total was 23,000. multiply that by three today, just four weeks later. and since late june there have been nine days of record new cases. 38 states are showing a spike in new infections. while the number of americans hospitalized is near the highest levels of the pandemic. in florida with more cases per capita than any other state a spokesperson for the miami-dade mayor said that icu capacity is now over 100%, additionally the mayor of miami said the city could see a stay-at-home order within a week if things don't turn around and now learned that the white house is hiding key data of americans. the center for public integrity with a copy of the 359-page report prepared for the white house coronavirus task force. it says 18 states that are in the so-called red zone for new cases and positivity rates should roll back the reopenings. the white house task force led

road, as bleak as it may sound right now that we are on the road of getting this under control. so you can tell your intern, yes, we will get back to normal with schools and will ultimately get back to normal with every other aspect of our lives. >> dr. peter hotez is a professor and dean of tropical medicine at baylor college of med sen. dr. hotez, you heard dr. fauci. you have been skeptd caical of timeline. are you encouraged by the early results? >> i share dr. fauci's cautious optimism that we will have a vaccine for covid-19. i think we will have multiple vaccines for covid-19. i hope ours is one of them. the tactical hurdle to develop a vaccine is not very high as we have discussed. it is just a matter of inducing neutralizing apt bodies against the spike protein. it is an old-school problem in virology. we know how to do this and i

think we will have multiple covid-19 vaccines so on that point, sure, i'm cautiously optimistic, as well. we both work on hard targets. he worked on aids vaccines forever. i work on parasitic disease vaccines. right now in terms of where we are with covid-19 in the nation, we are in an absolute dire public health crisis. we had 75,000 new cases per day. the numbers continue to accelerate. we'll be in the 80,000s by next week and the deaths are starting to surge up and it is not only deaths, it is hospital admissions, it is icu admissions, the fact that hospital staff are exhausted and many major hospitals now, the hospitals are sick and sending

replacements down. we are in an awful, awful situation. the southern half of the united states is now accounts for one quarter of all of the covid-19 casses globally. we are at the epicenter of the covid pandemic. there doesn't seem to be any cause for optimism on that front and last we intervened and no national appetite or any appetite in the white house to do anything about this. >> something we have learned that's happening at the white house that the task force had a report, this is a good idea. getting a report together with very clear scientific information about what's going on in different states and it warns that there are 18 states that are in a coronavirus red zone and need to roll back, reopening plans. but what we learned is that this information was kept hidden. what's your reaction to that? >> it is a bit ludicrous to even try to keep it hidden. you don't have to.

go on the johns hopkins web side, "the new york times" website, the kaiser foundation website. you can get this information just about anywhere and see that we are in absolute freefall. the numbers are there. this very steep rise in cases, hospitalizations. icu admissions and deaths and yet from the white house we're not hearing any of that. all we hear is this kind of what i call a disinformation campaign, this attempt to try to minimize the extent of the epidemic even though it's so obvious that we are in this crisis and also the deflections. first the chinese communist party, the world health organization and then the scientists including dr. fauci and others so this is -- this is now an issue because we are going to continue to accelerate. the new projections are 224,000 deaths by the end of october. by the end of the year we will have 300,000 deaths and so we

of emory. thank you for coming on to talk to us about this. what actions do you want the governor to take now? >> i had a producer, an editor reach out to me. i did op-eds for cnn before and i definitely wanted to speak up. i'm an atlantan, mayor bottoms is my mayor, and she is doing everything she can to keep atlantans safe and it seems like the governor is doing everything he can to put us at risk. >> so in a tweet georgia's attorney general says that this lawsuit is about the rule of law but the mayor of athens and savannah both of whom said that the mask mandates will continue despite the order were not named. what did you think about that? >> he once again is targeting a black woman. we saw how he handled stacy abrams and now another black woman doing everything right and he's doing everything wrong.

