america will get crushed yet again. well for a second night the president was seen in several taped appearances including one where he issued a pardon to a convicted bank robber turned prison reform advocate. it's not a type video shown during the revenge nor was this. mr. trump overseeing a naturalization ceremony at the white house this as he looked to soft enhis image on the issue of immigration. mr. trump also popped up in the newly remodelled white house rose garden to watch first lady melania trump deliver an uplifting speech reflects on her immigrant background and her be best initiative. mrs. trump was the only speaker to address the coronavirus pandemic and at length. but it's interesting to note those attending the speech were not redwieshd tested for the virus, according to one member of the audience.

that she supports her husband because that's always that question whether she does or doesn't. all in all they will think it's a success but they are not broadening their appeal and they need to do so. >> you mentioned melania trump. she was much more conciliatory than any of the other speakers and she went ahead and mentioned the pandemic and talked to those who had lost victims to this virus. >> humanized her husband, right. a lot of people don't think he's capable of showing empathy towards folks. that's what she tried to do tonight. what's also interesting is she tried to cut her own path so to speak. she tried to present herself to the american people, talked, of course, about supporting her husband who is running for a second term but also talked about her own thoughts and her own believes which i thought was interesting. if he is so lose in november this could very well be the last

real big public appear jeans we'll see from melania trump. >> u.s. secretary of state mike pompeo's speech sparked controversy and resulted in house democrats opening up an investigation into his actions. what might the consequences be of that and what all did he have to say? >> a couple of things. one, very, very strange to have a secretary of state appear at a political convention. you will see other cabinet members participate and have done sign the past. we don't normally see the secretary of defense or the secretary of state saying any of these things. democrats are upset about it. upset he happened to be in israel which is a very key voting bloc here for folks of jewish descent. so there was a lot of controversy about that. all he said is listen i was over here on official business. and i wanted to speak in my own capacity as a person. so democrats are going to make a

lot of hay about it but in the grand skeechl things it will go to the bottom of what matters and that is trying to fix this pandemic, getting a vaccine done and trying to get the world economy back turned around. >> mark preston, many thanks for joining us. appreciate it. >> thanks, rosemary. the "new york times" is reporting one person dead and at least three others wounded in a shooting overnight in kenosha, wisconsin. it happened after the third night of protests following the police shooting of jacob blake. [ gunshot ] police declared an unlawful assembly as protesters defied curfew outside the local courthouse. wisconsin's governor declared a state of emergency tuesday and called in additional national guard forces. cnn has obtained new video of the shooting and we must warn

you it is disturbing. it shows jacob blake struggling with officers before he was shot. sara sidnor is in kenosha, wisconsin with more. >> reporter: lives forever altered. new video showing the chaotic scene where jacob blake on the ground struggling with police officers and shot multiple times in the back. [ gunshot ] >> they shot my son. seven times! seven times. like he didn't matter. but my son matters. >> his family is hurting. he loves his family. i just want my brother -- >> still in intensive care, now paralyzed from the waist down, likely a permanent injury. >> those bullets severed his

spinal cord and shattered some of his vertebrae. it's going to take a miracle for jacob blake jr. to ever walk again. >> blake's attorney calling for action. >> we're demanding that the prosecutor arrest the officer who shot jacob blake and we also are asking that these officers who violated the policies and their training be terminated immediately. >> reporter: department of justice announcing an investigation into the incident but so far offering few details about the events that led up to the shooting. the man who took one of the videos shares what he witnessed but did not capture on camera. >> i just seen him walking behind these women that was outside. i stepped away and i came back and i see the police wrestling with him and i was kind of confused because it happened so quick. >> reporter: we may never see exactly what happened before the disturbing moment because police

in kenosha do not have body worn cameras but city leaders are promising justice will prevail. >> people will be held responsible for their actions and we'll know the truth. >> reporter: blake's family demanding justice not just for jacob but his three children now traumatized they say by what they witnessed. >> they are stuck right now. we're going to seek out some of the best child psychologists in the united states. and we're going to work with them and let them see the whole picture that plays over and over in front of their little faces. all my grandson asked repeatedly why did the police shoot my daddy in the back. >> we'll get justice. demand justice. but do that without tearing up our own communities. >> reporter: protests erupted for a second night in a scene of

tear gas, and fires. protesters clashing with police and national guard. kenosha waking up to destruction. another community rocked by police viles. >> knew what was going on as far as going on. the violence and the destruction, he would be very unpleased. >> reporter: the frustration from yet another black man shot by police in wisconsin. >> why does it always have to get to a point where we see the guns firing. the family is there. the kids are the there. we're scared as black people in america. black men, black women, black kids, we're terrified. >> reporter: we're now learning the extent the injuries ay could be blake has suffered. wording to his attorney had a bullet sever or almost sever his spinal cord. holes in his stomach. small intestine mostly removed

