also in a bit, some reckless birther deja vu from the president and the win at all cost team. kamala harris was born in oakland, california. hold that for later. the president held a news conference -- holding a news conference next hour. the coronavirus pandemic matters most and it is the source of the president's daily if not hourly efforts to distract you with his conspiracy theories. case count inching up and this sober assessment of the pandemic fight stands seven months in. >> unless we all pull together, to get that down and we don't have disparities in some states that are doing this and some states are doing that, we're going to continue to have this up and down. bottom line is i'm not pleased with how things are going. >> also new this morning, dr. fauci telling our sanjay gupta the u.s. government planning a backup plan to test a vaccine including making its own

laboratory strain of the novel coronavirus. dr. fauci cautions we won't know for months if this is necessary and absolutely far out contingency. these are the among the data points that lead dr. fauci as you heard him say not pleased. 51,000 plus new cases added to the infection count high in the united states on thursday. over the last week, 365,000 new infections. california's now the first state to crack the 600,000 case mark. plus word today of a white house task force warning to the state of georgia, dated sunday usualiurging the governor to implement a statewide mask mandate. 18 consecutive days of 1,000-plus american coronavirus deaths. the president insists things are going well with hiccups and schools and the economy should open and stay open. dr. fauci says it's a lot more complicated than that. >> to think that you can ignore the biologic and get the economy

back is not going to happen. it is just not going to happen. you have to do both. you have got to get control of the biologic as you carefully open the country. >> control the biologic, yeah. yeah. >> let's take a closer look at the national trends and a map where we close the work week here. six states trernding up and more ennexts this week compared to last week. 21 states, the beige holding steady. 23 states, across the state and the west, going down. the green means fewer cases now than the week ago. the red and orange trending up. that's more or less a flat line. 18 states now reporting more deaths this week compared to the data last week. 18 states reporting more heading up. 12 holding steady and 20 going down. if we go back two weeks ago, we

had 27. two weeks ago 27 reporting. this was the summer surge after the peak and see more deaths so it is hard to look at this map and say it is better news. pain and sadness here and somewhat, somewhat of an improvement in those numbers. case trend, this is what dr. fauci is worried about. 60,000 cases and some evidence to start to drop a little bit. last two days, 50,000 cases plus what dr. fauci is worried about even if this is a flat line plateau it is way too high. need to shove that down. if you want to look at the new testing trend, we had a big day of reporting testing yesterday. that had been dipping a little bit here. sometimes out of the weekend you get bad data. this is where it gets interesting, a big debate now on the public health community. the positivity rate. below 6% yesterday, that is progress, especially if you look at this above 8%. one day here spiking way up

there. don't look at any one day but the trends. hopefully moves on further down. another reason dr. fauci is worried, though. 34 states are reporting their positivity rate this week is higher than it was last week, even if it's relatively low, higher is not good. still the country's testing czar admir admiral giroir says we have enough tests. >> i'm very concerned about this statistical shell games being played with the data that are misrepresenting the situation on the ground in the country right now. the number of cases are decreasing. the percent positivity is going down, now under 7% as a country. hospitalizations are going down. if meshamericans continue to dot they're doing, wear a mask, watch the distance, wash your hands, this works and seen it across the sunbelt and continue the strategies with smart

testing, mortality will decrease. >> joining me now to discuss is dr. tom englesby. thanks for being with us. when the admiral talks of a shell game, clearly the people inside the task force get mad sometimes when i show that map or when public health experts like yourself question the testing strategy. is there a shell game? do you see people distortding the data or the administration trying to put a rosie outlook on the data? >> yeah, no. i think that the data are the data. we are as admiral giroir said there are some positive trends in the last couple of days but there are still a lot of very serious concerning trends. the fact we're above 5% when so many other countries in the world are well below 5%, some countries that we compare ourselves to frequently in europe are 2% or less. some places in the world are less than 1%. so i think the diagnostic

