bloomberg endorsing we haven't seen the details yet but the suggestion is bloomberg says i will not walk away from the fight, he will get financial help and infrastructure help we have a different race today yesterday and today than certainly 96, 100 hours ago. >> absolutely. it's important to remember what changed was the voters. you had a democratic electorate shopping around and shopping around in all these states and why the polls were in such turbulence and why we didn't know until yesterday biden would get support on super tuesday. there were a lot of undeciders looking for a signal from so-called establishment, the elected professionals and political professionals, looking for any sign. all we have been hearing talking to democratic primary voters for the past year is just please give us someone we can rally around because we want to get straight to the point where we're running against..

the california delegates could change that. on the morning after super tuesday, having a conversation, what should i do, could joe biden asked for any more than he has received in the past 96 hours? >> everything has broken for joe biden in the last couple of days. we were expecting a joe biden victory, but probably a small margin. i don't think anyone was expecting the nearly 30 point blowout the former vice president enjoyed. if you look at people late deciders, who decided who their votes were in the last couple of days, joe biden won those voters by more than 30%. some early voters may have some regrets right now. you look at late deciders, they saw the late momentum and the party coalesce the republicans did not do in 2016. this is a guy we're putting our faith in to beat

this campaign, most importantly at the moment, the resurgence of joe biden. if you go back and look at the summertime, the conversations we were having at this table over the summertime about the growth of elizabeth warren, to see what has happened to her is frankly stunning, and the home state part has to be, for her, embarrassing, as she talks to her staff about a very difficult decision, do i go forward? >> the home state is embarrassing and not reaching viability as many places as they thought. they thought texas was a possibility and california a huge possibility. she still can be viable in some districts in california but not what they were thinking. they really built this operation in california and all over the place. she has a decision to make talking to her advisors, not whether she has a path. she wanted to be the alternative to be on the stage with joe biden and bernie sanders to show i'm a different person, a fresh face.
9:22 am
those hopes are pretty much extinctiex extinguished. not only does she get out but who does she endorse? >> she stayed silent a long time in 2016 and got hammered for it. >> i'm hearing what you're hearing the wrestling is who to endorse. the factors that go into that are of course ideologically, she support as lot of what bernie sanders does. personally, a lot of bernie sanders people have been really awful to her. that is no small thing. on "the flip side," she does -- has positioned herself as the alternative to both. joe biden might be somebody she would support. i can tell you the biden campaign and people backing him are desperate for her not only not to back bernie, but -- bernie sanders but even if she gets out and endorses no one,
9:23 am
they think that's bad for joe biden, maybe not all of her supporters would back bernie sanders but a healthy majority would. another quick point about bernie sanders warren, the "x-factor" for the past three days is what happens with mike warren. part of the reason -- mike bloomberg, thank you. part of the reason for that is elizabeth warren, because she took him out. she didn't even wait for him to get a breath in, in that first debate where he was on the stage and she completely chopped him off at the knees and he never recovered from that. that is a very big role that she played in the overall lance escape of this race. >> joe biden has a lot of thank you notes to write. you talk about mayor buttigieg, beto o'rourke, mike bloomberg, he might want to put that one on
9:24 am
top of the pile. >> it's not something joe biden did, something that happened to him. none of these things were done by joe biden. he's not the one that had a bad debate for mike bloomberg or played a role in that. he did get representative clyburn's endorsement but not something biden himself did. his debate performances were steady but didn't really improve. talking about last summer, we were talking about warren and the surprising resilience of joe biden. the flip side of that, despite having all these advantages on paper it took him until the last minute to put it away because of the weaknesses voters could see and things like organization and fund-raising that have always been challenges for him. i think the question moving forward, now that this has happened to joe biden, can he do something with it? that's basically what we're all waiting to see. >> i'm fascinated by this

