1:00 am
u.s. president donald trump and first lady melania trump tested positive for coronavirus. today flotus and i tested positive for covid-19. we will begin our recovery immediately. together we will get together. they will quarantine at the executive mansion while they recover. the president will carry out his duties without disruption. this unfolded late yesterday after top aide hope hicks tested positive for covid-19. that was a story that reporters broke. it wasn't a story that the white house announced. she had been traveling with the president all week including tuesday's debate in ohio. the president talked about her diagnosis on fox news last night. >> you know hope very well. she's fantastic. she's done a great job but it's very, very hard when you are with people from the military, law enforcement, they come over to you, they want to hug you, they want to kiss you because we
1:01 am
really have done a good job for them. you get close. things happen. i was surprised to hear about hope. she's a warm person. she knows there's a risk but she's young. >> with us is chief political correspondent, dana bash and dr. sanjay gupta is with us with the medical side of the story. joe, let's start with you. is the white house getting anymore information on whether the president has any symptoms and the time line of the past few days and how he ended up infected? i don't understand based on the reporting if hope hicks were the first to test positive, at least that we lurnd about thursday morning, and the white house knew thursday morning that she tested positive, i don't understand why the president flew to new jersey without being tested or if he was tested and tested positive initially, why
1:02 am
he would have been allowed to go to new jersey. >> very true. i've got to tell you, anderson, the first thing i thought of when i found out about this, so many people i've talked to at the white house have 15ird private lir that it was highly likely he was going to go to. and the fact of the people that he meets with. he doesn't wear a mask. that's important to say. many people believe at some point the president was highly likely to test positive. as far as the time line, the a list of contact tracing at the highest level of government. there was a question whether or
1:03 am
not the vooes president has to be tested, needs to be tested. >> there's a question of mark meadows. he did a conference call about the preet court. she's been with the president so long. in fact, she was the very first campaign aide for then businessman donald trump right after he announced echs running for president. it was in iowa or new hampshire. your heart goes out to people. if you know anybody who's ever tested positive for coronavirus, you also know how potentially seriously this can be if they're showing symptoms that the report shows. i reached out on text to hope hicks to say, hey, worried about you, because that's the human
1:04 am
thing to do. in the big picture, yes, there's a real question about the president's flying off to new jersey after it was pretty clear that hope hicks tested positive. a real question. you come into contact with a lot of people certainly on air force one, which i've flown a few times myself, and the question is why wasn't the alarm sent out? why did the press secretary hold out. all of these things have to be non. >> yeah. so many things inexplicable. transparency with this white house is so important.
1:05 am
just the political implications, dana, still being figured out. confirmation process, the president -- whether or not there will be even two more presidential debates. >> reporter: amy coney barrett who has been at the white house and possibly exposed. we're not sure exactly where she was and who -- >> mitch mcconnell as well. >> mitch mcconnell as well. it goes on and on and on. incredibly important as we try to absorb and digest the news. if you ask the question about political implications, the most obvious is the president's own.
1:06 am
he is on the ballot in just a little over a month. people are going to vote. they are going to vote after listening to him for months and even in recent weeks say, we've turned the corner. it's getting better, except that the president of the united states got it. him youb playing it. we all pray that he is okay. he is the exact risk factor for a lot of reasons that people warn about, that you have to be careful. so he's exhibit a when you are
1:07 am
not careful. >> sanjay, cardioissues, weight issues? >> yeah. the age is a big one. when you get over 65 years old. the risk of getting sick from this does go up significantly. obesity increases risk three or four fold. he has heart disease, things like that do increase your risk. when we talk about risks, it's still very likely they'll recover from this. >> yeah. >> by no means should someone say because you are this age, you have these conditions, for certain anything is going to happen. if anything, you'd say the odds are still very much in your favor, but much, much greater
1:08 am
risk compared to a younger person. they say he's doing well. that doesn't mean he's likely to do over the next several days and weeks. >> in terms of his schedule, his ability to campaign publicly, participate in debates, if you test positive, how long are you out for just in terms of having to isolate from others? >> well, there's different ways of sort of looking at this. one thing to say is, look, you could still be someone who could spread the virus, you know? they talk about the incubation period of 14 days. people need to say you're isolated. quarantine for people who are
1:09 am
expected because of their exposure 146789 days is a number that i think is a sort of ballpark. he gets tested reg gu rrlly, and separated by 24 hours. that could be a point where somebody is no longer likely contagious. there are aural of these parameters whether somebody should enter and also be convinced they're no longer a risk to others around them. frankly, again, you place emphasis on the testing but the testing is really to try to tell someone you now have the virus. if it comes back negative for people, it doesn't mean they need to be guaranteed.
