ultimately come in, too. you will have peace in the middle east without being stupid and shooting and killing everybody and blood all over the sand. >> we'll go live to the white house for a signing ceremony any moment now but twin environmental disasters in separate parts of the united states today. west coast, fire stretching across california, oregon and washington state have killed at least 36 people and put thousands out of their homes. in the south mandatory evacuations in three states, as hurricane sally slogs towards the coast. the storm is a category 1 expected to make landfall overnight or early wednesday. its slow, slow approach is giant danger and deadly storm surge. >> i really think that the entire mississippi gulf coast and the alabama gulf coast has to be on alert because of the lack of predictability of hurricane sally. >> let's get straight to cnn severe weather center and

meteorologist jennifer gray. >> the storm is moving so, so slowly. we could walk faster than the storm is moving at 2 miles per hour with win of 85 miles per hour and gusts of 115. now with a storm moving this slowly the biggest threat is going to be the flooding. we could see historic flooding across places like mississippi, alabama, the florida panhandle is going to get a lot of flooding and not to mention the surge. the surge for this length of time, normally we see the storms get in and out. you see the surge for one high tide cycle, this will sit over the area for several high tide cycles and will have the surge for several of those and just going to increase the flash flooding across the gulf coast. here's the radar. satellite picture. see the rain moving on shore and not going anywhere any time soon. you are going to see a picture that looks very similar to this when we talk tomorrow and most

likely see rain leftover on thursday. here's the radar estimated rainfall and see the batch of rain just offshore. 10 to 20 inches of rain creeping to the north, the rain is going to move inland and so basically you're going to see totals like this that are sitting offshore are eventually going to be covering the map with these coastal towns, places like pensacola, dolphin island, mobile, biloxi with totals like that, 10 to 20, some areas up to 25 inches of rain once this is all said and done so here's the forecast track. looks like we maintain this category 1 intensity for the duration but not the important thing. the impacts are going to be the same. from yesterday the day before, the biggest impacts always going to be the rain and the surge. that's still going to be the biggest threat regardless of how strong the winds are with this particular storm. moving out by the time we get into thursday and friday.

but we are going to see just lots and lots of rain. 10 to 20 inches in the area shaded in hot pick and from mobile, pensacola, up to 6 inches of rain and so that's going to be the big story moving forward. the storm surge like we mentioned 4 to 7 feet possibly up in mobile bay. and it's going to last for 24 to 36 hours of this. and so you can just imagine the saltwater that's going to push in as well as the freshwater coming down in the form of rain. here's the wind threat. 74 miles per hour or more. for biloxi, mobile, just to the west of pensacola and far instand. 58 to 74-mile-per-hour winds and then the north of jackson, montgomery, we are going to see quite a bit of power outages with the storm as it pushes inland with the wind threat

reaching so far north. heres are the watches and warnings. from mississippi through the florida panhandle, the tropical storm warnings shaded in blue that include portions of southeast louisiana all the way through the florida panhandle, john. >> jennifer gray, gradefteful f the latest. appreciate it very much. to the west coast and the fury of fire. more than 80 large wildfires in 10 states. in oregon ten people died from the wildfires, 22 people recorded missing. martin savidge on the ground for us. i can see the smoky scene behind you. >> reporter: that's part of the whole big story. good morning to you, john. we are dealing with two calamities here. the flames that you just described and then the massive amount of smoke that is covering much of the west coast. in fact, here in oregon they're now saying that the air is hazardous to breathe, 10% of the

emergency room visitations now going on in the state are due to people with respiratory problems and fire having an immediate impact on tens of thousands, the air having an impact on potentially millions of people. it is another start of a day on the extraordinary fire lines that are spread all across the state of oregon, 34 fires are still burning here. we are at the riverside fire. just a short while ago we watched the teams roll out for another day of battling this fire trying to prevent it from merging with a fire for a mega fire. they're getting help from the weather. weather conditions have improved somewhat primarily because the winds died douwn. but even said, most of the fires that are around the state at 10%, 15% could be up to 20% containment. rain is in the forecast but there's bad news that comes with it because an addition to the

