the storm is getting stronger and could grow stronger still. that much we know. the two key questions now. where will hurricane dorian hit and what will it do after it does? in for anderson. in a few days we have seen defense attorney go from a tropical storm to a hurricane that could reach category 4 before this is over. with millions of people at risk tonight, those two key questions could mean the world or their lives. we just got new data in from the national hurricane center. let's go to tom in the cnn hurricane headquarters. walk me through the forecast and what does it tell us about the storm now? >> we learned a lot today. in the latest advisory when a pressure drops the storm gets stronger sp winds pick up.

we saw a 20 mill bar drop. i don't want to get scientific. that's the greatest drop of pressure between one advisory since the birth of dorian. las night it was a category 1. expecting to become a 2 and it did. at 11:00 a.m. this morning it became a category 3. we're almost at cat 4 now. increasing winds to 125 miles per hour. that's only 5 miles per hour away from category 4. one way to know this before it occurs, is we have seen radars and a well defined eye. an eye on satellite you know that motor is firing. the white color that was surrounding that core. this is breathing and again that fuel line really soaking up some of the extremely warm water. that will only get water. a different change today we had the hurricane watches for the bahamas. increase in some areas to

warnings. i suspect by tomorrow morning we'll have hurricane watches for the coast of florida. other changes have occurred. and pretty much the track. this important. everybody has been saying is there any hope is there any ray of hope? there is a ray. it's not the entire hope sunshine. shining down. but the models show consistency. rite now still showing a land fall with a category 4. that's catastrophic damage. i want to back up to what is looked like earlier when the we talk about the u.s. model in red. and the european model. both have pros and cons. european sometimes is more reliable. sometimes we make an greemt between the two. two days ago it was in jacksonville. and dropped to the south and shooting akreemt areas in the gulf. and the european model put on the the brakes and we thought what's happening here? when the storm put on the brakes it allows the surrounding environment to decide all right

we have some time. where will we push this thing? here's now the same time period with the u.s. model at 8:00 p.m. tuesday. and south of melbourne. maybe vero beach and the european same time period. 8:00 p.m. tuesday. almost on the same latitude. but offshore. here's the ray of hope. the national hurricane center is issued the new warning. i'll show you the path. let's put the two together in blue is the european. you cannot see the u.s. model because they agree. it's under it. watch what happens when we continue to roll out both of the models. again this is not written in stone. it's the only guidance we have. it's changing day-to-day. and could change again. american model land fall. european model offshore and strays offshore. there's the ray of hope. the trend is east ward. instead of up to the north

across the peninsula into the gulf. let's see what happens when we merge the two and that's what the national hurricane center has done. still land fall at category 4. remember three years ago? matthew. came in and raked a 1 a along the coastline. this however if we get in closer could be a disaster because the population since andrew in 92. is significant on the east coast. if this happens, it's close enough to the water to continue to feed. it continues as a 4 to a 3. stays a hurricane. category 2 to the north. dropping heavy amounts of rain on a ground that is already completely saturated. so again, we'll continue to watch these. they could change. but the ray of hope we have been waiting for maybe the trend will push it further away. matth matthew was record rainfall in the carolinas. >> something to hope for for florida. thank you very much.

for more on the new storm data. let's go to the source. the national hurricane center in miami. deputy director joining us now. this new forecast is what you expected to see? has the storm changes in any way? >> the storm has changed in the last few hours in terms of the intensity. earlier today it reached category 3 status. now it's close to category 4. we increased the wind and advisory. by ten miles per hour. now 125 miles per hour. and as you have been talking about it's not so much the intensity that's in question. it's the track of the hurricane. and we have one model offshore and another on the shoreline. today, yesterday was almost reverse. what we need to do is focus too much on the little details. the important in the long run at this point it's way too soon what the impact will be. for that reason, we're telling people everybody in the state of

florida needs to be prepared particularly in the eastern half. we doept know whether the storm will make the turn on the coast or offshore. everybody has a day, day and a half to complete the preparation. that's what we're advising. >> to be clear you're talking about a possible storm that runs the entire gam met of the east coast. miami up to jacksonville. and maybe a second direct impact in jacksonville. correct? >> here's the forecast track. these are the forecast points oaf the next five days. roughly every 12 to 24 hours. the center forecast come up to the coast and turn just about to the time it gets to the coast. we don't know whether it will be there or barely in land. offshore. those are details with toent know and won't know for another day or maybe day and a half. they're very important at this point without knowing the details with having this

