hello, i'm kate bolduan. thank you for joining us this hour. we continue to follow the many moving parts and developments on what really is turning out to be the worst health crisis to hit the white house and presidency in decades. facing the greatest health risk since ronald reagan was shot nearly 40 years ago. so here is what we know right now. president trump and the first lady, melania trump, both tested positive for coronavirus. the white house announcing that at 1:00 this morning. they are now isolating themselves in the white house residence. the president's scheduled call today about coronavirus support for seniors, he did not participate. the trump campaign just announced that all previously scheduled events are postponed or now going to be virtual. the president's chief of staff

mark meadows also spoke to reporters today with an update and he said the president is experiencing mild symptoms. but is in good spirits which is good news. what is also, though, important, is what meadows would not say. woe not get into the treatments that the president is receiving. he also would not detail when the white house first learned one of the president's closest aides, hope hicks, had tested positive. meadows also did not answer the question when asked why he and others in close contact with the president and hicks weren't going into the 14-day quarantine with the guidelines set by the cdc. here is what mark meadows said. >> we've tested all of our core staff and i could tell you that mr. kushner, mr. skefino and myself and a number of us have been tested and come back with negative results. and yet at the same time, i

fully expect that as this virus continues to go on, other people in the white house will certainly have a positive test result. >> we're going to talk more about that comment from mark meadows in a second. vice president pence, he still plans to travel to salt lake city next week for his debate with kamala harris. his doctor put out a statement this afternoon saying that pence tested negative today and he is in good health and does not need to quarantine. joe biden, who shared a debate stage with president trump on tuesday, his staff reports he has tested negative for coronavirus today as well. but, let's be honest, this is just the very beginning. the first chapter in what is no doubt going to be a long and serious story that gets to the core of our entire conversation since the beginning of this pandemic. a virus that does not discriminate. the clear mitigation efforts that protect you and your neighbor and the president who have flouted and dismissed and

mocked the same safety measures all along. let's go to the white house now. jim acosta is standing by with the very latest. what are you hearing. >> reporter: right now what we're hearing is that white house officials are trying to get to the bottom of how this all got started. there is a lot of focus on hope hicks, the top aide of the president. but there is also some focus on this event that was held at the white house last saturday when the president announced his pick for the supreme court amy coney barrett. we know that mike lee who was at that event, the president of notre dame who was also at that event have both tested positive now for the coronavirus. obviously white house officials were at that event. and so there is the possibility that all of this began there. but it is difficult to say because as you said, kate, the president has had a busy schedule all this week. he had the debate with joe biden on tuesday. he had that rally in minnesota on wednesday and then went up to bedminster for his fundraiser yesterday. that is when mark meadows said just before they were boarding marine one yesterday that they

discovered that hope hicks had tested positive for the coronavirus. and the mystery remains just how many more staffers are going to test positive for this virus. we learned this morning that an additional us what staffer who works in the press office has tested positive for the virus and two members of the white house press corp have come down with positive results. so this is spreading and this is growing. this is been the fear all along for months and months. that as the president holds lallies and events with lots of people gathered at the white house that you have have a potential superspreader event where people come down with covid-19. even as the white house is saying, yes, the president is experiencing mild symptoms of the coronavirus, he was unable or at the very least not able at time to be on a conference call on covid effect on senior citizens. mike pence instead chaired that conference call and explained to people listening in that the president was convalescing in

the words of the vice president. so we're not getting clear answers on how well he is doing. they say he has mild symptoms. could they be more serious than that. and listening to experts, dr. fauci and so on, this may start off mild but could get worse over time. in the meantime, kate, we're also waiting to see whether or not we'll actually have the president come out in front of the cameras today. that was anticipated yesterday that we might see the president but as he's come down with the covid-19 and first lady has come down with covid and it is unclear if we see the president by the end of the day. that would ensure people inside of the campaign who have scrapped his events for the time being as well as the financial markets, but as of yet no announcement from the white house as to whether or not we'll see mr. trump. kate. >> well stand by for that. we also just learned for a spokesperson for rudy giuliani, who was part of president trump's debate prep team, he has

tested negative, his spokeswoman said. negative to for coronavirus. we'll continue to have the updates because of how many people were in the president's circle in the past week. jim, thank you so much. joining me now, dr. celine gounder and dr. eric tolbert as well as director of the scripps research institute. thank you both for being here. dr. gounder, the chief of staff saying that the president is experiencing mild symptoms, they have not gone into any further detail than that. you could give me a range of mild symptoms from your perspective. >> well mild symptoms might include runny, stuffy nose, a bit of a cough. i would not anticipate a high fever or shortness of breath. but it is important to remember that the majority of patients who get sick with covid, it takes about a week from initial symptom onset before they really get a lot worse and decompensate.

