there is jessica. we learned some stunning details really from law enforcement officials both from the state and the federal level. explain this all to us. >> yeah, we heard from these officials about an hour ago, really laying out what they say was this multimonth plot that ended in his charges of kidnapping conspiracy. they say that at least these six men, if not more, were conspiring to kidnap the governor of michigan. gretchen whitmer. it lays out the plot. the fbi began monitoring the social media sites months ago, early in 2020, also involved undercover agents and confidential informants who infiltrated these groups. this criminal complaint details how these men actually purchased tasers. they detonated introvi ed impro

devices. they plotted out how they were going to kidnap her, including surveillance of her vacation home. they surveyed bridges, where they presumably could get away with the governor. this was a plot ongoing for several months. law enforcement was tracking this every step of the way. they even detailed some communication in meetings. just one the past few days and weeks. in addition to this conspiracy plot to kidnap the michigan governor, these officials say it didn't stop there. these men also plotted and talked about perhaps storming the michigan state capital in the city of lansing, taking hostages. in fact, at one point they talked about this. in a complaint they said several members talked about murdering tie rants, quote, or taking a sitting governor. the group decided to increase their numbers to get mohr people behind their plot.
11:02 am
brianna, it really shows the intricate work that the fbi did in this case. they tracked this group, they tracked these men for months, first on social media, and then infiltrating these groups with these confidential human sources, as well as undercover agents here. this had been going on for quite some time. these men definitely took steps to further their conspiracy, further their plot, and again the officials in this complaint alleging that it didn't stop there. it didn't stop with this plot to kidnap the michigan governor. they wanted to take other official unnamed here and also plotting against law enforcement. we heard from the u.s. attorneys in michigan as well as the attorney general. we understand that the governor herself, who was the target of this plot, she's expected to speak in just about an hour and address this issue, brianna.
11:03 am
>> juliette, there were a number of targets here. they had done coordinated surveillance on the michigan governor's vacation home. in addition to these six men, you also have seven more men who are facing state terrorism charges. this is pretty big. put this into contest for us about how alarming this is. >> in the magnus known as 2020, we take a step back. there was a pretty sophisticated plan to kidnap and do whatever, right? we don't know the violent intent on the other side of that -- the governor of a state. that doesn't happen very often in american history. it doesn't get as far as we've seen it. to put it in perspective, in a scale from 0 to 10, 0 being someone's crazy idea and 10 being the execution of the plan, this conspiracy theory was at
11:04 am
about a 7. they had planned things, s surveiled things, and because of the surveillance that was going on, it appears they had someone in the group or talking to people around the group. that's the good news. as we know from the fbi and the department of homeland security, white supremacy, white radicalization, the sort of antigovernment sentiment is the greatest terror threat in the united states today. i juxtapose that against a lot of talk about isis in the last 24 hours. isis is not the terror threat in the homeland today. we know that from the fbi and the dhs. this is probably from what i remember and what i know, probably the most sophisticated plan against a public official
11:05 am
in a long while from a group like this. i'll just say one more thing. we don't know much about the group, nor about the individuals. they're a bit older, in their later 30s and 40s. we don't know how they were radicalized, if they have a political sentiment, so i'm going to be really, really careful. what i do know about radicalization and can say safely, it doesn't really what a individual says. it's about what the followers, who will conspire to kill a governor, what they hear. what are they hearing that makes them plan an event. we may get more pieces from the fbi, but a radicalization/homeland security perspective, what were they reading? who were they following? that becomes the radicalization source. >> it does appear that there was a goal to carry this out before
11:06 am
election day. >> right. >> that would be sometime here in the next three weeks or so. they clearly had, you know, tied whatever impact whatever they wanted to have to election day or before it. >> right. >> i wonder what you think, exactly who were they listening to? who do they support? but when you look at this and you've heard federal officials say that domestic terrorism is a threat right now, is this an indicator of a bigger concern, more broadly across the country? >> three things are happening. first the ideology itself, a sense what we call the replacement theory, in other words they feel like they're being replaced by a more diverse america. most of us love that. they do not, obviously, buttressed by the communication,
11:07 am
which was a really good part of looking at the web sites, seeing how they're connecting and when they're physically meeting. in other words, don't view social immediatia e media as t. these guys are finding each other, and basically what i call the lack of shaming of this sentiment in american discourse today. you can blame various people -- i'm going to be super careful again, because we don't know what will come out, but we will find out their ideology. but to the extent or politics and our president amplify a supremacy attitude -- a white supremacy attitude -- i was on your show last week about this, about the debate. that's not insignificant. we shouldn't be afraid to say it. that's part of the atmosphere. white supremacy is not shamed. they may have been motivated by something else, but we do know
11:08 am
the president doesn't shame it. it's too late for him to do so. we don't need to hear from him about this case. finally, it's odd -- governor to be kidnapped -- where is the -- homeland security and the -- this is -- a real case -- this is not a phony case that they have press conferences about. this is a real case. i don't mind things happening at the local level, but generally you would get a statement about, you know, from the senior leadership about something of this mag knit attitude. magnitude. >> that's a good point. thank you both for the reporting and the analysis. now to the other breaking news. the biden campaign is now rejecting the trump campaign's demand to delay the second debate. this was scheduled for one week today, but president trump refused to participate after the debate commission announced it would be virtual, right?
11:09 am
not in person. the whole reason for that is president trump is still battling 9 coronavirus. the trump campaign now says it wants october 22nd and then the 29th. biden's camp responding to that say, quote, trump's erratic behavior does not allow him to rewrite the calendar. i want to bring in douglas brinkley to be with us. doug, when you look at this, the idea of -- first off, now we've had this development of this proposal of pushing things later. i mean, a final debate on october 29th? that would be pretty unusual awfully close to the election. >> you can't start unscrambling the schedule because president trump is impetuous and starts making demands. back in 1960, john f. kennedy was in new york city while richard nixon was in california.
11:10 am
they did it in a virtual fashion. it's not that much difference between last night's vp debate, but donald trump is sinking in the polls. he's desperate. today he bealsoed camera harris, calling her a communist and monster. we have this wolverine militia story pointing to the white supremacy that donald trump has been supporting since charlottesville, and he's stuck with covid-19 in a white house, and it on drugs and the like, so why would the biden campaign start rearranging the furniture on these debates? donald trump needs to show up on the day he as going to show up, or else he'll look like a coward in the annals of american history. >> there is a political reason, advantage to be gained, or at
11:11 am
least some opportunity to be had for showing up. is it a good move for him to forgo the opportunity to speak to the american people in a potentially serious leg when he needs a leg up? it certainly didn't help him in iowa in 2016 to skip a debate. >> it does not help. we learned that through history. the big mistake with jimmy carter in 1980, when he was seeking reelection, we blew off a debate and reagan said i'll debate a third-party candidate, suddenly carter was back in the debates, but it was too late. if you were advising donald trump, which i'm not, but i would tell him to say i'll debate joe biden anyplace, you name it. if it's virtual, it's virtual. i'll clean his clock with any style. that would be more of the macho image he seems to want to presents himself. instead he's saying, no, i can't do it virtual, somebody will