and his colon and he was shot teenager. he'll be recovering for a very longtime but he's expected to survive. his family is asking for calm. they say they are behind those who protest peacefully, but they don't want to see any more destruction. sara sidnor, cnn, kenosha, wisconsin. hurricane laura is heading towards the u.s. gulf coast and gathering steam as it gets closer to land. large parts of texas and louisiana are under a hurricane warning. and people in several coastal counties have been told to evacuate. laura is a strong category 2 hurricane and is expected to get even stronger. the storm has already proven to be deadly killing nine people in the caribbean. here's an incredible view of this storm taken tuesday by astronauts aboard the international space station. so let's turn to our neurologist who is tracking the storm and

joins us with the latest. it's just incredible looking at that picture because you get an idea of the extent of this incredible hurricane. talk to us about the latest and what you're seeing. >> the structure of the storm system and organization of it is much more impressive than what you saw in that image in the past 24 hours. this storm is becoming better organized and portions of texas and louisiana will have devastating consequences within the next 18 hours. water temperature conducive as warm as it gets to support rapid intensify kafgs a storm system. the system is expected to intensify to a category 3, maybe a strong category 3 territory possibly into a category 4 right before it makes landfall and that rapid intensifiation is to take place in the next few hours. we'll watch this here as system

approaches southeastern louisiana and southern texas. any storm in category 3, they scale the damage as devastating. the impacts will be significant. notice the coastal regions could see storm surges exceed 3 meters or up to 13 feet. national hurricane center said watch for storm surges to push inland as far as 30 miles. we're talking 50 plus kilometers of see impacts in these coastal regions. you're talking about storm surges testify this magnitude, this essentially pushes homes off their foundation. we see this in the flat, low-lying area of the gulf coast with tropical systems and with those winds exceeding 100 miles per hour this is typically what plays out when it comes to power outages in this particular area east of houston to lake charges. very high in population density but concern for widespread power outages that could last for many days into this upcoming weekend.

many as 20,000 covid-19 cases. now no one is blaming anyone. this was february. this was before we all knew about masks, distancing and frankly the danger. nick watt, cnn, los angeles. and it is become being painfully clear that crowded gatherings can easily become super spreader events as participants take the virus to a much wider group. 78 covid-19 cases have been linked to the sturgis motorcycle rally which drove thousands of maskless people to south dakota earlier this month. state officials said those who have been diagnosed with the virus visited bars and a tattoo parlor in town. participants came from all over the united states. cell phone shows 61% of american counties have been visited by someone who went to that rally.

and a professor in the department of epidemiology at the university of l.a.. we have seen in the last two nights of the rnc an effort to rewrite history when it comes to president trump's handling of the coronavirus pandemic, painting him as decisive and effective despite the death toll in this country nearing 180,000. what's your reaction to that and some medical professionals who have come out praising his efforts? >> we have to let the data speak for itself. we're a country that has not been able to control the epidemic here on our, in our own -- in our own borders. we have a very high death toll. we have very high infection rates. and i just don't think that anybody looking the at the data

can suggest that we as a country or our leadership in this country has done a good job. >> and scientists are responding to president trump and his administration's claims about the effectiveness of convalescent plasma in treating covid-19 saying they are wrong and misleading including those made by fda chief steven hahn who suddenly approved the emergency use of convalescent plasma on sunday. he came out on tuesday saying criticism of him was entirely justified. what does it say about hahn's and the fda credibility? >> this is a really big problem. we cannot have the fda be subject to politics. the fda is supposed to be reviewing the data and making decisions that are in the interest of our public health here. and it was a very clear indication that politics is really leading the day.

when you look the at the information that was made available, there was no real basis for the information that dr. hahn gave. and one of the other really important things here is there was a lot of, of hoopla made about this paper from the may jolynnic from a study they did which was an observational study and in fact the conclusions of this stewy were very clear in the paper. they were that this is an observational study, that the data was interesting, and that they should inform clinical trials. >> six months into this pandemic we are now starting to see a decline in new cases, hospitalizations and death, which is a good thing, of course. what do you think is behind this and how big a role might masks be playing in these declines? >> there's several studies now that have provided evidence to show that masks do work.

achieve great success and we saw that through example after example of the farmers, people that work and live in middle america and the benefits that this president has made which strengthen their lives. there are certain things as you say that might not pass fact check but at the end of the day the inspirational message people can takeaway from this convention will go a long way to swing voters. >> maria, how successful would this whitewashing of the president's history be with voters? >> i don't think it will be very successful. it's very hard to feel inspired by the president and by an administration that has stood by, idly by when 180,000 americans have died of the covid pandemic and we still have yet to see a national strategy, a national solution to deal with it. there is a ton of rewriting of

history. but that isn't the least of it, rosemary. tonight i was deeply offended as a naturalized citizen myself to watch the president of the united states sit there and politicize a ceremony that is sacred to so many people who are looking to become americans. i went through the ceremony. my parents went through the ceremony. there was nothing more important in our civic life that as we became americans and to see a president politicizing it, almost weaponize it, use it during the republican national convention, i'm sorry. it was nothing less than disgusting. and i think it turned off a lot of people around the country, and a lot of folks really saw through what it was. a desperate attempt to try to fix the president's numbers in the polls, but i don't think it's going to work. >> alice, the trump administration is also pushing