so it is still too early to say how severe this is going to be for the president. >> and that is an important perspective. and the time period, there is also another time period that is important, doctor. there is now this large and kind of growing pool of people that are potentially at risk because of close contact. i want to play, again, what mark meadows said about the need to quarantine. listen to the reporter's question to mark meadows and listen to what he says. >> reporter: the officials that were on the flight with the president on wednesday, including kushner, stefino and i think steven miller was there, they are all quarantining, have they been tested. >> we've tested all of our core staff and i could tell you that mr. kushner, mr. skefino and myself and a number of us have been tested and come back with negative results. and yet at the same time, i fully expect that as this virus continues to go on, other people

in the white house will certainly have a positive test result. >> doctor, he's saying there essentially that they're in the clear because they got negative test results. but that is not correct because of what we have come to learn about the incubation period of this virus, right? >> exactly. that is really unfortunate, kate. it is a fallacy in reasoning. these people could easily be harboring virus that is not yet detectible by the test. also we know that the test that the white house relies on has a high false negative rate of at least 30%. just because they have a negative test they're not good to go. >> and they should still be wearing a mask. that is another reason the negative test and park meadows said to our jim acosta he felt he was at a safe distance and

didn't need to have a mask. and again, that is not it. that is not how this goes. >> this is just a lot of denial-ism and not being straight with what masks or how essential they have and the tests of how iffy they are in the early days. >> dr. gounder, it is not just mark meadows and jared kushner that he was talking about there. let me put up a list of just some of the people who we know were in close contact and have announced that they received negative tests back. should all of these people be quarantining? >> oh, 100%, kate. it takes on average four to five days before someone turns positive on a test or a symptom after exposure and it take up to 14 days. just because you're negative on day one doesn't mean you're negative on days two, three, four and out to 14. so while they should be retested until that 14-day mark, anybody who has been in close contact with the president in the last

couple of days should be in quarantine. >> which is why the cdc put forth the 14-day quarentine in the first place. it is like -- seems like such a strange two different worlds that we're operating in right now. doctor, let's talk about the president. his risk factors, his health as we know it has been presented by his doctors. because there are several risk factors that we have been told in the past. he's in a higher risk group just because of his age. he's 74. and the fact that he's a man. that puts him at higher risk. there is also his weight. cnn reported in june he weighs 244 pounds and he's 6'3" with a body mass index of 30.5% which does make him obese. what does -- >> yes. >> -- that snapshot, if you will, mean for -- of course we don't know, you're not privy to

all of the president's medical records. but if you get that snapshot of a patient with covid, what does that mean for his risk level with covid? >> well, right, kate, those are the very principle risk factors. male and obesity. and they play out much more if someone winds up in the hospital. so as dr. gounder pointed out, it could be days ahead. if he gets worse and has to be in the hospital, then we know those features really carry a high risk of running into trouble. but in general, so many people with those risk factors will actually do well and not have a rough course. so even though he's in a high risk category at this stage in the early days, it's too early to tell where this is headed. >> right. dr. gounder, the chief of staff confirmed that the white house knew about hope hicks testing positive before president trump went to new jersey yesterday for

campaign events inside and outside, a round table with no masks and inside and in new jersey. from an infectious disease standpoint, what is your reaction to that? >> well at that point the president at not yet been tested so he was an exposed individual and not a covid case yet. so he should be have been in quarantine from the time he learned of hope hicks' diagnosis and awaiting testing, the results of that. but he should not have been traveling for any kind of event at that point. >> and i have to say, we've got to see what happens throughout the hour but i anticipate unfortunately hearing of more positive tests coming out from the white house complex, unfortunately. dr. gounder, and dr. topple, thank you. still ahead for us, the presidential campaign as we knew it over after the president's diagnosis. one month out to the election, what does the 2020 campaign look like now? living with type 2 diabetes

welcome back. democratic nominee joe biden and his wife jill biden have announced they have tested negative today for coronavirus. the former vice president is now on his way to michigan for campaign events. mj lee following all of this for us. mj, what are you hearing from the campaign? >> reporter: well clearly donald trump testing positive for covid-19 having huge implications including for the 2020 campaign and as you said just this morning, both joe and jill biden were tested for covid-19. those tests came back negative. and so then the campaign made the decision to go ahead with biden's trip to michigan so he's on the way there now. and he was supposed to leave in the morning but that trip, the

departure was delayed as the campaign was waiting for those covid tests to come back. i think we should just remind the audience quickly on why the bidens had to be tested. it was just three days ago that joe biden shared a debate stage with president trump. yes, the podiums were socially distanced. they were well over six feet apart, more than 12 feet apart to be precise. however they were indoors. there was an audience in attendance at this debate. guests of both campaigns. and as we saw in realtime, some of the guests, especially from the trump campaign in realtime were not wearing masks. now even if trump and biden, we didn't actually see them physically interacting, there was no hand shake or no hug or anything like that. clearly there was concern of exposure and that is why the bidens were tested. when biden announced his negative test earlier today, he tweeted this. sort of like a psa of sorts.

