under the president's leadership this week, we taken two important steps. president trump announced on wednesday, the united states and canada jointly agreed to restrict non essential traffic across ourborders, it goes into effect at midnight and excluding crossing the border unless for work or other essential reasons. the united states and mexico have agreed to restrict non-essential travels across our shared borders. both our countries know the importance of working together to limit the strength of the virus. commerce continues to keep flowing. the united states is glad to have a friend who's working side by side with the fight. secretary wolf will talk about the details of working alongside with mexico to keeping our

border safe and secure as well. yesterd yesterday. >> level four from international travels from u.s. citizens should be avoided. options remained available. u.s. citizens reside in the united states should arrange immediate return unless they repair to remain abroad or extended time. if you choose to travel, it may well be fairly disruptive. i want to talk about the information people are seeing around the word, some of it coming from the government or other individuals. if they are seeing information that one time suggested another, this information on lockdowns that are taken place. every american and people all around the world should ensure where they turn to for information is a reliable source

the administration is taking to ensure the safety of the american bill belichipublic. let me first address the progress as secretary pompeo and others have made with our committee and mexican partner regarding across the border travel. as we continue to evaluate common sense measures that reduced risks and prevent further spread, it makes sense that we have looked at the measures that our neighbors to the north and south are under taken. we have been working closely with those partners since the earliest days of those virus. the president did say and secretary pompeo are in agreement with canada and mexico to eliminate non-essential travels across our land borders.

we'll continue to maintain a strong supply chain across our border. public health services and individuals across the border of trade. the agreement of mexico and canada will go into effect on saturday march 31st. we are working to take joint action regarding individuals seeking entries between our ports of entry. the cdc orders and directs the department to suspend the introduction of all traveling into the u.s. without proper travel documentation for the northern and southern borders. the cdc -- presenting a serious danger to my dpraigrants and of

and the american people. it is important to note that the department apprehends foreign nationals from 120 different countries around the world. the vast majority of those having coronavirus cases. many of these individuals arriving with little or no documentation making public health risk determination. it is important to note the outbreak of our southern border would like to increase on the strain taken away important and important life resources from american citizens. tonight immediately returning individuals arriving without documentation to canada, mexico as well as a number of other countries without delay. again, cdp will execute these measures as we continue to keep our borders secure and safe. before i conclude, i would like

citizens or lawful permanent reside residen residents. a number of health pandemic arise. we are talking about significant numbers of illegal immigrants. from this past october through february. dhs have processed more than 21,000 in admissible aliens at the borders of northern and southern. these migrants spreading the virus to workers and agents and even the united states population as a whole. in such circumstances, distancing measure that the cdc

19 and under may have severe disease but majority have all recovered to date. we still see the same trend and frankly from italy we are seeing another concerning trend of the mortality and may all seems to be twice in every age group of females. this should alert all of us to continue our vigilance to protect our americans that are in nursing homes. this requires all the communities and when you see the sacrifices that many americans have made and service industries have made to close their restaurants and bars so the spread can stop and you understand how all americans must have to make the same sacrifice. we ask you to follow the president's guidelines. no group of more than 10 and

everyone quarantines in the household together and we focus on those who have the most vulnerability to this illness. to the moms and dads out there that have children with other medical conditions, we don't know the level of risks and i know you will also protect them in the same way. it is not enough numbers at this time to tell them if they're at additional risks in the same way adults are. we don't have new data. i don't have any new data. it is important for us to be as honest with the american people as we can. and when we don't have data be clear that we don't know. finally no one is immune. i sometimes hear people on radio or others talking about immune to the virus. we don't know if the contagion levels are different in age groups but it is highly contagious to everyone.

do not interpret mild disease as lack of contagion or you are immune. the ability to fight the virus in a way that older people or people with existing medical conditions can't. that's why it is very important at this moment. all of you carry that message about the sacrifices that have made. our service providers and front line healthcare workers, they are making that sacrifice everyday so that every american can move through this. we need every american following the president's guidelines. thank you. >> i just want to under line a few things i have said. t keeping infectious coming from

california. governor newsom made some very important difficult decisions. today governor qucuomo did the same thing. i strongly support what he's doing. one thing as a new yorker myself and those of you have not figured out from my accent that i am from new york, as a new yorker, i know what new yorkers can do. we are tough. i was in new york city on september 11th, 2001. i know what new yorkers can do. cooperate with your governors and mayors. it is very important. thank you. >> thank you mr. president. the white house coronavirus force met this morning.

partnership with the american people responding to the threat of coronavirus. i know i speak with confidence when i say how inspired we are, by the way the american people and the american businesses are coming together to help defeat this virus in our country. millions of americans are putting into practice, the president's 15 days guideline and we encouraged everyone. even those not in areas of no significance outbreak. put them into practice and you will continue to do your part. later today, we'll be talking to manufactures around the country and the president and i continue to be inspired by the way american industries are stepping forward. we have businesses volunteering to retrofit plants to help us meet the need of our healthcare workers and system and confronting the coronavirus. the president mentioned yesterday following his decision

to put fema in the lead in the emergency declaration. we met with all the nation's governors of fema in response coordination center. we could not be more grateful for the efforts of all of our governors and implementing the guidance that's being issued not only from our task force but also taking strong measures in their own communities to protect their citizens. we want to urge every american to heed your local authorities and listen to their guidance and also do your part to slow the spread. we reiterated to all the governors that the president by putting fema in the lead will continue to implement a plan that's locally and executed and state managed and federally supported that puts the health of america first. we received a report today as the president mentioned on our legislative team on capitol hill