1:10 am
they knew that on thursday morning at that point close contacts needed to be quarantg d guaranteed. >> the president told sean hannity thursday night at 9:00 on the sean hannity show that he just found out or that he had just been tested and that they were waiting for the results. if that is true, that they were just tested, you know, an hour or two before going on the shaun hannity show thursday night, i mean, is that possible that that's true? hope hicks they fight outed as they wouldn't test him
1:11 am
immediately? i find that impossible or incredibly negative. >> yeah, me, too. i think that doesn't sound right. we know. you just came into contact. the only thing that could possibly make sense, they got the test results, you know what, we want to confirm it, we're going to do it again, which sometimes happens. it still doesn't make it a reasonable thing to get on a plane and fly somewhere. maybe it was a confirmatory test. again, even that's hard to believe. this story does not make sense. having close contact with the
1:12 am
sort of testing he has available. regardless, what the doctor should have told him, you've had close contact with someone. regardless, at that point you need to be quarantined, mr. president. >> i was meeting with a fund rags trip in new jersey nchs it's impossible to believe except forth fact that the white houmps has put on with a test. we've been told everybody is going to be tested in the morning. it's entirely possible that they didn't get around until testing the president at night.
1:13 am
>> and, i mean, that's really -- there are lax standards at the white house for this. obviously we know it from rallies. the president came into power talking about lax use of emails. covid security at the white house? >> reporter: i mean, the fact of the matter is, the president's aides routinely walk around as you you know, he hasn't worn a mask. during the blessing she was here, she came up with a plan. >> all i'm saying is if you look at it in that context with the
1:14 am
lax standards at the white house, you could see thousand would end up until late in the evening last night. >> dano, i think that's extraordinary. the idea that they're not wearing masks, clearly because the president has set the tone of i don't want to see masks, you're a wimp if you do, whatever it is. >> our colleague vivian is a bum bow said wearing masks is a good look. >> wow. from what you said before -- >> bad look? >> yes. the term you just used, could he
1:15 am
verdict security, interesting and it was before and it is now in spades, the question is going to be and should be given how important it is, why was he not taking his own security more seriously? the security of the people around him in the most important -- one of the most important buildings in the world? never mind the most important plane and room and why not? the answer is, it was a bad look. he wanted to pretend like it was getting better and the united states had turned the corner. you know what, we haven't unfortunately. >> bad look, it's exactly what the president said when he announced the cdc guidelines of
1:16 am
wearing masks. he immediately. we're going to take another break. we'll continue with president trump testing positive for covid-19. we'll be right back. these folks, they don't have time to go to the post office

1:20 am
back with breaking news. u.s. president donald trump and first lady melania trump tested positive for coronavirus. according to a statement by the white house doctor, both are doing well. for details on any symptoms either may be having or not, their diagnosis coming hours after top aide hope hicks is said to have coronavirus as well. she's been traveling with the president all week. we are told she started to feel some symptoms. carl bernstein, national security analyst julia kayem, julia, obviously the white house says the president is feeling -- doing well, feeling fine. what's happening within the government right now just from a homeland security perspective?