rain there could be high wind and lightning. it is the lightning that starts the fire and it's the winds that drive the fire. there's also some good news on the death front. you said ten. it is reduced to eight. two people they had found are animal remains. for the first time in its history oregon is organizing a mobile morgue and anticipate that there will be many more found and tragically they believe the death toll is going to rise. 22 con firfirmed and 28 unaccou for. as many as 50 people need to be found and 87 fires, 25 in california where they have 25 dead and i could go on and on and on. flight cancelations in washington and in portland, oregon. this fire has a huge, huge

for this signing and there's implications of today. the final text of the agreements to see them sign in a few moments we'll not see until after they have already signed them. the white house said they'll release the text and get a detail of what they are signing and separate signings between israel and the uae and israel and bahrain and some lengthier because the bahrain agreement happened before the one with the uae, excuse me, before bahrain and recenter days so officials have told us there's more detail in that agreement compared to the one in recenter days and waiting to see what's the level of detail included in these agreements because they're countrys that are allies and now formalizing the relations and see that change. travel matters, diplomatic matters and big questions when we walk away from this ceremony,

john. a big one is going to be why did the countries agree to do this now? why did they agree to formalize these relations, to normalize the relations now? there are questions even raised by the president's xhernts this morning about weapon sales to the uae after he said he would like to give them an f-35 fighter jet, something they wanted for a long time and now the president said today he would not mind giving them one and we know that raised questions with israel as well. that's a big thing, what will happen with the palestinians and their reaction to watching what we are seeing out here today is another one but of course, john, it is not just going to be a focus on the agreements today but also on the pandemic that is happening here in the nation because here on the south lawn there are hundreds of people out here and more people are wearing masks than before. that's a lot of the guests, they have not been tested but looking at the highest level officials in this administration they're

not wearing masks and not socially distancing. that includes the defense secretary, the attorney general. the education secretary, dr. scott atlas on the coronavirus task force is out here and not wearing a mask either. we are told by sources that the three delegations were tested before they got here to the white house today and the reporters and american reporters were not tested and the american guests were not tested before coming out of this event either. of course on a week seeing the president really throw caution to the wirnd coming to these covid-19 precautions we see it amplified here on the south lawn of the white house. >> we'll check back in as this historic day and controversial day proceeds. appreciate the live report from the south lawn of the white house as they prepare for this ceremony. president trump said we are rounding the turn on the pandemic. we'll seal we'll see if the numbers support that.

rounding the turn is how the president sees things coming the coronavirus. indoor rallies, today's big white house event suggesting the big worry is behind us. time to hunker down and be extra careful. dr. fauci say it is numbers are better but that isn't the whole picture. take a look at the numbers. looking at the 50-state trend map 9 states trending up in terms of new infections. nine states heading in the wrong direction. 20 holding steadien cluy includ texas. 20 heading down. that includes california, arizona and florida. the three states with texas that were a big part of the summer surge. looking at the death trends still always a troubling map full of pain. see the deep red, 50% deaths higher deaths this week than last week. 16 states in all reporting more

deaths this week than the last week. 16 states holding steady and 18 reporting fewer deaths compared to a week ago. the trend line we watch to see if we're coming down from the summer surge or if we have a plateau here. before the summer surge we were around 20,000 new infections a day. at the moment yesterday was 34,000 and change. we're plateaued right now around 35,000 new infections a day. will that hold? continue to come down? that's the challenge for the weeks ahead. if you look at the positivity rate nationally, this is a better number. below 5%, yesterday's test results 4% nationally. but that is a better number certainly if you look back at april early on you see this come down here now. some experts say are we testing enough? is it an honest snapshot? that's a conversation for the days and weeks ahead.

