ji injured other 21 others. police have not released the gunman's name. he is a white male in his 30s. he was stopped during a traffic stop. and he didn't have that vehicle. >> the situation started about 3:15 roomer, attempted to stop a gold honda. when the hps trooper got the occupant shot, he was shot by the occupant of the car. apparent apparently, the subject drove on her east room to 47 streets where there's multiple scenes and multiple victims.

at one point, he stole a truck, ditched his car and went back on that. the local an man wept nt to a ll law enforcement activity. >> he says gunned out in played judgment, i will be traveling with that battle. here's what this couple had to say. >> oh, my, good, he's fixing to slt. >> are you shooting at that man right there? i don't know. i can't see. >> look at the map here.

you can understand why nerves are so raw. this is happening in midland and odessa, texas, less than 300 miles per hour when killing several people do. the grandmother was in the car when she heard the shots, shot she went into action. >> i got confused. did she backfire? i thought it was rule of a car backfiring. >> you're okay.

>> i looked over my shoulder. the gold car was picked up. he was there. and he had a large gun. and it was buoyanti ipointing a moment. i couldn't thinking. i started to honk my horn and we got a little ahead of him, for whatever reason, the guys in front of us parted a little while. i aggressively made my way away from the gold car. and right when i did that, i heard three more shots. and the thing is, if i had not looked over any shoulder, i wouldn't have seen it or

reacted. at the moment, i was running for my life. and we were trying to process what this guy did out, and we found it was a random shooter, we got really lucky today. we havele a great deal of confusion and so people randomly becoming violence. this is four weeks after the shooting in match. >> any loss like this is heartbreaking. in addition to the great loss and the threat to police

take a look at this. you see the cluster right here. southwestern edge is looking ragged of the hurricane. who is freeport all the way to the mainland in the east coast of florida, in the vicinity of west palm beach. it's 100 miles. it will take a couple of days to get through the bahamas. will it make landfall? we don't know. i wish we could say one way or the other. what is landfall? that means half of the eye is on shore. you will see some of the tropical bands. you'll see a rip current.

you'll see bands of heavy showers. going to see the winds pick up here. not a good time for boaters or people on vacation. not everybody can see 100-force winds. and then, you spread out. remember matthew? matthew was a category one when it was languishing here along coastal north carolina. this was three years ago. it was devastating. nichols of south carolina. i'm glad that floridians have heeded along the warning. i hope you have heeded the advice in the bahamas.

this is breaking news. >> we're following breaking news this morning. one on dorian and another in texas. i'm george howell in the cnn center in atlanta. we start in texas where police say they have identified the gunman, who fired at random from his car while speeding on the interstate and highway. 5 people were killed and 21 others were injured. here's how the shooting played out. after state troopers pulled over in a gold honda. the driver opened fire and sped away and continued to shoot at other vehicle. >> just driving around, a normal day. and i hear gunshots. at least ten shots. and i got one on my door and one went through, rick sochetted through my wrest.

i'm thankful that both shots missed me. that's all i got to say. >> at one point, he ditched his car and stole a mail truck. the fbi has sent resources to midland/odessa, texas. a law enforcement official tells cnn, those resources, include forensic examiners. cnn contributor andrew mccabe has this to say. each time you have one of these incidents, you have an opportunity to mine it for all of the intelligence you can. and some of that is understanding what that person's

progress for trajectory was leading up to the event. are there signs or signals that people exhibit as they are moving down this path toward radicalism or extremism. this will be one more doesn't to build out that entire timeline, that picture, that rich picture of this person's background and what they were saying, what they were writing, trying to act about this event. i think one of the things we've seen since the last two mass landings, is forward activity. you see people being arrested after exhibiting or violent

materials. there's no question that law enforcement is taking those threats and that intelligence very seriously right now. there's no single thing we can do to guarantee that we won't see another mass shooting in this country. we can do many things, like acurrent of when we're trying to do the best we can, under a weight of an enormous burden of firearm sales. there's no doubt that in my mind, the current system could be strengthens and more effective and efficient. that will take legislation. whether or not congress has the stomach and the political will to do that, we'll have to see. earlier, annika cabrera

spoke to julio castro. every conversation in the united states, shows it is far pastime for gun control. what we need to know, is number one, we don't know the details. extremism has been in el paso and charleston and other polices. we needs to give your department of justice, homeland security and sdi, if tools they need, before it turns into violence. secondly, we need common safe legislation. the ar-15, as been the weapon of

choice of many of the shooters. those are weapons of war and don't allow in the lengths. we also would raise the excise tax and use 10% to 20%, and use in garner to give him every year, to invest in programs and local communities. he knows what he has to do. who will have the ability to do it? this is a governor that championed and signed legislation, that takes effect tomorrow. eight new pieces of legislation, that will make it easier to

carry weapons in texas. this time of reckoning has come. people of different groupeds are saying, do something, do something, do something. >> as you argue on gun control, i'll quote from you. it's able to have gun control and law enforcement, at the same place. >> the answer is not more guns. think about what happened in el paso three weeks ago. you had a shooter that drove ten hours to el paso. knowing he will go in a walmart that had 2,000 do 3,000 state of texases.

he knew he was going into a situation where many people were armed and ready. that didn't stop him. it made a single difference. >> and the texas gun laws take e convict on sunday, september 1st. handgun owners can carrying weapons in schools or purchased. both the weapon and ammunition must be out of plain sight. and landlord cannot dismiss us for having one on our property. here's what he had to say. >> anybody who hears the sound of my voice, you need to whereas p on to your loved ones and pray

for this town and all of the families and victims involved. this is a scary incident. nobody is kaguaranteed for tomorrow. now, turning to the other major story we're following. this storm is category at 5 storm. it's forecast to stall over the bahamas for 24 hours, up to 15 feet, which is high letter. there's no clear idea of when or many will make landfall.

this hour in hong kong, protesters are blocking a route to the airport. they will break up a disbursal operation. we're monitoring for any of that. these demonstrations are some of the worst violence in hong kong's 3-month-long protests. there was chaos between police and demonstrators. police used batons and teargas

to disburse the crowds. 51 people were arrested. 40 people in one station alone. will ripley is in hong kong. i saw what you dealt with the other day. tell us about the situation now. >> we knew today, george, protesters planned to do something at the airport. there was a conjunction of anybody airporting at the airplane, that the clouds wouldn't be that farr. we're now at the closest train station to the airport where plo testers are open here. public transportation to the airport has been suspended. the bridge is backlogged with

traffic. what the protests have essentially done is even though inside the airport, getting calm, two and fro from the airport is nearly impossible. i'd still be stuck on the road. we've taken the train to thisation. aerowe're going to attempt to walk at the airport. what does that mean for flights in and out, we don't know. after a number of confrontations with police, there was teargas launched by the officers and bricks and petrol bombs hurled by the protesters. even though the numbers aren't will young people or experienced
