massachusetts and california and you move across the country. the case is going up by the hour. the impact of this now, 16 state in the district of columbia decided to shutdown schools, 16 states plus the district today will we'll watch as that number grows. the nba started this two days ago saying we need to cancel and suspend the season, following nba, march madness, disneyland and disney world and the masters postponed and joining the coronavirus disruption. what does it mean for the economy? the economic impact, american spent on average $14 billion a month on recreational activities like sports and entertainment. march madness, $7 billion loss

in the economy. it does not mean restaurants, just recreational activities. new york of course if you look at the map is a coronavirus hot spot. the new york city suburb is in a containment center. cuomo also pleading again this morning for the white house to let the private sector pitch into do more to break the testing log jam. >> we do have a crisis in testing, we are not up to scale, we'll have thousands of tests available next week if the federal government heeds our plea and lets us turn on our capacity and use your state's assets, we could have many, many more. >> cnn brynn gingras is in new rochelle. what is the governor's big message and how are things going

there? >> i want to be clear of what the governor was saying. he's saying the state of new york has plenty of tests. got plenty of these. the issue is actually running these through the system to find out if there is coronavirus or not that's what he's begging the federal government to take the reign off and let private labs be able to automate tests because you got these going through by the dozens up to by the thousands. that's the issue he's focusing on at this point and really wanted to make clear. yes, i am at the end of the this drive-thru testing facility, it is on an island at new rochelle. we are no longer allowed at that island and only people who are getting the test. they are driving over here up on this bridge. behind me we see carloads of people and we see individuals and basically once they are over that bridge, they are greeted by health personnel and they are wearing full hazmat suits and

protection. they go through one of six lanes that are set up there and basically get the swabs taken by health professionals. they donroll down the window an the swabs get sent to the lab and it takes 24 or 48 hours to come back. they can do hundreds of these tests a day, prioritize for the people of this community as you mention it is where the cluster is, one of the biggest ones of the entire country. by next week there may be 5,000 is the goal to have these tests done per day. the governor admitted, this is not going to stop in just a week. this may be a testing facility that'll continue for the next month or so, so that may be expanded. people have to have an appointment to get on that island, john. >> the next month or so is the so part we just don't know. brita brynn gingras, thank you so much for being on the ground.

tests and lack there of is a persistent problem. today the federal government unwounding several restrictions and appointing new federal or r ordina coordinators. how the united states of america is playing catch up. what are the changes? >> it is deadly important, john, what's what all the experts are telling us. if you don't know where this virus is via testing, you don't know where to put your resources or where it is growing and you don't know what to expect for the future. it is all about planning and containing and without the knowledge of widespread testing, not only who has the disease but equally important who does not. you are just flat footing in trying to fight this which is why it is just unconscionable, how the federal government has

been so flat footed in this testing department. there are rules loosening up, they're trying to speed through some processes and getting through red tapes to allow not only quicker tests but a quicker laboratory spin around and that's going to help. u seei you are seeing places like new york, things are getting better. across the country, right now doctors, nurses and hospital administrators are telling us between the confusion out of the white house, guidelines out of the cdc and the lack of capacity, people who should be getting tested are not getting tested and that's crippling the effort to try to combat this disease. >> drew griffin, appreciate the report from atlanta. >> the president is having a press conference today. we are certain this is one of the issues that'll come up. when we came on the air, the number of cases of the united

states is 1696 and that number is now 1710 and increasing. as we continue to understand the scope of the public health problem. the happiest place on earth among those places missing happy places. dan simon is live for us in disneyland in california. this is a hard one for many families who planned these trips and some of them are in progress to get there to find out disney shuts down tomorrow. >> reporter: john, there is the economic impact which is devastating for the local economy but there is the emotional impact as well for people who had their vacation planned for some time. we see a lot of people going into the park and despite what's happening and it is disneyland after all. beginning midnight, both parks, california adventure is going to close. one thing we should point out for the employees, we are talking about 38,000 of them

pandemic. as we wait for that, a prominent official promoting a conspiracy theory. the united states military could have brought the coronavirus to china. it did not originate from wuhan pandemic which affected 170,000 people around the world. kylie, you are learning this is creating serious tension between the united states and china. >> a new development in these tensions just today. the chinese ambassador to the u.s. was summoned here to the state department by a top state official for the region, assistant secretary stilwell, i have been told that they where furious of the chinese government. as you said john, they are claiming that potentially the u.s. military could be to blame

for the wuhan virus originated in wuhan china. we have seen the u.s. pushed back on that information, secretary of state pompeo called it the wuhan virus last week to make sure that folks knew where the epicenter of this virus really is. we also heard president trump earlier this week calling it a foreign virus. they want to make the case that this originated in china and that's the reason that they summon the chinese ambassador here to the state department today. we are still waiting for more details with regards to what that conversation likes like. there are dprgrowing attention between the u.s. and the chinese government over where this virus originated. >> appreciate it. the last thing we need and the middle of the confusion is propaganda that further confuses things. experts keep telling us there will be more coronavirus cases.

