a flash point in the protests around the country has been portland, oregon, of course. black lives matter protesters and demonstrations have stretched on for 100 nights now. the protests in portland have at times turned violent. on friday, authorities again declares an unlawful assembly outside a police building. police and protestors clashed on saturday night in rochester, new york. the demonstrations erupted this week over the death of a black man after he had been restrained by police. pablo sandoval was at the demonstration before it turned violent. >> reporter: it was a fourth nice of protests here in rochester, new york. peaceful demonstrators returning here to the very neighborhood where daniel prude encountered police, and the word about the attorney general's message she

pools just north of shaver lake. what is concerning this is a popular recreation site. lots of campers, rvers seek relief this time of year. there is a reservoir there that people bathe in, and according to the local madeira county sheriff's post there were over 150 campers shelters in place during this fire that exploded in growth in the past 24 hours and they had to ride thout fire. because the exit to safety was blocked because of the wildfire encroaching on their area, you can see how mountainous this is. it travels quickly uphills and it blocked the exit route for the campers. and the fire dangers, it's a dire decision, and we know that

are open. >> there are colleges that have reopened that can thought send the students home. they have to test. they have to have contract tracing in place, having a gps system in place on the student's phones where they can track the students, not only on campus but off campus, that is where it's happening. outside the dorm room setting where they are socializing, partying, doing exactly what you or i would do when we were 18 to 22 years old. we were socializing, that is where the virus thrives and what the virus needs to do, they need to really take accountability for taking care of these students. >> one thing i want to touch on, we talked a lot about lack of a national strategy when it comes to coronavirus across the board. there is still not a national

strategy or guidance for schools. and that leaving them pretty ill equipped. >> that is right. there is not a national strategy for the virus since the beginning of the pandemic, and that is something that has to bh implemented. we have seen other counts with strategies in place and they have succeeded in opening up colleges and preventing outbreaks from happening. but i want to take a step back and say to contain the virus, in a college setting, we have to contain the virus in the u.s. the u.s. is a number one hot 13 spot for the pandemic. unless we have a grasp on it in the u.s., there is no way that we can have 18-year-old children to follow the policy. >> you touched on it earlier.

it is an important point. younger people do better than older people, and particularly others that deal with the virus. but the risk is when the young people head home and who they might give it to. >> correct. that is where there is a risk. they go back to the community setting and they are going to cause an outbreak in the community setting they came from. they are asymptomatic. they are harboring the virus, and they made signs and symptoms before they came back to the community. at that point, they have already come in contact with so many individuals. they put their family members at risk. they put their communities they're from at risk. and it's just a bad situation. >> and it is, i mean, it goes back to what we talked about before. the lack of a national strategy. other colleges have

minilackdowns, stay in the dorm. but there is no overview of recommendation. in a broader sense, what can they do to control an outbreak, or, as you said, i'm the father of two college kids, how do you control the behaviors of people who will do what they will do as college students? >> i think you have to create a safe zone for the students. the students want to feel they are in a safe space where they can be open about whether they have the virus and whether they have been exposed and not have measures put in place as you have seen in northeastern university where 11 first year students have been -- have been dismissed and the tuition that they have to forfeit. and you know, that is something that first of all has to be put in place, is a safe zone for

students. has to be testing in place. there has to be contract tracing, and there's measures to really quarantine the students. what i mean, there has to be dorm room settings set aside for the students that have tested covid positive and those students which have been exposed to covid as well. >> the president bushed hard for colleges to reopen. he wants colleges to be playing football. you know, do you think that is harm -- you're a medical professional. do you think from a medical professional's debut, do you think it impacted this? >> i think it has. and that is why you are seeing such a juxtaposition, and it goes back to there being a national uniform -- and really, and handling the virus, and
