doctor, is there anything specific that you guys prepared that was super beneficial in the position of a doctor? >> these things don't just happen. you have to prepare. so everything from who comes in to where family members go to how to keep ourselves safe, how to prevent wrong messages going out to the media, how to keep the calm and do this in a calm situation, this doesn't happen by accident. i encourage every community to do this. this is not an urban community here, but this happened here. and this can happen anywhere across america. and i think what i personally took from this is a team here in west texas in the deserts of west texas was maximumly prepared at this trauma center to take care of everyone. and i don't think this is beyond us. anyone can do this. please be prepared. >> thank you. >> thank you very much. >> i got one more.

i do have the information on the family center is located at, a set-up at ector county annex building on 1010 east 8th street. and that's for the family center, the reunification center there, okay? any other questions before we wrap this up? >> how many doctors were called in? >> several. we called in -- >> a lot. >> so we had our basic emergency department crew and on top of that, we have backup emergency department crew, but often you have to figure out the bottlenecks in your system, and this came from our preparation. the bottleneck may not be the emergency room. it may be the operating room, the anesthesiologists. so we prepared this in advance. everybody was called in from extra nurses, extra techs, extra, you know, custodians. they may save more lives than anybody by preventing infection. so this is a team effort and we were prepared for this and the whole team was called in.

>> you are live in the "cnn newsroom." i'm ana cabrera in new york. we are just listening into the latest update on the conditions and the situation at the medical center where they are treating now a dozen patients. they initially had 13, we learned, in that last update, that at least another person has since died. so here we are, a late summer saturday evening and another american city is reeling from a mass shooting, in the same state, texas, that saw a mass shooting just weeks ago. at least five people are dead. another 21 are injured in odessa after police say a white man in his mid-30s opened fire after a traffic stop. and this is what followed. >> there's a shooting going on in odessa, texas. oh, god, they're shooting right there. oh, he hit the barrier! the cop just hit the barrier! get down! get down! get down! >> down! down! down! >> stand still. he's shooting him!

he's shooting him! oh, he killed him! he killed him! >> they're shooting. >> we're watching the shooting happen. >> oh, he's shooting him up. he hit the barrier. >> that was at the end of what was a scary afternoon in midland and odessa, texas. now, that hospital update we just got moments ago, we learned 7 of the 13 victims they received are in critical condition. we now know the detailed timeline of how the shooting unfolded in odessa, according to police. the situation started around 3:17 afternoon central time when a trooper attempted to stop a gold honda. when he stopped the car, he was shot by the vehicle's occupant. and according to police, that vehicle continued westbound into the city of odessa and the suspect then shot another individual. that was at i-20 in the east loop. police say he then drove on the east loop to east 42nd street, where there were more, multiple victims. at some point, police say the

suspect stole a mail truck, dichd his c ditched his car and shot more people. he then went back on 42nd towards synergy. synergy is that movie theater complex where he was confronted by various law enforcement uf officers, gunfire was exchanged and ultimately the shooter was killed. joining us now is cnn crime and justice correspondent, shimon prokupecz and cnn national security analyst, juliette kayy kayyem. juliette, police say this whole episode started when the suspect shot the officer who executed a traffic stop. when you heard that detail, what did you think? >> so, this is, i think, just a key detail right now, because what we don't know -- i mean, when they say they stopped him for a traffic stop, was the violation happening at that moment? so the state trooper pulled him over? was there a pre-existing warrant? we're not quite sure the details of why the pullover happened. what we do know is that the trooper was alone.

and the trooper was armed. so i know a lot of people say, well, we just need to arm more people. the trooper was presumably armed and the assailant gets away. so to me, that's the key issue. did they know who this guy was? were there sort of warrants or other things existing around the shooter? and then, of course, the uniqueness of this. i will say, is often when someone is pulled aside, they want to get away, they may shoot at a police officer. we don't generally see what happened afterwards. that this continuing shooting, this going after the public. this is just very unique, very scary. and so this may be a combination of different kinds of incidents that we've seen in the past. we just need to figure out who this guy is. i want to say one other thing. the issue about guns is key right now. and the reason why is because what we saw today was a shooter going after people in cars. so it's almost impossible to tell people in cars, pull over, you know, hide, or whatever

else. so other active shooting cases, you know, people will say, oh, we just have to make schools safer, we just have to make movie theaters safer, we just have to fortify more things. and i think unless we get to the core issue of, you and i and shimon yet again on another saturday night are looking at a mass death event in the united states because of guns. no amount of fortifying is going to solve this problem. and today is a perfect example. >> we don't know a lot right now, especially about the shooter. we know he is in his mid-30s, a white male, no other identifying characteristics. certainly don't have an idea about the motive at this point. shimon, what do we know about the investigation, who all is involved and what they'll be working on? >> so it appears right now the local authorities, midland police, odessa police, the texas rangers, they're some of the top-notch investigators in texas, probably in the country, also. so they're involved in this. they would be heavily involved in this. and the fbi is assisting, as

well, the atf, and also postal inspectors. these are the officers, the law enforcement agency within the postal services. they're involved, because the mail truck was hijacked. so they're involved, as well. so you have a lot offings as, you have local sheriffs that are involved in all of this. and, you know, you can tell the police know who they're dealing with. they have identified the shooter, they haven't publicly identified him, but they certainly know who he is. and the big question is going to be that car stop. was this all -- was that all part of the plan, was there a plan to ambush a police officer? this does happen, obviously, in this country. it's happened quite often. was this part of the plan? ambush this officer and then go on this rampage and shooter other people. that's the big thing. where was this person going? why did this person have the weapon? that's going to be a big part of -- and was there something else going on here. we just -- we don't know enough yet about this shooter.