the lack of testing means not enough database. let's look at the trajectory of what we know so far. the arc you see in pink is trending similar to italy. that's the united states increasing over 33% every single day. only iran and south korea seeing a faster spread of the coronavirus. dr. shesha is joining us. the united states is not prepared because of issues of te testing, how dramatically do you expect that arch to change and we do have more data of the spread of the virus. >> i have been candid that and it pains me to say this because i think we have a great federal public health agency at the cdc. the federal respond here has been a bismol, we denied the problem and don't have an

effective test. right now we have 17 people who have been identified and no one know the true number of cases is. the estimates i believe, we have some where between 5,010,000 america 5,000 to 10,000 infected. that number is going to double. italy ignored this that's why their cases took offer. i think we are starting to take this seriously and shutting down public events and i am hoping that'll really slow the rate of infection down and we won't get into the kind of number of we saw in italy. >> let's go through some of this. about 13,000 people we know have been tested in the united states, you are right. that's a failing number. 86,000 in italy. south korea has been the model so far. 230,000 people tested there. there were some steps in the

trump administration easing regulatory, allowing private sector accelerating some things and appointing coordinators, are you convinced the administration while it has been flat footed understands now? >> mike pence told us we'll test kits out within a week, every week we hear this. it has been hard to know whether they are serious. this is not an issue of regulation. it is a lack of leadership. the person i am paying attention to is tony fauci. when he tells me there are real tests coming, i am going to feel for comfortable. >> the president is going to have a news conference and the white house is going to make a national emergency declaration. how important is that in your view to taking down some of the various moving government money resources and staffs around. . >> i think it is important.

we have states and cities stepping up. that's happening across the country. governors are doing a great job on leading on this. you got mayors who are doing excellent work. they are, they need that flexibility that comes with a national emergency. i glad the president is decla declaring it. it will make it easier for local and state officials to do their jobs effectively. >> i show our chart. this is your goal. we have the arc of cases going up now, it is going to double. the idea that if we have this isolation and social distancing that you can go from the case like this from all of a sudden the medical system and healthcare system gets overwhelmed and intensive care units and tests and mitigations. what's the key. what's the key of two or three steps must happen. we begin to see these events cancelling and social distancing. what's the key in your view to get to the flatter curve. the healthcare system has to deal with it. you are dealing with smaller

number of people over months as opposed to a giant spike all at once. >> imagine if a thousand people got sick showing up in the emergency room today and any hospital will get overwhelmed by that. if you can take that same thousand and stretch it out a couple of months, that's 20 or 30 patients a day, a hospital can hahnndle that. that's the idea. we have to be aggressive on this. there should be no public events that have any sizable number of people coming together anywhere in america right now. people are talking about hot spots and i don't know where the hot spots are. we got to do that, it pains me to say that, we got to close schools and workplaces and we really have essential travels. that's going to help a lot. i hate to bring out something you heard a lot, people have to wash their hands, rigorous about hand washing. that's going to make a big

. a press from the white house tells cnn the president is expected to make an emergency declaration. that'll give him federal agencies for options to free up coronavirus funding. the white house is working furiously with white house democrats this morning and steve mnuchin are the two-points negotiating this deal. it would provide among other things, free coronavirus testing and food security and more medicaid to help states deal with the pandemic. house republicans have some

object jeks. it falls on the white house to push those house republicans to go along. the latest is expect a house vote later today. secretary mnuchin speaks for the president. mnuchin does have a good working relationship with speaker pelosi. the president is being kept out of this negotiation and his disconnect on twitter. the president is pushing for a payroll tax cut, something that's not included. it is instructed and important that kevin maccarthy is at the white house right now. the they want the president to tell them, roight? sth sth >> this has been the mo for a couple of years now.

they would be in the motion to. they may be going into a final vote at this point. they don't know where he is. they're waiting to hear, our colleagues are camped out by a door where kervin mccarthy will come back from the white house and we'll know whether it is a deal. he needs to be kind or else have few republicans will vote for in the house. they can pass it in the house. if they do that, mitch mcconnell and republican senate will not pass it and wall street will have a lot to figure out. >> the president need to send a clear signal here. i want to come back to legislation. the president is preparing for a press conference. he's going to have an emergency declaration. he resisted that in part, there is been a lot of criticism because we are in election year. the president is trying to minimize the coronavirus throughout. declaring an emergency

declaration does elevate. >> he's also really rocking in a hot spot. he does realize that the economy is something that's going to be crucial for him moving forward and so limiting travels to extreme measures to what we have seen and what we may have seen further, that's something the president is reluctant to be. you do this and you are going to hurt the economy. this is extraordinary time, we have to take extreme measures and so also any kinds of stimulus or money to the economy to help the agencies dealing with this. this is something at the end of the day, on the one hand he does feel it is going to be the right response and on the other hand he worries it is going to shape the market and his press conference is at 3:00. that's going to be something very important to watch. the reaction of the market based on what he says today is going to be something he's going to take seriously. >> that's excellent.