back on accusations he's a racist. president trump even going so far tuesday night to par the don't a black man who is a convicted bank robber turned prisoner advocate. was this a political stupt or a genuine effort to reform the criminal justice system >> a specific act there, rosemary, was a continuation of what the president has done with regard to his first step act and giving people a second chance at life and showing redemption for people and that person you're specifically talking about had served his time and came out and he really wanted to make a change and to see the president get so vested and involved and supporting not just this person but the program that he outline was truly inspirational. and to this issue, the first night we heard from senator tim scott who talked about his relationship with the president and how close they were and how much he knew that the president supported him. not just because he was a

senator from the great state of south carolina, but as an african-american senator. we also heard from her shewalke football player. there were countless people we heard from and will don't hear from who can give firsthand accounts of how the president has supported them because they are first americans and second african-americans that he wants to see not just thrive but really succeed in this country. >> ma ray, how likely is it that rnc speakers can convince voters that trump is not a racist and has done a lot for black and latino voters as he keeps suggesting >> not very likely at all, rosemary. what we've seen in the past two days is complete and total desperate pandering. pandering to a country that this president knows, sees him as a racist pandering to a country

the city saw large protests over the death of breonna taylor. she was shot by police in her own home back in march. and portland, oregon has seen months of nightly demonstrations since the police killing of george floyd earlier this year. mr. trump has reacted to the unrest in wisconsin and all across the country by promoting law and order. he tweeted to urge wisconsin's governor to call in the national guard to quote end the problem fast. for more i'm joined now from los angeles by journalist jared hill. thank you so much for being with us. >> absolutely. >> so, in the past two days the rnc has tried to appeal to black voters claiming trump has done more for them than any other president. he even pardon ad black man who was convicted of robbing a bank. so how likely is it that this will draw new black support for him in the mid-of this country's struggle with brutal police

shootings and a reckoning on racial injustice? >> i think it's ironic that trump is spending so much time telling people what he's done for black people. black people are not spending that much time telling trump what he's done for them. it's frustrating to continuing to see talking about black folks. it's interesting to me how much focus there has been on diversity when you look at that white house, you look at that cabinet, intern photo, policies, rally, you see so many different examples of how that's not exactly who donald trump is and how this administration has worked but we continually see images of black folks that love donald trump. and i was really, i was really uncomfortable watching it happen. you're offering a pardon to a person in the white house for fully political reasons. i think that is disgraceful. >> and, jared, yet another police shooting of a black man.

this one involved seven shots fired at point blank range into the back of jacob blake as he opening up his car door. it's only through recorded evidence recorded by a by stanner we learned of these details in absence of police body cams how critical is evidence like this in revealing what he'll goes on and perhaps creating change as a result it? >> to be honest with you, i'm fully in. support of body cams. police department of people are. but i don't know the difference it's making. we've seen these videos countless times. we've seen body cam videos. bystander videos. curt cam videos. we've seen these videos repeatedly. we have police officers that know they are being watched. that know they are being filmed. there are this crowd of people standing around thought out and police officers continue to behave this way. i have to be honest with you, if i am supposed to believe that things are getting better, if i'm at the rnc or the way police

advocates where am i supposed to see that's better. because police officers will still athe tempt to murder in this case. or murder black people when they know there are still people watching. what is supposed to give us confidence? >> jared, as a result of the shooting that has paralyzed jacob blake, we are seeing protests on the streets of kenosha, wisconsin but blake's mother has asked for the violence to stop and for peaceful protests to continue. his the sister called for change. the family's attorney want the police accountability bill to be passed. how likely is it that this will happen and the change in police reform will result? >> i the think about this the same way like about body cams. why would it be different this time? the interesting thing about this scenario is that, he's not dead, right? he's in surgery.

i understand he's in lengthy surgeries right now and we obviously hope that he is able to recover. but he is seemingly paralyzed right now and probably will be for the duration of his life. i think how does that change the dynamic this time that the person is still alive, right? when we have police officers murdering black men in the street and black women as well. how does it change this time when the person are still alive because they can hear this person speak or care less because he's not dead, right? i have to tell you as a black person, i watched the video and my whole body tensed up. i have to tell you that i understand the narrative from the family about wanting peace and not wanting damage to property but i also have to tell you i'm enraged. i'm tired of seeing these things continuing to happen and i know it will cost this country when we see these videos happen, see this injustice continue to happen. but then we never see real

justice happening. to be clear accountability. justice would be and never having been shot and to be with his family tonight. accountability is going to the justice system. >> right. we don't know all of the details of course leading up to this shooting and an investigation is currently under way to determine that. how much faith do you have in that probe and in the meantime does more training need to be done to teach officers how to de-escalate situations like this instead of shooting first. >> i don't think this is a situation of escalating. what frustrates me police are strained in deescalation. this is not a problem about having the wherewithal because they know how to de-escalate situations when the suspect is white. they know how to handle these situations if it's a white woman or someone else. when it's a black person it's when they don't know how to de-escalate. this is not about de-escalation it's about anti-black racism.