but, you know, such a hard night, i think, for so many people again there in texas having to deal with this. in listening to the doctor from this hospital, just how they have to prepare for this. no matter where you live. a small community, a big hospital, a small hospital. just to hear him say, everyone needs to prepare for this moment. almost as if you're preparing to enter a war zone. he described his training in war zones and how that helped him and put this team together to treat all the injured. and we heard about a 17-month-old that was injured, shot here. airlifted out of that hospital into a children's hospital. difficult days ahead for people who are will be reeling from this yet again. and now the question will be what could have been done to prevent this wof, obviously, ane politics of gun rights. >> when we're continuing to see presidential candidates for 2020 continuing to come out and

saying action needs to be taken. >> we heard the doctor say they trained for situations like this, they had strong teamwork, and because they had prepared for something they hoped that never happened, that they were able to really act effectively and we heard, you know, one of those officials say, quote, we saved 12 people today. and yet, one of the victims is under 2 years old. we don't know what kind of weapon was used, exactly, but this person had a ton of ammo, apparently, to be able to have such a number of fatalities and a number of victims involved here with at least five people being killed. what kind of person would they be dealing with or do you have any sense. >> you've seen a shift, i think, based just on reality, that it's almost impossible to stop this kind of gun violence. and so what you've seen in the

sort of homeland security apparatus is what we call sort of right of boom planning in other words. you have to assume that the bad thing will happen until we are able to manage this gun violence. and so you see a lot of preparation from small hospitals to large metropolitan hospitals on what do you do in that moment, how do you surge resources, how do you get the personnel in, how do you protect them, and the most importantly thing i say too often on this is family unification, that's most important in any crisis. you have to get the family members notified. they need to know what's going on. you have to get them with the patients, if they are able. so you saw that sort of choreographed response and it's -- it's sophisticated because of this need for us to prepare, because these incidents that are happening too much. we just simply can't stop them enough. and so then to your second part about motivation, we just don't know yet. we know his identity. we know he's a white 30-year-old

male. that tells us very little about specific motivation and whether he had a record or he's radicalized in some ways or there's some ideology behind it. all we know is that he had some weapon that was able to wreak serious violence across a period of time while he's driving. that's not a handgun, in my experience, or in my professional judgment, that is something much faster. >> and shimon, here we have another community that was terrorized. the fear that so many people in that area had to feel, knowing that somebody was out shooting, not knowing where he was, where that person was going, if there was more than one shooter for a long time this afternoon. those minutes must have felt like hours for people in that community. we spoke to the one man who we showed the video, who was at the scene where all of this ended. and you could hear how traumatic it was for him. >> yeah, that's the thing also that certainly has struck me through this.

and all of these that we cover, it's always about the people who witness this, the victims and the trauma that they go through and the moments hearing this gunfire, they don't know where it's coming from, they're running for their lives, thinking they're going to get shot, they're going to get killed. and we saw that and heard that from the guy who took the video that you played. when you heard all of those guns, the gunshots, the other thing is the gacars. you could see the way some of the cars were parked, that had bullet holes in them. people were trying to escape, their cars were turned around, i'm sure there were people that were trying to escape the gunfire and trying to drive out of there. there you can see bullet holes. and that's got to be one scary moment for so many of these people who were just driving on this road going shopping, going -- it's a holiday weekend. and you're seeing so many cars there riddled with bullets. so you can only imagine. and just for this community, it's going to be a tough few days. you have this 2-year-old, under

more now on the shooting in west texas that has left five people dead and at least 21 injured. so many details remain unknown at this hour and investigators have much work ahead, but here is one moment from a very chaotic day in texas. mike barrett is a friend of one of the shooting victims. let's listen. >> you know, he found me dead laying on the floor of february the 18th and if it wasn't for him doing cpr on me, i would have died. but he saved my life. and i want god to do the same thing. please help save his life. and everybody pray for him. his name is coy edge. he's been here for -- his whole

life, you know? it's just unreal it's happened in our town. all i know is they were on their way home, him and his wife, and he got shot. it went through the door of the car and shot him right in his side. and my shop foreman is in there right now and he said his wife was just covered in blood, but he had made it to the hospital still talking and breathing. he was way out there at mission dorado, in that area, you know, when it happened, i guess. just dropped to my knees and put my head on the floor and i started praying like you wouldn't believe. saying, you know, this can't happen to him. he saved my life. i'd trade my life any day for his. first thing that went through my mind, i couldn't believe it, you know? and he told me again and i still, what? and the third time is when i just fell to my knees, you know, because it's just unreal.

and alex, that witness joins us now by phone. alex, intense to watch that video, to hear you. walk us through what you saw starting with made you begin reportin recording. >> well, we had arrived about five minutes before the shooting had begun and the police were heading up towards the hospital, which was next to the movie theater. the next thing you know, i hear a pop. so i put the camera to where the theater's at and i see a bunch of gunfire going off. and i could see the officer walking up to the mail van and discharging his weapon into it and i believe that is when the shooter was killed. >> wow. what was going through your mind? >> a very surreal moment. i never thought it would happen in my life. >> i imagine you're pretty shaken up still, now. >> a little bit, yeah. >> yeah, did you happen to get a

look at this man who was the shooter? >> no, i did not. >> and what was the situation like around you? you talk about the mail van and the person who was shooting, who was eventually killed. were there a lot of people in the vicinity? was this man opening fire and shooting all over the place? help me understand what was happening. >> so when he had arrived about five minutes before the shooting had begun, i had no clue the shooter was even there. there was just police everywhere and there was a bunch of people behind the theater in the field walking and the next thing you know, this gunfire is going off. so it just all happened so quickly. it was a lot to take in. >> is it clear whether the gunman was able to harm people at the theater before police encountered him? >> when we had arrived five minutes earlier, it was just police everywhere, so, not that i'm aware of. >> and where are you now and what can you see?

