welcome to our viewers watching in the united states and around the world. thank you for joining us. at this hour we are watching this the bahamas are being deaf stated by the strongest storm ever. hurricane dorian has been pummelling the islands for more than 24 hours now. it's packing category 4 winds and storm surge over 20 feet in some places. but dorian is movement is slow. as it just sits over the bahamas. you can see from the images. we know residents are hit over and over again. now the prime minister of the bahamas says at least five are

dead. he's calling it a historic tragedy. take a listen. >> the initial reports is that the devastation is unprecedented. and extensive. they are deeply worrying. the images and videos we are seeing are heartbreaking. many homes, businesses, and other buildings have been completely or partially destroyed. >> meanwhile in florida. millions of people have been ordered to evacuate. officials say dorian will move dangerously close. at least 2,700 flights into, out of and within the u.s. have been cancelled so far. we're covering the story from all angles. in florida along the states east coast. nick is further north.

in melbourne. ivan is with me in the studio. it's very slow. it is stuck over the bahamas. and that's the problem. >> it was always going to be catastrophic. category 5 hurricane. they don't get stronger than that. it has parked itself right north of grand bahamas and sitting there. it's not going to move for another ten hours. i want to show you the loops here. incredible. 130 miles per hour wind. just set this up as far as what the update is. this is the latest. 160 miles per hour gusts. look at this. it's still hovering just to the north of free port. in the bahamas. i want to show you this loop. a 36 hour loop. the thing just wobbles and wobbles and wobbles but really doesn't go anywhere. the reason for that, hurricanes don't steer themselves. they depend on winds and the currents and right now we are in

what could be described the dull drum. and it's not going to change until we get to tomorrow and we'll begin to see dorian finally leaving at least and beginning that parallel trek across the eastern side of florida. we'll have to watch that closely. we're not out of the woods. outer bands continue to come in across west palm beach. stewart. certainly nothing as severe. nothing that causes significant damage. setting the stage. very humid and the showers gusty wind. those are hurricane lurking. there it is. what's happening over the next few days. it will parallel the coast. we have the warnings in effect. watch as watches in effect from jacksonville into the carolinas. tuesday 8:00 p.m. finally beginning to move and it does move to the north. not the west. that means it will be east of port st. lucy into tuesday 8:00 p.m.

notice it will take it another 24 hours to get east of jacksonville and eventually that curve. which still puts in play a potential land fall for the carolinas that would be coming up ob thursday. as this parallels the coast i'm not concerned about catastrophic wind damage. the water has nowhere to go. we'll have likely storm surge issues and four to seven feet. watching that closely from jupiter. fort pierce and daytona. stewart will be in op that. as far as the potential. and significant rainfall. as far as a direct land fall hit we have been talking about that becoming less and less of a possibility for florida. unfortunately more of a possibility for the carolinas. >> we know -- the people in the bahamas pummelled for 36 hours no end in sight.

category 4, 5 conditions. >> the scope of that will not be known. for quite sometime. you get the pralanes up. there will be areas completely wiped out. it's horrible to say. that's what a cat 5 does. and parked on top of them. >> we'll check in with you. >> we talk about the bahamas. the island so far has been getting the worst of dorian. cnn is there. in the resort town of free port. patrick. >> it has been hours and hours of hurricane dorian battering the island. where i am. and only now are we seeing the worst weather conditions. i can't tell you what an extraordinary weather event this is to have a hurricane as powerful as dorian stall out over islands. that are as low lying as where i am now. in the last few hours we have seen people come here searching

for refuge. a one woman broke her hip and had to be carried in. other people sharing a car because the cars are under water. people have been watching throughout the day. the water in their homes rise and as the night was going down they realize it was not safe to stay in the homes. and came here. it's not a shelter. they came here because it was close. they were soaked. we went down and gaf them towels and water. they'll spen the night here because they have nowhere else to go. that is the scene all across the island tonight. everyone is in the dark. there's no power. the wind is still howling. there are times when it sound like a jet engine. roaring next to your head. the storm surge remains a major concern. there was a prediction it could raise to as much as 20 feet. that is putting much of the island under water. despite the fact the bahamas has

received such punishing wind, such a battering from the storm. there's no relief in sight. >> thanks so much for the report. now as dorian sits over the bahamas. the next few hours are crucial in telling us where it will go. in stewart, florida. explain where you are. it's make or break in the coming hours for the coastline. >> that's right. we're talking about game of miles here. good morning to you. the coast about a mile to my east. every 30, 45 minutes we are getting walloped by a heavy rain shower. outer bands. strong winds. the energy transferred from the powerful hurricane still centered by the way about 100 miles to the east. bridging that energy to the coastline. and we feel the impact here. we have seen the latest national hurricane center update. as of 11:00 p.m. the storm weakened slightly.