he said i hope this serves as a reminder, wear a mask and keep social distance and wash your hands. i do want to quickly note, we have a new statement from a biden official sort of informing us on the decision to go ahead with the michigan trip. the official said vice president biden tested negative and was not in close contact with president trump. he also wore a mask at all times except for when he was on stage. and we implement social distancing and mask wearing and other best practices in all of our campaigns. so clearly in this campaign, drawing a contrast between the way that biden has conducted himself on the campaign trail and the way that president trump has. >> it is great to see you. thank you. so without question, as mj is laying out, this reshapes the final weeks of the presidential campaign. one candidate is now in quarantine. you just have to let that set in for a second. let me bring in cnn political

director david chalian for more on this. what does it mean for looking at the president in isolation, what does it mean to lose at least two weeks of campaigning at this point for him? >> right. you noted one candidate in quarantine and happens to be president of the united states right now. kate, you've covered enough campaigns to know there is no more precious resource in a campaign than the candidates's time. this whole campaign season has been different because it is not involved as much on the ground campaigns but for president trump that is still a premium for him. he has still been holding rallies and itching to get out there and mocking joe biden for hiding in his basement and not out there as much and mocking him for mask wearing as well as recently as the debate on tuesday night. but we know that donald trump campaigning means getting out there in front of his supporters, holding those rallies, getting this positive affirmation back. absent that, he gets very itchy.

he likes to be out there with his supporters. so it will dramatically change. and that has his been main vehicle of campaigning. so for two weeks now, whether there are only four left, for that being sidelined, that is a very big departure from what the campaign was in the home stretch for the trump campaign. >> and what does this mean for joe biden. he's going to continue campaigning and mj laid out what the position is with the campaign in terms of the procedures and kind of protocols that they have in place. he is on his way to michigan. >> yeah. this is a really interesting decision for the biden campaign to proceed. clearly they did their testing. they believe they have the opportunity to show how you campaign responsibly, it is something that -- a contrast to draw from the president from the conventions and on ward in this fall campaign season, holding socially distanced event when they are in front of people like

drive-in with the cars at the cnn town hall or their convention or people are wearing masks. they make sure to draw that contrast. but i do think there is a question here just about tone. we don't have a playbook for this. i mean, i think much of how the biden campaign proceeds is dependent on the health news out of white house. if we learn that the president is getting sick and really having a tough battle with this, i think there is going to have to be about how you campaign against a opponent who is sick. but until we have that information, biden campaign indicates it is all systems go at the moment. though safely and according to cdc guidelines. >> i hear you. and who knows what that means for the debate. stand by to stand by on that. but looking at it from just a campaign messaging standpoint, from the trump side, if you've been spending an entire campaign downplaying coronavirus, and downplaying the seriousness of

it and we're turning the corner as the president said this week, what does the messaging from the trump look like out of this? >> it is such a good question. and let's just also start with the fact that donald trump was seeking any which way if you were paying attention as you were for the last couple of months, to make each campaign day and the news narrative not about coronavirus. because when it is about coronavirus, that is the thing that has brought donald trump to the position he's in, which is an underdog for re-election right now. and so whether it is having the opportunity to make a supreme court nomination or trying to turn the message to law and order and focusing convention on that, now none of that really sidelined a global pandemic from the center of this campaign obviously, but now with the president actually testing positive, with the president battling this virus, i don't think there is a chance for anything else that could possibly break through. this is the coronavirus campaign. and that has been brought home now in a way that nobody could

senior republican aide, this is a reality check. if you talk to senators, senate business has been business as usual. senators wear masks and try to keep socially distant but they still vote on a regular basis and republicans still meet those socially distanced for the daily republican lunches behind closed doors and this brought home the fact that the virus is still very, very relevant. some of them aren't running into it in the states, and there haven't been a lot of outbreaks here on capitol hill. so this is very real. but keep in mind, mike lee is on the senate judiciary committee and that he was there on saturday and met on tuesday with amy coney barrett and republicans biggest concern is the health of their colleague but what does this mean for the potential confirmation. and i think mitch mcconnell and lindsey graham making clear their full steam ahead. and listen to this conversation with hugh hewitt this morning. >> the plan is for [ inaudible ]