>> so i'm outside of odessa mall and there are many police around it and it looks like they're evacuating the building, it looks like. there's many people running out of it, earlier, and i see police parked outside of dillards right now. >> have you had a chance to speak to any law enforcement officials? i would imagine they might be interested in speaking to you as a witness. >> i have not had a chance to speak to them. >> what is your plan now? >> i don't know. >> i so appreciate you taking this time to talk with us, given officials are saying they can't rule out another shooter being out there, possibly, they're telling people to be extra cautious, and to stay indoors, off the streets until they have more additional information, so i wanted to pass that along to

we are back with the breaking news out of odessa, texas, where five people are dead and another 21 injured after police say a white man in his mid-30s opened fire following a traffic stop. they say they then cornered the suspect in the parking lot of a local movie theater and that's where he was shot and killed. joining us now is cnn crime and justice correspondent, shimon prokupecz. shimon, you just got new information. >> this is coming from the texas department of public safety, updating us. we've been asking all night questions about the car stop right there. there's this car stop with police, where the suspect, is gunman opens fire on them. well, now police putting out new key pieces of information, information first they tell us that he was armed with a rifle. and that that rifle was with him in the car. police pull him over, and as they're getting out of their

vehicle, the two troopers in that vehicle, as they're getting out, the police say the suspect's car is still driving. it's slowly moving. and this driver, the suspect turns his rife through the back window and starts firing at these two officers, hitting one of them. they say it's a male driver, so the shooter here is a male. he was the only occupant in the vehicle. that he pointed a rifle toward the rear window of his car and fired several shots towards the police officers and then they say that one of them was hit by the gunfire, and then he fled the scene and continued shooting innocent people, including a midland police officer and an odessa police officer. so key facts here. we now know he was armed with a rifle and we have more information about what transpired in that traffic stop. however, we don't know why those troopers decided to stop him. there could be a reason as to

why they're withholding that information. but there's nothing to indicate that they were looking for him, that he was wanted for something, at least not right now. so was this a regular traffic stop that turned into this situation, into this rampage? it appears so. what else was going on here? did they stop something? did they intercept him? was he off to do something far worse and did they stumble on him, pull him over, and interrupt his plans? that's something you have to think that law enforcement is asking. >> let's ask law enforcement. jonathan wackro, now given these additional details, what does the new information tell you? >> shimon's right. we don't know what the catalyst was for the actual traffic stop. was there some sort of precipitating event that had occurred prior to, whether it was a traffic infraction or something else that caused the dps officers to gauge with this suspect and actually make the vehicle stop. what we do know is that clearly

intent of this individual was not to engage with law enforcement at that time. i look at key indicators here in that reporting is that the car never came to that complete stop. that it wasn't put into park and it kept rolling away. that's a key indicator to me that this individual was going to -- had the intent to flee. then, you know, firing upon the officers makes this a real dangerous situation. >> police are no doubt trying to figure out the motivation of this shooter, and because he's dead, maybe we'll never learn, but what sort of factors will they be looking at? >> well, listen, now that we are really transitioning into the investigative phase, they're going to look at -- try to answer that question why. what was the motivate? as you said, the shooter's dead, we can't interview him. so what can duo? we can look back, look at social media. law enforcement is going to start engaging in a process by

which the investigative process, launching and executing search warrants on the vehicle, the shooter's residence, try to acquire as much data points as possible. search social media. see if there's any type of ideology that this individual was potentially connected to. did he have a fascination with violence? all of those things they're going to look at. and what they're going to try to see is, was there some type of grievance? the national threat assessment center by the secret service has looked backwards at different data points from mass shootings that have indicated that in more than half of these shooting incidents, the shooter was motivated by some sort of grievance. whether it was a workplace violence or domestic dispute. some sort of grievance had caused the shooter to engage in this activity. but also, something that, you know, law enforcement does know is that in more than 75% of cases of active shooters, there was some sort of communication made prior to that was really a red flag or a warning made to

others of this type of violent behavior. listen, ana, at the end of the day, it's not normal behavior for someone to shoot and kill others. this is a behavioral continuum process that we have to look back at. and we have to look back at, you know, where did we miss red flags of this individual, understanding that he could take this type of violent act? >> at some point, to the other detail that i thought was really interesting is, remember, initially, there was a concern there were two shooters, from two different vehicles. and now the latest update was that they believe that this one gunman ditched his initial car that they had pulled him over in and then hijacked a mail truck and the shooter was in that mail truck when the officers and him exchanged fire in that cinema parking lot. and where he was killed if but what do you make of it that he was able to ditch his car and

then he hijacked a mail truck? >> he was definitely motivated not to engage with law enforcement, and that is typical. what we see is mass shooters do not want to engage with law enforcement. they want to engage with, you know, the active, you know, destruction and killing. so this is, again, following a very similar pattern. i want goes back to very early on, right when we first started reporting on this, we heard about the chaos. shimon was talking about how law enforcement and the community, there was just this sense of chaos. it's fully understandable in the infancy of these incidents. because reportings are coming in from moments in time. they're not piecing together everything. now, hindsight, we understand why we could have understand that there were two shooters, because we're seeing shooting coming from a mail truck, we're seeing shooting coming from another vehicle. but that just points to the challenge that law enforcement has addressing these active shooter situations.

>> and jonathan, still no all-clear, though. we heard earlier, a few hours ago, in fact, from one of the official on scene saying, you know, since this individual was killed, there have been no new victims, but he could not say with 100% certainty that there wasn't still a threat out there. does it seem like it's taking them a long time to do the all-clear or is this what you would expect? >> listen, in these type of instances, ana, why rush it? we need to look at this very stam ical syst syst systematically. we don't know if there were other members supporting this shooter. so there's a lot that's still unknown. so for law enforcement to not give the all-clear, that's okay right now. the community is safe, but let law enforcement do their job.

you know, the fbi is on scene. other federal resources working with state and local police. i mean, they will give the all-clear when it is safe to do so. >> i also just want to make one point. the fact that this shooter had his rifle ready in the vehicle, in such a way, i think is very strange and is going to be an important part of this investigation. was it out there laying on his seat, because you would assume that it was. it wasn't that he needed to take it out of a box or do something with it, but it seems, at least right now, from reading this, that he was ready. i don't know, it seems a little difficult to be able to keep r your car moving. then you have to turn around. maybe it's not. and then you start firing from the back window. and really for these officers, they had no chance to defend themselves. he just fired on them as they were coming out of their car, doing one of the most dangerous part of police work, traffic stops, car stops. coming out of their car and he just opened fire on them and striking one of them. and then he just goes off.