one thing i want viewers to understand that with these weakening hurricanes, still a powerful dangerous hurricane. with a weakening hurricane the actual wind field expands. even though we have a storm that stays offshore the impacts will be felt. especially along the immediate coastline of florida, georgia and carolinas. here in martin county where i am, stewart is located. there are temporary shelters set up. they are closed down. no longer accepting residents here because the tropical storm force winds set in and it's too dangerous to accept residents moving about. the cause ways the bridges that connect the barrier island@mainland the peninsula. those are closed down because of the strong wind. the immediate threat is going forward as the hurricane makes closest approach within the next 24 hours we're expecting five inches or 120 millimeters of rainfall. flash flooding.

storm surge is a potential. especially along the susceptible areas for flooding. three to seven feet. one and a half to two meters of the potential storm surge. that will cause coastal erosion for the communities. reporting lye from stewart, florida. >> thanks. we'll check in. let's go nick. live this hour in melbourne, florida. hi to you. you heard a sense of the preparation taking place where he is. what's it like where you are? >> we're not quite seeing the rain that dereck is seeing. not the serious conditions yet. they're on the way. right now no rain. what we have noticed in the last hour or so is the wind is picking up. behind me is the cause way that connects this part of melbourne to the beach. and atlantic beach where we spent the day yesterday. what really stood out in the conversation with residents are

the attitudes the various levels of seriousness people are taking this storm. this track changed so much. we have been out here for a week. we thought land fall was going to be sunday and monday. the track changed showing it would not make a direct impact on florida. people started letting their guard down and dismissed a serious impact. mandatory evacuations went into effect. at 1:00 p.m. yesterday. most of the residents said they were going to stick it out. what stood out in the time here driving around this community, really the lack of preparation. some people have been taking it seriously. many of the businesses that we saw going up and down the maybe roads hadn't taken precautions of boarding up. as late as yesterday morning. more people have started to board up and plywood and shutters. the attitudes toward the storm are since it won't hit directly, many people will stick it out.

bahamas. it's still a serious serious storm. the people came together as they always do. it's a wonderful community. they kale together as family. when we were in home depot saturday we saw people not rushing after the plywood and trying fo get the last generator. they were asking neighbors if they needed help. what can we do it help you get boarded up? going to the neighbor and making sure they were all set and ready fo go. it's a family atmosphere here. we're very well prepared for the worst. we thank god it looks like we won't get the worst. we're ready for it and we have been preparing for many days. we hope it doesn't come. we're ready if it does. >> great news. it's times like this that show the strength of the community. what are you can tell us about the shelters. are people being welcomed? some are full where he is. what's the situation? >> for sure. we do have several shelters

open. people are still being welcomed. we're half way between melbourne and stewart. the two interviews you had prior. we're welcoming people in. those who are needing to evacuate. they're welcomed in. we hope that those in the low lying areas the flood prone areas and the manufactured home communities will take heed and go to the areas. we are under mandatory evacuation. we hope that most of the folks in the area that are affected by the evacuation take heed and move on. >> the invitation is out. you have beds. people need to know that. at times like this, we always concerned about the most vulnerable. which are folks in hospital, elderly. moms who have just given birth. what's the situation the back up generators and electricity. hospitals. >> it's great you ask.

the hospital was evacuated. so we have taken those who are affected and moved them to a hospital that won't be as affected. that's a serious situation. that started yesterday. that process. moving folks into a different hospital. we take this very seriously. really along the coast. we're professionals at this. we have been doing this many years. this is a very bad storm. we're ready for it. hospitals are evacuated or the folks that moved into a hospital that can handle them and of course the we want people to be safe. the most important thing is we have no lsz of life. no loss of life. this doesn't look as bad as originally anticipated. it maybe. it's still stalled. we're not sure where it will go. our staff has done an out standing job and really protecting the city. the responsibility of the folks

you're watching cnn. hurricane dorian is barely moving as you can see from the images. it's been pounding the northern bahamas for 24 hours now. we know at least five deaths have been rortded. meanwhile in the u.s. mandatory evacuations are under way in four states. the storm is weakening but still very strong. we have an update on the death toll. also from the devastating fire on a dive boat off the coast of southern california. eight people died we know 26 passengers are still unaccounted for. near the scene where there are so many questions about what went wrong. >> reporter: tonight, the desperate search for survivors after a 75 foot dive boat caught fire off santa cruz island.

the 34 passengers wrs below deck in an area used for sleeping. all five of the crew members on board in the main cabin escaped. the crew was actually already awake and on the bridge. and jumped off. five people were evacuated aboard a good samaritan pleasure craft. none as the great escape. >> authorities say the boat was burn td down to the water line. it's believed the 34 passengers below deck may have been trapped by the flames. >> the fire was so intense that even after it was put out, we're not able to actually embark the vessel. and look for survivors.

