36 states. the white house is making an effort to be on top of it. proposing in a tweet this morning that his border wall should be a weapon in the coronavirus fight. that message disconnected from the situation on the ground. the virus is already here, spreading rapidly and having a mushroom effect in communities large and small. harvard telling students don't come back to spring break, harvard is moving classes online next semester. chicago's schools are closing after students there tested positive for the virus. the new york city of the mayor says he'll charge of a different course. >> we are not shutting down that school. we'll go in and clean that school, isolate individuals who had that direct contact and get up and running. we'll have a day where school is shut to get reset and they get

backup and running. people live llihoods are at sta. we can stay safe but keep your lives going and economy going. >> we'll see the president again later at this hour. he'll be on capitol hill on the white house's solutions of the ease of economic pain led by a payroll tax cut. let's start with kaitla kaitlan collins. he's not following the message. >> reporter: no, he was not. he was not scheduled to be at the meeting but he showed up. he's also going there as well, we should note briefly in that meeting that the vice president says all health insurance companies represented here today have agreed to waive copays related to coronavirus. it is a development there. the john is sending his two top aids to capitol hill, they're

admitting they got to do something economically here and they have been concerned about that. the last several weeks you have seen the white house reluctant to admit that the economy needed any help here and saying it was a strong economy and it can weather what it was going through. the president has been resistance to make any changes there beyond leading on the federal reserve to make rate cuts. after the stock market yesterday, they have to do something here. what they walk away seems to be far from definitive shthough, a payroll tax cut is on the schedule. the airline industries and hotels as well. of course, paid family and sick leave is something they have been discussing. what we are waiting to see is how lawmakers respond to those proposals. so far they have not committed to anything right now. kaitlan collins, thank you,

concerned of the scale and scope of something like that. there are concerns of doing something on mandatory sick leave. that's a key democratic talking point. >> john. >> lauren fox up on the hill will keep an eye for us. lauren, appreciate that. >> with me in the studio to share their reporting, our pa l panelis panelists. gina, let's start with you. the white house says maybe a paid sick leave or payroll tax cuts or specific proposals to get more money out of small business. what is the thing that the administration with the help of congress can do immediately that would help or is this more of a crisis, let's do something to make it? >> what economists would tell you what the white house should

be doing here is focusing on containment. what we are seeing is affected here is the ones that move fast. the ones that got this under control early have a better chance at recovery. you slow down fast but you recovery quickly. south korea had a real effect from this virus and brought it under control quickly. the question is whether it is happening in the united states. a lot of economists warned that it is not happening here. >> it is interesting of this political environment, it is election year. listen to more, these are republicans, allies of the president, the people the president needs to say yes, sir, we'll get it done raising some questions. >> think we theneed particularlt the people that don't have the luxury for telecommuting. people that don't have a luxury

sitting at their desk at home to work. that's what we need to focus on. >> we want to look at is there a surgical way that those who are hurt. hourly wages and others. is there an ability to help the economy moving as strong as it is today. >> it is interesting when you hear kervin mccarthy and governr of california talking about hourly wages. >> and that's going to be the scrub here. it is also going to be something that looms over this conversation, bailing out industries that may not need as much as people who tom cotton and some of these politicians are speaking about. the details of what the white house put forward is critical as to what support this. i don't think a lot of lawmakers are going to stand tall of anything they see as helping those who may not need as much as your hourly wages.

>> the president is in that meeting and yesterday mentioned the cruise industry about saying they need some help. let's be honest it is an election year. it is also significant part of the economy in florida. i remember the congress too and not just the president. delta airlines cutting back of their domestic flights and american airlines, 7.5 domestic flights. there is no question of an economic impact there. the question is to gina's point, do you let most company say okay we think we can do this quickly to contain the virus and help you on the back end? >> lawmakers will have to follow president trump's lead because they spent the three years praising him. no other presidents have been able to do and now they have to follow his instincts everyon thh they don't agree, it is hard for them to break from him and he's

faciing reelections and they're spending all this time and still backing him and now he's putting this ideology in terms of helping industry and trying to push a tax cut that they have been backed yet, it is clear that the president is going to have his republican allies on board and so far they have not broken from him. >> i think it is one of the reasons he's going to capitol hill. this morning he was not scheduled to go to capitol hill. he saw the tom cotton's interview and etcetera, we have not seen the republicans in the senate of the house saying no mr. president we are not going do this. we'll see what they'll say after he has his lunch. the reality is you talk to economists and others, the only thing that's going to stimulate spending is containment. you can inject all the money you want into trying a proper

