tolerable. as a capital murder, and a hate crime. i haven't seen all of the evidence yet. i want to get ahead of the evidence. conduct like this, thoughts like this, actions like, this crimes like this, is not who accepted is. and will not be accepted there. >> ed lavandera has been on the scene in el paso, and he filed this report. >> investigators are processing the scene of the walmart. investigators are coming out of the entire parking lot and the shopping center remains locked down. the victims inside the store,
1:05 am
are still inside, will remain there. that's a gruesome, horrifying scene. that's happening as the investigation continues. we understand that federal investigators have opened up a domestic terrorism investigation. there's a hate crime component. local authorities here are taking the lead. everyone from local police to the governor of texas, vowing to prosecute the suspect to the full extent of the law. that means in the state of texas, this could be a case where we see the death penalty inflicted upon the suspect. there is still tense and agonizing moments for the families here. especially the family we met early today. two of her children tell us they have been trying to connect with their mother, who they last spoke to as she was in the checkout line in that walmart,
1:06 am
moments before the shooting erupted. they have not heard from her throughout the day. and david romero, outside of the walmart store, waiting for her nephew to come out, when she started to hear the gunshots erupt. what she saw next is something she will never forget. >> i was waiting for him to come out. it was taking too long. i heard the first one. i was like, what's going on? it was so loud. very loud. everybody dropping. that's when i ran in there, trying to. i saw him run this way so i chased him. i thought he got shot. and the baby -- my nephew, there's a baby that some man carried that got shot. the guy just gave him to the ambulance. i don't know.

let's listen. >> the bureau has opened what they're calling a domestic, along with a state investigation. the state is still in charge here. the fbi has opened a concurrent case to look at the motivation of the shooter, ideology, if there's a hate crime angle to this. trying to get into the mindset of the shooter. someone who came here on the basis of hate. i was covering another mass shooting, and the fbi providing resources. i was in california last week. the fbi providing help for that. the profilers from the behavioral analysis at quantity coe. we can bet there will be a host of resources that the federal government will be bringing to bear. there's offices that are sending resources here and headquarters are standing by to deploy to this location, should they get

magazine that can do this carnage. it makes no sense. >> this appears to be a hate crime. whether the suspect posted a manifesto to an online chat board. if it turns to be true, the gunman wanted people to know, the reasons, motivations, for carrying out such an attack. that's what police are looking for, i would surmise, in motivation. >> he was deliberate and determined. he drove 600 miles, from allen, texas, to el paso, texas. he picked this location with some specificity based on the types of customers that would be inthat walmart.
1:11 am
there's an atmosphere of ant anti-rhetoric and white nationalists to act out. there' no, sir ammunition and can hurt hundreds of people in a few seconds, how do we touch this? >> it touches on gun control and immigrati immigration. it is a tragedy, to say the very least. to your point, we believe the suspect came from outside of el paso, to carry out this attack. what does that tell you about the suspect's mindset. >> i can't speak to his mindset, because i don't know. what it tells me is that police officers act very differently, when a suspect is a white male when they look like me. this suspect was taken into

that suspect could be charged with capital murder and a hate crime. one witness tells us what happened in the chaotic scene. >> in mcdonald's, what happened? i'm looking to see what's going on. more people are coming in. and i hear, boom, boom, boom. we run out of the mcdonald's out >> of an emergency door. i saw another lady shot in the head. >> shortly before the shooting, a manifesto was posted online. this was about 20 minutes before the first call to police. it said, quote, i can't wait any longer. >> right now, we have a manifesto, to this individual, that has a nexus to potential hate crime.
1:19 am
that indicates that it has potential of hate crime. don't mean to step on fbi's toes. we're taking this down the road, of a murder investigation, with numerous casualties. and the state of texas will be the lead prosecuting agency in this. >> let's join in with brian levin. he gave up without a shot fired. >> it matches a study that we came out with at the end of july. these kind of acts of white