older voters. biden has to make a lot of adjustments. i found congressman clyburn's comments fascinating, the king maker role in south carolina and he was pretty blunt saying the campaign does need a shake-up here and i think biden will take that very seriously in the next couple of weeks. >> i'm curious to see what tone biden takes going forward. sanders is taking an antagonistic stance to get people to choose ideologically. does biden engage or extend an olive branch to the sanders coalition, hey, young people on the left, you can come in and go forward. >> sanders out with a new obama ad this morning saying, i supported obama. we have to fact check this. this race isn't over. bernie sanders has a lot of tricks up his sleeve and delegates. enjoy it. >> this is the first big moment

a number of important developments today in the growing coronavirus in the united states including a big agreement moments ago on capitol hill to fund the virus fight. there are now 130 coronavirus cases across the united states, new ones in just this morning in new york and california. officials in los angeles county are declaring a local emergency, this as the trump administration works to clear up some confusion how to get tested for the virus. elizabeth cohen joins us now. let's start with that. can any american be tested by their doctor. is that a fact? >> that's what he was saying. let's talk about where he's coming from. the cdc used to be only testing with someone who traveled from china or in contact with someone who traveled from china. now, pence is saying, don't worry about those restrictions. anyone can get tested.
9:33 am
there's a huge but here. your doctor has to find a lab that can test you and it might not be easy or terribly quick. i've been talking to doctors and hospitals who say, look, we have to send these specimens -- first, we have to call them and a million steps to go through and send them to a state lab. in some places the state lab can do the testing and some places send it to cdc in atlanta. we're used to going to the doctor and getting the results the next day but not waiting days for a result. that's what i'm hearing from people, doctors, it's taking days to set it up sometimes and days to get a result. that's not terribly officiate. >> it doesn't sound officiate at all and a little nerve-wracking if you're a parent or patient. what's the solution and can it be done quickly? >> more tests and the trump administration says more tests are going out everyday and more tests given out by private
9:34 am
companies and hospitals, places like that. more and more tests. how quickly can they do it is yet to be seen. the trump administration sounds very optimistic but we have to see what happens. >> i said 130 cases when i was introducing you, up to 137 cases. this is a count we have to do everyday to be responsible. with context, we don't do it to be alarming. there will be more case because of the spread and strength of this virus, right? >> there are two reasons we will see more cases, one, a virus that spreads. we're all familiar with the flu and other communicable diseases and, secondly, more tests out there. there was so little testing going on in a country as huge as the united states where you can only tested a one lab obviously you won't get all that much testing done compared to what we can do when we have tests in every hospital and state and county public health lab.
9:35 am
that's the goal. maybe not every single one, the goal to get more tests out there, the more tests out there, the more people will be tested and more positive results we will see. >> elizabeth cohen, appreciate the fact-based advice going through this. congressional negotiates have hit on a deal to fund the coronavirus response agreeing to a 7.8 billion spending pack. manu is live with it. what are the elements of it and when do we expect a vote? >> reporter: it will happen as soon as today. congress is moving to approve the sweeping spending package going on for days between republicans and senate and house side and white house to sign off worth $7.8 billion, another $500 billion to replenish accounts drained by the initial response by the federal government, far

higher than the white house initially proposed, $2.5 billion to deal with the coronavirus response. then, democrats came back and chuck schumer said it should be $8.5 billion for the response. now, we expect that number to be close to that. also behind the scenes for days, providing price controls for vaccines for the coronavirus, we are waiting to see how the final details, what they look like. congress is moving so rapidly, they will approve this package and nobody has seen the text of this language yet. we have been told by sources there is a deal but the actual language has not been released but congress will put billions out there for local governments that don't have enough money to deal with this and need to be reimbursed by the federal government, expect swift approval in the house and senate

9:38 am
administration made a regulation that slowed them down and proved to be detrimental. reporters seemed to be confused and asked him to clarify what he was talking about. he threw it to the vice president who said during the obama administration they had the fda have jurisdiction over this kind of testing. that wasn't totally clear either. then, the doctor, robert redfield, running the cdc, said during the obama administration they had regulated state and university labs to formally file with the fda to move forward with testing like this. he says the president has reversed that regulation essentially freeing them up to do more testing. we're still seeking more clarity what regulation they're referencing. we're figuring out more on that, john. they have a slew of meetings over here and they are going up to capitol hill to speak with those democrats and republican lawmakers about their response to this.
