good evening. hundreds of thousands in the carolinas and virginia are without power tonight, hurricane dorian creeps towards new england according to to a new forecast released moments ago. the bhauahamas puts the death t at 30. we want to pause for a moment. likely you have seen pictures and heard accounts from government officials or eyewitness accounts. the accompanies worst case about the death toll and how high it might rise and might very well. right now, it hasn't and for now, that is obviously a good thing. as we show you the new pictures are reporters gathered and talked to people on the ground. we want you to and will proceed cautiously. because families in the bahamas the united states and around the

world with loved ones on the island are reading every news clip and watching every account for some sign of the people they haven't heard from. many people haven't been heard from. it's a horrible reality in times like these phone lines are down. roads are impassable and governments are overwhelmed. with that our first report, we have spent the day in high rock on the southern side of the island. one of the hardest hit. before today we have not seen. >> reaching the hardest hit areas. means driving through still flooded streets. and streets that are no longer street. this area in the east of the island has been imaccessible since the tomorrow. little to no help arrived. the force of the hurricane through cars and buildings. the storm stalled out here category 5. leveling whole towns. many road out the storm in their

homes. many did not survive. pastor was on the third floor of his home with his son. when the storm surge crashed in. >> we started to make it to the second floor of the house and ten minutes in the floor after the third floor. we notice a strong current. trying to break loose everything. >> this was in the middle of the night? >> about 1:30 a.m. then the current was so strong. the roof started to lift. and that's when i remember i was under the water. my son standing. he had the search light and just disappeared. i heard him screaming daddy. sfwl he was in the water. >> he was gone. and minutes later when i came from under the water. i caught onto the roof carried me away. we were like 600 feet away from each other for two days. we caught up in the tree 32 feet high. >> so the water carried you into a pine tree?

in the middle of the night. your son was a ways away. what was going through your mind? you must have been terrified. >> i was hoping he was 'live. he thought i died also. it wasn't until two days later. we saw one another. >> the government has warned people the death count could spike. >> in places like high rock where everyone noes of dead or missing family and neighbors that news is no surprise. even though this is one of the hardest hit areas, help from the government is yet to arrive. >> the governor is on his way. it will take a bit of time. they are doing it gradually. >> do you wish they were moving quicker? >> yes. >> people desperately need food and water. before time runs out. >> a lot of people lost clothes. water, need food. basic stuff.

>> patrick joins us now. it's just a harrowing account. what are you seeing what are people telling you just in term es of the response that they are seeing. have people -- is there a big response on the ground now? or still people still waiting? >> people are still waiting. free port will be getting just now seeing help arrive. cruise ships coming in. the airport is not operational. there's a sense of some return to normal. they don't have water or power. there's a sense of food coming in and help coming in. the hardist hit are not getting help. that's the irony. you drive an hour through the debris field to the town that was impassable because of the water on the road. and it's like the hurricane just hit. it's a week ago the hurricane began hitting the area.

and nothing really has happened there. and little things. the families have come from other parts of the bahamas to look for family members. and places like high rock. they have gone themselves. to see if they can find their family members and talk to several and most of them had been unable to find anybody. and usually don't recognize the neighborhood. they have been changed by the storm. i remember today i gave somebody water. which is precious. they took a sip. they are dying of thirst. they knew to make it last. >> just in terms of recovery of people accounting for people. it's hard for us i think for who are not there to get a sense of we hear from a official the hundreds of thousands of people are missing. is it apparent when you're on the ground that there are people

who have died? who have not been collected? or what are you seeing on the ground? it's hard to get a sense. >> so it is. there's a big gulf between what the government says. and the government is for whatever reason the resources haven't come in to this part of the bahamas. as perhaps they have the abaco. it's a big disaster and they are strapped i get that. we're seeing u.s. coast guard presence. when you go around high rock and everybody knows everybody in the towns. they'll tell you who's missing. who's dead. and the in yonumbers don't add with the numbers the government is giving us. coast guard going around the area we were, the residents said that's because there's a body back there and they spotted it. that's going on. a couple days ago we were hoping people can be recovered. that hope is no more.

people couldn't have lived in these conditions. i talked to the preacher. he spent 48 hours in a tree and had to rescue himself and drive in. they never got help along the way. i think it is unfortunately this point a recovery operation. and the numbers so far the government has released are very different from the sense you get on the ground when people talk about missing and the family and this house over there that was swept away. and couldn't have made it. and you drive and the stench is overwhelming. maybe that's animals. we don't know. but these areas a week after the storm look the same. and no one has seen any major government presence. or assistance. they're waiting. >> appreciate it. thank you. a few hours ago the prime minister thanked the u.s. for support saying there's a quote long load ahead. u.s. coast guard and medical personnel from the states have been arriving.