where you live you want to be in light blue, california 3%. washington state 3%. up here in new england, lighter than that, 1% in maine. 1% in vermont, new york, connecticut, massachusetts, rhode island. the states hit early on are low now. 14% kansas positivity. 17% south dakota. you don't want to be here. of course the big debate especially in the wake of the bob woodward book, the president said he acted early and knew early on how big the threat was and telling the american people something different and conversations of what should the president have done back at the beginning? dr. fauci doesn't like to pick fights with the president. he says let's look forward. >> you could always say what would have happened, should have happened or could have happened and i think that is not productive because all it does i think is intensify divisiveness. rather than looking back ward and counting the number of hospitalizations or deaths that

could have been saved, i actually prefer to look forward and say, we're entering boo the fall and the winter. i really want to see as many states as possible do that with as low a test positivity as possible. >> cnn medical analyst dr. yasmin joins us live. you could understand why dr. fauci working in the federal government didn't want to look backwards but hearing the president's words in february about how bad this is and then compared to what he told the american people it is all going to go away, all is good, there will be studies that try to document had the president acted a week or two or three earlier, had he ramped up testing in february instead of ignoring the challenge, ramped up personal protection equipment in february instead of waiting until march and beyond things would have been, not could have been, would have been very different. >> yeah. it's heart breaking and i

disagree with dr. fauci a little bit on this because i think for me as an epidemiologist it is helpful to look back, look to see what we could have done differently and what made a difference. a new study showed that new york city's lockdown reduced the number of new infections by 70% so i think it's good to look back sometimes to see what lessons to learn, to see what we can do differently moving forward. not to say that i think lockdowns are coming to the states any time soon. but certainly, for me i can't put aside the fact, john, had we done a lockdown earlier, had it been more stringent and widespread wi could have saved more than 100,000 and these are analysis that people have done and worth remembering to make better decisions moving forward. >> if you had put in social distancing and mask use you

could have done stuff there. let's take a look at the here and now and live pictures of a crowd on the south lawn of the white house. the president deserves credit, convinced israel, united arab emirates and bahrain to normalize relations. but, doctor, you have people, some of them wearing masks, some not. this is at least outdoors, the president had an indoor rally in arizona and in nevada. what is the right word for that? is it denial? is it just disrespecting the science? what is it? >> irresponsible? dangerous? sending a confusing message to the public because there's deniers, people who are looking for more fuel and more back-up protocol to say we don't have to do this and when the president

was here in california talking to our governor california officials were wearing masks and the president was not and that just confuses people. it just makes people feel like there's not evidence about wearing a mask. we saw what happened in oklahoma lat june because after that trump rally that tulsa county had a record number of covid-19 cases because more than 6,000 people were crammed into this space. yes, they were given sanitizer and mask and not everybody used it or wore the mask and we know enough about covid-19 and this coronavirus to tell people wear a mask, do physical distancing, but then time and time again we see the political events where there's irresponsible and dangerous behavior, the kind of which lead to infections. if every person that's infected with covid-19 can spread it to

won't be involved. they i think are seeing what's happening and we have been given strong signals they want to be a part of what's happening and will see the palestinians some point but before we see the palestinians we'll see other very important countries come into this transaction. they would be here frankly if we wanted them so i think that you'll see some very great things happening in the middle east. you will have peace without blood in the sand. for years you had blood in the sand. all you had. they got nothing for it. now you will have peace and it will be a real peace. and you have the most powerful countries, as an example, a great warring nation if it wants to be with a tremendous military, a powerful military and they're really great warriors. and it was very important that we had you and we've had great talks as you know with saudi arabia, with the king. and i think he's going to be terrific. i think he's got a very open

iran. i would say right after the election within a period of a week, maybe a month, but within a period of a very short period, within maybe -- i mean, literally a very short time, you will have iran coming back and saying let's get this whole thing worked out. iran is suffering. iran, unfortunately -- i don't want them to suffer but their economy tanked. they have a minus 27 gdp. nobody's ever heard of a number like that. i think it's perhaps a record setter but down 27% and i think they warrant to mant to make a we'll make a fair deal. and i even suggested wait until after the election, make yourself feel good and wait until after the election. we'll see what happens with iran. i think iran will be a part of a very large and very, very difficult part of the world. look. the middle east is a complex, difficult part of the world.