positivity testing rate above 5% for so long is a serious concern. >> follow up on that very point because one of the things that the admiral says is when people say we need more testing, sometimes tens of thousands more testing, faster results, the admiral says they're surging them to where they're necessary. here's a little bit of a debate about that. >> you beat the virus by smart policies supplemented by strategic testing and not by shotgun testing everyone all the time. not only do we not recommend this strategy of testing everyone on a frequent basis, but i think it can instill a false sense of security. >> i think admiral giroir misunderstands the purpose of testing and he is our national testing czar. >> do you think the admiral misunderstands the purpose? is there a middle ground? if you are watching at home, as a parent or your company said it's time to come back to work,

this debate confuses people. >> yeah. i think -- i mean, the highest priority for the country to test the people who are symptomatic or those who are recently exposed to someone with covid and people who are going to hospitals for getting medical procedures so those things are high priorities but there are many institutions, schools, universities, businesses that would like to be testing more frequently and probably could with more capability but one of the problems right now is it's possible for those asymptomatic testing strategies to crowd out the testing of people who are actually sick. so for now, with testing capability where it is we have to focus on the people who have symptoms, hospitalized. or getting procedures for hospitals i should say but hopefully down the road when more point of care testing is available we will be able to test on larger scale, test in our own homes, that is just not possible right now. >> the frustrating part, s that

seven months in we have the conversations down the road when we have the capability built up. why seven months in we still have the conversations is a mystery to me in the united states of america but let's add your context to that if you will in the next part and talked about the positivity rate above 5% is a bad thing. many developed nations with a problem, across europe, asia, they have shoved it down to 2% or 1% or lower. two days in a ray the case count above 50,000. down a bit but still a stubbornly high and troublesome baseline and hospitalizations in the united states and again if you follow the blue line on this graph it is starting to trend down and any any titime we see e should be less mad, i don't want to say happy. again, seven months in, that many people hospitalized. the positivity rate above 5%.

50,000 cases a day. where are we? >> we are still in a really bad place with this pandemic. it's my concern is that when we begin to see glimmers of good news that people then have a sense that things are going away and that they might be able to kind of relax their own behaviors around this virus. this virus hasn't changed. it is the same as it was before and doing substantial damage to the country. i think we really have to be very focused on mask use, avoid large gatherings, hand hygiene. a if we do them consistently across the we can continue to go down but the plateau is fragile. it could go back in the other direction if people begin to relax so i think we should welcome good news and be aware that things change quickly with the virus. >> i appreciate it. i think that's a candid straight talk. the right perspective.

three days after election day as long as those ballots are postmarked by election day, november 3rd. other states are rethinking the process, too, because of recent delays and management changes, policy changes and democrats suspect are politically motivated. they plan to remove nearly 700 high volume mail processing machines from service. officials say many of them are not used anyway and democrats worry about a deliberate effort to delay the processing and delivery of ballots and could lead to challenges about the legitimacy of those ballots and it is easy to see why democrats are nervous. the president recently installed a donor as postmaster general and said yesterday he is reluctant to give the service more money to be more efficient. i want to bring in kaitlan collins and jackie kusinic.

the former president of the united states barack obama weighing into the big debate of the president tinkering with the postal service, why to try to undermine the credibility of mail-in voting. president obama tweeted everyone %-pn administration more concerned with suppressing the vote than suppressing the virus. he went there. >> yeah. he did. but the president has sort of opened it up to that sort of criticism with his comments just this week on -- i believe it was fox business saying exactly what you said, that, you know, that if the postal service gets the money it needs it will facilita facilitate mail-in voting. in florida he says it is fine because there's a republican governor and yet in nevada it's

a problem. so it really is -- it can be directly co directly corelated to where the president can win. in north carolina he said -- he told a tele-rally this week that people -- that it's safe and should request absentee voting and depends on where he thinks he can win, frankly, as to whether it seems to be whether he supports sending the vote in my mail or not. >> again, the new postmaster general said i'll do it by books and did meet with the president before seeing the democratic leaders in congress who had a lot of questions for him. he is a big trump donor. you tried yesterday. if the management is watching, give kaitlan collins a bonus this week. you tried to get the president to explain what he is doing here. let's listen. >> doing anything where the people aren't taken care of and the people aren't being taken