gary with one group on the hard hit islands today. >> we're in a section of marsh harbor. mud and peas. a haitian community. i have been covering hurricanes for about 37 years now. i have never seen decembimate l this. we're accompanying the u.s. coast guard. looking for the possibility of survivors. you can see them searching through the rubble. this is an idea of why it's impossible now to have a firm death toll. for example you can see this home here. it's clear no one is inside this home. the coast guards are about to go inside this home and others here, to see if there's anyone inside. we'll give you a look right now. they're trying to plot out the next couple hours. which direction to head. you can see as this camera goes around, just the widespread decimating here. people are shell shocked.

we saw 200 people lined up on a porch. hoping to get on a ship to get out. every one of them lost their homes. not just damage. we're talking about utter devastation. >> the i don't know where to go. it's a disaster. i lost everything. >> the reason they're in the line more than 200 people with all their belongings. their house is destroyed and hoping to get on a ship or boat. out of the island. most want to get to nassau. this gentleman is telling them this ship -- i'll give you a look. this ship which is delivered goods to the island will take them. they're happy about that. let me give you an idea. are you able to get on the boat and leave? >> yes. yes, sir. >> you must be excited. >> what happened to your home. >> roof blown off. windows blown out. >> a lot of people are looking for loved ones. they're so grateful.

they were told they can board this and head to nooassau. there's desperation here in marsh harbor. >> more now on the struggle. we're joined by the member of the parliament in the bahamas. i appreciate you joining us again. the prime minister today said that he's satisfied with the speed of the government response. are you? >> yes, i am. the government is doing all it can. once again thank you for having me. we appreciate you. we are pleased with the speed. and our speed has been aid by the fact that we have partnership going on now with the u.s. we have help. and that is making a major difference right now. because it is much needed. i have seen members of the u.s.

air force. i have spoken with the kernel in charge. we're happy help is not only on the way, it's here. and the prime minister is right. we're moving as fast as we can. with the help of the united states and our neighboring bodies. >> there's -- i understand the difficulty with the destruction like this. and the difficulty with a lack of resources to search. there's a lot of people that we have talked to that are reporters on the ground. saying they wish they saw more of a government presence in the grand bahamas. and in the abaco islands. searching for the dead. five days on, right now the death toll is stands at 30. obviously officials have said it's likely to grow. does the government have any

actual sense of how many people have perished? how many are still missing? or is it still unknown. >> it is still unknown. and part of the challenge that we have is the police force located downtown. unfortunately, most of the vehicles owned by the police force has been pretty much destroyed. so we're relying on outside transportation to come in. to assist us. rangers this morning. in order for us to get there we have to take a heavy equipment. to patch the road and make it travelable. to get to the areas. part of the challenge we have limited transportation. >> go ahead. >> i'm sorry. do you know how many search and rescue personnel are whether from the u.s. or -- i talked to

the prime minister yesterday. a team of 50 plus search and rescue people from the u.s. do you have a sense of how many search and rescue people there are on the ground doing searches? >> the number has grown. the u.s. coast guard sending in another fleet tomorrow. so again, we have more than 50 right now. the numbers inflated since then. and it's going to make a major difference. air search and rescue is right now. we try to access the areas by boat. so that can be restrictive. the best way to get the to the areas will be by air. and again most of the aircrafts has been demobilized. we are happy to say that the airport itself the major airport in free port was examined. from the united states air force. they did the seismic test.

they confirm the runway is stable. the area is a good staging point. even when the u.s. air force comes in, i have seen two of the helicopters on the island today. doing air patrol. tomorrow we'll get a good understanding of numbers that they would have been able to rescue. and also we can give an official count. people of the bahamas and numbers we have. we can confirm has been rescued and no longer with us. >> i have been told by one person that at times coast guard at least in one incident a helicopter had to wait for a long time in order to take off. because they didn't have a flight plan. is that -- and had to wait in line with everybody else. is that a problem at all with sort of red tape of the normal rules that one would go through whether it's customs forms you have to fill out. or flight plans you're supposed

to file. is that getting in the way of the speed of the response? >> the department is located in nassau. the air control tower in free port is relying on commands from nassau. yesterday for instance we had it close down and wanted to get the planes that was on the ground out. the customs clearings there is an order made. the form is simple. people receiving goods on the airport and harbor. it's a simple list. there are boxes to check. what is the destination. where does medical supplies. and tents. netting. check the box, there's no duty. there's no vat. the person bringing in pay for the freight. and most has been done free of charge. the process is very clear. it's very easy.

