9:00 am
welcome to "inside politics," i am john king, thank you for sharing your day with us. the financial markets plummet because of deepening coronavirus. a rate cut by the federal reserve not enough to calm investors. governors and mayors scrambled, closing schools and more, forcing social distancing in an effort to slow the spread. at the annual white house easter egg grow to the growing
9:01 am
coronavirus' cancellation list. president trump, "tremendous control over the virus." areas hardest hits are worried of hospital capacities. america are at a cross road. >> we are in a critical point. we have the same number of cases. we have a choice to make. do we want to lean into social distancing and mitigation strategies. do we want to keep going on with business as usual and end up being in italy. >> we begin with the hour right now. a glimpse into the worse possible coronavirus timeline. the morning market panic, stock exchange is stopping trading for a moment, spinning past the circuit breaker within a minute of the market opening this morning. governors are again leading the
9:02 am
charge closing schools, bars and mandating restaurants and taking out the news center of disease control and stopping gathering of more than 50 people. the new york governor asking where is the president, why did he not issue a national rule? >> this is a national problem? do you see a whole effort taking across the country? this city is doing this and this city is doing this. it is chaos. i think it feeds the feeling that the country is out of control. there is no clear direction and there is no path. >> we were supposed to get some news national headlines this morning but the white house delayed its briefing. the president's schedule did
9:03 am
include coronavirus. anxiety is everywhere, questions about getting coronavirus tests to those who need them asap to seeing fights at grocery stores over scarce items. the president says the virus is under his words "under control." this is what it looked like last week and this is what it looks like this morning. just updating 3,853 here in the united states. where do we go from here is the big question? italy is under a lockdown, 350 people just died on sunday. we are in the ballpark of where italy is a year ago. the u.n. general giving us a blunt choice, listen now or face
9:04 am
an italy like reckoning. >> you got several different models. yes, there is a potential for us to become italy. we are all in this together. we are fot goinot going to solv problem from atlanta to the cdc. this problem is going to be solved at the community level, we need everybody to do their part to get serious about social distancing. >> phil mattingly and our dr. sanjay gupta. dr. sanjay, i want to start with you. you heard the general who around the corner is increasing out of the administration, what does it mean? >> you look at some of the same pattern and the numbers out of italy and hospital preparedness which is something we have been talking about for some time and you see a lot of parallels there. one of the things i want to make clear is everyone talks about
9:05 am
the fatality rate of the virus. what's driving those fatality rates? the virus is making people sick but what we are seeing more and more of places like italy is the reason people are dying is because they can't get the care they need and that seems to drive up the fatality rates. virus is the primary problem but if hospitals are not prepared, you have preventable death. that's a much bigger problem looming. when we say we don't want to be italy, that's what we try to avoid, enough icu beds and readirea breathing machines. >> governor cuomo this morning, the governor of new york and connecticut are banding together. governor cuomo says we are doing this because we are not getting help nationally. to sanjay's point, he wants the
9:06 am
president to build temporary hospitals. and he says this why. >> we know what lies ahead. look at the numbers from china, south korea and italy, you don't have to guess. you just have to project the numbers on a chart, our numbers on the chart, just extend the current trajectory, just go dot, dot and you will see the numbers and you will compare those numbers to our hospital capacities and still mad at the end of the day. it does not work. the federal government must do this. >> an urgent call from the governor of a large state. then there is this. this is playing out literally in minutes.
