teleconference and outline president trump's decision to have fema to take the lead in our national coronavirus response. our nation's response through fema will be locally executed, state and managed and federally supported. on testing, we want the american people to know once again testing is available in all 50 states. it is becoming increasingly available every hour of the day. because of the public private partnership that the president initiated several weeks ago, tens and thousands of tests are being performed everyday. state and private labs are now required by law to report all coronavirus testing directly to the cdc. which will give the american public and our research timely and important information. it is important for every american to remember, if you

don't have symptoms, you don't need the test. we want to make sure that tests are available for those with symptoms or having exposed with someone with coronavirus. americans can expect to see how an increase number of cases as our new testing system comes online should not be a cause of concern. she will explain the importance of taken into account, our new testing system as new data arrives over the next several days. on suppliesupplies, the priorit president have given to our task force, we continue to work with healthcare providers and businesses to identify more supplies, much more importantly across the private sector. we are encouraged to see companies like honeywell and 3-m take advantage of the laws of

changes last night directly to hospitals. those companies have now greatly increase by the tens of millions their production of so called n-95 masks that'll give our healthcare workers the protection they need to administer to those who are dealing with the symptoms or the disease of coronavirus. following the signing of last night's bill. all of those masks have liability protection. it is encouraging as we call out yesterday, seek instruction companies all across america that as we speak checking their supplies and donating those industrial masks. i speak on behalf of the president, we spent a lot of time as a builder, we thank builders across america for partnering with our officials. on the subject of ventilators. we are working with healthcare providers around america and

suppliers we literally identified tens of thousands ventilators can be converted to treat patients. we are remaining confidence that we'll have the ventilators that we need as the coronavirus makes its way across america. as we said before we are all in this together. and before i step away and give the podium to the president and dr. birx, i want to call every american attention again to the president's 15-day to slow the spread. we continue to hear one case after another, one city after another where people are putting into practice the principles that the president outlined on monday. make no mistake object it. while for the american people as a whole, the risk of serious illness remains low. these guidelines should be practiced by every american and every community not only

tolessen the spread of the virus but protect the most vulnerable among us. practice social distancing and using drive-thrus at restaurants and protecting their own health and the health of their family. no americans want to convey coronavirus to someone, the consequences could be quite serious. >> we'll marshal all the resources of the government and reiterating that strong partnership with america's states and governors and pulling all private sectors and energy together. on this first day of spring that we'll get through this. we'll get through this together. thank you mr. president.

>> i know you are watching the data dramatically and the increases. this will continue the next two or three days as we have backlog reduced of the testing. you heard the antidote of people waiting five or six days of their test results. we are moving through all of that as well as testing individuals. i want to applaud the front line healthcare workers and nurses d testers that are really prioritized and the american people who have prioritized those with symptoms. the number of those test positive is increasing. that's an important signature that everybody is doing their job. those with mild symptoms are staying home and self-isolating. our test positive rate are in the 10%. the severe ones are not covid

19. i know many of you are looking at the state level data, still over 50% of the cases come from three states. this is why we continue to prioritize testings in those states. in addition, 50% of the cases come from ten counties. we are a very large country with many counties. i want to applaud the locals and state government what are implementing their emergency centers to ensure. i want to thank the healthcare workers that have been asked to reduce all electronegatiive sur and surgeries, this will free up beds and equipment that can be utilized and construction in this country. we are deeply grateful of the number as the vice president have said.

distancing. we thing we should all consider especially our millennials and gen z is donating blood. as i know donating blood is an essential blood of caring for patients. one donation can save up to three lives. blood centers are opening now and in need of your donation. blood donation is safe and blood centers are taking extra precautions including spacing beds 60 apart and disinfecting surfaces between between patients and temperature checking staffs and encouraging donors making appointments ahead of time so we can space them out. social distancing does not have mean social disengagement. give blood today. you will feel good about it and you will be helping our country and your community during this crisis. you may even save a life.