as we showed you the pictures from the bahamas. are devastating. parts of the east coast of the united states took lashing as well. five people in the u.s. have died as a result of the storm. hundreds of thousands without power in carolinas and virginia. the president's reaction has been odd to it all. "new york times" white house correspondent and political analyst. joins me to make sense of it. i want to talk big picture. i don't want to talk much about sharpie. but i know you have some new reporting about who actually used that sharpie to draw that fake line on the map. >> it was the president. it came out of meeting he had

been having with fema officials earlier. in either in the dining room or in the oval office. he was having a conversation and drew on it. and then that was the map that he used. but as with all things related to this, he end up unable to say i did it. and i was doing it in the context of xyz. he doesn't know how it dpot there and insist is he was right about where the storm forecast was on sunday. opposed todays earlier. >> i feel like we have had the conversation so many times. yet again, it's a meaningless lie that didn't have to be lied about. the fact that he continues to talk about this. on this day. it just -- yeah. weird. >> we have seen him do a version of this over and over over the last five years whether it was the most memorable when he was trying to back fill his claims

holes that he goes down. there's a lot of executive time and he spends time watching cable news and stuff. i assume there's people running around the white house trying to go down the rabbit hole with him and noah came out with a statement. justifying what the president said. is this a big time suck for him? >> it is. as i said tends to burro in and obsess on something narrow. and tries to control when there's all sorts of other chaos. in this case the uncertainty around the reelection and the economy. and other factors he's facing as president. it takes up a fair amount of time and aids. what happens is -- i'm not a mind reader. based on the description of what we have heard from people, what happens is aids come in and out for unrelated meetings and he brigs this up. in the meetings. and he'll have a temper and

as the news of death and damage in the wake of hurricane dorian dominated the news coverage this week the trump administration did something you might not have noticed. diverting $3.5 billion from military construction projects to pay for the portions of the border wall. that means you the taxpayer are paying for the wall. if it's ever built. it's at the expense of the military. that the president has talked about loving.

which is a far cry from who the candidate trump said was going to pay for the wall. >> we're going to build a great border wall. who's going to pay for the wall? who's going to pay for the wall? mexico. who? mexico. >> it will be a great wall. mexico will pay for it. >> mexico will pay for the wall. >> and mexico is going to pay. they understand that. >> mexico is going to pay for the wall. believe me. 100%. >> so, yeah. not true. not happening. wasn't going to happen then. isn't happening now. not going to happen. your taxpayers footing the bill from military spending because the president couldn't get the approval from congress. in some of the communities affected by the recent proposals there's concerns and anger. the impact in one military town.

>> norfolk, virginia home to the u.s. navy fleet. and the largest naval base in the world. the area central and vital role in military operations and national security hasn't stopped the trump administration from naming four different military projects here. who is almost $80 million in funding will be diverted to pay for the border wall. >> all of the projects are being lost for a wall that makes no sense. everybody knows it. >> democratic congressman has represented the district for almost three decades. and says president trump's decision is costing his constituents jobs. >> the jobs that could have come won't come to the area. tens of millions of dollars worth of construction. that the a lot of economic impact to the area that we'll lose for wall that is not needed. >> in all, $3.6 billion in military funds are being taken to help pay for the wall.

127 projects from firing ranges to aircraft hangers to child care. both at home and abroad. whose budgets are being gutted. in virginia the four losing $77 million a naval ship maintenance facility. two warehouse projects. and a cyber operation facility. >> in a place with such a historic and important military heritage. 40% of the economy is related to military funding. that hurts. both financially and emotionally. >> our community is fabric that built on military veterans and very healthy military population here. and in the region. there's a general sense of disappointment. >> bruce retired from the air force. last serving which is now being stripped of $10 million for the cyber operation and training facility. at a time when cyber attacks are

one of the greatest threats to national security. along with ores that will be ignored. says democratic congresswoman. a retired naval commander whose district is affected. >> i know firsthand from having spoken to the commanders. it is going to impact the mission and security. >> not just the security of the nation. but those serving it. whose priorities now may not be addressed. >> it's like your husband your neighbor. your wife. going on a deployment. and you don't want to think the ship wasn't maintained properly. and can't do their job. it hits home a lot. in the community like this. everyone is tied to the military. >> a lot of the anxiety about the cuts to projects already approved falls along political lines. democrats opposed. republicans support it or staying quiet. how this diversion of money may backfire on the president.