1:22 am
it's tough. >> it's extremely tough and extremely heartbreaking. what about the investigation? what are authorities telling you? what more do we know about the investigation into him and his motive? >> there isn't much to update. this gentleman -- this murderer, who came from outside of el paso. no one in el paso would have done something like this. the investigations are going through and identifying the bodies.
1:23 am
and they're going through normal forensic work. and the families will be notified. nothing new is happening yet. >> was the shooter -- do you know. was he known to authorities? >> i don't know that. i do not know that. he came from -- i think, allen, texas, where they said he came from. my point is, that just a real tragedy. >> can you describe the scene before the shooting? what would have been happening at walmart on a saturday morning, early august. >> just a normal saturday for people. and this tragedy struck. >> you and others have talked about how tight-knit this
1:24 am
community is. what has been the reaction, since the horrific massacre happened just nine hours ago? >> it's been significant. this is a generous community. it's a community that goes back 350 years. and people don't understand. there's the largest on the u.s./mexico border. there's nothing that can equate with what we have here at el paso-juarez. probably never would have occurred in el paso. >> you must be heartened to see the long lines of donors coming out to donate blood. there's been calls for people to sign up online. what can people do to help the community right now? >> the el paso donation website has set up a website. and continuing to tell people to
1:25 am
donate blood. that's what we need. we are following another breaking news story. this, out of the state of ohio, another mass shooting that took place hours ago. nine people are dead in dayton, ohio. this is after the mass shooting in the city's oregon district, not to be confused with the state of oregon. the shooter was killed and we understand that an official with the miami valley hospital, will receive 16 victims. we'll follow this story and bring you developments as we confirm them here on cnn. anything! at the end of a long day, it's the last thing i want to do. well i switched to swiffer wet jet and its awesome. it's an all-in-one so it's ready to go when i am. the cleaning solution actually breaks down dirt and grime. and the pad absorbs it deep inside.

1:29 am
two mass shootings that happened within the span of 24 hours. welcome to viewers here in the united states and around the world. i'm george howell in atlanta. the breaking news in the state of ohio. just hours ago. nine people are dead in dayton, ohio. this is after a mass shooting that happened in that city's oregon district. not to be confused with the state of oregon. the shooter has already been killed. and miami valley hospital has received 16 victims. we'll continue to track this story and bring you the latest. to el paso, texas, 20 people lost their lives saturday at a walmart supercenter, making this one of the worst mass killings in modern u.s. history.
1:30 am
three of those victims are mexican suspects. authorities say an anti-immigrant manifesto was published online minutes before the shooting started. 26 people were hurt. the injuries are ranging from 25 to 82 years old. two of them have life-threatening injuries. here's a look at how the tragedy unfolded. >> we're following breaking news. gunfire. lots of gunfire, in a crowded shopping center. >> we were going to walmart, as normal. normal morning. >> i came for back-to-school shopping. i needed things for school. >> at first, we didn't think anything of it. it sounded like fireworks. >> he walked in and started shooting at everybody.
1:31 am
>> run. >> i see a whole bunch of kids running around with their parents. i think to pick up as many kids as i can possible. >> i tried to hold to move faster. so, i left her there. and i needed to get out because the shooter was getting closer and closer. >> we have one person in custody, fatalities. >> there's a baby that one guy carried. it was awful. >> this is the most traumatic scene that i've been close the. >> we, as a state, unite in support of the victims. >> there were 20 families that woke up whole with their loved ones. and when the sun sets tonight
1:32 am
here in el paso, they will go to bed without them. >> i want to find my mom. somebody needs to tell me where she is. i want to know if she's dead or alive. politicians are weighing in on what happened in el paso, democrat and republican, including president trump on twitter, saying the event was tragic and an act of cowardice. el paso kacandidate may have played a role in this attack. >> yes, we've had a rise in hate crimes. every one of the last three years. we've had hate crimes every single one. during an administration, who had a president who called
1:33 am
mexicans, rapists and criminals. though, mexicans have committed crimes at a lower rate, he is tried to make us afraid of them. attempting to ban all muslims from this country. the mosque in texas was burned to the ground. the chants we heard in greenville, north carolina, send her back, talking about our fellow american citizens, duly elected to represent their constituents in the congress, happen to be women of color, he is a racist. and he stokes racism in this country. it doesn't just offend our sensibilities. it changes the character of this country. and there's details that we are waiting on. i'm just following the lead that i heard from tell paso police department, that they say there are strong indications that this shooter wrote the manifesto, and this was inspired by his hatred of people in this community.
1:34 am
>> some politicians are demanding changes to america's l laws. pete buttigieg said this was terrorism that was being supported by, quote, weak gun laws. lindsey graham said the massacre was sick and senseless and a sentiment shared by the former vice president, joe biden. here he is. >> i can say without fear of consequences. enough is enough. it's been enough for the past five years. this is a sickness. this is beyond anything that should be tolerated. >> let's talk with jaken, a political aal affairs analyst. good to have you with us. >> good morning. >> obviously, this is just a
1:35 am
terrible situation, we're gol l following breaking, and in el paso, ohio. speaking about what happened in el paso. we heard a moment ago from the democratic presidential candidate, beto o'rourke, pointing to rhetoric, trump, and how it plays into the extremism. >> i think it would be a mistake to look at shootings like this in isolation. the shooter posted a manifesto, referencing, among other things, the bombing and shooting in norway in 2011. these aren't cases. you can't say this is someone who committed a hate crime out of mental illness and expect that mental illness, but
1:36 am
case-by-case approach will stop it. this is a series of events happening within a contagion of far right terrorism. and regardless of whether you think the president's rhetoric, much of it has similar themes to the manifestos, is a direct cause or not. the question is, whether this administration will be willing to activity look into. whether he looks into an investigation to tamp down terrorism. >> to your point, investigators are trying to determine if this online posting is from the alleged shooter. of course, bringing you into speak about the political implications, we want to be careful there, as well. this is a fresh look. families are waking up in the morning without their loved ones. politics be damned, right? it's more about the victims at this point.
1:37 am
carefully walking into this question. this will bring up immigration and gun control. do you see this becoming a major issue in the coming days? >> it didn't help become a major issue. this is one of a series of mass shootings. gun control is half of the problem here. you see a similar state of statements from democratic capped dates. they are largely aligning the law that there should be a benign attacks. those can have some impact on the proliferation of mass shootings. it wouldn't stop it. and those that share a white nationalist philosophy, that are
1:38 am
willing to take lives and nervous about philosophy, adding gun control measures, even if that's feasible, we've seen attempts to be gun control in the past. nothing has come of it. if that is feasible, there's the broader question of ideology. >> you cover stories like this. and we crossed information out of dayton, ohio. nine people dead there. it's about the news and the facts for me. i don't want to put my opinions out in front of it. but it's very difficult to story these one after one and after one. we're covering another one in dayton, do you get a sense that people are feeling frustrated that there's not enough movement on the action of this front.
1:39 am
and do you feel there's political will to do something? >> there could be. "the onion" is posting the same article after every mass shooting. no way to prevent this from happening. i think there is a fatigue. a cynicism that creeps in. as with any major change, things seem impossible until they're not. that seems hard to do the immediate aftermath of a mass shooting or the pair of mass shootings. there has to be a level of faith that something will make a difference. the question is how long that will take and what measures will be taken eventually. what political measures and social measures will be taken to
1:40 am
tamp this down. >> i just think about the people who are waking up in a few hours. you know, the people they would expect to be in that home, in the bed with them or whatever, aren't there. jacob, thanks. we'll be right back after this. sun care is self care. i used to not love wearing an spf just because i felt like it was so oily and greasy and that it was going to clog my pores. but what i love about olay regenerist whip with spf 25 is that it's lightweight, it's barely there. and then i can put makeup on over it if i want or if i'm not working, you know, just roll. it's perfect for me. i'm busy philipps, and i'm fearless to face anything.