we see it at 3:00. that's an important point. >> at reminder we are waiting to hear from the president. it is a big deal, it elevates the warning and the language of the crisis. he's right now at the white house. the president's team is trying to figure out whether to sign off on this bill. this is hardly the end. listen to the treasury secretary here. they passed the emergency response a week or so ago just to get some money in the system. now they're talking today on a package first in the house, it would be sick leave and aids to the states and more testing development. listen to the treasury secretary here. we are going to assess deeply of the economic impact and we'll have the bail out starting out with the airliners. >> how do we determine which industries are to be saved? do we save cruise ships?

do we save airlines? what do we find is worth saving and what are we willing to let go? >> we have spoken to all airl e airlines and ceos, that's the next priority on my list because it is critical that we have domestic airlines travels. >> no two crisis are the same. there are a lot of parallels here. the republican white house, george w. bush bailed out the autoindustry, it was an act to republicans in terms of different philosophy of government. he was going to do it and sounds like the trump administration preparing to combat with something similar. >> republicans are going to have to walk the planes. they want a commitment so they don't have the rug pulled out underneath from them. they don't know the price tag. this is the type of vote that

can come back and haunt these primaries for years and years to come. we'll have to wait and see what the president says. democrats are trying to tell him we'll do more and it is just down payment and we'll consider the tax cut issues of a later date. >> these are pieces of congressional bill, we'll have bail outs later. it is pieces of something that adds up to the leadership. right now the white house is coming out making corrections of something that the president is trying to tell the country. i got this. they have to come and correct this. and also on twitter, i don't want to read it all but going after justine soe biden and the administration that they had a horrible response to the swine flu epidemic and joe biden was horrible in this. there were some factual mistake on that. is this the time to do that when

the world is watching you and looking to show that the united states understand, maybe we made a mistake in the past but we got this. >> it is a difference of trump and twitter feed trump. his feed is all partisanship. i think he's frustrated yesterday by joe biden's remark. this is a moment to calm the public and provide different response. i think your analysis of 2008 is interesting. it does feel like where this is the start of a multi-step approach from the federal government and that launched the tea party and populace movement, the parties are a different party now. they need to infuse more money into the system from the federal

the coronavirus is reshaping 2020 campaign. a sunday debate between bernie sanders and joe biden is still on but it has been moved from arizona to washington. state primaries are taking steps to address the coronavirus concerns. the pandemic is changing the discussion. the giant focus is on leadership and crisis management. this is from joe biden yesterday. >> this coronavirus, the severe shortcomings of the current administration. public fears are being compounded bcompoun compounded, lack of trust by this president. >> a bit later in the day from senator sanders. >> crisis from the coronavirus is on a scale of a major war. the number of casualties they

actually be even higher than what the arm forces experienced in world war ii. >> it is fascinating to watch and it is interesting because we sort of don't know where this goes in the sense that joe biden is at home in wilmington. and bernie sanders is at home in wilmingt wilmington. they're delivering remark to the press but they're not campaigning. the subject of the campaign yes, they'll still debate, medicare for all verses obamacare. the crisis of management and leadership has become one, two and three now. >> the tone of the debate would be interesting to watch. how dramatic reshaping of this campaign has been in the past week. joe biden's campaign is no longer working at headquarters. people are working out of their home offices. the opportunity that joe biden campaign sees was on displays

and he feels he can be the soothing and old institutionalliinstitutiona institutionallist who can calm nerves and he advised a group of advisers to help him deal with the coronavirus. they view that as counter to trump and even today you will have bernie sanders just announced he's going to make an address at 2:00. you have donald trump at 3:00 and joe biden giving a town hall at 4:00. >> as that moment plays out again, we don't know where it is headed. matt not joe biden is doing a skype town hall. at the time "the washington post" abc news poll out today, how is the president handling the response of the coronavirus. 43% of americans approve and 54%

disapprove. there is your early marker in the sense that we are weeks into this, the big federal response and the questions about it. mid o middle of march, which way is it headed? >> there is always easier for everyone on the sideline to criticize when you are in a position of power for people like biden and bernie sanders that they can kind of look at it and have a case study to apply their policies and obviously when you are in the leadership, it is a little bit different. the president has been widely criticized because of the slow world response to the crisis. we'll see how it plays out. it is going to be something that they are now seizing the opportunity, we don't know if we'll see a crisis of this magnitude in a long time. it is an opportunity for them to come out, not only am i a better president, here is how i would apply my policies such as free healthcare in the case of bernie sanders, people need free testing and these kinds of issues. if there are opportunities that

really shine and have a real life case study that they can tell voters why they are better. of all the political moments some way, echoing the 2008 financial campaign when a financial collapse prompted a dramatic difference of mccain and obama. these kidnappcandidates at an interesting mathematical moment in a democratic primary, biden pulled away to the point that sanders says he's going to stay in the race. the math is improbable for sanders. which one of us do you see as president managing a crisis like that. it plays to biden strength.
