this is cnn breaking news. hello, i'm kim bruin huebner atlanta. with breaking news this hour, for the first time since the pandemic began, more than 80,000 americans were diagnosed with covid-19 in a single day. now, not only is that a record, it easily eclipses the worst days of july when documented new cases often topped 70,000 a day. this upward trend has been building steadily since early september. now the u.s. surgeon general warns the country can expect new daily records in coming days as the virus spreads unchecked from

maine to california. now, only 13 states, you can see them on the map there in yellow are holding steady compared to last week. and three, nebraska, arkansas and mississippi are going modest improvement. this new surge is putting enormous strain on america's health care system. at least eight states mostly in the midwest are reporting their highest hospitalizations to date. for the first time since mid-august the number of people treated for covid has topped 40,000 nationwide. well, unless behavior changing forecasters at the university of washington says the u.s. death toll could reach 1 million by the end of february. now the country's top infectious disease expert says it may be time to make face masks mandatory. >> if everyone agrees that this is something that's important and they mandate it. everyone pulls together and says, you know, we're going to

mandate it, but let's just do it. i think that would be a great idea to have everybody do it uniformly. one of the issues -- i get the argument, well, if you mandate a mask then you have to enforce it and that will create more of a problem. well, if people aren't wearing masks then maybe we should be mandating it. >> two emergent issues threaten to greatly threaten the spread of the coronavirus. the indoor activities brought in by colder weather and holidays where people get together. dr. fauci says people need to be more violent than ever. >> reason i'm particularly concerned, as we get deeper into the cooler months of the fall and the cold months of the winter that activities out of necessity are going to have to be done indoors. and that's going to be a problem. so that's the reason why i say we really need to double-down on the kind of public health

measures that we've been talking about so long. whenever i talk about amplifying and just stressing the public health measures. people think that means we're going to shut down. it doesn't mean that. it means there are fundamental things you can do. universal mask wearing, keeping a distance. avoiding congregated and busy sections particularly indoors and washing your hands as much as you can. they sound simple. but we're not uniformly doing that. that's the reason why as much as i can to essentially plead with the american public, please take these things seriously, we can turn it around. >> president trump said people are tired of hearing about the pandemic. obviously that is coronavirus fatigue, but ignoring it isn't necessarily going to make it go away. we got the latest from cnn's nick watt. >> reporter: we are now in the fall surge. virus spread, accelerating.

>> we're until a very serious moment right now. we're seeing an increase in cases, what we're seeing in the midwest, upper midwest and the plains a lot of cases occurring. >> reporter: dozens of states are suffering all-time record highs, average daily case counts. >> we're rounding the turn. we're rounding the corner. it's going away. >> truth of the matter is we're turning the corner into a tsunami. >> reporter: nationwide, we're seeing numbers thought seen since the peak of the pandemic back in ugly, ugly july. >> the curve is going straight up. this time, it's in the middle of the country. >> reporter: and the number of covid patients in our hospitals has soared by a third in just three weeks or so. >> then we'll see results from that. >> reporter: results means deaths. our average daily death toll already higher than it's been in a month. and another 160,000 plus americans might die before the

first day of february, according to influential modelers. they say if 95% of americans wore masks, 100,000 lives could be saved through the last day of february. >> this is being driven by individual behaviors at this point. >> reporter: like going maskless. family gatherings. public gatherings. three cases now confirmed at this los angeles megachurch which defies public health orders meets inside. >> we will obey god rather than men. >> reporter: and then as football kicks off tonight, very few fans. still, we're expecting potential new obstacles as a result of the upcoming football season, says the mayor of east lansing, michigan state. we're in the fall surge, we know what to do. >> mask up and we can turn this

around. >> reporter: nick watt cnn, los angeles. all right, to discuss the covid crisis that we're seeing. let's talk to claire windham to teaches at the university of london. thank you for being here with us. the number of people hospitaled in the u.s. with coronavirus has risen 40% in the last month. the number of new cases, a new record. the president, he's trying to convince the country, that the country is rounding the corner, when that's clearly not the case. from a public health perspective, what effect does that type of denial of basic reality have for a the ability for a country and its residents to fight the virus? >> well, i think it's really concerning. i think that the president is putting out messages that people don't have to worry about it anymore and it's almost over, that's sending completely the wrong message. we're in a real crux again.

in europe, we're in a second peak, but in the u.s. numbers are going up as well as you said. we need people to make it seriously, we need people to wear their masks especially at home. all of these things add up with case numbers. and the evidence of this is increasing every day. to have a glib leader giving up to say we're seeing those things is a dangerous impressipreceden. and the numbers will go up even further. >> you mentioned masks. dr. fauci said it might be time to call for a mask mandate. i wonder if there's any evidence that mask mandates actually work. we know that masks work. but mask mandating, does that work? >> well, anything we can do to get people to wear more masks is a good thing. i think it hasn't been politicized to the same extent

in europe as it has elsewhere in the u.s., why not try and make people take it seriously. and if that makes people listen, then i can only see it being a good thing. we know that wearing masks reduces the risk of transmission, we know that, why wouldn't you do everything you can, within your power, within your legislative framework to be able to reduce transmission of the disease and stop people dying. >> yeah, as you said, very much of this is political. the cases are rising here. they're rising in the uk where you are. we're seeing field hospitals, national shutdowns, curfews, school closings. how did we get here again? >> that's a really good question. we always knew there were going to be second waves as we started to come out of lockdown, lockdown isn't the silver bullet. it just puts more on everything. we knew we were going to see more. the problem is a lot of places