the state of oregon. officials are looking into the information around it. the shooter was killed. the fbi is assisting in this investigation. police say the shooter used a long gun. officers were in the area patrolling and were able to come to the scene quickly. at this time, motive is unclear. we'll track the story and bring you developments as we confirm them here. before this in dayton, ohio, there was a shooting in el paso, texas. shootings like these have become too common. 20 people are kedead. 26 are injured. they have a 21-year-old in custody. that triggered panic at the mall. a member of the u.s. army was shopping when it started.
1:45 am
he heard it, he says he launched into action. >> i'm in the military. i hear a gunshot, i just -- i got my license to carry. a little kid run in and says, active footer in walmart. i got my gun out. they closed the foot locker. they were so scared, they lifted the cage. and i ran with them. i went to the parking lot. i made my way out. one of the cops thought i was one of the shooters. i am heading out. i'm shaking. it was a whole bunch of kids. i hope nothing happens to the
1:46 am
kids. >> every day, hundreds of mexicans cross the border into el paso to shop. this walmart was no exception. 3 of 20 people were mexican nationals, according to mexico's president. >> translator: i'm being informed that there's three people that were shot in a mall. my condolences for those americans who lost their lives. for the mexicans who lost their lives, this is an unfortunate situation. i noel paso, texas, and i know it's a peaceful place. >> we'll be right back after this. these folks don't have time to go to the post office they use stamps.com all the services of the post office only cheaper get a 4-week trial plus postage and a digital scale