>> the conception does boat charters. according to the companies web site the it left saturday on a three day cruise. and was scheduled to return this evening. the coast guard says the vessel is in good standing and the owner operator is cooperating with them. at this time. james coals brother works on the boat. but hasn't heard if he made it off okay. >> he's the gally cook. and the deck hand. they do a lot of research and diving and fishing trips. it holds about 30 people. maybe 40. >> we have been told that crew members family have been reunited with the crew member. but we should also mention the devastation being felt by 26 other families. 26 people still missing. we know four bodies have been recovered. taken to the coroner office on monday. four more bodies seen but remain at the bottom of the ocean.

>> so many people. reporting five people were able to escape the flames and rescued by a nearby boat. the owner of that boat spoke to us about his rescue efforts and why he doesn't feel like a hero. >> i wish i could have picked off 35 up. i got the space. they could have gotten in the water and i could have got them out. >> i don't feel like i deserve to be a hero. i was a guy in the place and i would hope that anybody would do the same thing. >> they discovered the disaster after they were jarred awake by the sounds of pounding noises on the side of the boat from the crew. who was seeking help. we'll monitor that story. also new details about the man who went on a shooting spree in west texas on saturday. seven people killed there. more than two dozen injured. what authorities are learning about the gunman and the calls

he made before and during the shooting. >> reporter: 15 minutes before 36 year-old seth ator engaged in a deadly shooting spree he called a tip line with a rambling series of complaints. the gunman has been fired from a truck driving job earlier in the day and called 911. but left the office before police arrived. even before being fired, law enforcement said he was starting to spiral. >> he showed up to work in a disstressed mental state. it's not because he got fired. this didn't happen because he was fired. which other active shooters occurred. when he showed up he was already enraged. >> there are troubling questions about where the gunman obtained the assault style rifle used to murder seven people and wound 23. in texas. investigators say the gunman failed a background check. but still somehow managed to obtain the firearm. investigators have not revealed why the shooter failed the

background check. >> atf with the fbi and all the other federal local agencies are following up on the source of the supply for the firearm. >> the shooting started saturday afternoon. after a routine traffic stop. the gunman started firing randomly as he drove around the city. he shot and killed u.s. postal carrier. before taking her mail truck. and continuing the shooting spree through the city. she was face timing with her twin sister when the shooting erupted. >> she was screaming. i was hoping that it could have been just a dog bite. it wasn't. it was something worse. >> the call then went silent. >> she was laying there. i wanted to run to her and hug her. kiss her. >> did you? >> i didn't. i didn't get to. they wouldn't let me get close. >> cnn sat down for a one on one interview with fbi special agent

dangerous storm. mandatory evacuations under way in coastal communities from florida to north carolina. it's not known how close it might come to the u.s. mainland. many people are heeding warnings. and they can see how dorian has battered the bahamas. over the past day and a half. the storm is blamed for at least five deaths on the island. the coast guard took 15 people. bringing in aid will have to wait until the storm passes. >> it's absolutely catastrophic conditions. those weather -- what we're seeing is absolutely overwhelming and we're obviously getting our rescue crews that are in the bahamas as close as we can to help out. but the conditions there with the hurricane stationary over the island, there's no ability to get in there with any asset right now. >> cnn is monitoring the

hurricane min by minute. in florida. further south in melbourne and tracking the storm here at the cnn sensor. ivan, have you ever seen a storm that sits over one place the way it's doing in bahamas like ever before? i have not. in fact a category 5 over the sap place. i have been doing this for ten years. 25 career. and i have been talking to colleagues left and right. we have not seen anything like it. it's unprecedented. catastrophic is a good word. that's exactly what the bahamas are going through. this was going to be terrible for them anyway. even if it had been moving west at 15 miles per hour. or whatever direction. and moving out of the way. it hasn't. it sat here for over 24 hours. pummelling the same area. that is bringing the atlantic ocean into peoples houses and

second story rooms. i must imagine the people probably on the rooftops waiting to get plucked for help. this will be quite something here. the problem is we can't get the help to them. we have a major hurricane lurking offshore. it's dangerous for the first responders. it will take tomorrow for this to left out and finally get the help they need. this is going to be quite an event. you'll see that with the aerial picture. some of the way outer rain bands affecting florida. gusty wind and showers continuing here. it won't be until this gets closer. that will happen tomorrow. when we feel less affects for bahamas and more for florida. let's track this as far as the current winds. these are gusts not sustained. anything over 39 is tropical storm force. we're not picking that up along the coast. it's gus 'tis night. nothing that would cause significant problems.