uncertainty. it's important to prepare along the coast. >> talk about the water here. the king tides. extremely high tides coupled with a storm surge. which i understand could be bigger if the storm slows down, yes? >> yes. one thing that's fortunate for the east coast of florida is that storm surge that occurs here isn't as high as it can be in other places and the tides isn't as great. the high tide particularly through multiple cycles will make it worse. we have storm surge with winds blowing on shore perhaps 12 to 24 hours in some places. we don't have the amounts yet in surge yet. storms in the past of this intensity have surge ten feet or higher to the florida east coast. >> thank you so much for being with us. the key message is don't pay as close attention to the track. pay attention to getting yourself ready and prepared if you live on the east coast of

florida. thank you. >> thank you. >> much more on the storm we have been talking about. florida is taking this one seriously. the governor has asked for and received a pledge of federal disaster assistance. to help evacuations run smoothly and people have been boarding up sp stocking up. randi kaye has been seeing it all ta. joining us from a home depot. what's it been like there today? are people doing what they need to do? >> they seem to be. it's been incredibly busy here since tuesday. that's when it started. people have been pouring in trying to get supplies. i spoke to an employee here at this home depot. he said they have done a weeks worth of business today. in just one day. really now it's coming down to the wire for the folks. florida has been through this. they know how to prepare. what they're looking for mainly is pli wood.

let me show you the shelves. they're empty. that's usually plywood stacked up. and if you come over here, to this side. in this aisle this is what's going on. plywood has come in. a truck has delivered it. they're not even bothering to put it up. it goes so fast. these shelves are empty too. and there's the line of folks waiting to get plywood. that's how busy this is. they're looking for tarps, flashlights, propane. generators and batteries. they are out of generators here. not out of the plywood. another thing is have at least three to seven days worth of water. they want one gallon per person for every three days here in the state of florida. tla is ideal. they don't have any water and don't expect to have in this store for another day or so. that's the situation. i went to other big supply

stores trying to get water for the crew. we are preparing for the hurricane and i could get a few bottles. i went at 7:00 a.m. trying to get more. there was a line at this supermarket and most of the water was gone. >> hopefully they'll get more in. for the people you're speaking with are they planning to leave or ride it out? >> you looked at the modeles. it's unclear where the storm is going to hit. people are saying if i live on the coast and go inland, what if it hits inland? they don't know where to go. right now the state is in danger. all 67 counties declared state of emergency. i spoke to neighbors they are riding it out. on a high-rise building. my brother here riding out with his family. most folks getting plywood riding out the storm with their families. we ran into this gentleman also riding out the storm.

is there your plywood? >> yeah. >> you came back for more. or is this is? >> we planned third-degree five days ago. we ran short. so we came by and we're grateful they it. >> you planned in advance. you're going to ride out the storm and be around with your family? you won't leave the state. >> i work as a firefighter. along with my son. we'll both be on duty starting tomorrow. the idea behind it is leave the family secure. we're used to it. we have been doing it a while. >> how many hurricanes have you been through? >> going back to katrina was the worst of it. we road that out. we weren't hit quite as bad. we were further north. >> i should mention there is no evacuation order in place. you have the freedom to ride it out. >> yes. i'm very secure in our home. and everything we have done the preparation. my family will be okay. and i know that we have to go out and do what we have to do to

should do. to take care of individual families. >> some of the decisions on evacuations for the state have been difficult. because of the uncertainty. do you have any plans to evacuate the barrier island section of the beach? >> right now our police and i will join them on tomorrow, are out sharing with residents on the island. encouraging them if such evacuation mandate comes forward to heed the warning and accept it. of course we do not know. we have to wait for greater clarity. at that time we will get out and try and encourage residents to take the advice. >> as of now hospitals are planning to stay open. is there any feeling that could change in emergency services will they respond to calls during the storm? >> the plan is never to respond during storm. once it gets over a certain wind threshold. so we encourage folks to hunker

she said to reporters behind closed doors. cnn's kaitlyn collins has that. i want to start off quickly with the storm and what the president had to say about it he's going to do a briefing at the fema headquarters he said he's not worried about his own officials. following cnn reporting saying that a lot of people who will be surrounding the president and shepherding him through this storm are going through officials not confirmed in their positions. for one, the fema administrator is an acting person it was person nominated hasn't been confirmed and of course his dhs secretary has not been confirmed either. the other thing he's not worried about is mar-a-lago. the president said based on the

briefings he's received is in the direct path of whenter storm is projected to go right now. he said he's not worried about anything. he said it is going to be fine. he's more concerned that state of florida. >> he was asked about the sudden resignation of his personal stand. what did he have to say about that? >> she's not this household name. her departure was pretty abrupt and send shock waves throughout the west wing. the president had said he had spoken with her following the off the record dinner she had where white house officials say she shared intimate information about the president. >> i guess she said she was very down. and she said she was drinking a little bit. and she was with reporters and everything she said was off the record.