9:07 am
>> it is a beautiful thing to see, they love our great country, we'll end up being stronger than ever before. there is a disconnect here and people watching at home if you are trump supporters saying cuomo is being a democrat. the president is back on his heels here leading from behind from repeated administration at a time of national crisis, who got the record here? >> i think the problem is nobody knows. that's what it is contributed to so much of the uncertainty, the uncertainty is built in of the fact that we don't know what's going to happen. the absence of strong national leadership to give a sense that at least we all know what we are supposed to be doing according to someone. the president tweeting yesterday that the states needed to be doing more and the states saying the federal government needs to be doing more. the states are doing a lot and
9:08 am
the federal government's response has been in arguable much more slow case and much less consistent in tone and so you know you do starkly different tones coming from different states, democrats and republicans ordering these drastic measures with a sense of urgency and the federal government is going back and forth and not sending consistent signals and directives and enforcing any of these mechanisms. so i think people are right to feel they don't know which end is up. >> the vice president made a point yesterday, we'll be back with you of new national guidelines of social distancing. another cases making recommendations. we do have 50 states and a republic, that's what makes us complicated. the federal does something and the states are supposed to do other things. they delayed briefings, what's
9:09 am
the problem? is there a debate they can't settle or something new they're trying to consider quickly? they don't give you much guidance why it is delayed. 33 states have closed public schools. 64,000 plus. 32.5 million children are affected by that. that number was 19 states on friday. you have this escalating crisis. is a question of more clarity or what's from the white house? >> the lack of consistency by this white house. you heard the president and i looked at some of the words we used, "tremendous," "phenomenal," "relaxed." they're saying this is a critical time where we need to make major changes. we didn't hear the president saying any major changes. instead he says we have it "tremendously under control" and giving the country the freedom
9:10 am
to breathe freely and going about their business. we don't need to be doing businesses like normal. we need to make major changes if we don't want to continue the path of italy. governors and local officials are saying we are not getting what we need from the president and the federal government in terms of what exactly the message should be to the american people and they're taking the rain and this includes some states closing certain things down and other states are not doing it. >> as we wait for the updated guidelines. we do know the cdc put out over the weekend of large events and mass gatherings, avoid gatherings for the next eight weeks. so sanjay, number one, 50 people, why is that important? number two, what does eight weeks tell you? when you see the governor of new
9:11 am
york and new jersey banding together and trying to have a regional approach and the governor of michigan issuing guidelines saying she wishes the governor of michigan there would be more federal leadership. should some of these things have been done two or three weeks ago? >> no question, john. the 50 number, look, it is a bit arbitrary and i am sure a lot of things went into that number. it is the first time we got more definitive guidance and it is social distancing and people interpreting what it means on their own. to your last point about the when should this be done, it is an important point here. when you talk about these mechanisms, the general inclination is people think things are getting worse, therefore we are going to do the mass gatherings and things are getting worse so therefore, we are going to do x. what you find is and this is learned over a decades of
9:12 am
looking at pandemics and big outbreaks. you have to do these things early. when the population gets to a certain number of percentage of infected, those same mechanisms and social distancing and mitigation mechanisms just don't work as well if at all. it is not necessarily a reflection that things are getting worse. they are getting worse. this is more of what you have to act early, i am not sure to be candid when you look at the model whether banning gatherings of 50 or more is enough. >> we are really going to have to do more. it is going to be an aggressive sort of the next several weeks. if it is not, it is going to be much more prolong thing going forward. its got to be done precisively early. >> looks like we are looking at
9:13 am

financial markets seemingly unimpressed. the dow right now and the market is down 1800 points. that's after the circuit break. cnn's allison kosik is at the new york stock exchange for us. you are looking to see if there is a floor when it comes to stock. why was the fed's action was not enough? >> you talked about the floor.
9:18 am
when are we going to see to an end to the sell-off? the reality is no one knows. the stock market is forward looking. investors trying to price something they never experienced before. a pandemic or a possible recession. they never seen that in their investing lifetime and trying to price for it is nearly i am p k impossible. you may see confidence coming back to the market if we see the number of coronavirus cases peak and then drop off. unfortunately john, we are seeing the number accelerating. >> we are seeing the acceleration. as we look around the country and around the world for precautions, telling us to go down the floor today. >> that was a stunner. usually i walk through the metal detector and there is officers waiting for me and they call me by name and i have been coming here on and off for 13 years. today was people with lab coats and blue gloves and they asked me if i was going to the floor,
9:19 am
they ushered me in the lobby and they took my temperature. thankfully i was normal so i got the clear and i got a stamp on my hand showing that i can make my way to the floor but i think this is going to be the way it is, the new norm here at the new york stock exchange just to get out on the trading floor, john. >> everywhere you look around the world, there is some new normal. allison kosik, appreciate your reporting. >> the new normal, your grocery stores, long lines and people scrambling to stock up on necessities whether it is food or cleaning products or things like toilet paper. major stores are changing hours closing early so they can clean the stores. the message for president trump after talking to retailers, the president says don't buy so much, supply chains will stay open. the president says "relax." >> when shoppers come in, what's the big concern that they can't
