what this doctor describes as stupid and trying to get through the public health agency in texas and trying to get permission for this person to be tested. is there something you can do as a president to cut through it. >> they had a minion test up now over the next few days. they'll have four minion -- if you go to the right area, you will get the tests. with that being said, millions are being produced. it is a brand new thing is happening, millions are being produced. if you go back and look at the swine flu and what happens, you will see how many people died and how actually nothing was done for a long period of time as people were dying all over the flu. we are doing the opposite. we are ahead of everything. >> the person was on hold for an

decision, it is something that i had to do. i think you will see the end result is very good because of this. it will take a period of time. in rallies we'll make that decision but at this point we don't have -- i was going to las vegas. i was going out to nevada i said. i was going to colorado where we had corey garner running and he's doing a fantastic job. we'll have corey coming in here on friday. we'll do our event from the white house. we have a lot of things we are moving around because of what's happening. because we want to be here and this is the nerve center, i want to be right here and i don't want to be flying around in airplanes.

length of the coronavirus suggesting maybe next year's olympics should be cancelled for a year. on the other hand saying here in the united states the president once again being optimistic saying the stock market will bounce back and saying there is not a significant testing problem here in the united states with the coronavirus. that's simply not a factual statement. the president down playing his contact in mar-a-lago last weekend with an aid to the brazilian president. that aid is now tested positive for coronavirus and he posted on social media some pictures of him in close proximity to the president of the united states, the president says he's not all that concerned about that. let's get straight to kaitlan collins outside of the white house. for the most part being optimistic but making clear this is going to be with us for a while and also making clear that he does not like some of the elements of a big package of the democratic house planning to move this afternoon that they say is necessary to help americans with paid sick leave

and food assistance and kids getting assistance at school. >> reporter: the house speaker did announce and say they're going to bring it to the floor anyway. i do want to point out of what the president says about testing. that's a widespread concern for most americans whether or not they'll be able to get a test. if they feel they got symptoms of coronavirus, the president says testing is smoothly. it is not what we heard from a bipartisan group of lawmakers who had a broiefing with the president. i am not just talking about democrats. it was allies of the president, republicans who were also saying the president needs to stop saying everyone who wants to get a test can get a test. that's not the case. they were appalled by number of

testing that you are seeing happening in the united states compares to what's happening in south korea on a daily basis. we are not where we need to be despite the president pushing for this optimistic message for testing. lawmakers say hoping to change as the days come, they are still deeply unsatisfied of how that testing have gone so far. the president there did talk about something that's really startling which is the brazilian press secretary tested positive for coronavirus. john, that's someone who spent an extensive amount of time with the president last weekend on saturday night when the president hosted the brazilian la leader for dinner. there is a photo of him standing next to the president. he had extensive contact with him and the brazilian press secretary later attended a birthday party for donald trump jr.'s girlfriend that the president also attended.

the white house says the president does not need to be tested. but whether or not this change the calculus is still something we are reported out. the travel restrictions that the president announce last night that the department homeland security clarified what those restrictions going to look like. european leaders were caught off guards by those restrictions. there were too many leaders to call and sometimes he says they make moves without calling the united states first. of course, that caused a ton of k chaos and american citizens were unclear if they can get on the flight. >> that among the many stunning things out of the white house

and last night and recent weeks. americans around the world and allies around the world and airlines industry and the economy and you don't feel the need to consult anybody. kaitlan collins. thank you for the live report. with me in the studio showing me their reporting, sunlen king and julie herschel with t"the new york times". there we have to unpack. there is every right and reason for a president of the united states at the time of crisis to be optimistic and try to tell the american people we are going to get through this. but, when you are optimistic and saying things that are not true, that adds to the confusion and chaos that's part of the number that you see at the bottom of your screen and for the program we are talking about, about 80%.

i want to play one other thing the president said. i believe this is from a parallel of universe. he was defending his decision, at the beginning the president said we blocked from china and last night announcing strong restrictions on travel if europe the president getting it wrong in his speech. the president says the right thing to do and he talked about americans trying to come home or coming the united states and he said this. we have been heavily tested. if americans coming back, we have a tremendous testing set up. if they are positive and trying to get through, if they are not, we are not putting them on planes if it shows positive. are people being tested? are they being tested getting on and off plane right now? >> my understanding is no.