many of the countries in the middle east want to sign this deal. and i think when that happens, hopefully after the election because i really believe iran wants to make a deal. they have had a very tough time. their gdp is down 27%. because of the sanctions and all of the other things and i don't want that to happen. i want iran to be a great country, a great nation. i think that would be a wonderful thing. but i think and i've everyone said that to representatives of them, you should wait to see the election first. there is nothing they or china or probably russia would like better than to have sleepy joe biden become the president. because if sleepy joe won they would own the united states, all of them. china would own the quitunited states. i said wait until after the election and then make a better deal. i do say that. we'll make a better deal than we would have but with iran they certainly should wait because if biden wins they'll make a much

better deal but i'll make a good deal with iran, a deal great for iran and get them back and help them in every way possible and iran will be very happy. iran would be very rich and very quickly but they should wait until after the election. you understand what i mean by that because it's a dream for those countries would be sleepy joe. >> palestinians -- >> say it. >> would you broken a deal with the palestinians? >> yeah. i think they come along and they're already obviously we speak to them. they've come a long way. we used to pay them $750 million a year when i got here and i said to people that negotiated with them before, why did you pay when they treat the united states with such disrespect? they speak so badly. death to america. death to israel. i say, we give them $750 million a year. why didn't somebody cut off the payments? they said we didn't think it

would be appropriate and i said i do. but other countries give them money, dealing with very rich countries and these countries are now all sirenigning with us. i spoke with the king of saudi arabia. we had a great conversation and i think positive things will happen there, too. he is a great gentleman and the crown prince, we spoke with the crown prince so we've made tremendous strides and this is peace in fact middle east without blood all over the sand. i say it. rite n right now it's been blood all over the sand for decades and decades and fight and kill people and nobody gets anything and this is -- this is strong peace. really strong peace. it's a different way. we went in the back door but i call it going in the very smart door. we went in the smart door and we're getting people and the palestinians will absolutely be a member. i don't say that with any

bravado. they will be a member at the right time, at the right time. >> will they have -- in your peace? >> we are talking to the palestinian. think ee they'll be joining too. >> is that something you -- >> we don't want to talk about that right now but this're good and fair and good for the people coming in and for israel. and again, israel wants peace. and they're a great warring nation if they have to be. you see that. they have the best equipment, the best of everything, but they don't want this. after all of these years, everyboeven bb gets tired of war. they're a strong nation, a strong power, a strong military nation but they want to get on with their lives. israel wants peace. they really want peace and i give this gentleman a great deal of credit. >> thank you. mr. president, i heard a question from one of the people here, does israel feel isolated? heck no!

we're breaking out to the entire world because we have a strong, free economy because we have a strong military and because we have a strong relationship with the president of the united states and the american people. and i can tell you that we have a strong relationship throughout the middle east. the president intimated how many countries are waiting to join this circle of peace. israel doesn't feel isolated at all. it is enjoying the greatest diplomatic triumph of its history. i think the people that feel isolate reasonable doubt the tyrants of tehran because of the pressure that the president has applied on them. because of the resistance to this bad iran deal, they're under pressure and i hope they'll all come around. i hope everyone will come around to the circle of peace but we don't feel isolated at all. quite the contrary. >> i would say this. there's less isolation right now for israel than there's ever been. today they would be less isolated. i thank your great ambassador.