let's talk about hurricane dorian. already, category 4, but it's flirting with category 5, and it's still days away from making landfall in the u.s. right now, the bahamas are in the line of fire. they could be in for a long siege. it's possible this massive, powerful storm could just park right on top of them for an entire day, maybe even more. then what happens? cnn's chad myers joins us again from the severe weather center. chad, i know we won't get another update from the national weather service until around 11:00 eastern, so that's a little more than an hour from now, but it's clear, this storm is barely moving right now. what does that mean? >> well, even at 7:00 or 8:00 miles per hour, it's still getting new water to deal with.

when it finally stops or gets very close to stopping over the bahamas, grand bahama island, that's when it's going to sit there and churn and mix up the water. and then it's going to cool it down, because this water is only 60 or 70 feet deep. it's not that -- it's very warm, but eventually, it will use it up. and when that water cools down, there is a potential for this storm to lose some power. right now, not losing anything. 150 miles per hour. it just keeps right on going, turning to the west now at about 8 miles per hour. just an unbelievable eye. this would be a beautiful storm in any other ocean. give it to me any place elsewhere there's not land around, and i would be marveling at this storm. 167-mile-per-hour wind gusts. that is category 5. but that's a gust. you have to get over 157 sustained to get to that category 5 hurricane. and we know they're not quite there yet, because these airplanes are actually sending out these little parachutes.

kind of like an upsidedown weather balloon. you know how weather balloons go up? these go down. they drop them out of the airplane at 10,000 feet. they hit the surface of the ocean, and we know how fast they're going because of what they're doing across the ocean, how many miles per hour they're doing, what the pressure is, is the storm going up or down? so we really need these guys out there. and i bet that that airplane there at 167-mile-per-hour wind gusts had a real bumpy ride. so i'm glad we don't have to fly around those. we will fly back and forth and back and forth, but that's their job and we appreciate them for what they do, certainly. tropical storm watches in effect from vero beach to boca, sebastian inlet down to deerfield beach, but that's the only watch or warning in the u.s., because the storm does take a right-hand turn, at least, we hope it does. because if it doesn't and this storm sits over parts of the u.s. rather than over the ocean, all of a sudden we're in trouble. here is tomorrow afternoon, we're probably going to see wind gusts around 114 and likely higher than that.

anywhere around freeport, nassau, the bahamas, probably going see 100 miles per hour. but it not only stays there for a couple of hours, it stays there for a day. think about your house being battered by wind for 120 miles per hour for 24 hours. you lose one shingle, then another, then another, then the roof, and then something else. that's what the deal will be for the people in the bahamas. 50 miles per hour in charleston. this is only one model and this could change significantly even tonight. we'll have another model run come in around 2:00 a.m. but wilmington picking up gusts with this model to 91-mile-per-hour. but that's not until thursday. this is another week ahead we have to worry about this storm going on up the east coast. turning left, turning right. ana, this has been one of the worst models i can imagine, i've seen in a very long time. model run after model run, changing minds left, right, left, right. the european model, it has been consistent, at least, for the last five runs. taking it to the bahamas, stopping it, and turning it to the north and moving it away. we'll see.

mass shooting in texas. first, a traffic stop, then a hail of gunfire from a moving vehicle. and earlier, i spoke with former fbi deputy director and cnn contributor, andrew mccabe. he talked about where the investigation goes next. >> each time you have one of these incredibly tragic incidents, you have the opportunity to mine it for all the intelligence you possibly can. and some of that and a focus on understanding what that person's progress or trajectory was leading up to the violent event. so we're constantly trying to figure out, are there signs or signals that people exhibit as they are moving down this path to radicalization or extremism and their thoughts and beliefs that ultimately lead to violence. so this will be one more opportunity to build out that entire timeline, that picture,

that rich picture of this person's background and what they were saying, what they were thinking, what they were writing, what they were doing in the lead up to this event. and they will use that knowledge to try to be predictive in the way that we view potential future events. i think one one of the things we've seen since the last two mass shoots is a lot more forward-leaning law enforcement activity. you're seeing people around the country being arrested after exhibiting extremist or violent tendencies, people who are collecting firearms or explosive materials, things of that nature. there is no question that law enforcement is taking those sorts of threats and that sort of intelligence very seriously right now. which is a very good thing. >> and we're seeing a lot of politicians reacting right now. again, let me read you the tweet from president trump. "just briefed by attorney general barr about the shootings in texas. fbi and law enforcement is fully engaged. more to follow." a couple of tweets from the texas members of the 2020 race.

beto o'rourke saying "our hearts are with midland, odessa, and everyone in texas and west texas who has to endure this again. more information is forthcoming but here's what we know. we need to end this epidemic." and also from julian castro, the former hud secretary, former mayor of san antonio. he writes, "heartbreaking news out of odessa and midland, texas as police search for an active shooter at large. monitor safety alerts and safety protocols." that was obviously a little bit earlier. you know, congress will be back in session here in the coming week. gun control was front and center of course, expected to begin debate when they get back. presidential candidates are offering, you know, their policies to reduce gun violence. i spoke with castro just last hour. if they asked you whether there's anything that can stem from this tragedy and other mass shootings, what would you tell them? >> i'd tell them there is no single thing that we can do to guarantee that we won't see

we continue to follow the breaking news out of texas where five people are dead, another 21 injured after police say a white man in his mid 30s opened fire following a traffic stop. police say they then cornered this shooter in the parking lot of a local movie theater and shot and killed him. our affiliate kosa talked to an eyewitness. >> i looked to the left, saw a gold sedan or tan sedan, ar-15 barrel sticking out, firing, and just about that same time at

florida quoefcoast. as we speak it's a category 4 hurricane powering across the atlantic. but first tonight, yet again another mass shooting in america. it happened this time in west texas. a state still grieving four weeks to the day after the mass shooting in el paso, texas that left 22 dead. this time it happened in the odessa, midland area of west texas. lots of questions still remain after a dramatic series of events starting at just after 3:00 p.m. local time this afternoon that left at least five victims dead as well as the shooter. 21 people are hurt including police officers and a child under 2 years old. the authorities are still piecing together what happened. this is what we know so far. the rampage began shortly before 3:30 p.m. local time when a trooper tried to stop a gold honda. once the car was pulled over, the driver opened fire. he then took off, heading into odessa, on the way shooting a