1:21 am
any time obviously the president's health is called into question, it has national security implications. >> right. it has constitutional implications. will he be able to serve out his presidency. we have two systems in place. this should reassure people. we have continuity of government which is can the individuals be replaced, there's process of care and then you have continuity of operations. that's the stuff that's trained all the time, exercised. people go through this. if something terribly bad happens, can operations continue. in both cases there's planning and protocols. some of these things may be in place. we don't know what's been
1:22 am
activated. we don't know what's going on with nancy pelosi, third in line. people get very calm when you start to see the systems come into place. the more challenging part is the national security part. we're already in dire straits. we're on our knees given the response and viewed as weak, not resilient. we're not allowed to travel anywhere. this is consistent with that narrative, that the president himself got sick. this is similar to what we saw in brazil and the united kingdom. two leaders who were covid deniers ended up getting sick. that is the piece that is worrisome from the national security perspective. from the homeland security
1:23 am
perspective, systems are in place. that's what the constitution is about. >> carl, it is impossible to ignore the -- i don't know if irony is not the right word because his health is at risk, but it's impossible to ignore the record of the president in his statements downplaying this virus even though, you know, through your old danger of it back in january but has downplayed it all along. saying we're turning a corner, saying it's just going to disa pier, not hardly there by that when you have the national
1:24 am
security emergency bill that we're now in. the closest national security aides to this president, mattis, former secretary of defense, kelly former national security advisor, bolton, national security advisor, on and on, these people all concluded that donald trump himself was in danger to the national security of the united states because of his recklessness, ignorance, relationship with putin and his obedience to them. now we find that the ultimate threat to the national security committed by this president may have been to become infected with the covid virus because of what you're talking about, his own reckless chbs.
1:25 am
his valley dit? what did he rail about? the president masked an answer to this covid crisis. his negligent against has been in not embracing the sciences. he knew, as he told bob woodward, that masks are the answer to this. sanjay can talk to this later, but this is the ultimate irony. now all around the country these republican governors following the lead of this president and denied that masks are essential, they'll be taking a look at opening their schools. should they be opening the schools, the businesses?
1:26 am
i think there's going to be a tremendous re-evaluation to listen to the scientists. if there's ever motivation, we have to say, let the scientists speak and let them determine our policy with some positive respon response. >> i think we're late for a rethinking from this administration. i don't think there's going to be some sort of epiphany here. juliet, joe johns is talking about the number of people walking around without masks. there's an incredible quote that brian stelter pointed out to me, i want to read it because it's just stunning to me he said back in august, when i arrived at the white house this morning i was struck by the lack of safety
1:27 am
protocols in place. the most famous place in the world feels like coronavirus breeding ground. >> i think a lot of us wondered to our self has donald trump not gotten it? the most important point, what might change because of this? i don't think donald trump is going to have an awakening, although i should remind people boris johnson switched obviously from being a covid denier to giving a powerful speech, a mia culpa speech after he got out of the hospital. homeland security, personal security, here is what the major problem is with the white house. they had no redundancy in their security. they were testing everyone in the morning, convincing themselves the tests were perfect. the abbott quick tests have been
1:28 am
criticized. it appears when hope actually got her testing that she tested negative that morning so the white house staff thinks i tested, i'm fine. so you had at the white house what people like me call the single point of failure. the tests better work correctly and people better take it. that clearly was true. that's why in the real world we talk about layers security. you want a mask, social distance and work from home, all of those things we have to do for another year as we wait for a vaccine. the white house sort of fell into its own trap. the president talks about this is a perfect fix and solution. i hope people at the white house, people might be infected,
1:29 am
there are families very nervous today. if there is a benefit out of it, it is a stark realization there is not a single fix. we have to continue to layer our defenses. >> i have to take a break. carl, thank you. president trump testing positive for the virus. just ahead, we'll get reaction from joe biden's campaign. want to brain better? unlike ordinary memory supplements... neuriva has clinically proven ingredients that fuel 5 indicators of brain performance. memory... focus... accuracy... learning and concentration. try it today with our money-back guarantee!