bandanna instead of a mask. how is that acceptable at all? >> i have not seen that. i will let mike pence answer that question. >> i can't emphasize enough the incredible progress that was made with the passage of the legislation last night. president had me go to 3-m to manufacture these n-95 masks. we learned their production of 35 million masks a monthless than five million of those were qualified to be sold to hospitals. the president working with republicans and leaderships and we extended the liability. all masks, inn-95 are availableo hospitals. honeywell is repurposing a factory that was produced in mexico. we really, we put a priority at

the president's direction on making sure those that are providing healthcare services through america have the protection to keep themselves and their family safe and with the legislation last night with the incredible response among these great private sector companies and as we mention repeatedly, with construction company around america heeding the president's call to donate their industrial mask to the hospital is happening all over america. we know we need that. 3-m is increasing 20 million a year in production in january. they make 35 million per month at that facility. we are prioritizing the distribution of those. we are working with governors to make sure the healthcare providers and hospitals and

clinic in their states are placed in orders of industrial masks is now available. we'll make sure that they understand that supplies have greatly expanded. we are making sure the healthcare department is purchasing those. >> when will those masks be ready? >> they are available now. the legislative chain means all 35 million of those started producing in full capacity can be sold in the hospital. that's the distinction here. it is an important change and it is part of the way the president been engaging in private sectors

and pushing regulatory reform and the kind of liability reform that has greatly expanded at the availability of masks. they're in the marketplace now and they'll make it clear to governors and make it clear to healthcare providers and conference calls yesterday that those resources are now there. we vastly increase the supply of medical masks and we'll continue to put a priority on making sure we are calling on industry at every level, calling on major suppliers that the president met with this week to make sure those equipment are there. >> much of it had to do with the liability. >> the american hospital association told nbc news they need $100 billion in order to address shortages in equipment and other infrastructures.

went so early. when you said we were not prepared, had i left these tens of thousands of people come into china a day, we would have something right now that you would not recognize it compares to where we are. how many people have passed away and how many people have died. you can multiple it by a factor of many, many. when you say i was not prepared, i was the first to do the ban and other countries are following what i did. the media did not acknowledge it. they know it is true but they don't want to write about it. >> it is not just masks, doctors are saying they are desperate for other personal protective gears, gloves. governors say they don't have access to respiratories and terrified. >> governors are supposed to get it and the states are supposed to get it. we are helping the states.

>> we are working with everybody. in addition to the medical ship is coming. if we should need ships, a lot of rooms, they'll be docked at new york and los angeles and san francisco and different places. i want to thank nicky erickson at the cruise line. >> if we find that we need something, we'll do it. you don't know what we have done. you don't know if we have invoked it or what's been ordered? i can only tell you that as an example that nobody heard of the number of masks that's being ordered. they are being made now and many are available now. people i think in the media don't know that.

>> can you explain of the gap of tens of masks being available and what we are seeing on the ground is the opposite of it. people are saying they can't get tested even with symptoms and doctors don't have equipment. >> i can't explain the gap. i am hearing good things on the ground. they had to ramp up the system and they had a system simultaneously that was not meant for this. nobody knew that we would have a pandemic or entrepreneur dpidem portion. we are working with local government and states' governors and mayors on getting them to get what they need. and the system is starting to work out very well. the system we had was obsolete

and did not work. that was the system we inherited. now we have something that's been very good and certainly going to be great for the future, too. >> a corporate bail out out -- picking winners and losers, ask and he indicated th his colleagues and himself are not comfortable. >> we want worker s to benefit. sometimes you have to go through the company because they have thousands of workers. if the company goes out of business, no fault of their own. those workers are not going to be able to receive a check. our ultimate goal are the people of this country. and we'll have things worked out. i think it is going to be very well. it is a complex formula. you understand that.