control my mic. it looks really weak. he needs to step up and stick to the schedule. >> douglas, thank you so much. it's great to see you. >> thank you, brianna. we have more breaking news. medical professionals at walter reed were asked to sign nondisclosure agreements. what do we know? >> reporter: this is the surprise visit from last november, a trip that's still shrouded in secrecy. we don't know the real reason he went there. they claimed it was a time to get a head start on his physical, which he completed about six months later, something that baffled medical experts, that said you would not break up an annual physical. we still don't know why the president was there, but my colleague has confirmed, which was first reported by nbc news, when the president went there, some of the doctors and medical
11:13 am
professionals on the team, brianna, were asked to sign nondisclosure agreements about the president's visit. we're told this caused some issues among the staff, consternation, a few refused, and they were not involved in the president's care. it's not even clear why they would need to sign it. it's doctor/patient confidentiality, saying the patient did not give him permission to release that information. it's not exactly surprising the president has tried to use and wield nd a's in the past. he did it in his private life. he's done it since he worked in the white house. they had white house staffers sign a version of an nda, though people we talked to that signed them said these didn't actually
11:14 am
believe they were infeenforcibl but it's unbelievable that they would ask doctors at walter read to sign them. it's raised questions that there were doctors on this team that signed these agreements. we asked the white house for comments. they only cited doctor/patient confidentiality. >> kaitlan collins, thank you for the new developments. i want to bring in dr. megan r ranmegan ranney. would that be necessary? have you ever heard of that? what's your reaction?
11:15 am
>> as physicians we're bound business confidentiality, as well as hipaa. the idea is that we can't release information about a patient without that patient's consent, unless of course there's an immediate threat to themselves on to others. if someone is homicidal or suicidal. to sign an nda, i've heard maybe a couple celebrities doing it, but it really seems paranoticed. any good physician will not talk about their patient, nda or not. >> the president has made it clear he does not -- he is not bound by such considerations, that is long established. we don't know what happened during this visit that he made the president claim that it was the first part of his physical and they were breaking up his physical. are americans entitled to know what happened, especially considering the current situation and current question about his health? >> i would argue that we do
11:16 am
deserve to know. we have a long history the not knowing what was going on with our presidents, but starting around ronald reagan, it was accepted we had a right to know. from reagan onwards, presidents have been transparent. it seems to me if the current president is not being transparent, either he doesn't trust us, or he has some reason to hide something. either way, that's a problem. the american public deserves to know what they're voting on on november 3rd. >> dr. ranney, thank you so much for being with us. moments ago nancy pelosi suggested that the president is in an altered state right now, and she's calling for more transparency about his health. plus the president's attack on kamala harris steered far away from the substance.

