>> we sort of gone through this a few times. testing is important overall. the idea of using it like this and telling people and making it okay that people don't have to wear masks, they can physically distance and not abide by public health stuff, that does not work that way. the real value of a test is if it comes back positive then you know you need to isolate. if it comes back negative, you still have to abide by those public health guidelines. it is just that you don't have to isolate. you can come in kalcontact withe virus and you yourself can be carrying the virus and the test did not pick it up. >> 2,000 people were invited to this event. if that's the number and even if it is half that, they are going to be packed in.

how irresponsible thinks? >> it is morally irresponsible. you can see me talking but you may put your health at risk. over 20 people in the president's inner circle. how many people must be struck down by this before the president comes to a senses. it raise a question as he comes down from the hospital five days ago whether his judgment is impaired and being on the balcony and calling this scene and moussilini and this has all what a strong man do. it is disturbing. >> abby phillips, is there no one in the building who can tell the president this is a bad idea or stir him in a different direction? >> clearly not. the president has done a number of things that don't make any

sense. not the least of which you know coming home from the hospital immediately going up to the top of the balcony and taking his mask off in the presence of other people and he insisted on working from the oval office when he can work anywhere. this is a president who wants to do what he wants to do. he's surrounded by aides who'll let him. on top of that i think what we'll see tomorrow and with a lot of other events is a president who wants agilation. he wants large crowds. there are real consequences. as sanjay pointed out and we learned today that nine people who attended his rallies in minnesota contracted the coronavirus. people are getting sick and this is not registering to the president or people around him. but what's reckless of this event tomorrow is all it does is reminding people that the president wants to flout the

rules that other people are living by. >> san yejay, it is not just th event tomorrow but a rally tomorrow. the president want to do one in person everyday this week. we saw a rally with donald trump jr. in florida. people were packed inside the room unmasked there and even if they are outside, they are not wearing masks and sitting together closely. this is flouting the cdc's guidelines in the middle of a pandemic. >> history is not going to judge these events kindly at all. the thing about florida, too, florida is a place essentially opened up. the pandemic is over as far as governor desantis is concerned. and you know that makes it much more likely that if you were going to go to a rally like that that you are going to come to contact with someone who's carrying the virus. when you start looking at a certain trajectory of viral

spread, it starts to amplify itself. it goes to exponential growths and these rallies as we have seen as the white house could turn it into a super spreader events. many people infected and going back to their homes and communities. it is a huge problem. you know we are making a big deal and it is worth celebrating. we can't get the basics right. the hard stuff is going to be hard to get done. >> david gergen. this is nothing, that is political event. the president can't violate and we saw convention speeches there. he'll let nothing go of busting norms. >> he's on sbsessed of winning reelection and whether he's

going to be humiliated or not. we can understand why he's been told that but he's a guy who has to make the calls and make a final decision and it is up to him. his judgment is impaired and it is dangerous for the country. john, increasingly it comes apparent before people go to the polls on november 3rd, biden and trump must be clear with their record. what does it all mean and how dangerous do we elect this person the next four years. >> it is hard to see it is anything but bad politics. why keep showing this picture? sanjay, big picture on the pandemic now. we are seeing record high hospitalizations in ten states. we are seeing case numbers rise.

how concerning is this? >> one thing we talked about it in terms of people infected and died and recovered, you know the impact of what happens to people in the interim, people get sick and you start to project and what are the hospital bed requirements are going to become as we go into the winter months. what do we really have? we found this sort of burying into the model. the purple line shows what the hospital beds demand may be as we go into the end of the year. you find it starts to significantly exceed what we actually have in terms of hospital beds. i think we have one more graphic here if we can show in the country right now where are we of hospital capacity. the darker the color. the flow of the hospitals are. we have not really gotten into the bulk of flu season yet. add into covid, we are running

the winds. delta come ashore, things should be getting easy. it is an increment at a time. still getting hammered here. the winds have been extreme. not necessarily high force hurricane winds. you got to remember lake charles is in a situation like few other places in louisiana. it was hammered and devastating by hurricane laura six weeks ago and now it is being hit again by category 2 storm and in my cases the buildings were so weaken because of the hurricane laura. 95% of buildings and homes had been damaged in some way. their ability to stand up to a second blow is really in question. that's why they began mandatory evacuations on wednesday, telling people it is not safe to stay home in the middle of the storm. there is the debris. there is tons of debris.

we were in the neighborhood earlier. it would be suicidal to be in there with all the floods and wires and woods and nails. all of that is flying through the air. it would be lethal if anyone is walking. the circumstances for this city have unique. that's why they are worried of how it will eventually look like in the morning. power is out in many places. we continue to check the storm as it started with laura and now continues with delta. this community is suffering. >> it sounds like ferocious there right now. if you can hear me, you mentioned that delta storm passed a few weeks ago and there were still tarps out in many buildings, what did they do to get ready for this?