very complex. it is working out. i think we'll have pretty uniformed support. >> we are hearing the state department will put out an advisory telling people not to travel overseas at all. >> we'll speak with the state department later. i can't say right now because i have not had the meeting yet. >> a drug made by gilead that's put in the press. it is on clinical trials here and around the world. we made it available by the approach i told you called compassionate use where the doctors can ask the fda for that. it allows us to collect the

data. what we really need to do is understand what the data and science are in order to make the appropriate decisions about safety and effectiveness. >> how do you make sure that it is safe and -- is there any concerns at all that it will be safe concerning it will not go through the normal process and could potentially cause negative effect. dr. fauci talked about we do not want to put out anything that can cause negative effect. is there any concerns for that? >> thank you for that question, i want to be clear about this. remdesivir is going through that process. so to those data that's going to inform the decisions that are made about safety and effect

efficacy. this is an unprecedented situation. this is really significant time and one thing that with the president leadership and fda have done is okay, how do we approach these extraordinary times with extraordinary measures knowing that we have a sacred trust with the american people about safety and efficacies. >> mr. president, one for you and one for the doctor. how likely of the 15-day guidance you put through will be extended snd. extended? >> we'll have to see. >> dr. birx indicated where 50% of the cases are focused? should those areas be doing more measures such as shelter in place? >> i think they are doing a lot. new york are working diligently and been very strong. i assume san francisco is one of

the areas and los angeles and state of washington obviously. that's one that's up there. they were working very hard to quarantine forward, just about the equivalent of quarantine. >> moving for the government as well starting teleworking? >> we are. we are using the medical term of tele-medicine have been incredibly busy. some people can't do it anyway and they can't get up and see a doctor. we are using this, it has been telehealth. if they are positive, or feeling poorly, they can't do it or we don't want them transmitting anything to anybody else. >> mr. president, on china, they recorded for the first time

since the outbreak, no new cases over 24 hours period. do you have any reason to disbelief them and second to that, the national security council yesterday put out a tweet very critical, the chinese government, chinese party suppress the report and punish doctors causing chinese -- >> could you explain it? >> well, it would be much better if we had known about this a number of months earlier, it could have been contained in one area of china where it started. the world is paying a big price for what they did and the world is paying a big price for not letting them come out, everybody knows that. as far as believing what they are putting out now. i hope it is true. who knows? i hope it is true. >> question for you and to the

doctor. you have been talking about china quite a bit and talking about the chinese virus and how you have heard about this on day one and had more information, you could have stopped it. are you thinking of any types of repercussions for china and rethinking of a supply lines for our manufactures? >> no comment on that right now. >> i have a question for you and dr. birx. >> american workers across the country are losing their jobs at unprecedented rate. you could see some of the worse job numbers, is the government prepared to see this fight on unemployment? >> worse case scenario, you would have terrible jobs number. if we can get this thing wrapped up and finish earlier and things go nicely. one of the things that are working, one of the elements that is being worked on very much so in the hill is to keep

jobs going. so when we do get rid of the virus, we'll be really -- i think the economy will be fantastic. when he said that, he was using that as the ultimately bed outcome. i don't think anybody believes that's going to happen. >> members of congress are now being tested positive for coronavirus, and you have two dozens quarantined, do you have any guidance for congress? >> i know all of them. >> we should probably get rid of another 75% or 80% of you. we need to figure a new way doing it. you are much too close.

you should leave immediately. loor look, look, i know all of them. they tested positive and hopefully they'll all get better. t it is one of those things, it is congress. >> should they keep ongoing to the hill? >> i know where they tested positive. they're in quarantine and i nol know lindsey and many others don't know the results. when they get the results, they'll stay there and get better. people get better. most people are getting better. by far, you get better. it does not mean it is not a tough one, it is a tough one. many people in congress felt not perfect or they met somebody that was not perfect and turned out to be positive and they put themselves in quarantine.