1:32 am
back to breaking news. the u.s. president and first lady have test the positive for coronavirus. came after we learned that one of his top aides, hope hicks tested positive. believe that happened thursday, thursday morning. hicks and other white house aids
1:33 am
have been traveling with the president spending time in small and close spaces all while refusing to wear masks. for months the president has downplayed the severity of the virus. obviously that will have big implications for democratic presidential nominee joe biden. it could have health implications given the fact that they were standing on a debate stage. >> i have a mask right here. i'll put it on when i need it. i don't wear a mask like him. he could be speaking 200 feet away and he shows up with the biggest mask i've ever seen. >> mr. trump may have been contain gous even then. we don't know. it's possible he was already positive. we're told they were tested ahead of the debate. unclear at this point when they were tested. cnn political correspondent arlitt saenz, ron brownstein and
1:34 am
sanjay gupta join me. arlitt, is there any word from the biden campaign. the president tweeted this at 1 a.m. any word on them and whether or not this affects their willingness to participate in any debates if they were to still take place? >> anderson, we're still awaiting to hear a response from the biden campaign to this news that the president and the first lady tested positive for coronavirus, but we did learn that late last night the biden campaign asked a radio correspondent who was set to travel as the radio pool reporter with biden to michigan today, they asked him not to join that trip after he informed them that he was actually on air force one when the president traveled to minnesota yesterday. the biden campaign made the decision when they knew about hope hicks having coronavirus, that decision came before we
1:35 am
knew about the president having coronavirus. it does show the -- >> that was a flight thursday night? >> the former vice president is flying to michigan today. >> i see. >> there was a radio correspondent who was set to travel today and they asked him not to do so. but, you know, we had joe biden and president trump standing on the debate stage at their podiums, socially distanced. one big question will be will biden be getting a coronavirus test? the campaign has told us in the past that he is getting tested weekly for that. >> there's no doubt he's going to get -- >> this news about the president -- >> i mean, obviously, he has to get a test. >> right. >> but how soon he's going to get it? >> right.
1:36 am
>> had they learned last night, he has a trip to michigan. is this going to impact that trip at all? >> norm brownstein, do you believe the white house is going to give the american public a full and transparent accounting of the past few days and their decision making why they would have allowed the president after hope hicks tests positive, some white house staff decide not to go with the president to new jersey because they had been with hope hicks, that this president still went to new jersey and thought it was appropriate to meet in a private fund-raiser with donors? >> there was a study out this week that said the single biggest source of ds information on the pandemic was the president. this, i think, will continue in that trans six. i think it undermines -- it under scores the cost of the way
1:37 am
he has been approaching this. obviously you wish him the best. he has not only disparaged the science and mocked mask wearing. this has filtered down to enormous pressure on governors that the president wants and believes the health information. democratic mayors forced him to open facilities, restaurants, bars. we're afraid all of that closed directly schools in some cases over the objections of local officials. all of that flows directly from that now. he's in the situation where 32 days before the election he has provided an incredibly tangible, concrete, graspable piece of evidence about the implications and the costs of treating this so cavalierly.
1:38 am
focusing on the public health implications. >> sanjay, we're still trying to figure out the time line. we're not going to know until the white house ends up being transparent, trying to figure out and do our own contact tracing as much as possible. if we were told both candidates had been tested ahead of the debate, i assume they were supposed to be tested the day of the debate. i know the biden campaign takes testing very seriously. when i did a town hall with biden, i took a test and it had to be that day. it had to be current. i imagine that's what it was the day of the debate. >> yeah. my guess is as well. also people that would come in contact have sort of close contact with the president and former vice president as well.
