s. economic impact. would this be enough as a bludgeon? >> absolutely. about 80% of mexican imports

into the united states. the last thing the white house would want is to do so much damage to the mexican economy that you bring more migrants to the united states. this has never been done before. >> and when peter was on our air earlier he would not admit that they would have to pay those tariffs on that. he wouldn't admit something as simple as that. >> we'll see how it plays out. when we come back, a very busy day in the 2020 campaign trail including the front runner having to deal with an old issue, plagiarism.

revelations that the climate change policy plan copied language directly from multiple liberal activist groups and a news site. it circulated hours after the plan was posted by the campaign online. biden campaign claiming simply a matter of missing citations. it was a similar allegation that helped sink biden's 1998 presidential campaign. forgive me here. having lived through the '87 campaign, this is an amateur mistake on a substantial policy rollout when they had to know

the one thing they cannot do is plagiarize. >> reporter: this is certainly a glitch in their rollout. biden had been talking about this climate change plan coming for weeks now. he was pushing back against criticism that he might take a middle ground approach to climate change. in the plan released biden embraced parts of the green new deal which has become a litmus test for many 2020 democratic candidates. he called the green new deal a crucial framework for combatting climate change st. patrick's and to eliminate greenhouse emissions by 2050. they did run into trouble when it came to the actual plan released itself. when it was revealed that some passages in the plan bore similar language to proposals put forth by progressive organizations either on websites and letters. the biden campaign said as soon as they realized citations were

missing that they worked to quickly amend that. biden's first presidential campaign back in the 1988 race was derailed by charges of plagiarism both on the campaign trail and also during his time in law school. this is certainly something that they are going to have to be mindful of going forward especially as you look back at the former vice president's own personal history with this. >> supposed to be a campaign a team. this was not an a performance. this is joe biden in a "new york times" story september 18, 1987. mr. biden said as he did 22 years ago that he misunderstood the rules of citation and foot noting. i was wrong, beuti was not malevolent in any way. to this day that's what they are saying now. when this has been an issue in

the past, how? how? this is a staff issue. i'm sure former vice president had nothing to do with this. he is the leader of the organization. >> also these days as opposed to the '80s they have software to do this. it is simple to check everything to be on the safe side to make sure you are not making this sort of public error because somebody will catch it. it shows a bit of lack of forethought is the polite way of saying it. the worst case scenario is potentially too much arrogance. >> it's lazy or arrogant. you would think he would be happy to quote progressive groups on his website. >> what if he had taken from a center right think tank? >> let's move on. this is a style issue. this is a leadership issue. he wants to be president of the

united states. you can't do this stuff. you just can't. you do it in our business, you get fired. here is a policy issue. his spain taking a bold stance in a democratic primary saying that the vice president still supports the amendment which bans use of federal funding for family planning overseas including abortion counseling and abortion. the campaign says the vice president stands by that. that was his position as the united states senator. within minutes of them confirming this nbc reported the campaign confirmed it to cnn. four of the candidates, beto o'rourke, bernie sanders, every woman should have access to health care. i voted against the amendment in 1983. bernie sanders, no middle ground on women's rights. bortion is a constitutional right. julian castro says time to repeal the hyde amendment. the women in the field have yet to weigh in. this is a risky policy position.

he thinks he can think about the general election where this would be safer ground. we have debates in a couple of weeks. welcome. >> someone like elizabeth warren and gillibrand have put out in their proposals that they support repealing the hyde amendment. this is part of the plan to protect abortion rights. so this has become a really big issue in the primary since those states started restricting because there has been among the democratic primary this worry that now there is a chance that this will reach the supreme court and there will be a revisiting of roe v. wade. >> we mentioned the three men. we must repeal the hyde amendment. we know there will be a fair amount of this. >> this speaks to the larger picture of what is happening. the democratic candidates came out criticizing him for this.

of the biggest corporations in the world. senator sanders addressing wal-mart's share holder meeting this morning calling on a bigger voice for the corporate board and to pay them a $15 minimum wage. >> the issue that we are dealing with today is pretty simple. wal-mart is the largest private employer in america. and yet despite the incredible wealth of its owner, wal-mart pays many of its employees starvation wages. frankly, the american people are sick and tired of subsidizing the greed of some of the largest and most profitable organizations in this country. >> before sanders spoke wal-mart defending itself on twitter criticizing and pointing to the company's record on college education, workforce training and cutting carbon emissions. not long after sanders spoke the

spokesman said he thought the minimum wage was quote lagging behind. it's a dispute between senator sanders and wal-mart. it's a bigger issue that the corporations are greedy and workers are getting the shaft. we are in this phase of the campaign where we are getting ready for the first debates. we is in second place. it's effective for his message. >> it's effective and helps him stand out in a field where a lot of democrats agree on the core premise of this message. to answer a question he was designated by a proxy by a share holder. he does not directly own wal-mart stock. wal-mart seems to be lagging a little behind competitors in terms of increasing their worker wage. so this gives them a great opportunity, a lot of theater and helps compete against people. >> and raising minimum wage is a big theme of sanders' campaign. before he announced he did the same aggressive tactics with

disney. he went to california and organized with the hotel hospitality workers that worked for disney and got that company also to directly respond to him. so it's important for him to do this because warren has been equally aggressive. going in front of them like he is doing today. that is something we will see emerging as a trend in 2020. he is trying to -- who is going after working-class voters and trying to distinguish himself from joe biden. >> a lot of democrats criticized candidate trump when he did this in 2016. several democrat as recently in front of mcdonald's. elizabeth warren you mentioned. >> it's in a way trump has set the tone for a lot of what

politics is now. and trump is an excellent marketer and really good at making things stick in people's brains. the way to do that is by giving people something tangible. it's a big specific company that people know. >> one quick difference is that trump sometimes will attack companies because he feels he has been slighted by them, not necessarily as a means to get to a policy, but because i have been personally attacked so now i want to lash back out at that company. >> it's a good point. speaking of president trump, he is surrounded by allies on his trip today. on certain issues, the president very much alone. biopharmaceutical researchers.