i think congress behaves unbelievably well. >> on stimulus, given what's happening with the economy. do you think a trillion dollars stimulus is enough? >> we'll know about that later. >> so much depends on what's going on in this room in terms of the medical. if we can stop it in its tracks. it is plenty. if we can't, we have to go back. >> do you support the idea of the government taking an equity stake can certainly help us? >> i really do. >> in some cases, no fault of their own and in some cases where they did certain things over the course of the year including buying back stocks. they bought back stocks and paid a high price for it. maybe i view it differently than somebody that did not and somebody paying plants over the

united states. >> airlines and boeing? >> we'll be helping the airlines industry and cruise ship industry. we'll be helping the hotel industry. you don't want to lose industries like this. we'll be focusing on many industries. we'll be helping small business businesses. that's the engine of the company. we'll be helping small businesses. >> dr. haun, thn, two million ms members -- >> they could be, we could do - there is a lot of executive power.

if we don't have to use it, that would be a good thing. not a bad thing. >> right now the economy is essenti essentially to a halt. stores are closed and travels have slow down. >> what's the rest of your country. everybody in the room knows that. >> how long should those who are not working right now and business owners have to make critical decisions, how long should they expect state of affair as it stands as this moment to play out and doctors behind you? >> we'll be able to tell you in the near future. not only you see the graphs and you will see numbers. we'll be able to let you know. i will say the american public have been incredible. for the most part but not in all cases. you will be able to say what's happening. we have a 15-day preeeriod. you will be able to tell a lot in weeks or so.

we'll be able to see over the period. >> all the parents that are at home and this is a question for dr. birx and dr. hahn who are caring for their children and curious of when will my kids be able to go back to school. what do you think of the timeline? >> all of those decisions are made at the state and government level. each state and local government have handled it differently. that's why we put out the federal presidential guidance to every single person about what we think is important for the next two weeks. as we look at that data, we'll see the impact. those are driven by the model studies showing if you add it together, they'll have a bigger impact. those are part of the decisions making. they composite all the data together. everyone has the same question

of what the impact will be. what pieces the can seesessenti be removed and you still have the same level impact of decreasing the virus. the key is every single american looking at the president guidelines and taking it seriously. the act of selflessness that i am seeing is incredible across the board. even 10% or 15% decides that what they are doing is important than the health of our americans. they can spread the virus in a strong way because of the level of contagiousness. >> if they work, your number is going to come down rapidly. we'll see what happens. there is a real chance it may work. >> thank you very muchme. the

president of brazil who was taking supporters and encouraging -- yesterday the president from brazil that we should not be surprised, what do you think about that? what's your message? >> he's a friend of mine and we had dinner. everybody said he was positive and he was not positive. he tested negative. i was quite happy when i heard that. but i had no message for him other than he's doing a good job in brazil. he's doing a good job in brazil and he's very popular. >> i can't tell you about that. i don't know about that. i have not heard that. he's doing a good job in brazil, brazil was troubled before he got there. the people love him and popular. i think he's doing a very good

job. >> americans traveling abroad unable to come home. ten americans. >> where? >> we spoke to ten american women who are in morocco, all flights have been cancelled and their hotels have been shutdown and they have no way to stay or get home. they're asking you and the administration, the u.s. government to help. >> we know about it. we have groups of young people in peru and we are working on taking care of that. >> not evacuation. we are trying to get them out and they got caught. they were late with their flights. we gave them a period of time. they did not make it. we are looking to get them out through the military. we have a group of young people. i think young men or people or women with them from alabama.

it is a great state of alabama. they're in peru and we are working on that right now trying to get them out. it is a large group, about 300. jeff? >> mr. president, your talk with the g-7 leaders earlier this week, did you discuss together or ending or postponing the olympics? y >> yes, we did discuss it. prime minister abe was on the call and that was a big decision for him. we don't know what his decision is. it is a tough situation. they have done an incredible job. japan have done an incredible job when building the venues. you see so many olympic venues been a disaster over the years where they cost five times. japan built it beautifully and built it for what it was supposed to built for but then he got hit with the same thing, hit with unexpectedly. he toll us he has not made a