that still doesn't really cover for it. mentioned a couple things about my children. she's a very good person and i thought she did a good job. >> the president was asked about what was reportedly critical statements the president had made about tiffany trump and whether or not he had said those things. he denied it. he praised his youngest daughter. when i asked him had she actually been fired, the language had been that she had made this abrupt departure. the president said he didn't want to say fired or not. he said the decision after learning what she said about his children was automatic for him. >> fired. which is understandable in this case. can you explain her role? >> her office is right outside the oval office. she is extremely close to him. one of very few staffers who sits that close and watches who goes in and out of the oval office every day. she also has access to sensitive

be themselves around you once the trust is broken, you can't get it back. the second i heard about it. there's no way this person can be anywhere in the white house. it's just such a lapse in judgment. >> again, what she said was true or not. it is not something she could repeat. and scott, the president has lost a lot of the people that he's been with over time. at the white house. he's not surrounded by as many of the people that he trusts. what's the impact of that? >> yeah. a lot of coming and going. to some people who worked in the white house are now on the campaign. i'm sure he's still interacting with them in that capacity. in these positions where there are personal interactions, folks who have impact on your day to day life. you have to break in that relationship a little bit.

build up the trust. and it doesn't happen overnight. when you're the president, and you've got 100 meetings and phone calls and you're digts i think the president made the right call and i feel for him here. this isn't the moment in your presidency when you want to be breaking in a new personal aide. as the reporting. this is the person who would connect all the president's calls with congressional leaders. set the appointments. i mean, this person made his life easier it will take time on collect that trust family is an awkward thing. every president has to deal with it. the president has hired some of his family. that's a whole different thing. but family can be awkward. >> children in march.

town in texas. there is no border wall on or near her three acres yet. when you heard this report and the white house doesn't deny it, they say president trump was joking when he was talking about pardoning people who started construction of the wall without following the legal regulations, environmental regulations. do you believe he could have been joking? >> why would he be joking? they are willing to break every law there is out there. >> she believes the president's words mean her property where she's lived for almost two decades could be taken by the government at any time for construction of a barrier. >> i cannot convey how angry i am. >> i'm standing right on the international border line adjacent to her property. this is the rio grande, doesn't look like it. because portions of it are dry this time of year. so it looks like it would be very easy to cross from mexico into the united states right now. but it's far from any major

population centers. in 20 years, how many people have you seen crossing? >> absolutely zero in this i trip sensors all the time here and other places along the river and border patrol will magically appear in the middle of nowhere. i'm tripping sensors. the technology works. they don't need a wall. >> she says she was told this year by a border patrol supervisor that a wall was quote going to happen on they are property and throughout this area. after she heard that, she painted this on her roof and now the president's pardon comment has made her scared that her life may be about to change forever. the international border of the rio grande is 200 yards to the left but you've been told by a chief in this area it will happen and it could go through your land. they will seek to buy it or take it or put it to the north of your land, putting you in the

middle of no man's land, the wall would be there but the international would be there. could you live between two down countries? >> i would not leave. i can't leave. >> she's been worried about this possibility throughout the entire trump presidency. >> i don't think there is a day that's gone by since this started that i am not in tears at one point or another over all this. >> now that concern reached a much higher level. >> they will have to drag me off of here. i'm not leaving willingly. there is just no way. i can't leave my home. >> gary tuchman, cnn, texas. one congressman who hears a great deal about these concerns and represents the district where that woman lives is texas democrat henry. what do you say to the constituents that might be afraid the president will take their land without going through the legal channels? >> i'm concerned that the

president is even saying things like don't worry, if you get it done, even violate the law, i will pardon you. whether he said that joking around or whatever way he said it, that's wrong. we have to respect private property rights. we have to respect private property rights. there are some of my constituents that owned land along the rio grande for so many generations and for the president to come in and say that he's going to take land is just the wrong way. if you look at this, if the president gets all of the fencing he wants to get, all of the fencing in the state of texas for the first time in american history, we will have a president that will cede over 1.1 million acres and that is wrong. >> have you seen any evidence at this point that the

administration has started doing this to go around the eminent domain process? has it started happening yet in your district? >> well, you know, we're looking at that. today i'm in the southern part of my district and i've been hearing from folks they are starting to do surveys and get into properties to do the surveys. again, i don't know. this is something that we are going to investigate but the problem is, the president and administration have to respect the law. there is a thing called eminent domain you have to go through the courts and you have to respect the law. >> if they start going around the eminent domain process, what will you do? how will you help your constituents fight? >> certainly, two things. i mean, certainly i will be talking to the secretary of homeland kevin. he's a good man and i know that he will do everything to respect the law, talk to the local border patrol chiefs to make