>> the transfer of this defense department money. it's a reminder that all along the president was claiming that mexico was paying for the wall. we heard that over and over again. >> it was a call and response in the 2016 campaign with his supporters. we have known for sometime of course mexico is not paying for the wall. that was clear from the get go. remember back in january february the government shut down over this. it was clear mexico wasn't paying for it. that cat was out of the bag. already. that didn't stop president trump from wanting to pursue the wall. >> there's also political ramifications in terms of what military bases are affected. but the cuts. and to what degree. i'm not sure if the pentagon will take that into account or insist if they are are viewing what states colorado, florida, arizona. these cuts are will take place

in. >> not just about the president's own reelection effort. the politics of that. probably even more dangerous for vulnerable republican incumbents running for senate and some of the places you mention. arizona, colorado, north carolina. all on the list for these cuts and projects. and they have the most targeted republican senators by democrats trying to take over control the senate. there's no doubt. mitch mcconnell put out a statement saying hepts to review the project in kentucky and make sure the money is there for it. >> in normal times if a candidate promised there's wall with a big door in it and it will be everything will work great. and mexico will pay for it and it doesn't happen. that candidate once they are running for reelection, they would face the wrath of voters for that. i don't know if the president supporters care at this point. one way or the other. it seems like he can promise

anything and not deliver. and it doesn't matter. >> i guess we do know. that is i agree. i don't think this has the potential to harm the president politically. again, those running on the ticket with him they don't have that kind of teflon. that the president has. and what's happened here he's given a political gift potentially to democrats who can make an argument not get mired in the argument over border security and immigration. but just make the argument two things that are popular. you're taking money from potential jobs and you are taking money away from the military. the men and women we entrust to protect us. those are universally popular things and trump handed the daughter and s democrats an opportunity to go after republicans on the ballot beneath him. >> donald trump always says that how much he loves the military and supports them more than anybody else. we'll see how it plays out on the campaign trail. up next.

the first presidential battleground test in iowa may not be a must win state for him. and neither would the first primary in new hampshire. reporting as well south carolina

where majority of the voters are african american is a place where win is everything for biden. joining me to discuss. congressman a campaign co-chairman for the former vice president. good to have you on. does it make sense to you. does it concern you five months out the biden team seems to be lowering expectations for a win in iowa and new hampshire? >> no. i think that the one thing you don't want to do in a campaign is declare victory. in a place before an election. then voters get complacent. people expect you to win and may or may not go through bad weather to vote for you. this race is so important. one thing we'll never do is take voters for granted. we'll continue to bring our message to the voters and ask for their support. their vote and prayers. that's exactly what we'll do. in both iowa and new hampshire. >> are they important to win for the vice president?

>> i think every state is important to win. every state is important to have a great showing. some states you stack up better than others. for the most part, nobody is conceding the first two or any of the first four pri pair states. numbers are still good in those. and continue to fight. >> would you agree with saying the people are saying south carolina is a must win for the vice president? >> well, look, i think south carolina is important. i believe that african american voters in south carolina it's the first real state that has a significant portion of african american vote and i think that influences other states. it is very important to do well in south carolina. part of the question is, win it but what margin lose it by what margin. it's nuance than do you win.

a win by one point and loss by one point are the same. do you win big or lose big in any of the four states. >> the latest job numbers out today are especially strong for african american unemployment. obviously president trump it will be running and talking about that a lot. it's great news for everybody. in the country. is that going to hurt you think democrats whether it's vice president biden or anybody else from -- or is that going to change african american support in south carolina in 2020? >> absolutely not. i have said is this before when i was chair of the black caucus. the unemployment during slavery was zero. it means nothing. the people are under employed and not seeking work. if you look at the atmosphere this president created for black people in general. whether you are sleeping in your dorm common room at yale. barbecuing in the park in

oakland. starbucks or running from airbnb. african americans live in in a hostile environment. you can't take unemployment and say that means everything is great for african americans. things are not. the struggle is real. and this president and what he says about go back to your country and all the other racist things he said. i do not think the jobs numbers matter. >> i appreciate your time. thank you. >> democratic strategist. cnn political commentator. how risky of the strategy is this? i don't know if it's a strategy. the public lowering of the expectations on iowa and new hampshire. >> i actually there's something else i think is riskier. frankly than playing with the primary states. think about biden's strategy

playing out now. he's very much trying to appeal to a working class white part of the lek tort that went for trump. that a poll came out showing many of the voters also have racial an mouse. trying to pull the black vote while also trying to appeal to white folks who may or may not be racist but have racial an mos. he has to really figure out out to balance. i'm reminded of johnson. who everyone knew said racist things and was a racist in the sense he was a man of his time. also did some really amazing work around civil rights and moved us forward as a country. he did that because it was a different era and time. i'm with you black people but i'll talk about you in a different room. i wonder how he gav nates gaffes. around hugging a seg gasist and calling president obama clean

and articulate. and the truth is some of the white people he's trying to pull appreciate that talk. but at the same time they'lled add up. african american he's going after will look twice and say wait a minute. you came to age in the 60s this is different. black voters have a different power now. and we're not for somebody playing both sides. the riskier is trying to appeal to everybody in a way i don't know will play out well on race. >> the question is how solid is the former vice president support is among african american community? is it hillary clinton had was the front runner and had the most in the african american community until he didn't. and president obama. we know what happened. is how solid is his support? >> here's what i think he's