second person. as he drove, he gunned down more victims. at one point the shooter ditches his car and steals a u.s. postal service mail truck. then the shooter heads toward a movie theater, which is then where law enforcement catches up. there's a shootout and the gunman dies, bringing an end to the rampage. but of course not the terror being felt today by the community. >> are there any current active shooters going on at this time? >> we have -- we've had calls, which is to be expected. because obviously our citizens are a little jumpy after this. which is also to be expected. but once this individual was taken out of the picture, there have been no more victims. >> now, cnn's polo sandoval has been following this story for us for the last several hours. polo, bring us up to speed, if you will, on the latest. >> reporter: your timeline laid out how it went down. let me fill you in on how it all started. investigators are telling me that this figure of five dead and 21 injured, it all actually

started as a traffic violation. that's according to information i received from the texas department of public safety. they're telling me that two of their state troopers were on interstate 20 near the midland, odessa area when they tried pulling over a lone male occupant of a vehicle. and as that car was slowing to a stop investigators are telling me that male driver grabbed a rifle and then pointed it at his rear window and opened fire, hitting one of the two state troopers, and then he fled. at one point he then opens fire on innocent bystanders and eventually wounds an odessa police officer and a midland officer as well. we heard in the last hour from officials at the medical center health system, which treated some of those patients. the quick breakdown that i have for you, alex, they took in or at least treated 13 people. out of those 13 one of them died and 10 of them remain hospitalized. two have already been released. as for those three officers who were wounded today, we are told that they are in serious but

stable condition. we are told they are expected to pull through. that is perhaps some positive neuse news that is obviously desperately needed right now in west texas. alex? >> polo-s there anything more we know about the young victims? there was one i understand who was under 2 years old. >> yeah, under 2 years old. actually one of those that are still being treated at that hospital, ten individuals. but the hospital not going into great detail about who they are, obviously not identifying them for privacy reasons. but we do know that that young child under the age of 2, possibly just a year old, is one of those ten people. in fact, that child was life-flighted to a texas -- rather that a dallas-area hospital. but again, these are really the stories that we begin to hear not long after those shots and fired. and it's important also to point out this shooting is happening exactly one month after shots rang out just west of odessa, texas in the city of el paso when that crazed gunman opened

fire, shooting and killing several people at an area walmart. alex? >> in a situation like this we focus so often immediately on the shooter and the possible mossive and we have to remember these are real lives at stake, real people, and that we have to remember the victims as well. and polo sandoval, we know you will stay on top of that in the coming hours. thank you. now, one hospitl treating victims of this shooting says that 7 ever 13 patients it received are in critical condition. a short time ago doctors at that facility in odessa spoke with reporters. one emergency room physician said he learned on his combat experience in iraq how to get through an emergency situation and respond in a situation like today. >> myself personally, i'm an iraq war veteran. i served 12 years in the military and served in the second battle of fallujah and baghdad. this is something that unfortunately i'm very experienced at, mass casualty situations.

and this is what led us to form the preparation process, with hundreds and hundreds of people that you are not seeing here that are very intricately involved in a situation like this. as far as for the public out there the message for them, think what they can do to help, you know, we always say thoughts and prayers. that's great. but go out there. take a vls class. learn how to stop bleeding. go out there and practice safety. don't text and drive. don't do things where you put yourself and others in danger. and this is something that we can do as a nation. >> all right. well, as those doctors there in odessa are trying to save the lives of those in the hospital, the fbi as well as texas rangers, local police, even the u.s. postal service are all working together in the wake of this shooting spree. but of course they do not have a suspect to question since the gunman died in that shootout.

for more i'm joined now by cnn crime and justice reporter shimon prokupecz and cnn national security analyst juliette kayyem. guys, i would say that it's good to see you but i'm losing count of how many times we've been on together after horrific incidents like this one. so shimon, i want to go to you first. let's start with the beginning. we laid out the timeline there. polo helped us fill it in a little bit. this shooting started with a traffic stop. texas authorities were fired upon by the suspect. is there any indication of why he was stopped in the first place? >> yeah, that is a key piece of information that interestingly enough police did not put in the statement that they released. they did not indicate why the officers were stopping him. all they said was that it was a traffic stop. even like -- they had no -- this is what's really i think, alex, important. these officers had no way to essentially defend themselves. as they were getting out of

their vehicle the suspect's car is still moving. he was still moving. and somehow he managed to point his rifle to the back window and he just started firing at these officers. unable to defend themselves. one of them was shot. but other than that really those facts, the fact he had a rifle and how this shooting, just initial shooting transpired, police did not much else. they didn't tell us why police stopped him. they haven't identified him. and you have to wonder, and certainly if you're law enforcement you have to wonder did police by chance stop him from doing something far worse? was this shooter on his way to do something else? the police stopped him. he freaked and perhaps opened fire on them. it's also interesting because the weapon, his rifle, it doesn't seem like it was in a box, locked. if seems if you listen to the way police describe it here, this happened fairly quickly. so he had this weapon there right there next to him and he

was able to get his hands on it and use it fairly quickly to gun these officers down. >> juliette, tell me what you read into those details that shimon laid out there. the fact this was instigated by a traffic stop. the fact that he did have such easy access to the weapon. can any of that tell us about whether this was premeditated or not? >> right. so and i agree with shimon, that's -- this is like the key question right now. and as the hours pass and we don't have answers it just -- it makes it seem like maybe the story is more complicated than the random pullover, the guy panics, he has a gun, he shoots the police officers. i think needs to that, in most of these cases where someone is trying to evade law enforcement and they shoot at law enforcement if they're pulled over, you don't see this crime spree, this gun spree after. you don't see someone doing what we saw happen today. so it raises the important questions which we're just raising at this stage, which is did he have a previous warrant? did they think he was someone who was going to do something