on the issue of testing, you counter of what the president said and open hearing on capitol hill today, and i quote "this is a failing, let's admit it," kaitlan hit on the key point. the frustration over the testing is not just because the president says something exists does not exists. it says the united states is to quote anthony fauci is failing on this, compares to what singapore and south korea have done. it is still a number of weeks before testing can scale up. how this is falling apart.

conservative who tries to be an ally of the administration, people should not be saying if you want to test, you can get tested. the president of the united states have been saying if you want to test, you can get tested and they are beautiful. >> he often wants to be a cheerleader and saying everything is going great whether or not it is the case. he has really play the severity of this. we did see a shift in tone. he was more somber. he still wants to suggest that everything is going to be okay. that creates confusion for the public. people don't see that. >> and this also clearly these members of congress are chann channelling the concerns of their constituents and if they

can get tested or being tested or not, there is a practical issue here. this goes to the president's overall approach here. the fact that the testing have fallen so short and few tests being conducted. we don't know the scope of either of the spread or where the outbreaks actually are. when the president says we are doing very well, most public health community and lawmakers now who have been talking about that with experts they trust knows this is about to get really bad but we don't have a way to measure it. >> they say they're flying blind. tes it allows them to use the day-to-day to estimate what the problem is going to be weeks from now. the president says we are going to be just fine and it will be over soon. i hope he's right. t we'll continue this conversation.

bernie sanders is the winner of the california democratic primary. you can see the latest there. he's back in this race and an important victory for bernie sanders. in another 2020 ripple, cnn debate is now moving. it will move to washington, d.c. that out of caution over coronavirus concerns. one of the debates moderator jorge ramos had to drop out because he may be exposed to the coronavirus. the debate already, cnn decided of no live audience and now they're moving it from arizona to washington, joe biden versing bernie sanders and our friend ramos is doing the right thing stepping aside. it tells you this affects everything. for those of you watching yes, these people watching how it affects washington, we know.

coming from members of congress. they are more serious last night and today about limiting the impact of coronavirus as we have seen town halls cancelled and we had a lot of senate offices who are teleworking or have shutdown all together because of one staffers who tested positive. as the country comes around to this reality of how serious this disease is and the fact that we don't know a lot about this disease that members of congress, the ones who have not particularly having an abundance of caution. >> we are seeing with the president, too. they cancelled in milwaukee of rallies and they're saying they're doing this out of caution and up until they recently were resistance to making any of those changes. he repeatedly saying he'll keep on doing rallies and his rallies are safe. we know how meaningful those

of the international crisis is a dangerous game. >> no question about it. i will tell you what's going on right now. we have seen the public statements. house republicans don't matter right now. the negotiation matters taken place between pelosi and mnuchin that spoken three times over the course of the day. house democrats agreed to several changes i am told to the proposal they released last month. they are moving towards a potential agreement with the white house. if they reach an agreement, the house is supposed to go to the package in 15 minutes. they are working through this and trying to get i done. the competing measure right now for the top ten negotiators are this. a recognition that if congress leads without doing something that 2,092 massive mark right now could create further and real question of when they'll actually come back because of how quickly this is spreading and the real concerns aside capitol hill. the expectation right now, this is a heavy list and, this is

stuff is not cooked. if they can reach a deal my guess and the hope is they can get it done today. a deal has not been reached yet and the senate matters here. >> and the president puts his blessing on it. it gets lost sometimes because there is so much dysfunction in this town. there are some relations that works. there are conversations of the senate side that they may leave. that's negotiating tactic i assume that they'll not walk away in the middle of this. i think everyone on the senate side also recognize the negotiation is happening and it is possible that we'll bear some fruits and mcconnell made it

clear that if this agreement is dropped and the white house buys in it to that he's going to get it on the floor. there is a world in which this is happening. for snnow senators have not bee told. their plan is to leave today for the week's long recess that's scheduled for a long time. we don't have any indication yet because they don't have any indication that there is a deal they're willing to stick around. that all can change quickly and rapidly moving situation. right now they're not committing to stay and there are some real differences here and the president is a wild card. even as the speaker and treasure secretary were speaking on the phone, the president was tweeting attacks with nancy pelosi. he did not want to come to terms to her. everyone recognizes how important it is. the president seems like he's not there yet. >> he continues to push his payroll tax.