working with republicans and democrats at this hour to pass an economic recovery package that the president described. we hope to see congress act on that early next week. on the subject of supplies, we continue to make steady progress on testing. thanks to the president's involvement of commercial labs of public and private partnerships, more and more americans are being tested every single day. tomorrow afema will update on te status of testing and testing efforts are literally expanding by the hours. on the subject of medical supplies, we continue at the president's instruction of expanding supplies for our extraordinary and courageous healthcare workers for the need of the people impacted by the

coronavirus. and now the president works with congress, for hospitals to be able to purchase masks and protecting their equipment. we are encouraged of the availability of those importance of n-95 masks healthcare facility. we'll be announcing a major procurement of n-95 masks as well. we are encouraged that we are finding new alternatives to increase the supply of ventilators. we mentioned we have a federal stock pot, some 25,000 ventilators on standby. that does not count the tens of thousands of ventilators in our healthcare system. the president challenged to for us to free up other sources around the country. there are two different ways we can do that. number one, our recent

discussions with anesthsiologists, also, on the president's behalf and on behalf of all of our task force, we want to urge every american and every healthcare facility to postpone any elective surgeries or procedures. it will free up equipment that our healthcare workers need and hospital beds. businesses around america are donating n-95 masks to our hospitals. businesses are donating hundreds and millions of n-95 masks. i know how grateful the president is and we all are. let me close by saying as all of

day before and invoked yesterday. >> you are using it now to tell businesses to have ventilators and masks. >> for certain things that we need. >> i would say ventilators and more masks to a large extent. we have millions of masks which are coming which are distributed to the states. the states are having a hard time getting them. we are using the app for things like this. we have millions of masks that we bought. they'll be here soon and we'll ship it directly to states. >> you would only do so in a worse case scenario. are we in a worse case scenario? >> we need certain equipment that the states are unable to get themselves. we are invoking it to use the power of the federal government to help the states get things

they need like masks and ventilators. yes, steve? >> will there be a lockdown to keep people at home? >> i don't think so. california and new york have done that. i don't think so, you go out to the midwest and other locations and they're watching their television but they don't have the same problem. new york and california, miami, the governor is doing an excellent job and governor desantis in florida. we have some pretty hot spots in florida, too. and the state of washington, of course. there was largely and one nursing home that have problems like you would not believe. we are working with the governor and i don't think we'll ever find it. >> are you happy with the

progress of the 15-day guidelines? >> i am happy with it. we have to see the results of the end of 14th day to see what we are doing. i am honored by the way the american people are doing. this is the first time this has happened. we are working a tremendous financial package for them so they don't work. usually you work at a financial package and you get people working. we are asking people not to work. social distancing is a new term that becomes the hottest term there is. now i am honored bee ty the way american people are taking this so seriously. >> question for you and question for dr. fauci. there has been concerns on democrats on capitol hill of stimulus as too much in favor of corporations and not in terms of individuals, what did your conversations with senator schumer yield on that?

>> we talked about buy back stocks. i don't want people to spend and some executives saying we are going to buy 200,000 shares. and also for the company to keep the company going but not the buy back stocks. i have not spoken to a lot of the republicans or democrats, we discussed it and i don't like buy backs. i didn't like it the first time. >> we are discussing that. >> are you on the same page? >> we are not so far away. we are not very far away. >> dr. fauci. there has been some promise with hydro hydrox-chloroquine? >> the answer is no.

restrict it because we thought they would have known better. not in all cases obviously. people did an incredible job and built plant all over the country. you see what's happening. we were doing it until this invisible enemy appeared. it was some companies that used that money to buy back stocks and driving up the stocks artificially in many cases. i don't like it. as far as whether or not we have it and allow it. we have to keep these great companies in business because of the workers, frankly for the most part because of the workers. workers are my number one concern. the way we take care of the workers is we have to keep the companies going. i am fine with restricting buy backs. i would demand that there would be no stock buy backs. i don't want them to take hundreds of millions of dollars and buying back their stocks because that's nothing.

functional. >> mr. secretary, the government have not announced any travel bans on europe. have you been in talks with them and when they're going to do this and what is it they're telling you and a second question, they also are telling us and said in a press conference this morning that they'll not take balcony n non-mexican citizens. we don't know what'll happen to them. can you address what will happen to those country immigrants that you are saying are not allowed to enter the u.s. that it would not be allowed to enter mexico. >> with respect to travel to mexico, i spoke with our foreign minister about this. i am confident that we'll get to a good place to protect the american people from those traveling into places where we got a destination from china so that they're not coming into

mexico and they're coming into the united states. i am confident we'll do that and make that announcement shortly together. >> again, we'll take a number of individuals across the border illegally, we'll do that in a rapid fashion. we'll continue to work with mexico and making sure as the nationals get back. >> what would you do to those countries that are not mexicans? >> we are doing all the above. we'll be sending individuals back to mexico and northern triangle countries. 122 different nations that we see, nationalities across the border, we'll be sending them back individually to their country but working with mexico to send additional population back there as well. >> when you said they're

non-mexicans -- we are not sending them to mexico, we are sending them back to their own country. we are sending them back in the case of guatemala or honduras, they go back to the country where they came. >> is there any additional information or is it acute? >> we see it come fing from pla of china, iran, disparaging what america is doing in our activities to do all the things that president trump have said in notion here. >> other than what you are doing this morning, what are you doing to fight back? >> a lot of things. we made clear and spoken to this count country directly that they need to knock it off and we don't approve of it. make sure the right information is out there and accurate