rosa flores joins me with more. >> reporter: brianna, the florida eoc has been testing employees for covid twice a week. in the past two weeks, 12 employees have tested positive including 4 just yesterday. all this is according to the communications director, the florida division of emergency management who also says that this, of course, prompted the closure of the main floor of the eoc in tallahassee for cleaning and now that office is scheduled to reopen on monday. ndou the communications director said because employees continue to work from home this has not stopped the response to the covid-19 crisis. >> florida leads the nation and some entire european countries in the number of new coronavirus cases. more than 11,000 new cases and 128 deaths, that is in a single day but those aren't the only significant numbers. for five days in a row florida

led the nation in highest per capita rate of infection. florida averaging just over 55 cases per 100,000 people which is according to a analysis by johns hopkins data. the states behind florida, louisiana and arizona. against this backdrop there are reports that florida is fudging its numbers and minimizing the crisis by underreporting positive numbers. dr. jason salami is joining me now a professor at the university of south florida. doctor, you did the research here. tell us how florida is skewing the results. >> so actually first it's important to understand that i'm not an insider but a scientist trying to make sense of the data like everybody else and so that's why i created a dashboard to make publicly available for people to access reliable data. but obviously covid-19 has been increasing dramatically in florida and the positivity rate is something that people pay attention to. you see the governor tweet out

about it so in this article there are two major issues that emerge with what's happening with the positivity rate. the first to me is more of a problem with the communication of the data so people should have access to data they understand and it is pretty simple. we want to know the case positivi positivity. what proportion test positive? florida reports the test positivity so in that simple number it is all of the people that test positive for the first time in the denominator it's all of the tests performed but here's the catch. if a person tests positive multiple times so you get the virus and you get tested repeatedly and test positive multiple times only the first positive test result is included in the numerator and just alluded about people at the florida department of the health they'll get tested multiple times and the negatives are included. this is a valid measure talking to the operation or the of communications because the people that continue to test

negative are still at risk of the virus. it's valid but it's hugely misleading and here's why. a simple example for the viewers. say you have ten people and those ten people are tested weekly for five weeks. and let's say five of those ten people ends up testing positive on the last week. what florida would report is 5 out of 50 tests positive or 10% positivity. when i just told you that 5 out of 1 people tested positive in 5 weeks or 50% so it's a valid measure but misleading. i think people deserve information to digest and so at a minimum the department of health should be reporting both. at the test level and the person level and the more egregious problem has to do with combining the results of two tests that are really very different so again for your viewers the two types of tests that detect the viruses, one is a molecular test and looks for the genetic material of the virus and when they swab you they get it in

minimal amounts they amplify that and as a result it's very accurate. if you get a positive or a negative test you can pretty much trust that and takes a while to get the results back and they have sot test of the antigen test that looks for proteins on the surface of the virus. it comes back in 15 to 30 minutes and doesn't amplify the small amount. a person might have the virus but they come back negative. and so again the problem with mixing these because, you know, 20 out of every 100 people who actually have the virus will return a negative result on this so, you know, as you try to calculate the case positivity, this puts people driving the number up in the denominator driving the number down and at a minimum they should report the results of the very different tests separately. >> thank you so much for -- i'll say i understood everything you said and i hope the viewers did, too. it makes it so clear why it's so important what florida is doing

here but explain to us what's it mean? what the impact of skewed data? what's the impact on our understanding of what's going on in florida with that? >> absolutely. look. i collaborated with people at the florida department of health since 2005. they have excellent capabilities. during a pandemic we've got to get certain decisions right because the decision should be made on the data, not on saying over or underestimating data so i'll give you another example. the current hospitalization data that was missing from florida so long, only 1 of 3 states that didn't report current hospitalizations for covid-19 and started to release that information last friday and increased 30% in 1 week but there's problems with that data in my opinion. we teach our students that you need to help people to understand the data you put out

there. there's not much guidance with the new information but one example why it's problematic. its's a primary diagnosis of covid-19 and an example of where that's problematic. if tomorrow a pregnant woman goes to the hospital because of covid-19 due to the coding guidelines of cdc she does not receive a diagnosis of covid-19 but a pregnancy related diagnosis and those women are not included in today's numbers. moreover with the primary diagnosis, talking to clinicians it doesn't matter. if they're hospitalized with covid-19 it complicates the hospitalization that much more. it uses ppe, hospital resources so again i think we need to just better define what i would recommend to the department of health to report it separately give me a list of the patients hospitalized with a principle diagnosis and then give me all patients hospitalized with covid-19 and how we can improve the data and then start to make