9:20 am
find things? >> reporter: well the concern john is twofold. one c one, can they get the food they're looking for and number two, is it safe? they are able to restock but at a slower rate. here is some of the products that came in early this morning. they're waiting to get it on the shelves. a lot of the shelves, food is making its way back way on the shelves. the owner is asking people buy what you need, do not buy in access. the grocery stores not an ideal place to do that. we are seeing long lines and more than 50 people in this store right now. that's the cdc recommendation that you should not be around 50 or more people. the store is deep cleaning
9:21 am
hourhou hourly, they're wiping down the handles of the freezer section and grocery part and pin pad and when you are buying groceries. they're also asking customers if you are not feeling well, please stay home, please do not come in this cramp quarters to get your grocery. you can order your groceries to your home. a new normal here and americans are trying to get groceries but also staying safe, john. >> vanessa, think about your neighbor whether going out if you are sick or how much you buy. >> appreciate the reporting there. up next, we'll answer some of your medical questions about the coronavirus. what should you be doing right now? ancestry provided me the opportunity to bring all of these stories that i've heard to life. i wanted to keep digging, keep learning... this journey has just begun. bring your family history to life like never before. get started for free at ancestry.com

some people are over reacting. they're coming to the hospitals when they don't need to. >> yes, john, we need to educate. we need to use terms like social distancing. let's show americans how to social distancing and how do we stay healthy. let's teach people this. how do we protect when someone is ill. i am n we are getting it in every ten minute on radio and television. there are things that people can do. people are very worried and people are worried because they lack the information of how to stay healthy. they're not getting proper
9:28 am
information. i get a lot of answer. most are not correct. let's correct that. right now it is about protecting the healthcare system. don't go overwhelm but set up these few hospitals, these alternative sites and let's get the message out and better at communicating. we are not doing a good job. >> one of the words and comparisons being made frequently in the news right now is italy. if you look at the trajectory, italy had this many cases three weeks ago and doctors in italy had to make tough choices. and in washington you hear this. >> yes, there is a potential for us to become italy. what happens in italy is the healthcare system became overwhe overwhelmed. >> we'll be overwhelmed.
9:29 am
>> the example is italy. a couple of weeks ago they had handful of cases and look at what's going on now. >> my colleagues in italy who i no know well. they're making tough decisions and i trained many of them. >> we did see a horrifying spike in death yesterday in italy well over 300. what can be done here so the united states does not have a sudden spike like that, flatten the curve. >> it is a good question, john. before we were comparing ourselves with china, why are we not comparing ourselves with hong kong or singapore or other countries that have the same amount of infection, they brought in good social distancing and better risk communications. we know how this is. it spreads by close contact with someone who's sick. we have to protect our eyes and
9:30 am
noses and mouths. i am wearing gloves today, i know when i wake up, i am less likely to touch my face. how do these countries go through it successful. protect yourselves and stop transmission. >> let's go to a couple of questions from our viewers. how long does the virus stay on surfaces? >> we know the virus exists outside the body and still active on surfaces. the question is not just how long. it is about how do we clean and disinfect. it is the easy of all the germs. let's teach people how to clean and disinfect properly to in activate as many surfaces we can. >> i have a dental appointment, should i cancel that
9:31 am
appointment? >> have you called your dentist? don't make more essential trips. we are not helping -- with the definition of social distancing, let's pick up the phone and what do the dentist about it. if the dentist is in an area where there is a lot of bars, you should not be going. >> appreciate it dr. gavin mcgregor-skinner. >> thank you, appreciate you coming in. >> the last democratic debate between bernie sanders and joe biden. with jackson hewitt upload your tax docs- - and connect with a tax pro from home taxes done and ready for review within 24 hours, guaranteed, -or your tax prep is free. taxes fast and easy with jackson hewitt.

welcome back. four states holding the pri primaries tomorrow. all americans are being told to keep social distance and pandemic was the topic of last night's debate between bernie sanders and joe biden. biden touted his work on past crisis. sanders says this crisis proves his point of the need of healthcare plan. >> you have a single payer system in the mid way. it does not work there. it had nothing to do with medicare for all. no one has to pay for treatment because of the crisis. no one has to pay for whatever drugs you are needed because of the crisis. no one has to pay for hospitalization because of the crisis, period. >> one of the reasons that we are unprepared and have been unprepared is we don't have a system, we got thousands of
9:37 am
insurance plans, that's not a system. >> if you are running for president, you make it about the presidential leadership. joe biden and bernie sanders telling voters, democratic voters that someone is going to be the nominee, close oyour eye, donald trump is the president dealing with this, think about me? >> to biden, this is a problem to solve with management and leadership with having the right person in the job. you need good people and know what they are doing and having a lot of experience and who understands the mechanism of the government. to bernie sanders this is a systematic problem. this is a system we have in place and overov haul them.