as chairman lindsey graham has indicated. and we will be voting on the nominee very soon. >> is any member of the senate, democrat or republican, to your knowledge, do they have the virus? >> well, we don't know. but, you know, it could sneak up on you. it did with the president and the first lady, so we're being very careful around everyone. >> and i talked about the reality check, the uncertainty that he referred to at the end, we don't know and that could have repercussions for the state of the senate and the supreme court nominee they're trying to get through in a very, very compressed timeline. so it is not just public health or policy, it is all of the operations on capitol hill right now are a little bit unsettled and have had a very jarring last 12 to 15 hours. >> thanks, phil. so any serious illness by any president brings serious national security implications

and we don't now how far the outbreak extends, how far into the danger zone is the country right now. joining me now is the former director of national intelligence, james clapper. director, thank you for your time. what are the national security implications of the president having covid and now in isolation? what vulnerabilities does this present? >> well, i think the main concern is the distraction. obviously we are all consumed with this, about concern for the president's health and that of the first lady. and obviously that has to affect operations in the white house, no matter what they say. the white house is a charged place anyway, high pressure all of the time, even under normal circumstances. and so a situation like this is quite a distraction. and that is kind of what my concern would be from a national security standpoint, is just the inability to focus on national

security issues, particularly overseas. >> and if you were in your old job right now, you get a call with this news, what are the -- i'll call them protocols that are kind of set in motion to ensure the continuity of government if that becomes necessary. what are the conversations that you would be having. >> well, if i were in my old job, the conversation i would certainly be having is with all of the intelligence component leaders, the directors of the agencies, et cetera, about leaning forward in the fox hole to be extra alert for any provocation by either a nation state or a nonnation state. and so i would be in the mode of fostering and pushing higher alertness and higher awareness. >> and look, we don't know how far this has spread within the white house and beyond, of

course. just what we know right now, does this impact the operation of government? >> well, i think it has to, kate. i spent hundreds of hours in the white house attending meetings, lots and lots of time in the situation room, which is a very small, confined room that is actually smaller than the pictures that you see of it indicate. and so from the standpoint of operations in the white house, which is kind of the nerve center for our government and for the national security apparatus, this is got to be a huge distraction. so i do worry about that. at the same time, the u.s. government is a very large, disbursed enterprise so you could bet that the intelligence community is on the alert and the department of defense is. and, in fact, not to hyperventilate about this, right

now the president is report thely experiencing mild symptoms and is still able to perform his duties as president and importantly as commander-in-chief. and i'm sure, or at least i hope that in the white house, they're thinking about and making some contingency plans in case his case worsens. >> you worked in the world of secrets. but what questions do you think need to be answered to the public right now about what you're talking about? about operations of government, about continuity of government, what do you think? >> well there is a defined process here for ensuring continuity to government. there is, of course, the 25th amendment. >> right. >> that is -- well, it hasn't been used in the past when presidents have been temporarily

incampus -- incapacitated. and i hope that the vice president is being isolated and is being careful about his not being infected. the other thing that we have to be mindful of, if come down with covid, the first few days are typically mild symptoms. and so the real issue here i think is in a few days to see which path this disease takes, particularly with the president. but i think all of the rest of the government is going to be, you know, leaning forward and being on the alert. i think another issue to be -- that the speculation about will someone or a nation state or a

one of many big questions still outstanding is what exactly is the time line of whether the president was infected, by whom and when did the administration know. we do know that the president's infection came after a busy week of kratraveling and campaign evs which had him in contact with tons people, including in new jersey yesterday. joining me with more on the timeline that is going to be critical is john harwood. you've taken a close look this week, what are you seeing. >> it is important to say up front, we do not know when the president caught this virus or how he caught it. certainly there has been a lot of attention as far back as saturday when he nominated amy coney barrett and there were a lot of people gathered in close quarters without masks there. white house is doing contract tracing to try to figure it out. but let's talk about the last few days beginning on tuesday

which is when we thought the big event of the week, the debate. the president flew to cleveland, and conducted a walk-through and then at 9:00 took the stage with joe biden to debate him without masks and in keeping with the president's defiance of public health advice, his team declined to wear masks while seating in the audience. the president mocked, made fun of joe biden for wearing masks during the debate. then he returned to the white house that evening. on wednesday he left to go to minnesota. he stopped and talked to the press without wearing a mask in the driveway. he then flew to deluge and had a fundraiser and a rally that evening. it was not a particularly long rally. don't know if it was cut shore f -- cut short for any reason. but on the way home hope hicks was feeling unwell. she isolated on the flight home. on thursday morning, staffers