house speaker nancy pelosi is raising serious questions about president trump's health and state of mind. a short time ago she was asked about his ability to serve while sick. here's what she said. >> the president is, shall we say, in an altered state right now. i don't know how to answer for his behavior. what i said about the president was that we don't know if somebody -- there are those who say when you're on steroids, or if you have covid-19, or both,
11:22 am
that there may be some impairment of judgment. again, that's for the doctors and the scientists to determine. it was very strange, really surprising and i'm rarely surprised with the president, when he took to the tweet and wants the senate to have full focus on this confirmation of the justice and turned attention away, and so we're stopping the negotiations. i want to bring in cnn political analyst carl bernstein to talk about this. she is saying the country is being run by someone under the influence and in a, quote, altered state. what do you make of this? >> that we need to know the facts. we're in the midst of a presidential cover-up of donald trump's mental and physical condition. his doctors are part of the cover-up under his orders. that much we know. that much is fact, but it's essential that republicans,

especially -- i've talked to some republicans on the hill. there are indeed republicans in the senate who are furious, concerned, worried about the president's mental health, physical health. they too disclosure of what the real facts are here, but it's time for them to step up and demand it. we've never had a presidential crisis of leadership such as this in the midst of an election campaign in which we have not a real clue, a scientific clue, because the doctors have not been willing to give us what the facts are about the erratic behavior, obvious erratic behavior of the president. the question is, are we seeing just maybe an extension of his usual mania and excessive rhetoric and ugly thoughts? or is this partly the result of real physiological and mental impairment? we need to know this immediately in the interest of our national

security. >> isn't that part of the issue though, here, carl? look, if you had bill clinton, george w. bush, or barack obama behaving like this, there would be no doubt. you wouldn't need a doctor to tell you they are under the influence of medication and clearly it's having an effect. in this case the president is usually erratic. his behavior is usually abnormal, so it's hard as to draw the line between what is erratic and erratic plus steroids or something else that's affecting it. isn't that part of the issue here? >> it's part of the issue, but there are facts that are available. first we don't know the president's physiological health. we don't know whether or not he has definitively covid pneumonia, though every suggestion is he does have it and is still suffering from its

effect. we don't know what damage may have been done. we don't know the test to his vital signs. we need full disclosure, and immediately. also, the real possibility that this is a time that the 25th amendment needs to be considered, but it can't be considered without more facts. if facts are not forthcoming, and i've heard from some republicans on the hill, they're not at all sure that vice president pence has been fully informed of the president's real mental and physical condition, because this is a cover-up it is a cover-up clearly directed by the president and his family to keep the american people know from when he got this illness, the timeline. it's astonishing after the experience with reagan and others that we are not being given these facts.
11:26 am
meanwhile, there are people in the national security bureaucracy who are terribly worried about what's going on in terms of the america's adversaries, particularly the russians and chinese, taking advantage of this situation. i believe that dr. wray is very concerned about the national security interests of this country. we are at a dangerous, dangerous moment. we can see our normal democratic, systemic norms are not coming into play here in a way that's keeping us from the danger this president is throwing at our country and the security of the world, really,
11:27 am
because the united states is depended on for the most stable leadership. a cover-up has got to be ended by republicans and democrats in this instance saying, come on, we need the facts, we need them today, and this is -- the president cannot tell his doctors, don't tell them what's wrong with me, and don't tell them when i got sick, don't tell them what i have, and don't tell them perhaps the drugs are perhaps causing mental impairment. mental xwampk3w5ir789 impairmen question. thank you for coming on. >> good to see you. next the president's sexist attacks on the first woman of color to be nominated as vice president. we'll discuss what's behind calling kamala harris unlikable and a monster.

i won't let up until the stigma of mental health and addiction is finally over. a monster? unlikable? a liar? that is what the president of the united states is calling democratic nominee camera harris, following her historic appearance as the first black and south asian woman to take the stage at last night's vp debate. >> she was terrible. she was -- i don't think you can't get worse. totally unlikable, and she is.