worse? how come we don't know his name yet? this is now a couple hours since he's been dead. so awful those issues are ones that as someone who's been in this field a long time i'm looking at to think the our may not just be the guy pulls over, he panics, he shots some cops and then decides spontaneously to shoot at 30 people and kill five of them. that's just the key point right now. i guess the second is one that's just important to mention, which is of course this was not a handgun, it was a rifle. the ability to shoot people, that many people, while he's driving, it just raises questions about the through line of all these massacres the three of us have been talking about all summer long, and that through line is of course the ownership and the types of guns that are owned right now and the fact that the police officers were armed. sought question of whether we need to arm more people i think just has to be put to rest just from a factual, numerical basis

at this stage. this is texas again. this is not a state that's for want of gun ownership. >> shimon, to juliette's point, when you look at the factor -- we don't know specific age right now. we don't know the person's identity or name. but we know that the federal authorities are involved. when you compare this to other incidents like this, other mass shootings, are you surprised at the lack of information? how does this compare? >> no, i'm not surprised at the lack of information. i think this -- they started fairly early. putting out information. but it has suddenly gone very quiet. they came out early. i think the odessa police department did a fantastic job in putting out the information. they tried to get it out there as quickly as possible. but it is interesting, to juliette's point that we are now several hours into, this we haven't had a press conference from police in several hours. the texas department of public security did put out some new

information about the rifle and how that traffic stop unfolded. but other than that we have not had any other information from authorities. so there could be something else here that they're working on, that they're trying to confirm before release iing. this isn't your typical mass shooting. many times what we've covered is someone walks into a location and opens fire, killing dozens of people as we saw in el paso. we've seen it in dayton. this was very different. this was a car stop. this guy goes on a shooting spree. so it is a little different. but i think to juliette's point it is interesting that we have not gotten more information from authorities. >> and i'm not insinuating that they're holding any information back. >> i'm not either. >> a lot of times it's much easier to put information out. nell paso they very quickly, for example, found that manifesto. and presumably they are going through this individual's car of course, electronics. home if they've been able to locate ha. but juliette, when you put aside

the politics of this and you look at just the past month. i was talking to you four saturdays ago about el paso. and then a couple of hours after we got off the air dayton happened. so when you have a space of shootings like this, which we've seen, do local and federal lou enforcement do anything different in terms of a heig heightened state of alert or anything like that? >> it's a great question. of course we have the big issue which i'm not shy about. we have guns that kill too many people quickly. in other words, the capacity to shoot this many people quickly is the focus we should have in terms of gun control. mental state, motivation. he those are important. i get it. if you just look at the through line, what's the commonality here, and i think what you're starting to see and you saw that in the press conferences coming out of the hospital is this recognition that in absence of controlling the gun violence we have to get better on response. we call this in homeland

security a boom preparation. in other words, just assume the bad thing will happen. that's why you're seeing hospitals hospitals, you're seeing the kind of response we're seeing throughout in terms of today the measure of success at this point is not whether people died but whether fewer people die because of the activities and the response we're seeing by law enforcement and public health officials. >> yeah. and i think it's really worth noting that there are now -- tomorrow is september 1st. there are new gun laws going into effect in texas making it easier for people to carry guns in place like schools and churches. is there any evidence that looser gun laws result in fewer communities? >> no. because if that were the case america would be the safest country in the world. in other words, this idea that if you have more guns fewer bad things happen is -- our data proves otherwise when you compare us to other countries. and i want to say something really important here because after each of these incidents we have this discussion about okay,

we have to fortify schools and arm the teach sxwreers and we h protect shopping malls and walmart and we need cameras and all this stuff. i've been in this field for two decades now. you can come up with every scenario in which you fortress every building, every school, and then you have a guy with a rifle driving down an interstate highway shooting at people. this idea we're going to ignore guns and the capacity to kill people quickly as part of a homeland security discussion is sort of undermined by the data at this stage and it's just important we remember that. it's not political. it is simply i'm looking at the numbers and i'm looking at the commonality and unless you talk about the ability to kill lots of people very quickly you are missing the point here. >> all right, guys, we've got to leave it there. juliette kayyem, thank you so much for joining us just now in the last few hours.

welcome back. we are following two breaking stories. first, the mass shooting in texas that left at least five people dead. and then the path of hurricane dorian. the category 4 storm is currently bearing down on the bahamas where residents are being told to expect "life-threatening storm surges and devastating winds within the next 36 hours." meanwhile, in florida a tropical storm watch is already in effect for the coastline. cnn meteorologist karen maginnis joins me now. karen, the path of this hurricane has been highly unpredictable. what are the latest models showing? >> yes. and it looks like it's not good news across the bahamas. by the way, alex, we'll be receiving another update coming from the national hurricane center in just about 40 minutes or so. so we'll have the very latest information for you regarding that and we anticipate that the news is not going to be good

again, meaning it looks like dorian could be an even more severe or intense hurricane than we've already seen with winds at 150 miles per hour. but we'll be getting that update for you, the latest information at the top of the hour. as it continues to move toward the west at 8 miles an hour. that's bad news because it's moving fairly slowly. yesterday it was chugging along at just about 10 miles an hour. the slower this moves the greater the impact. and for the bahamas this means there will be catastrophic damage. category 4 hurricane as it chugs across the bahamas. already the hurricane hunters are right now investigating what's going on with dorian. and there was a report of a 167-mile-per-hour wind gust. that was just for ten seconds. they need it for longer than that. but the estimates are that this could really be intensifying across this area and could linger into the northern bahamas maybe for the better part of a day, perhaps even longer than that. what we're anticipating, winds

across the bahamas into grand bahama, eluthera, abaco, great abaco, some of the smaller islands, wind gusts perhaps well above 100 miles per hour. and then the computer models as they have done so often over the last few days, then as they begin to push in across the florida strait will it turn into the florida peninsula where so many millions of people have made tremendous preparations for the onslaught of hurricane dorian or will it continue to trek through the gulf stream and head toward the coastal carolinas, perhaps georgia? maybe the outer banks of north carolina. but this is what we're looking as we go into tuesday, those wind gusts start to pick up along coastal sections of florida and the rainfall will be accumulating across this region. but look at charleston. as we head on in toward wednesday. 50-mile-an-hour winds expected there. savannah, 36.