care of properly. >> you said they need that money in order to make the post office work to take all these millions and millions of ballots and you said that would be fraudulent so it sounded like you said -- >> i said it will end up being fraudulent. to go to a voting booth and vote. >> don't feel safe in person. >> they will have to feel safe and they will be safe and we will make sure that they're safe and won't have to spend $3.5 billion to do it. >> he was pretty calm in that exchange with you and often rails against mail-in voting and pretty calm there and didn't directly address why not give the post office the money, sir? they asked for it. they need it to keep the election on track. >> reporter: no. it seems that confusion and doubt seems to be the president's end game here because what he was saying in that exchange with me was contradictory of what he said hours earlier saying to block funding for the post office where they're not getting

anywhere on the talks but then the president said, no, that he actually would sign a bill if it did include funding for the postal service and didn't say how much. he seemed to imply to use it as a bargaining chip for dremocrat and then why there's $3.5 billion for election security and can handle mail-in voting to increase substantially because of the pandemic and just doesn't make a lot of sense. there's confusion happening from it and then there at the end you saw the president. the point is and the underlying issue is they don't feel safe going to vote in person this november. because the pandemic is based on what health experts say is still going on and the president there said they should go vote in person and not finding any way to try to resolve or answer those fears this people have about going to vote. >> and so, jackie, now congress is gone and if there's more money it's a while before we

know it. probably until september. we know that the president opposed to it so when you see new jersey says we'll mail everybody a ballot. the governor saying i'll keep my eye on the post office. pennsylvania changing the rules. are states not just democratic states, all states now, do you see this coordinated effort to change, to rules, to do more to be safe and don't know what will happen? >> i mean, it does seem to be moving that way and what you are also seeing particularly in the states being challenged by the trump campaign is you're seeing attorneys for democrats saying, okay, some judges, frankly, in pennsylvania you are saying you need to show us what kind of fraud you're worried about because right now you're just putting out hypotheticals but if there's fraud we need examples of what you are talking about and today we'll see if trump campaign responds in pennsylvania and does seem like states are going their own way, not listening to the president

some important breaking news out of the justice department. a former fbi lawyering intending to plead guilty of falsifying a document used for surveillance on president trump's 2016 campaign, the charges the first out of that investigation into the origins of the russia probe being led by the u.s. attorney durham. let's get to justice correspondent evan perez. here's the first result. >> reporter: that's right, john. this is what the president is asking for which is to see something out of the john durham investigation and kevin kleinsmith is the name of the former fbi lawyer. during the time that the -- that this was under investigation, they found that some anti-trump

messages that he had written in text messages but this is the thing that got him in trouble is in june of 2017 as they were getting ready to do the fourth warrant on carter page, former associate of the trump campaign, he altered an email from the fbi. page had been a source for the cia and this was information that needed to be told to the fisa court. kevin clinesmith altered an email to say page was not a source of the cia as part of the preparations for the documents that were submitted to the fisa court so he's now going to plead guilty to one count of making a false statement which is sending that email, forwarding that email from the cia officer saying that carter page was not a source. we got a statement from justin shore, clinesmith's attorney saying kevin deeply regrets having altered the email. it was never his intent to