finish. people at home are not going to be injecting money into the economy. all of this money sounds good but it is not the under line factor. >> just in the last few hours of the mixed messages of the administration and makes perfect sense and sends a strong signal. you get to publicly say on the record. we'll make sure affordability is not an issue here. we'll try to get tested in your home and not make affordability an issue. get those people on the table. and this morning the president tweeted let's build the border wall, we need it more now than ever and tweeted fed rate down and he goes on and on talking about stimulus. does the federal reserve have any weapon left here or the president is deciding jay powell

or border wall could have. >> the federal reserve have a little bit of room left to maneuver. the problem is coronavirus. they do have to infiltrate around one person now and cut them one more time, two more big rate cuts that we saw last week. after that they really have limited ability to stimulate the economy inside from certain crisis there. and so i think the question is you know at what point in time does fiscal policy comes in here? >> the president's role that they passed the first emergency reaction which is about ramping up the public health community and ramping up testing and research on the vaccine. the president submitted a modest proposal and congress went way above him. we have seen mitch mcconnell and others levering aving it to us.

the first test of voter sentiment now that the democratic race essentially between joe biden and bernie sanders. the deadline for democrats abroad to cast a primary ballot. 365 delegates at stake overall and in a moment we'll take a look when the math in this race is critical. 10 or 14 on super tuesday. delegates lead right now, you have washington and idaho and north dakota and missouri. let's choose michigan as an example of some of the things we'll look for tonight. i am going to go back to the 2016 map here. bernie sanders kept his campaign going and proveriing some of hi weaknesses for working class men. what's key for joe biden? wayne county. it has been in the south

overwhelming for biden. macomb county, that is blue collar county, a lot of autoindustry here. look at how close it is here. joe biden wants to prove he can win it. joe biden has done very well in super tuesday states in the suburbs. over here oakland county. does he do better? can he put the african-american vote with the suburban vote? tonight is about delegate map. here is where we end in february. bernie sanders with a slight lead over joe biden. this is where we are right now after the super tuesday surprise, joe biden takes a lead in the delegates. let's look at a couple of scenarios. if joe biden wins in michigan

and missouri or something like that, let's assume joe biden with 60% of the delegates tonight. now we are in a two-way race. look at the lead he could start to open up if he gets the 6%. 60-40, biden will stretch out his lead. let's look at another scenario, what if it is bernie sanders? surprises again in michigan, winning big in washington state. he would pull into a tie, slightly ahead of joe biden. the delegate math tonight is critical. blue collar autoworkers saying i am your guy. >> you guys gave up more than anybody else. >> you make me a hero when i was getting a lot of heat.

>> here is a deal. give us a chance. that's a picture any candidate wants, he's at the factory floor. this is where bernie sanders in 2016 exposed to clinton's weakest, blue collar men especially. >> we saw glimpse of clinton's weakness. she ended up losing wisconsin and michigan and pennsylvania. you see joe biden makes the case that this is his strong suit. we are also seeing bernie sanders making that case. he's been trying to say he can not only bring those voters out but increase turn out overall. we have not seen towards his campaign and have not seen that happen, we have seen that from

joe biden campaign where he brought in suburban voters and african-americans and now the auto industry workers. >> be careful here. but bernie sanders last night on cnn talking to chris cuomo, he sees what joe biden is doing and he understands the math. the delegate thing that i just showed can start to stretch out. bernie sanders says the guy who has the support of bloomberg and raising money on wall street is not the guy for the factory floor. >> i think that the working class here in michigan and throughout this country understands that in joe biden you have a candidate who's being supported by wall street, who's being supported by at least 60 billionaires are somebody who voted for disaster trade

agreement like nafta which caused real serious problems. our campaign is the campaign that can bring young people into the political process. they can speak to working class people. some of whom voted for trump. >> tonight is testing time for that in the sense that so far that senators aors did not brin young voters. michigan is a test of the blue collar. that's where he stunt us in 2016 in a different campaign. >> joe biden is not hillary clinton and he does have the auto bail out as he was talking about on the factory floor to the nafta attack that bernie sanders is throwing at him. you can't under estimate the importance of african-american community in michigan. i remember back months ago i had pastor reverend talking to me about their support for joe

biden, there are some deep roots there and they're going to come out the for him. hillary clinton did have some of that with black women. joe biden seems to be having a stronger footing in michigan than hillary clinton going in. >> tonight it is so fascinating when you go back to these states four years ago. let's show you here, michigan, 120 delegates. clinton won the state but it was really close. joe biden is hoping to have more democrats and also in st. louis, he's hoping in the suburbs, i will show you more of this. mississippi, joe biden won across the south by big numbers. he's hoping to run it up there. he's three out west. north dakota and washington. the rules are different this time. you don't have pure caucuses anymore. >> no question, this is not the

final opportunity for the sanders campaign but certainly one of the best one. if not here, where will he do it? one big difference of all of 2016 is president trump. he was not a faction of the 2016 d campaign. so a couple of things are happening there. after talking to a lot of people on the ground for the last three days, joe biden is lucky that bloomberg is not in the race and elizabeth warren was not in the campaign. he was at a rally with kcory booker and kamala harris, that's going to help drive african-american drive-out which is what he need. i get the sense that everyone talking to people at bernie sanders' rallies, they're maybe a little bit of time for this to move along. we'll see. that's what tonight will show us. democrats are not ready to move on then we'll find out tonight as well. it is my sense that they may be.