he. we are back with the breaking news of a mass shooting in odessa, texas. it all began earlier today with a traffic stop when police say that a white man in his mid 30s opened fire, shooting the trooper that stopped him. he then drove away and kept on shooting with a rifle. here is some really remarkable video shot by an eyewitness showing what happened next. >> there's a shooting going on in odessa, texas. oh, god, they're shooting right there. they hit the barrier! the cop just hit the barrier. get down, get down, get down. >> get down, get down, get down! >> stand still. he's shooting them. he's shooting them.

oh, he killed him. he killed him. >> there's actually shooting happening. >> he's shooting them up. he hit the barrier. >> the popping you hear there of course from the gunfight between the shooter and presumably the local authorities. on the phone with me now is the man who shot that video, alex woods. alex, thanks so much for joining me tonight. i know it's been an incredibly stressful and dramatic day for you. that was some really incredible video you that got there. tell me what happened. we've seen the video, but what unfolded in front of you that you can remember? >> we had arrived about five minutes before the shooting took place, and there was police everywhere. there was a whole line of people behind the movie theater. they were blocking the roads. and people were just walking away from the building. everything looked relatively under control. and then all of a sudden you could hear the popping sounds.

you know, gunshot. and i turned to camera 2 towards the movie theater and you see the cop ramming into the mail van, which was the shooter's vehicle. and then ramming into the barrier. and the cop jumped out of the vehicle and discharged his weapon into the driver's side. and the shooting stopped from there. and not in the video but later it appears to be through a flash grenade into the back of the van i would assume to make sure there was no further threat. >> what, alex, made you stop to record this? you heard the popping. you heard the shooting. and yet you kept on filming. >> i thought just get the whole thing on camera. it was such a surreal moment. i didn't even know what was going on. i just kept the camera rolling.

it's hard to explain what was going through my mind. it was just so chaotic. >> can you describe the area, the scene that we're looking at now in your video? >> it's a lot of field out there. there's some apartments and there's a hospital in the area. it's relatively open. and this movie theater is always crowded. people are always there. so as you can imagine, it was very chaotic when the shooting began. they were all just standing around in line behind the theater. and when the shooting began, some of them ran, some of them were taking cover. it was just a very chaotic scene. a lot of screaming and people running. >> were you aware ahead of time what had been happening or was it only when you started hearing the gunshots you that knew that something was wrong? >> i had no clue what was happening. when we arrived we were just

waiting. and like i said earlier, about five minutes later the gunfire was going off and that's when i realized it was a shootout. and then later in i was hearing reports that it was the shooter who was driving from different parts of the town shooting. it was just a chaotic moment really to be honest. >> alex, are you from odessa? >> no, i'm from vero beach, florida. i'm in odessa for work. >> were you at any point afraid for your own safety? >> no. more so for my parents and my siblings that were in the vehicle. >> and after that shooting in el paso earlier this month, you know, just you as an american citiz citizen, we've had this spate of shootings, and then you witness

and what the motivation of the shooter was in texas, we are getting political reactions to the news out of midland, odessa today. up first texas senator ted cruz. he tweeted "heidi and i are heartbroken by this heinous attack and we are lifting up in prayer all the victims, their families and the entire midland, odessa community. we are thankful for the law enforcement officers who heroically risked their lives and acted swiftly to stop the shooter and save others. their courage helped prevent even more senseless deaths and we honor their tireless commitment to protecting us all. we texans are standing together tonight united against all forms of hatred and violence." then there's vice president mike pence, who reacted to the shooting on his way to poland for diplomatic meetings. take a listen. >> our hearts go out to all the victims, families of loved ones that lose their lives. we commend law enforcement in odessa for their swift and

courageous response. but at the president's direction we deployed the full resources of the federal government and they're on site. the president spoke to the attorney general. the fbi is already assisting local law enforcement in the investigation going forward. >> and then there are the democrats running for president. 2020 candidate and former san antonio mayor julianeweulian ca offered his condolences to the victims but also called for action. >> today in midland and odessa we saw another horrific shooting in our nation. our hearts are heavy for the victims of today's shooting and for their families. we're thinking about them. we're praying for them. and more than thoughts and prayers, we know we have to act to prevent gun violence. three weeks ago in el paso we saw one more instance of a gunman who caused such pain and

sickened and angry. weeks after the horror in el paso another community in texas has been terrorized by gun violence. enough. we must end this epidemic." tonight the community of midland-odessa is reeling of course from this mass shooting. and then tomorrow multiple new gun laws are going into effect in texas. this is a state that has experienced two mass shootings in under a month. the new laws will ease gun restrictions in the state, everything from allowing residents to legally carry guns in places of worship to letting some foster homes to store firearms. they will also loosen restrictions about carrying firearms around schools. the national rifle association has said that the new measures are protecting your second amendment rights. cnn's polo sandoval joins me again now. polo, you've been looking at these new laws going into effect tomorrow. >> alex, it's just the latest in many different components of gun reform that we have seen in texas here.

but of course some critics will argue that it might not be in the most -- at least in the ideal direction here. especially given the fact that texas has now become the scene of at least four of the ten deasliest mass shootings in recent history. and i'll break down a few more of these regulations or these laws that will kick into effect tomorrow, the day after the latest mass shooting in the state of texas. one of them will essentially allow people who do not have a license to possess that firearm to carry that firearm as long as they are either evacuating to or from a designated local or state disaster zone like floodings or a situation that can result from a hurricane here. but again, that is as long as those weapons were legally purchased. another one cannot limit the number of marshals or at least school personnel who can actually carry firearms on school premises. another one of the laws that's expected to kick into effect tomorrow, that is that homeowners will not be -- at

least landlords can no longer restrict the landlord's ability to possess those firearms in their homes. so basically they can keep those firearms any way that they can. but finally, licensed gun owners will now have the ability to carry their firearms into a place of worship. that would come approximately two years after the sullivan springs shooting that ended the lives of 26 people. there's no wave knowing whether or not these kinds of laws would become a factor in any potential shooting. however, it certainly would be part of the conversation not only after el paso but after today too. >> and polo, there -- texas is an open carry state. and i understand that there are over a million licensed licensed gun owners in texas. explain what that means. what is an open carry state? >> that's something that's fairly recent here in the last few years. it has now allowed people who have a license to carry a weapon