9:38 am
it was quite revealing exchange and it told you how these two men would approach it differently, it is enlightening and for democratic voters depending on which side of arguments they lean to, it provides a clear choice network. >> we'll find out the ratings of how many people watched it. joe biden has a big day tomorrow. he's going to pull away. in this new nbc's polls out. in ohio, 58% supports biden. illinois and florida voting tomorrow, this could have been and this may well have been the last democratic debate of the cycle. to molly's point, you did have that contrast, biden is saying we don't need a revolution, we need a guy to take the leverage of the government day one.
9:39 am
>> biden has been pushing restoreness for the country. bernie has been saying we need a revolution and change the structure of the country. in super tuesday states and primary states, we have seen biden's message went out. it is not clear that sanders hahas a path but he pushed it very hard. he pushed biden on his votes. it seems like bernie sanders is going to fight even though biden's message is about restoration. he wants to expand his base. we did not see much last night. we saw a little bit but it will take a little bit more. >> his team knows the math and what tomorrow night looks like and anything can happen. things are a little different today than expected. the polls are where they stand.
9:40 am
it seems like when bernie sanders says andi a am paraphrasing here "joe's heart is in the right place but," you have biden coming out proposing on what bernie sanders -- and endorsing elizabeth warren's bankruptcy deal. you see joe biden is trying to make that move. you can tell that bernie sanders does not think he can win but bringing joe biden as close to his policy as he can. there were some sharp exchanges basing on senate votes 10 or 15 or 20 years ago. you got to see how this is going to work going forward if sanders not going to come through at the end of the win. >> sanders going to come in, i know joe is going to win, i am going to push him. he didn't do that.
9:41 am
biden did make an effort. there were times that biden wants to fight, too. he brought up gun control. he did try to say you know bernie and i disagree but we'll get through this. >> if you become the democratic presidential nominee, how will you appeal to supporters of senator sanders when you disagree on so many. >> he's making it hard for me right now. i am trying to give him credit on things. we both agree, healthcare should be a right and not a privilege. we both agree to deal with education and access education. we both agree to have a new green deal to deal with the threat that faces humanity. we disagree on the details but we don't disagree on the principles. >> there is the effort. if you are bernie sanders supporter, there supporters, there is the effort.
9:42 am
after the debate, there was a conference call with top members of the biden campaign, anita dunn, says this. >> biden showed up to a debate tonight and spent two hours graciously dealing with the kind of protester who often shows up at campaign events on live television. >> that's not helpful, calling bernie sanders a protester. i understand that may not be your perspective. that should be your inner voice and not your outer voice? >> especially given that biden had a strong debate performance, right? >> if you are trying to distract from that t sure, that's the
9:43 am
kind thiof thing you do. for the most part it was funny to see as you alluded to both of these candidates, they pull in both directions trying to broadcast a message of unity and they still were not really punching on policies but continuing to take shots on each other, both of them and particularly senator sanders. with the campaign underway, neither of them is talking to the base right now. those are the people decided who they're going to go out and vote for tomorrow and into future contest. there is this big, this very large and mobile group in the middle of this sort of rank and file democratic voters who are subject to persuaded and who we have seen move incredible numbers in the primaries up to this point towards joe biden. the message you want to send to them is we are all in this together and we do like each other even if there are going to be some people refusing to get
9:44 am
on board. so i found that comment perplexing honestly. but, it will be interesting to see going forward when the campaign is over how much bridging there is verses that sense of we have to get on board. >> maybe it is a long night. sometimes it happens. we'll see how that changes the tone particularly the delegate math. we'll see. up next, businesses right here at home responding to the coronavirus. memory loss related to aging?d prevagen is the number one pharmacist-recommended memory support brand. you can find it in the vitamin aisle in stores everywhere. prevagen. healthier brain. better life. $$9.95? no way.? $9.95? that's impossible. hi, i'm jonathan, a manager here at colonial penn life insurance company, to tell you it is possible.