>> that's an interesting point. >> sanders ises t the insurgenc. he need to make it smart tonight to prove that this is like 2016 and one of the things you see, a, you are the front runner and b, michigan going back to ronald reagan. you had white factory workers and white men who own guns and thinks democrats are going to take them away and joe biden having one of those moments.

>> joe biden is defending his position on gun control saying the man on the floor is exaggerating. i am not going to fill in the blanks there. some people see that as charming that a candidate is willing to air it out face-to-face with a guy. oh, you can choose different words. >> biden has had a few of these interactions over the course of his campaign and some language that's a little questionable but i think for his campaign they pushed it out and said this shows biden's authenticity. it is interesting to see unscripted moments where he's having with voters where it was a campaign style stump speech where biden is speaking shorter and not spending much time on

to a member that's tested positive for the coronavirus. all lawmakers say they have no symptoms. another lawmaker, texas republican came into contact with the same individual but he's still strolling around the capitol hill hallway even leading tours. that approach shows not everyone will handle the virus in the same way. take the president and his vice president. >> i have not been tested for coronavirus. >> has the president been tested? >> he's been in contact with people within proximity with somebody who had the virus. >> i don't know the answer to the question but but we'll refer that question and we'll get you an answer to the white house's fission qui physician quickly. >> the president does not feel he needs to be tested and he feels great. he's been in the proximity.

they said no. it is not necessary. i don't know what the right answer is. i do know people take cues from their leader at a time like this and especially of the case of members of congress and congressman mark meadows. we were in contact with this person and we shook this guy's hand and we'll self-quarantine to be safe here. i don't know the right or wrong answer but consistency would help, would it? > >> the vice president's answer was very, he's been a governor and not situation like this. he was trying to get more information out there and perhaps the right information. look, mayor de blasio as we saw at the beginning of the show, he's handling it differently. there are no question that we are seeing cancellation of classes like the ohio state

university and harvard and other places. this is going to spread slightly worse before it gets better. that's happening as more people are being tested out there. it is hard to imagine this is going to continue in the same way with big rallies and other things and the trump campaign is sensitive to this. they're going to announce a rally at some point. we'll see what happens. this is why we need honesty and credibility from the government. it is a challenge for this administration. >> it is a challenge. if you look at this and a map here just to deal with the growth and the number of cases, now, that does not mean people have to panic. it means people have to be careful. if you look at march 3rd, there were 13 states and we move forward now to 36 states. more states and public health services and more school systems and more transportation system and more sport teams. pick your environment where people gather in large numbers

and you had to deal with it. new york's number is now 143. you see the numbers are going up. this is a nasty virus and numbers are going to go up and deaths confined largely to the people over the age of 80 so far. in terms of the public challenge and local government and school system, it is only going to grow. >> president trump is 73 years old. the top two leading contenders are also in their 70s. most members of congress are older. the fact they are in the risk are higher level of risk makes it very clear that something needs to be done to change the way they are acting. we have heard president trump's personal doctor is sitting in on some of these coronavirus task force meetings to get a sense of the spread to figure out where the virus is spreading and whether president trump should be going to some of these places but his campaign is putting out different things, everything is

more breaking news with the coronavirus pandemic. the new york state governor is calling in on the national guard. cnn's brynn gingras has the details. how significant is this? >> this is the biggest move we have seen taken so far here in the state of new york. the governor is going to define a containment area in a town west chester county where they're seeing this significant number of cases as you said, coming te ko combing the clusters. facilities are going to be closed and national guard is going to go in and help deliver food to home and help clean up public areas all during this two

he's been around for a while. the reality here is that senator sanders sort of grasp on a few things. i am not sure voters in the moment have that concerned about that. i am fascinated to see how he voted. the burden is on the sanders campaign to get these younger voters and other voters out. so far they have been unable to do it. >> all the talk of growing. he has not done that. until he actually can put those number ls s on the table, it ist talking point. the problem that bernie sanders may face is a lot of people view establishment as safe and that's in some ways what people are looking for in 2016. they don't want to take a risk because they want someone who can beat trump and portraying joe biden as an bleestablishmen