mislead the court or the colleagues as he believed the information he relayed was accurate but kevin understands what he did was wrong and accepts responsibility. john, obviously, the president and bill barr have been building expectations that something big would come before the election, you know, from the durham investigation. i guess that this would count as one of those things. it's clear now, john, though from bill barr's statements that durham is not going to be done before the election, the larger investigation that's being done into the russia investigation. >> certainly unethical behavior. we'll see if there's more between now and then or if this is it. appreciate the live breaking report there. up next for us, there's growing coronavirus concerns in the state of georgia. the governor on defense. good morning, blair. defended the policy. georgia reported a record 136 deaths on tuesday, a high. it also reported more than 2,500 new infections on thursday. cnn's martin savidge is in atlanta. another challenge for the governor. >> reporter: absolutely. this report as you point out not made public and it was leaked and they got a copy of it. it is a damning rebuke of the practices and policies of govern knorr brian kerf. the language is blunt. current mitigation efforts not having a sufficient impact. in other words, what you are doing just isn't doing it. on top of that they say that the state should have a mask mandate, that something that the governor kemp is absolutely against. georgia allows nightclubs and bars and even gyms to be open under certain restrictions. the corona task force says you can't do that, not in counties with severe infections. restaurants in georgia can seat whoever they want as long as they're six feet apart and the

kamala harris is fantastic and i think it's continuing to display the economy back on track and the country back on track for the coronavirus. i think you will see that in what's up next for the convention. >> so, neil, here's the issue. we know what's driving the numbers, right? this is from this poll. do you trust covid-19 information from the president? 31% say they trust it a great amount or a good deal. 67%, more than two thirds of americans, a fair amount of republicans, say not much or not at all. do they trust information on the biggest challenge facing the country right now from the president. can he win the election if he doesn't change that number? >> well, first of all, yes, absolutely he can win the election. the national numbers quoted 11 points, we have seen a narrowing of the ballot margin over the last six weeks or so from real clear politics advantage ten points and now serven.

we see a narrowing and the states most important but the one piece of data there that you quoted, 31% said a good deal or great amount, 21% said not very much. that's still some trust. you have got 45% who are against this president and some of the rest of those voters are still up for grabs. this race is far from over. >> i agree it is far from over but i think that's -- 6% still is a ditch. what's the main reason to vote for joe biden? 6% say not trump. 19% say leadership or performance. 13% say personality or temperament. 9% issue or policy positions. is it not a mandate for joe biden? do you read that as democratic voters are so animated by the opposition to trump that it's ahead of any affection for joe biden? >> the views toward trump have been pretty intense for a long

time. this is not new and i think any election whether it's dogcatcher or all the way up to president is a referendum on the incumbent and he depends on what outlook but about 50%, roughly half of america feels very unfavorable or strongly disapprove of the job he is doing, sometimes looking at these totals, approve or disapprove or favorable, unfavorable we lose the fact almost twice as many people feel strongly against him as for him and that's why any number reflects that dynamic. >> neil -- >> john -- >> the trend lines have closed a little bit. we do this by state. tell me quickly in the short time we have left, what is moving? what is moving in the president's way at the moment and what does he need to fix? >> look. what's moving right now and beginning to move is perception of joe biden. and i know the poll you quoted there had biden at still a

people are working from home. you saw that a third of us are still working from home and a third of us are currently working on the business premises. 100% people working at work six, seven months ago and now a third of us and still primarily a working from home economy. >> do you have a sense of how cautious corporations will be? is it a day by day, week by day decision making? do we know that? >> no. most companies now are looking at kicking the decision forward into mid next year so you have heard company after company, facebook, google, twitter, all said they are not likely to see employees come back en masse until next and can't all return until we have a vaccine and that doesn't look like it will be widely available to probably spring or summer next year at the earliest so working from home is really here to stay for the next six to nine months at

least. >> and does that make a difference? if so where? what sector of the economy to the idea of how much productivity, how much growth can we get if a third of americans work at home? does it matter? >> it does. for some sectors like banking and high-tech it's not been much of an issue but other sectors it is horrible. think of travel, entertainment, accommodation. those are sectors that can't really be effectively run working from home. employees have been really killed in terms of growth. we have seen the other factor is the return to work is kind of stalled for the last month or two. you mentioned earlier that georgia having a flare-up of coronavirus ian stalling the country of the reopening also stalling the return to the office. >> fascinating. profess professor bloom, we'll bring you back. this is a living experiment and we'll keep having the conversation. very much appreciate your time, sir. thank you for watching us today.