. we are back with more of our special ongoing coverage of two major stories. the mass shooting in odessa, texas this evening that left at least five people dead as well as 21 wounded. the shooter was also killed. meanwhile, hurricane dorian is barreling toward the bahamas and is creating all sorts of new uncertainty over where it might hit along the southeastern u.s. coast. to answer that question we have cnn meteorologist karen maginnis live in the cnn severe weather center. karen, you were saying earlier this is a slow-moving storm that has a lot of people wondering how and when they will be impacted. >> well, for the bahamas it is the more immediate danger with the potential for catastrophic damage. i can't emphasize that enough. we have another update from the national hurricane center that's going to be available here in less than about 12 or 13 minutes.

it will be at the tocchet hour. stay right here and i'll bring you the very latest information. want to show you the spaghetti models. this is what we anticipate. it looks like dorian will essentially stall or move very slowly across the bahamas. this is the catastrophic part of this category 4 hurricane. a strong category 4. and then the computer models have it slowly moving toward the west. and then what happens? they're in fair agreement that for the most part this is just going to ride the southeast coast of the united states. does it bounce into the coast of florida? right now only a couple of the models are suggesting that. but this is going tone counter this, being dorian, is going toto encounter the gulf stream. the gum stream is that river of current that rides right up along the coast of the united states. when it encounters that, it has a lot of warm water associated with it. the longer this hovers across the bahamas there's going to be upwelling. so that water backs cooler.

. welcome back to cnn newsroom. we have more of our breaking coverage of today's mass shooting in west texas. here's what we know so far tonight. police are saying that a white male in his 30s opened fire on two troopers during a traffic stop this afternoon. he then fled in his vehicle. texas officials say he was armed

with a rifle. he killed at least five people and injured 21 others, including a police officer and a child under 2 years old. the gunman was then killed after exchanging gunfire with police in a movie theater parking lot. for more i'm joined by reporter shim shimon. charles, the gunman pulled out a rifle during a traffic stop and his vehicle didn't even come to a full stop. so what should we read into that situation in terms of what the shooter might have had planned? >> well, i don't know how much you can really read into it. i'm sure the police are following up on a lot of leads. i heard it mentioned earlier that he may have been on his way to do something even far worse, but we just don't know the answer to that or why the traffic stop took place. it could have been a traffic violation, maybe they had some

information about that car. i don't know if we even know whether or not that's his car, was it a stolen car? we just don't know the answer to any of that. but clearly he had killing on his mind. i mean, he was stopped by police. rar rather than do what normal people do, he starts firing at them. he goes from there to shooting randomly at other people and even carjacking a mail truck. so it's really difficult to figure out exactly what he had on his mind, but i'm sure law enforcement right now is going through everything to figure out exactly who this person is and what they had planned. >> shimon, to that point, you and i have been talking about the information we have, the information we don't have. obviously in situations like this in the hours that follow, there's a million questions. but to charles' point, what are the authorities doing right now? we know they are federal authorities involved as well

>> right. so what they would be doing now is going back. they need to go back in time and build out a time line for what he was doing today, who he was communicating with the past week, the past month, to see if there were any signs that something like this was going to happen. they'll go to family members, friends, they'll go through his phone in the vehicle, they would also try to build out where he traveled, pull toll records if that exists, maybe his easy pass, cell sites, they'll see if his cell phone was pinging, where it was pinging, and try to build out a time line of where he's been, what he's done. what we have learned, we learned a bit more that this appeared to be a routine traffic violation for the reason why police were stopping him. and he gave them no time to react. immediately as the police got out of their vehicle, he opened

fire on them through the back window of his car. so that's going to be a very key fact for law enforcement to dig into and figure out was this something he was planning? why did he react the way he reacted when police pulled him over. that's the number one question right now that we will want skpans certainly law enforcement wants answered. >> in terms of that law enforcement reaction, we did see obviously the shooter drive off in his car, eventually switching to a usps vehicle, eventually getting cornered by law enforcement at this movie theater, shot and killed. what do you make now that we have a fuller sense of how it plays out, what do you make of the law enforcement response? >> well, i mean, it looks to me like law enforcement response was pretty good. i mean, they took this guy out probably as quickly as they could. these things unfold very rapidly. you have to get enough units on the scene in order to be able to track this guy down.

he changed cars, so now you're not looking for a gold honda, you're looking for a mail truck. but the bottom line is they were able to bring this to an end. unfortunately, a lot of people were killed, and a lot of people were injured. as they start to go through this, though, they'll really start to kind of pull this whole thing apart because this is unusual. usually with mass shootings, at least the ones we've experienced so far, they've been in buildings or maybe in, you know, bars or on the street. but not in a moving vehicle like this. so i think he got caught short. he might have been going somewhere else. police intercepted him and the whole plan had to change. but he had killing on his mind, and that's what he wanted to do. unfortunately he was able to do it. >> shimon, there are -- the fbi gets thousands and thousands of phone calls in terms of tips. in the last week they said that

the number has jumped significantly. i keep it was like 70%. i know you talked to our sources in the fbi all the time. what are they saying in terms of the calls coming in and how helpful that is in terms of being able to act on those tips from members of the general public? >> it's very helpful and they want those tips to continue to come in. i think what we're seeing from the fbi and local law enforcement as a result of the shootings we had, certainly recently since the el paso shooting, that law enforcement is reacting much quicker to these. if they can arrest people sooner, they will arrest them. now they won't wait. there are instances where law enforcement like to build out these cases and they watch someone for some time. we're seeing a shift now and they're reacting much quicker. no doubt they'll look through the databases that the fbi has to see if they received tips about this shooter. they know him, they know his name, i should say. they know what to look for.