some picking up 40s. the hurricane force winds of course are reserved for the bahamas. for the next still i think ten to 12 hours. the hurricane warnings continue into the florida and georgia line there. and watches will be up to the north. 125 miles per hour winds category 3. and we continue with that as we head through tomorrow and eventually we're tracking this through the end of the week. with the latest advisory from the national hurricane center we're down to 130. so this is a weaker hurricane. but it's not a weak hurricane. that's the message. once the categories start coming down and you're instead ramping down instead of up, people let their guards down. we can't do that. it is still a close pass enough to florida to have significant impact. and friends in north carolina could be hit directly thursday and friday. >> thanks so much. nick is obviously covering this hurricane for us in melbourne,

florida. we saw you earlier. in the last half hour we have been talking the wind seem to have picked up. we heard ivan describe how people must not let their guard down. what are folks saying to you? >> that's a great message. toent let your guard down. from the conversations i have had people that people outside of the state of florida are taking it more seriously than the ones in the state. of course there are newly arrived floridaens who have never been through a hurricane bfore. they might be more anxious. this is a state that had a direct impact or has been affected by major hurricanes five in the last four years. and as soon as that track shifted for hurricane dorian, as soon as it shifted from not making a direct hit to florida. people had the inclination to let their guard down and not take it as seriously as it emergency management officials would like thoem take.

example. evacuations went into effect at 1:00 p.m. yesterday. we were on the beach here across the cause way. we were there on the beach and the conversations that we had with people despite the evacuations that are mandatory, people said they were going to stick it out. we were driving around this community. what was sticking out to me is how few of the businesses had taken precautions to board up. yesterday we did a lye shot in front of a business that faced the beach. much of the business was glass. they hadn't deployed shutters. that changed in the hours after we were there. as we were leaving we saw people starting to take precautions. this concerns emergency management officials. you're putting their lives in danger when you don't evacuate. people say they will stick it out. >> don't mess around with mother nature. thanks so much. nick on the ground.

in stewart, florida. my friend. how are you doing down there? it's important to try to warn people because we have been able to forecast exactly where it will hit doesn't mean you should let your guard town. where is it been so difficult to pinpoint the direction of the monster storm? >> well, quite literally. first of all. to answer your question it's because of the snail pace of the storm. the fact it is moving slower than an average walk. we're talking about average human being walking 3 miles per hour. it's moving at 1 miles per hour. that is a snail pace. crawling along and when it does that it wobbles. back and forth. left and right. west or east. we know that this is a game of miles here. any wobble to the west and we have more impact. on the coast. speaking of the coast. i'm in stewart. florida. just about a mile inland from the east coast of the peninsula.

you can see the rain. picking up periodically. 30 to 45 minutes. you have to think about what's happening. we're taking the energy from the center of the powerful category 4 hurricane. 100 miles to the east. transferring it to the coastline. taking the wind from the upper levels of the atmosphere and slamming into the coastline. we expect the conditions to continue to deteriorate. as hurricane dorian makes the closest approach to us by this time tomorrow. at least in the afternoon. the threats here going forward flash flooding. coastal storm surge as well as erosion. and we know that the evacuations zones here are in place. especially for the barrier island and the susceptible communities to storm surge and flooding. >> as you say, the wobble in many ways makes the difference between a major disaster or a near miss. that's why this is all still on a razors edge. thanks so much. coming up.

south carolina. thank you very much for joining us. it's still unclear where this hurricane is going to go, where it's going to hit. but how prepared are you? >> well, the not knowing is one of the largest problems we face, but preparation, we're prepared because we work with our county emergency operation center and also our state emergency operation center just as governor mcmasters have given the orders for mandatory evacuation. so we're prepared from the standpoint that starting first thing in the morning, which is tuesday morning, we'll start doing an overall cleaning of our storm water system. so we'll start cleaning catch basins and stormwater grids. then on top of that, we'll start doing what we call trash and debris removal so that we won't have any hazards when the wind and rain starts around tuesday

or thursday. so that helps cut down on flooding since we're in a low-lying coastal area. >> yeah, that was going to be my next question is how concerned -- even if this hurricane doesn't land you a direct hit, in many ways you're still facing potential storm surges and flooding. >> well, as riding around town today, we saw that we did have water on roads throughout the city because of the king tide. so what we're doing, our water utilities department, they're putting up barricades, and we're letting all our citizens know now, please do not take down any barricades, or do not attempt to go through any roads that are covered with water. we have a saying -- turn around, don't drown. >> and are folks listening to your warnings, the evacuation warnings as well? are people going? are they doing what they've been told to do? >> well, they're starting to go, and we're providing