>> the first thing they did was telling people to leave. you have to leave. many did. there were many others suffering from evacuation and did not want to leave. i talked to families staying behind, they have no idea how to handle things now. the debris pile is 5 to 6 feet high all along the streets in which they live. i think a lot of people here they got out. for those who stayed behind, they got to be careful right now. there is nothing much they can do. >> martin savidge, you and your team please stay safe. thank you very much for being there for us. for more on the storm let's go to tom sater in the weather center. what's the latest of where this hurricane headed. how strong is it? well, it dropped to category 1 is expected. it is typical when they interacted with land and made

landfall. lake charles, the wind gusts went from 75 miles per hour to 95. so i think those of us who are going to be seeing videos out of this region tomorrow for most of us we are not going to know the difference between what was new damage or old damage. they'll know. they have been spending the days and weeks trying to clean up and rebuild. we are down to category 1. hurricane delta. it is the second time we got into the greek alphabet. the last time is 2005. not only delta is the first hurricane with the name of the greek alphabet to make landfall to the u.s., it is the fastest pace to go from a tropical depression to a category 4. it took 30 hours to make landfall and making it to cancun. we know it will grow inside. before it hits cancun, the eye

was a win wheel. we have our category 1. incredible. we got two within the six weeks hitting the exact same area. heavy rainfall is falling of 9 or 10 inches. storm surge is over 90 to 10 no. lafayette with a home of 130,000 getting into it. only 10 or 13 miles between laura and delta. why pattern of wind damage? over 200,000 without power? that'll grow over night. look at 55 in alexander and 41 in baton rouge and jackson at 52? unbelievable. this is the 25th named storms for this season, john. the record is 28 from 2005. we had 7.5 more weeks of the season to go. watch out for the tornados tomorrow, parts of louisiana over night and the panhandle of florida, north into georgia.

six of seven men arrested. a total of 13 charged of a joint operation of the fbi. sarah sidner in michigan for us tonight. you have been covering this doing a wonderful job. you met with someone who knew one of the suspects well. what did he tell you? >> reporter: yeah, brian titus own a vacuum shop here. he was surprised that the fbi raided his business because the person who was living there who was a long time friend of his had been living there for a while after he said got kicked out of his girlfriend's place so we give him a place to stay. his dogs were there with him. turns out he's one of the leaders according to the fbi of this plot.

>> he was staying in the basement. >> reporter: how do you get there? >> right there. it is not a secret passing way. they're talking about the wood. the reason why i put it because in case the dog had to go so where and so he would not twwet the chapter. he was only staying there until november. >> reporter: why did you decide it was time for him to go? did you notice any activities? >> he buys stuff from amazon. i was not stupid. >> reporter: was he buying ammo? >> he was buying like ar-15 and food. i am not stupid, i was in the marines. i told him he had to go. >> reporter: but before he actually left, he says they arrested him and 12 others.

he talked about the plot and the fbi talked about this plot centered around trying to kidnap governor gretchen whitmer here, there were other things that is so disturbing beyond the kidnapping plot and the fbi saying they're planning to storm the capitol and they're planning to potentially using explosives that they had actually fashioned some explosives and they were talking about potential blowing up a bridge to try to keep police from being able to get to the governor when they tried to kidnap her according to the complaint. and they talk about some of the things these men were saying to each other. certainly 13 men now are charged in this case and some with state terrorism charges and some with federal conspiracy. very serious charges and a really scary time obviously for those in the government here.