learned that hope hicks had tested positive for the coronavirus. they did not tell the public that information. and in the afternoon on thursday the president went to his golf club bedminster to have a round table with supporters that was partly inside, partly outside. people at the event thought the president looked exhausted and maybe thought he had been worn out from travel, maybe wasn't feeling all that great. but inn any case he returned to the white house at 6:00 p.m. white house did not disclose anything related to coronavirus in the white house. but then around 8:00 bloomberg news broke the news that hope hicks had tested positive for coronavirus. cnn quickly confirmed that. subsequently the president went on the hannity show and said did he not know if he had coronavirus. he was waiting for his test to come back. then after midnight just before 1:00 in the morning he tweeted out that he and the first lady had both tested positive for

coronavirus and were beginning the quarantine process and that started the chain of events that we've seen unfold today. that includes vice president pence and karen pence saying they have tested negative. same with treasury secretary mnuchin and same with joe biden the nominee announcing that he had tested negative for coronavirus and now we wait to follow the course of the president's illness and of course we hope he does not get anything worse than the mild symptoms that aides say he's suffering right now. >> that is exactly right. it is really important to see that timeline in full and it will continue to fill out, john, thank you so much for tracking that. i appreciate it. so as the president becomes one of over 7 million americans infected with covid and we're trying to figure out how the president got it, you can't ignore how the president has talked about covid all along. but even this week at the debate on tuesday, mocking masks and then a taped statement to the al

smith dinner. listen. >> i don't wear masks like him. every time you see him he's got a mask. he could be speaking 200 feet away and he shows up with the biggest mask i've ever seen. >> i just want to say that the end of the pandemic is in sight and next year will be one of the greatest years in the history of our country. >> it is that mentality, that recklessness that did not help protect the president here. with me now, gloria borger. there is this recklessness that we've seen with the president, flouting cdc guidelines all along and mocking the safety measures and a real lack of transparency. let's start with the first. did he not, the president, take this seriously all along. >> no. look, this is a president whose been reckless as you poin out. he's been negligent and also incompetent when it comes to covid. he's been putting his campaign above his own safety.

the safety of his staff and as john harwood pointed out, even the safety of his donors whom he flew to see in bedminster knowing that someone close to him have been diagnosed with covid. this is also putting the duties of his office at risk. i think it is kind of stunning, even by trump standards, when you put this altogether and you see what the president knew about covid, and he still continued to go on and on. and, you know, you have to wonder whether everyone in the white house, if we were masked, and forget the fact that they take these covid tests every day. it doesn't matter. because you could have a negative test one day and a positive test the next. if everybody in the white house had abided by the cdc suggestions, guidelines, then perhaps all of this could have been avoided. >> and the lack of transparency

now, it is a real problem all of the time with this administration. but a real problem now. >> sure. >> they don't want to talk about the timeline. thank goodness for john har and his work. and "the new york times" hoped to stop it from becoming public. how is this going to help them now with credibility? >> it is got toing help them at all. we all know very well this is not a white house known for telling the truth or putting a premium on transparency. if bloomberg news hadn't broken this news about hope hicks, who knows when we would have heard about this. and you have to look back to when the president made that visit to walter reed hospital, i think it was back in november of 2019. we still don't know what that visit was about. when it comes to the president's health, people in this country should not have to be reading the tea leaves about what is going on.

if the president will require treatment because if he has mild symptoms, in those cases sometimes they don't. if he does require treatment, we know there are three emergency use treatments available. one is the antiviral remdesivir. the other second is the steroid dexamethasone and the third is convalescent plasma. but what we're hearing from a source familiar with the white house medical unit is that if the president requires treatment or doesn't respond to those treatments, they will be able to get access to treatments that have not yet gotten emergency use authorization by the fda because it's a case of the president of the united states. again, we do not know if he will require any treatment if his case is mild enough that he doesn't. but if he does, in addition to those that have gotten emergency use authorization from the fda, they will obtain drugs that are being experimented with, being tested that have not yet gotten that emergency use

authorization, kate. >> and interesting, john, because when asked today about what treatment the president was receiving, no one from the white house is willing to talk about it. and they're not even talking about it when asked about hydroxychloroquine, which is the treatment that the president has touted so much. >> exactly. and as far as we know, he remains in the white house residence, and that suggests that he may not require treatment at all at the moment. but if we begin to see that he is moved to a different loe location, that's where we could draw the inference that he is getting more intensive treatment of some sort. >> great point. i really appreciate it. i'm kate bolduan. much more on this breaking news.