decision. >> have you spoken to the leader of saudi arabia or russia and encourage them to stop the blood of oil. >> from the standpoint, you get a little bit torn because until we became the leading producer, i was always the person driving the car and filling up the tank of gasoline and the prices were too high. ill raise hell with opec. i was always somebody, i would never thought i would see $22 or $23 or $28 a barrel. that's what we have. in one way or consumer is very much helped. it is like a massive tax increase. we can give all these big tax cuts but they're paying little for gasoline. on the other hand, it hurts a great industry and a powerful

chinese. it is right here up to the white house and direct access to you and your team. >> it amazes me when i read the things that i read. it amazes when i read the wall street journal which is so negative and "the new york times," i barely read it. we don't distribute it in the white house and the same thing with "the washington post." you see i know the truth. people out there in the world, they don't know the truth. they don't know what it is. they use different slogans and different concepts for me almost every week trying to catch something. last week it was oh, okay, you see me, there is no chaos. i have no chaos, i am the one telling people to be calm. we have unbelievable professionals. it is really, i hope i came up

with the term, it is fake news. they write stories without calling anybody. they write a story today, i had a couple of stories where they never called me ever, that i know of. at least nobody tells me. they'll write a story about me without asking my opinion on something. it is totally fake. i never seen it. there is a story in the wall street journal today about you know how -- we have done a phenomenal job on this. gavin newsom who i am fighting with over the fire, i think you should do a different job in the forest, gavin newsom has been very generous and cuomo has been generous. they're saying we are doing a great job. everybody is saying. you will read these phony story in the wall street journal where "the washington post" is going wild. i don't know what's happening to them.

"the washington post" -- these are dishonest media sources. they're very dishonest. some day, hopefully five years i won't be here and that'll be fine. i don't think anybody have done as much in 3.5 years as i have done and the administration. this administration have done a great job. the press is dishonest. they are siding with china. they are doing things that they should not be doing. they're siding many others. china is the east least of it. why they are doing this, you have to ask them. if we have an honest media, our country will be a greater place. ladies and gentlemen, thank you very much, we are excited about specifically what we talked

>> how quickly do you think, if you can update us on the vaccine? >> what i want to reassure you because the questions that were asked, we have to make sure it is done well and right for the american people. the president is right, it is an off the shelve drug. we have a lot of information of the side e if he caffect of the. i want to show you we are working as quickly as we can and don't want to speculate it. with respect to vaccines, that's in phase one trial. we are expecting to proceed and moving forward and working with a number of different companies about the vaccine. >> phase one was fast track. is it possible that phase three or phase two can be fast track that we may be able to see. you said it could be a year. >> this is a trick question, we are trying hard at fda to partner with great industry to

sadly. i want to start with our dr. sanjay gupta. rare to hear the president of the united states, he started the briefing and talking about two specific medications, one is a malaria drug and the president is saying he thinks he used these terms these could be game changer but the fda coming in saying they're testing trials on whether these drugs do help coronavirus at the end of the briefing. he didn't want to give a timeline but in the middle of the briefing, he said it could be three to six months. >> everybody wants a therapy for what is going on for coronavirus. anywhere you live in the world, you would like to have great news. the thing is john, there is a process, a scientific process by

which these things work. clodquin is an existing medication, it is used to treat a parasite disease, malaria and not a viral base disease. there were studies back in the days of sars in the lab looking at the pomt of clodquin affecting the cells and entering the cells. we are early days on this. there is no clinical trials that have been conducted in this. w.h.o. was asked of this as a therapy sometime a go. the answer was let's not get ahead of ourselves yet. that still has to be sort of the way this is approached. the president calling it a game changer, i get the need to sort of provide hope for people but you know there has been a lot of trial out there, there is one in the new england journal medicine, another promising

trial and earn thought that was going to be a game changer and yesterday they said suddenly, it shows no improvement over standard of care. there is a reason that you have to trial these things. it is true that these drugs have a low side effect profile. the idea of safety testing is already done because this drug that has been widely use for malaria, you have to exhibit a little bit of caution when hearing about these types of drugs. they need to be trialed like everythitried. >> 163 deaths confirmed in the united states and 10,000 cases confirmed. people are using social distancing and trying to listen

