today. utilizing a congressional attorney more or less effective. let's go to our phil mattingly on the hill. good evening, what are lawmakers telling you? >> reporter: we talked to democrats and republicans after the hearing. both claimed massive victory. here is the bomb line. cutting through the spin and what they're trying to say. when you talk to democrats, democratic aide, they went into the series to lay the ground work and set the stage for what to come and doing so with two witnesses and two diplomats who had an on the ground view of what the trump administration is doing and to some degree how it is spun out of control and being led by the people outside the government. they believe they accomplished just that. in those closed door depositions over the course of the weeks. they wanted to lean in what's to come next. republicans made it clear. these two witnesses did not have

direct line to the president, did not know the president personally. have not gotten personal directive from the president. here is something to keep in mind. there are more witnesses to come, this goes back to the democratic strategy. u.s. ambassador came up multiple times during the hearing today. both witnesses made clear he had a close relationship with the president. gordon sondland will testify next wednesday by himself. democrats are truly waiting for that testimony. there is another element here. when ambassador william taylor came to testify, he unveiled new information that was not in his deposition. informs he learned after his deposition. one of his top staff who was sondland when son landland rece

the phone call from president trump. where they discussed what's going on behind the scenes of ukraine policies. sondland told the aid that president trump was more interested in the bidens than ukraine president. that was new and that was the firsthand testimony. will they get that firsthand testimony? here is the big element. that individual is scheduled to come here give a deposition behind closed door on friday. there is a possibility that individual will testify publicly at some point in the future. there are more things to come is the broader point here, laying the ground work for what to come. republicans feel like they got what they wanted here. democrats are clear that this is the only start. >> phil mattingly. thanks. >> methodical is the word. >> yeah. >> one that taylor says was quote "running contrary to the

and james comey, can you let it go? if you are prosecuting this as a lawyer say against the mob, where you may have circumstances, how do you get around it? what's the response when some of these obstructive steps seemed to be working? >> the democrats need to enforce their subpoena. they need to go to court. i know they don't like the idea of being delayed in court. they need to enforce subpoenas. we'll see what happens when the decision ended, john mcgahn's subpoena case comes down imminently. that could be president for kupperman and other refusals coming forward. in a conspiracy case then you do not need words out of the the

mouth of the lead. you see it through the acts of his men. michael nixon, all president's men, nixon and mitchell, all executed. the points that were made earlier today is impossible to believe that rocker and sondland and rudy giuliani and secretary perry were doing this on their own. it is just not credible. if you are before a jury, you would say exactly that. it is an incredible story to police chief that these guys conducting foreign policies without the direction of the lead which is the president. >> but, ron, where is the howard baker this time around? >> extraordinary. we almost accepts without kind of reaction that the entire house republican caucus viewed itself as defending the

i would like to take a moment to just step back and steve, i would like for you to address this. there was a moment at the end of bill taylor's opening statement that was so powerful and it was not about politics. it was about the emergence of a young democracy. listen to what he said. >> in this second story, ukraine is the subject. this will one was about young people in a young nation struggling the break free of its past, hopeful that their new government will usher in a new ukraine, proud of its independence from russia and enjoying a secure and prosperous life. this story describes a nation developing inclusive democratic nationalism and not like what we in america in our best moment

ambassador like ambassador taylor, it really does. that's the sort or thing that ring true for countries like ukraine and newly independent country that used to be apart of the soviet union, those are things that they almost aspire to and the idea they can have a country that they control and make their own decisions as to who they want to align themselves with. when you have a president of the united states who starts to act more vladimir putin and act like addi a dictator or the president likes to say the head of banana republic. you cause questions to arise in emerging democracy. they look back and say well, we are an emerging young democracy, is that how we want to look in our old age, do we want to look where president trump is able to make demands like guys like

wants to testify here and he may tell a story that's not good for the president. >> he'll walk in tomorrow and testify. the same thing we talked about with don mcgahn at the mueller hearing. if he believes his obligation to the country, and demands o f the white house not to testify, he could do that. and he would be important because one of the things, i thought it was significant was understandably much of the debate of the entire episode focused on the potential corrupt and influence in the 2020 elections here in the u.s. the mechanism by which the president chose to try to exert leverage on ukraine, threaten their security and threaten our foreign policy entrance and strengthen the hands of vladimir putin. i think we are going to hear a

lot more. the stakes are not just about what it meant for domestic american politics but what it meant for politicians in the world. the mechanism that the president chose here advance the interests of vladimir putin even if he thought he's advancing his own. >> michael, if the democrats, you know have their way here, they'll have no not only portrays some of their republican counter parts in the senate. the american public has to move and i wonder you belief what we heard today significantly will sway the american public? >> not yet. it should but i don't think yet. i think that these witnesses were foundational. they laid out the case as to why the cynical approach to this president of ukraine for personal benefits was

undermining their democracy and our democracy. now, what they need to do is put people in the witness chair who can say with more -- direct knowledge that the president was the master mind of this scheme. it is he who's responsible for this and therefore should be held accountable. they have not yet gotten to that. that's defense of the republican rested which proved this the president. ron and i have said it is impossible that it was not the president. they can tell we have a little bit more direct evidence that the president was the puppet master here. the public is not yet going to move in favor of removal. >> the white house is preventing those people from testifying which is an ongoing threat in this. listen, democrats have to figure out how to deal with it if the judge does not rescue them.

state of mind. >> they had an easy time to go after taylor or kent. they just had to go after the fact they did not have conversations with the president or firsthand knowledge of what the president is thinking. that goes away when you put someone on the witness stand who had repeated conversations with the president. you saw president trump down playing his connections and his conversations with sondland. my anticipation is attack is only going to ramp up on sondland. he already had to go back to congress and update his testimony once. depending on what he said in an open hearing, the white house may find itself in a position to say it is not correctly representing what the president says. >> listen. the republican lawmakers,

hearsay arguments, it is the idea that sondland and rudy giuliani and others will pursue this alternate ukraine policy and this extortion if you want to call it quid pro quo without the president's knowledge freelancing in effect for an investigation. they would help a possible challenge for the president in 2020. is that something you find i am plausible? >> i think it is plausible that conversations were had about this. the white house could potentially argue that some of these people that work for the president executed in a way that was too navorro. they would say the president was more concerned of corruption and these folks took it in a wrong direction. i am asking you to run it through reality check chamber. >> well, look, it depends on what sondland says. if he walks in and says the president flat out ordered me to

do this specifically, that changes things. well, if he walks in and says well, if we had general discussions about it and maybe we misunderstood. we'll talk about the next few days but until we get to sondland, i am not sure much is going to change because everything he says may change the entire complexion of this. >> that's an amazing statement, a hotel magnet who had no experience in foreign experience in policies befriended the president and donated a million bucks and got this key post, the hearing potentially may rise up. >> in one thing that i am hearing from a lot of republicans on the hill and especially over the senate is this, even if sondland goes that far and sort of drops the president directly into this, they're still not necessarily comfortable with the binary choice. democrats seem to be arguing you either support what the president did or you should