oklahoma is another state experiencing a sharp rise in coronavirus cases and it does not have a mask mandate. we told you earlier this week that oklahoma's republican governor stitt just contracted the virus, the first known u.s. governor to do so. and now cnn has learned in the days leading up to his diagnosis he was out and about in public without a mask even visiting a restaurant that's now closed down to deep clean and test its

employees. cnn's lucy kovanov is joining me now. the governor said he was pretty shocked to learn that he was infected and very outspoken against experts' health recommendations. >> reporter: yeah. it is interesting. there are simple steps according to health experts that all of us could take to limit the spread of coronavirus. within of those is wearing a mask. obviously it doesn't guarantee you wont get infected but reduces the risk to yourself and to those around you. something that the oklahoma governor has so far resisted in terms of statewide policy. and it turns out personal example. >> covid-19 is still in the united states. we know that. it's still in oklahoma. we need to take this virus very seriously. we need to come together and make sure each one of us is doing the best we can to slow the spread. >> reporter: oklahoma's republican governor kevin stitt seemingly not taking his own

advice. rarely seen wearing a mask in public even as cases continue to surge across his state. >> i got tested for covid-19 and the results came back positive. >> reporter: becoming the first american governor -- >> so help me god -- >> reporter: -- wednesday to announce he got coronavirus. the governor often been seen in public without a face covering. posting a photo of himself and his churn at -- children at a crowded restaurant in march. choosing not to wear a mask at president trump's tulsa rally on june 20th and seen here allegedly shopping at a mall mart sunday without a mask before he says he developed symptoms. another social media post showing him at a restaurant without a mask last week. the restaurant announcing it would be closing for a professional cleaning and to test all employees. cnn has reached out to walmart and the restaurant for comment.

minute but afterwards two of the commissioners stuck around for hours to listen to people opposed to this mask mandate so some of them were parents, teachers. and they really had a wide variety of concerns. some of them said that they thought that masks were harmful for children especially wearing them long hours at a time and kids should be allowed to play. other opposed to the idea of the government forcing people to do something in general. so a lot of different concerns expressed at that meeting. >> what are the commissioners saying now about mandatory masks for students there following this meeting meltdown? >> throughout this whole thing the commission -- throughout the pandemic the commission has been following both the state health department orders and those of utah's governor herbert and that's the position. of course, there was a commissioner who put something on the agenda saying that he wanted to ask that the governor exempt utah county from the k-12 public school mask mandate and

that's a commissioner's position. but really they're just adhering to state guidelines at this point. >> did you hear any parents say that they are worried about the health of their children not wearing masks? >> well, there was one woman who's going to be starting as a sophomore high school teacher in the fall and she said that she was really concerned that people were showing such a disregard for public safety and didn't seem to care about her health as a public schoolteacher and the health of her students and children and there were definitely people who did voice those concerns. and said that they really thought that it was up setting that people were showing such vitriole to a public health guideline. >> i wonder some anti-mask protesters, they're in the room, packed. do you think they represent how most folks in utah county, most

the california bar exam for october will be online only. the state supreme court also deciding to permanently decrease the minimum packing score by 50 points to $13.90 out of a possible 2,000. the court says they understand recent law school graduates are being substantially impacted by the pandemic. they also noted the state has one of the highest minimum passing scores in the nation. >> i'm evan mcmorris san torro at a testing site in feinish. in arizona, the positivity rate has been relatively high, which could be an indication not enough testing is being done. the governor is federal officials are trying to change that with testing sites like this one. the challenge is the heat. triple digit temperatures are a norm and this testing site will shut down if the temperature gets too high. last night on cnn, one er doctor spoke about patients coming to

cascade of corporate announcements over the last 48 hours. it's quite remarkable to see companies acting in the absence of a federal mandate. so, both home depots and lows are requiring customers to wear masks starting july 31st. home depot saying it will provide masks for people who do not have one, and lowe's has yet to say what it will provide with regards to masks. it's hard for these companies to enforce these policies. in fact, last night i got something from starbucks training modules where customers maintain and it really trains, so to deescalate the situation. and even still there's a risk if it gets ugly. and that's why companies wanted the federal government to act. and just a couple minutes before