to guidelines but family members are getting sick. it is remarkable. how remarkable for a president of the united states to list specific drugs and pharmaceutical stocks went up. as the president was saying that, once again he says i think it would be great. could be a game changer. may bring down the number rapidly. there is a real chance it will bring it down rapidly. you are saying the medicine, the scientific community says slow down months? >> slow down and even saying that because we don't know and then on top of that it does have to go through trials and that'll take months. there are hospitals in the university of nebraska already been looking into this. they're trials. you know and here is the issue. just because something has a low side effect profile, that's obviously important. you don't want to do harm as dr. fauci and everyone has been

saying. you focus so much on something that's not benefit. you may divert times and resources from other things. there are a lot of potential candidates out there that are anti anti-viral. the anti-viral is trying to treat the illness. there are several candidates out there. this is one of them. the data just does not exist and in fact i was looking at some of the world health organization was asked on this, it was not on their list of most promising candidates a week or so. it is about three hours a pill. you got to go through trials. the scientific community of inflection point of hope and honesty. we don't know enough and i don't want people to get a false hope here. >> thanks, i think that's a critical point. we are glad that the government is testing everything.

line? >> on the front line people are terrified. i work at an unbelievable hospital system been preparing for this pandemic since the first report came out of wuhan three months ago. we can't get the masks and other protective gears that we need. my partner and department of health can't get them. we are being told by the cdc to reuse masks for every patient you encounter, we'll put a mask on and protect ourselves. instead we are being told to use masks for days on end to preserve them. doctors across the country are getting sick and doctors and nurses are worried of what it means for us and our patients. >> doctor stay with us as well. i want to bring in our panelist in terms of reporting these big issues. >> jackie, the president says we

are not a shipping clerk, essentially saying this is the responsibility of governor. if you need masks or folks or other protective gears for doctors, that's your job. if you need ventilators or respiratories, that's your job. it seems to be an effort by the united states saying hey we are here to help but this is your problem. >> i am sure the call he's going to have having with governors are going to be interesting. you heard governors expressed a lot of frustrations about what the president has done and where he has not been able to help. i think there is a disconnect where we are all in this together. go do it yourself. the president got irritated with the question of testing and

economics. it did not provide the comfort that a lot of people needed when they tune into those press conferences evidence. >> the president was more testy today and political. >> the president kept on talking about how surprised we were by this and rightly so he was criticizing china and they were not honest and did not alert the world early enough. the timeline suggested other wise in the first case was in december in china. the chinese authority confirmed it was novel coronavirus, the united states had its first case at the end of january. when it comes to issues like the masks or supplies or these great waivers that's been given to the fda, it is a legitimate question to ask, why was it done couple months ago? >> that's exactly right.

blaming china that one thing could be done, right now the focus is on the response here in the u.s. and mak making sure th the country is able to responds. the president praised his own administration is not going to save lives or help solve the problems or give more masks to the people who needs it or stop the virus. all of that is fine but it is not going to help solve the problem right now with this virus spreading more than 10,000 cases have been spreading rapidly. teams like much more focus needs to be on what the administration could do solve some of these problems. getting testing spreading more quickly around the country, some of these issues were given short trips during these press conferences and the president talking about these drugs that

have not been proourven or vett in the case of coronavirus. it is not going to inspire a lot of confidence that the president wants to have a major announcement. we saw it yesterday with the announcement of defensive act. even though he says he's not going to use it. the president is coming out everyday and saying doing something knew that's never been done before and when you go back and look under the hood. a lot of times the announcement is much more significant than the actual chains of what's happening. the president seems to have big announcements but follow through on the ground impact is not being felt. >> it needs to be as he leads the country through this. he needs to be careful in his words. those tests are not available. we are now approaching 11,000 cases here in the united states. for those of you did not follow the en