1:39 am
so presumably a lot of people were getting tested, these tests have a false negative rate. the abbott test is location based testing. some of the studies have shown it has 80% sensitivity, which means 20% of the time it might tell you you're negative when, in fact, you're not. >> is that a nasal swab test? >> that would be a nasal swab test, yes. there are saliva based tests as well, but this is the one that they're still using. there is antiagain tests which don't require you to. you have to assume because there's a false negative test,
1:40 am
you will test positive or listening to your comments, it sounds like what she was saying, hope hicks tested negative on wednesday, the day after now, and then positive later that day. >> i haven't heard that anywhere else. >> if julia is right on that, wednesday morning, she tested negative, developed symptoms and then tested positive wednesday night. so that puts the time line up even earlier if that's the case. regardless, wednesday night, thursday morning, at that point people who had contact with hope hicks regardless of what a test may have shown for the president or anybody else, at that point they needed to be guaranteed. they didn't need to be going out and going to events where you could potentially spread the virus. >> we do not know exactly when -- whether there was an
1:41 am
earlier test. we don't have that information on our own. ron brownstein, what do you think happened just in terms of debate in terms of the -- obviously this makes it difficult if not impossible for the next two weeks for the president to campaign, i would assume -- >> yes. >> -- if he's being responsible. >> even if it doesn't get bad in terms of symptoms for the president, it is very hard to imagine that's going to be happening in two weeks. if he recovers, obviously, i think there will be at least one more before the election. don't forget, 60% of the americans have said the president did not take this seriously enough at the outset. that's one of his biggest vulnerabilities in this elects. he has put that out. the biden campaign or anybody who works with the president, i
1:42 am
mean, the family of the president sat there without masks violating the rules of the venue. why would you have a debate if folks were willing to violate -- >> by some accounts, they were asked by staff at the cleveland clinic. it wasn't case western. the cleveland clinic staff asked them to put on masks and they refused. the vice president had good reason to be leary or to at the least demand more responsiveness and respect to protocols that the public health officials are demanding. when we come back, how president trump's diagnosis has impacted stock markets around the world. breaking news coverage continues in a moment. sensitive. yet some say it isn't real milk. i guess those cows must actually be big dogs.

1:52 am
he's 74 years old. that's a concern for anyone. is there anything the president's doctors can do to offset the risk factors? treatment options, steps they can take, risk factors are just baked in? >> reporter: those risk factors are certainly baked in, anderson. it will be interesting to see, we may not be told this, if they give him remdesivir and convalescent plasma. those are the two treatments you would start with if an illness warrants that. those are both things that require ivs. for sort of anyone else, you would put them in the hospital to do that. it would be interesting to know, do they plan on doing procedures that are usually hospital procedures in the white house. that could be possible. but really what you want to do is keep someone as sort of hydrated and as comfortable as possible. there's really not much that you
1:53 am
do for people with covid in the beginning. people just sort of convalesce and recover at home. sort of that next step would be remdesivir and/or convalescent plasma. >> so the president can continue to make calls, he can do calls, i'm sure he will do calls into various fox news programs throughout the day. he does have to stay physically isolated from other people. >> right. absolutely. he is absolutely supposed to be isolated. i'm using that word on purpose. quarantine is what you do when you have been exposed to someone who has covid and you're not sure if you do. you quarantine yourself. now that we know he's infected, technically he is isolated. he is not supposed to be near anyone. it's tricky to take care of someone with covid. the person who is feeding you, taking care of you really, really needs to protect
1:54 am
themselves. we certainly hope that is the case here. he's supposed to be away from people so he doesn't get other people sick. >> just in terms of his schedule moving forward, who should be guaranteed, if -- let's hope for the best and the president, you know, has an easy time of it, doesn't get a lot of symptoms and has a mild case or a very minimal case, he still, i assume, has to stay isolated for what, two weeks? >> yes, that would be right. even if he isn't very sick, even if he had no symptoms you would want to see him isolated for two weeks, again, to protect other people. and so it's -- you know, it's important that that happen. of course he can get on the phone. of course he can be on a computer but he should not be near other people for two weeks.
1:55 am
>> the same obviously, the first lady and the president could be isolated in the same area or separate, it's up to them. there's no prohibition if they were to be isolated together? >> reporter: that's right. that's right. sometimes that happens where they sort of pod people with covid together in a hospital setting or a nursing home setting or a home setting. so, yes, that would be possible that they could be put together or you could put them separate. whatever really is their proerchs and whatever kind of staff is available to take care of them. >> appreciate it. thank you very much. the president of the united states testing positive to the virus. beyond the risks that he faces. take a look at the national security risks. anderson cooper coverage continues in just a moment. neuriva has clinically proven ingredients that fuel 5 indicators of brain performance. memory... focus... accuracy...