uae and bahrain and at least to trump about the re-election efforts in less than two months. it is a historic agreement moving forward here. it is normalization, should be noted that these countries have never been at war and had covert relations for years now but it's out in the open and credit goes to the white house for the effor efforts moved forward. to benefit not only in terms of as you point out tourism, economy, finance, health but also certainly a military edge looking here. it is reported here that the uae looking to acquire lockheed martin f-35s. less clear is what bahrain is looking to get out of this but an open question. they just joined this in the last few days opposed to the uae. it is a big agreement. it cannot avert the fact of the coronavirus lockdown with record breaking numbers, that is a headline netanyahu warrants nts

partnerships, scientific exchanges, they can happen in the public. >> reporter: that's right, john. the president looking for a big win here before the election. what was supposed to be the original version of middle east peace has come a long way since the beginning and the campaign where the president promising to bring the palestinians and the israelis to the table. the president said we are talking to the palestinians and going to get them soon. i asked jared kushner last week, the architect of a lot of these plans, whether or not they'll speaking to the palestinian, whether or not there's hope for the palestinians to come to the table and jared said they're waiting for the palestinians to come to us. so he indicated that the u.s. is not speaking to the palestinians currently and waiting to see how this goes before they think about resuming any talks with the palestinians and so that's one issue there. of course, as you mentioned the president repeatedly referring to warring nations. i have lived in the united arab

emirates and bahrain and there was no wars while i was there and not before it either. however, the uae in particular is a supporter to the united states with military assistance and back up to receive the training from the u.s. military and the french military and a strong power in the region and becoming stronger every day. bahrain does not have the same leverage as the uae had. orrin mentioned it is not clear what bahrain is getting out of the deal. we heard that there are talks to give f-35s stealth fighter jets to them. it's an extremely wealthy nation. abu dhabi has oil wells and so they have that leverage. bahrain does not. it does not have the national resource wealth but what it does have is saudi arabia backing it. saudi arabia's essentially a

erks tensi extension of bahrain and there's significant assistance to bahrain with military assistance and we saw that with the arab spring. bahrain had its own uprising several years ago and saudi tanks rolled over that causeway to help them and we know that the white house has really been eyeing saudi arabia as the big fish to this whole entire thing to get saudi arabia and israel on the same page to normalize relations and according to several sources, the crown prince that has been a big ally of kushner and the president is really tempted by this notion but the king is not. the king solomon is still alive and resistant to that and they're using bahrain as the test case moving forward to see if a saudi normalization deal is realized down the road. >> bahrain has a u.s. naval base, a significant u.s. naval

base and, orrin, vivian mentioned smartly the complications because the pieces of this, the uae today, bahrain today, pieces fit nicely into what was once the broader saudi peace initiative. a couple years ago, the path forward perhaps and then collapsed perhaps because of the transition of power and rivalries within the kingdom. is that the next step? >> reporter: you're absolutely right in asking that. it was the 2002 saudi-led peace initiative to pave the way for this. crucially called for an errand to the conflict first and then normalization. uae and bahrain have clearly flipped that narrative around and normalized before an end to the conflict with the palestinians. where do the saudis sit? it was right to point out that bahrain is a test case but is

saudi arabia the next to normalize relations? prum president trump suggesting five other countries want to do so and because of king solomon institutionally, culturally tied to the palestinian cause and difficult to see him move forward without a resolution or a major move by israel on the conflict. who would be the most likely candidate to be next? probably oman. there's a xlicomplimentary statement of the agreement. also, like the uae and bahrain, they have had relations in the past and oman is high on the list to normalize. morocco on the list and the transactional view of trump, trump could give them recognition of moroccan sovereignty and that might tempt them, sudan would be another target on the white house's

list. on the u.s. state sponsor of terror list. if the trump administration removes them perhaps they'll be tempted to normalize relations. this is the give and take calculations to build on the momentum they have here in a shifting middle east but it is about the interests of the nations and the white house to make the foreign policy moves happen. >> interest always an important word dealing with diplomacy. the interest of the president of the united states, be clear, introducing the first lady of the united states right now. let's listen. this is the south portico of the white house. ♪ ♪