sure they understand the members of congress are watching and we don't want them to circumvent the law, and of course, appropriations is another way. the problem is by the time we do appropriations, which could be by the end of the year in december, if there is any damage that could be done, that will be something. >> the reporting you mentioned from earlier this week that the president offered to pardon any official that might break the law and make sure a large portion of the wall is built. the white house says the president was joking but do you believe officials would actually do it? break the law for the president? >> you know, even joking around you shouldn't say that. the people that i know, the border patrol folks, chiefs that i know in the laredo sector, rio grande section down in this area, they are good men. they are good men that are trying to do their job. i don't think they would do that. and certainly i will make sure

that we work together, that we follow the law but the men and women that i know that are serving down here, i know they are not going to do that. >> some of your colleagues say if the stories are true it constitutes an abuse of power by the president. is this something you think should be investigated? >> i mean, certainly. i mean, i think there are committees that will be looking into this, and again, we don't know, you know, he said it was a joke but again, you can't say that because there has been too many actions that after one and another that president keeps doing, if he jokes around we'll think it's true. i hope the president just understands that he's not joking around. you can't make fun of people that have had lands for generations so we got to respect those private property rights of those individuals. >> congressman, thank you for joining us.

the concerns about that plus once in a year high tides are raising concerns about all of the low lying areas in and around miami which are already prone to flooding. congresswoman donna served as the president of the university of miami and joins me now. congresswoman, thank you for being with us. the fact this could make landfall during a king tide, how concerned are you to the degree that could magnify the storm's impact? >> very concerned. already miami beach is flooding. we've already seen the initial effect of king tides which of course are the highest of the highest tides. so we're very concerned and we're preparing for the worst. >> how are you preparing? >> well, we're doing everything we can both the mayor of miami-dade county and the

governor have already issued warnings in the community and everybody is gassing up. they're boarding up their houses, they're putting their shutters in place. they're getting seven days of food and water because that's our estimate. this is going to go on for awhile from every evidence we have. it's not just going to be one hit. it's going to go on for two or three days. >> as of now, any evacuation orders planned? >> none so far. just preparations for everyone to stay in their own homes at the moment. i would not be surprised. i'll be at the operation center tomorrow to talk to the mayor and see where we'll go from there. we're not very precise where it will hit. we do know that it will have a huge effect in miami-dade

county, in south florida, and all the way up the coast. everyone has to be prepared. floridians, we know how to prepare. and that's exactly what we're doing. >> we just got word in people can see on the screen, we just got word there will be a mandatory evacuation order in some parts of brevard county. starting sunday. some communities in florida are beginning to make that decision. despite what the president said, it's a local decision. evacuation orders are made at the local level, not the federal level. the storm has been difficult to predict which is why i know some of these local officials are waiting. just to be clear about the flooding, it doesn't have to be a direct hit on miami or miami-dade for there to be flooding. it's inevitable there will be serious flooding in these areas you know about, correct? >> there will be serious flooding and we've already had that experience.

now being ordered for part of brevard county. from the barrier islands. also being told to evacuate, people in mobile homes or manufactured housing and those with medical special needs. again, dorian was just upgraded to a category four hurricane. let's go right back to tom sater. give us the latest on that. >> not a big surprise, john. at the top of the hour, i mentioned at the 8:00 p.m. advisory that we saw the greatest drop in pressure from any advisory to the next. a 20 millibar drop. when that pressure drops significantly, it takes a while for the winds to pick up. it's getting stronger. yesterday at this hour, it was a category one. in a 24-hour period, we have now jumped from a category one hurricane to a category four. this is amazing. could it get to a five? yes, it can, and most likely

will now. when you look at a well-defined eye like this, we're still over 500 miles away from let's say the coast of florida, we've got a lot more warmer water to contend with. we go from the mid 80s to the upper 80s, and that's significant. when you look at this track, i want to point this out. here we are, currently at a category four. notice how it goes to three, then back to four. this is going to be a new track in two hours. what they're showing us here is the older track, but what is currently. at about 11:00 p.m., we're going to get a new track from the national hurricane center and it's going to be interesting to see. are we going to see a five moving into the area? a couple things to just recap this 8:00 p.m. advisory. what does this tell us? first and foremost, all of florida is still in that cone of uncertainty. as this storm continues to build, those strong winds, hurricane winds and tropical storm-force winds, it will

continue to expand. it will not only look wider. the winds will be wider and stronger. everyone is still involved here. the other thing to look at is when we get in closer, we're looking at a slow process of heavy, heavy, heavy rainfall. saturated ground. it's like trying to pour water into an empty bucket. now this bucket is full and we're going to dump a dump truck on it. and we have a possibility of it sliding off the coast and heading towards the east. he's the definition of category four, catastrophic damage will occur. well built frame homes can sustain damage. power could be out for weeks or months and most of the area will be uninhabitable for weeks. >> tom sater, thank you very much for joining us. stay with cnn, special coverage