some of the democrats are saying they are terrified that the laws still allowed to bring guns into the state capital. we saw pictures of people standing and trying get into the capitol. they want that to change but so far the law stands. >> sarah sidner, terrific reporting. really appreciate it. the trump administration was heavily arrested into the effort of the fbi. william barr has not commented on this. the only thing president trump has said publicly other than to condemn governor whitmer for her remarks criticizing him wondering why he had not been thanked. our miles taylor and chief of staff in the trump administration and cnn's analyst, andy, i want to start with you. the attorney general barr

traveled up and down the country and to appear in public for any event that had to do with condemning and cracking down the left violence. three things he appeared in urban violence as well but not only did he not travel toll michigan to be on camera here, he has not briefed the public at all, has not said anything in public about a plot that kidnapped a sitting governor, what does it tell you? >> thanks for having me. it is really puzzling. i can tell you from having the experience overseeing these sorts of investigations for years and having to breathe on this, there are no way the attorney general was not briefed on this investigation as it went forward. the fbi worked the case which the governor was an attending

that did not tell the attorney general - the only possibility that he was unwilling or unable to come forward and talk about this yesterday. >> this is the type of case where the attorney general would travel to the site of the arrest and appear on stage and a press conference with the u.s. attorneys. it is very strange that we have not heard anything from attorney general barr the last day or so. >> you say maybe unwilling. miles, why not take the opportunity to condemn domestic terror? why not take a public stand against this type of extremism for the attorney general or the president? the president criticizing governor whitmer, what do we make of this?

>> it is puzzling. this is the type of case that we expected would ultimately would happen if domestic terrorism went went unchecked in this country. director mccabe was here. we saw the terror threat ticking up. we are worried of the same remote radicalization that we saw of isis overseas with individuals who are motivated by racial premisupremacists groups. some of these individuals would potentially be some of their supporters. they were worried politically it could be know bill barr going and appearing publicly to talk about

this and instead you had the president dunking on the governor of michigan on twitter instead of dealing with this problem. that's a really big concern. the president's campaign message right now is law and order. what we have seen right now in donald trump's which we were consistently frustrated by at the department of homeland security, which is now resulting in the things like case that was announced yesterday. >> miles when you raised the concern about extremist groups like this, the terror groups, what did the white house say? >> point blank, they told us not to talk about it. as we were developing the white house's counterterrorism strategy, which i was intimately involving in strategyizing. there was a clear signal sent

from aides that reported directsly to the president that it should not be a focus. that doesn't stop either director mccabe's bureau or our department from focusing on the threat. we focused on the threat and we doubled down on the threat. but the problem is, if the white house itself is not going to coordinator the department and agencies to step up with more people, more resources, more attention then the threat is not going get the level of response that it deserves and it didn't. >> andy, what do these extremist groups the would-be domestic terrorists hear in the silence from william barr? what do they hear in the president's unwillingness to openly condemn this type of extremism? >> you cannot over state how domestic extremists and all extremists are watching closely the media coverage of the threat, the media coverage of the things they and their groups are doing. they are looking exactly for

things like the communications they are suddenly getting from the president now. i am convinced that people on the far right, the right leaning extremist groups, the supremacist groups and the boogaloo boys, they are watching the president's very careful but clear desire to avoid condemning them at any turn and they see that as a signal of approval. they see that as a signal of wee finally have one on our side. you saw the reaction from the proud boys the day after the president gave them a shout out in the debate. it is a very positive energizing thing that they get and that is exactly the sort of trigger that could cause some of the groups to act. >> and andy i'm sure you still have friends who are in the service and the fbi. what are they telling you about their concerns for the next 25 days or maybe longer for the election? >> john, people are buckling in

and getting ready for a very bumpy ride. you know, look, we had great concerns about how particularly the white supremacist community would react to the inauguration of president obama, our first black president and so we did a lot of work in the months leading up to the inauguration, months leading up to the election and the inauguration to watch those folks that we were concerned about to make sure that we got in front of any terrorist planning. i'm quite sure the fbi is doing that cexact sort of work with these heavily armed militia groups and the right leaning kind of white supremist organizations. the sad fact is, there are very, very many of them. and michigan alone we have heard numbers in the two to three dozens of organized malish a group just in the state of michigan and they are all over the country now. this is a big challenge for the fbi, and partners at dhs and

have eased up a lot in lake charles, they have not. the winds are still howling. still getting blasted by rain. of course, this is an area that got slammed six week ags by hurricane laura, significantly weakening and damaging structures and trees. they only just kbgot the power back and now they have lost power again. we don't know about the water systems, that is another issue and many buildings are suffering damage again. the people that made their way back are realizing their homes are in more potential danger. the amazing thing is there's people that think they can go out in the storm. it is hard to imagine what we are going to find given all the debris that was left on the streets by hurricane laura. and that's the real fear. it had been the fear for the officials. it's the fear for those who stayed behind. it all becomes airborne, dangerouses are and potentially deadly. >> it will be hard to sort out the damage from this occur