haven't used that time and the last six months to build up to track and isolate systems. to allow us to go back living normally. you know in the ideal world, you're just asking those people have either got the infection or come in contact with people to have the infection to stay at home and everyone can go back to a system of normalcy. the problem is, those systems aren't in place. and where they are in place, we have societies not listening to people. not following the guidance, and not stage at home when they've been asked to. so actually, we're at a critical juncture to try and make sure we get that system in place. and understand why they're staying home and that they try to follow that guidance. >> and that's what the w.h.o. has said that we're at this critical juncture. we're seeing countries go back, wales, for instance, are broader

lockdowns inevitable? is this the only way we're going to be able to get out of this? >> i mean, i don't think anyone wants to go back into a lockdown. that's a universal trait. however, i don't see it -- in the uk, for example, i don't see how we're doing it any other way. we're on a tier system in the uk, different parts of the uk are different levels of restrictions. but those level of restrictions keep on increasing every day. i think eventually, we're all going to end up in a broader lockdown. we're seeing the conversations happen elsewhere in europe as well. i think it's sort of inevitable. because people haven't got systems in place. and people aren't being compliant with the guidelines they've been given. as i don't really see another way out of it. >> i'm sure that's not what many viewers want to hear. thank you so much, clare wenham in london. appreciate it. developments in covid-19

trials in the u.s. as astrazeneca and johnson & johnson paused their test. meanwhile, johnson & johnson said the study found no clear cause for its participants' illness. the company says the preparation to restart the tests were under way but couldn't say when they would resume. u.s. federal officials want the trials to be continued as soon as possible. officials say, quote, they expect shots within arms within hours after approval. on what he called life saving treatme treatments. both presidential candidates worked the campaign trail friday. and they're both hitting on comments made by the other at the presidential debate.

closing message as we get closer and closer to election day. earlier in the week, at the financial presidential debate, we saw the very starkly different visions between president trump and joe biden when it comes to the pandemic. trump almost painting a rosy picture of what is happening across the u.s. whereas, joe biden warned about a dark winter that is coming. yesterday in wilmington, delaware, joe biden kind of pulled all of the different threads together and gave one comprehensive speech about the virus. first, laying out his own plan what he would do to combat the virus, talking about enforcing mask wearing, the distribution of ppe and vaccines. and pointing out the failures he sees from president trump in handling the pandemic. even saying that the president has quit on the american people. and one important running theme that we saw was biden basically asking american voters to imagine a better future as it pertains to the pandemic. take a listen to this.

vinjamuri. she's director at chatham house. leslie, let's talk about what we just heard there, the president, covid, sunny times are just around the corner, despite evidence to the contrary. and vice president biden warning us of a dark winter. and that things are going to get worse, we'll have to go back into lockdown. will the president's sunny message resonate in the election's waning days? >> i think for some people, it will. what will we know right now there are very few voters in the united states who don't already know who they intend to vote for. for those people solidly in donald trump's camp, absolutely, people want to hear a good message. as americans have been living with this for eight months, what they want to know that things

are going to get better because there's a clear plan to get better because a vaccine is on the way and social distancing is working and they can see the numbers coming down. and that's not what's happening. we're seeing a surge across 38 states. the numbers are devastatingly because of the spread. the death toll is extraordinary and tragic. and people are very well aware of this. so, they want to see a plan, the majority of americans. and hearing that things are good without that second message as to why they're going to be good and what we can expect and how we're going to get there, that's the message that we're seeing from vice president. and if we believe the national polling, it's a message that is clearly working. he's many points ahead in the national polls. of course, we know that this election is going to be won in battleground states. and so that is a harder thing to call. but right now it looks like the american people are much more inside the biden message than

they are in president trump's message. >> you mentioned that most americans know for whom they're going to vote but maybe one of the last chances to change that was the debate, which at least matched the definition of it now, unlike the first one. what was your takeaway? and will it make any difference, do you think, as we sort of round the corner through the end of the campaign? >> i don't think it will make a lot of difference. i found the debate somewhat disappointing. it was certainly better than the first debate where president trump spoke over the moderator, and the moderator spoke over the vice president. where very little could be heard by the audience and it was frankly a national embarrassment. and i think the vice president felt that way. and so, you could see that president trump had been coached, that he was thinking much more clearly about when to intervene. there were the new rules. so, it was marginally more civilized.

very little actually communicated in a serious way. but, remember, it started with the pandemic. and it moved very quickly on. because once the candidates start talking about the pandemic there's so much light between the two. and there's very little to be won for the president. at the economic conversation i think it's interesting we see a president who is saying that vice president biden is a socialist. he's going to bring the american economy down. and the vice president says i'm worried about main street, not wall street. and i do want to keep the economy open, but we need that fiscal stimulus agreed. we need that government support so that schools and small businesses can stay open, but they can do so in a way that's safe. so there are a number of very big divides. i think the question of the 500 -- more than 500 children hit the papers this week. the 500 children who we can't find their parents. it sort of brought back to, you know, the question of immigration which has got to be

or for many years they've been officially at war with sudan. not only was the deal signed but it's peace. that's official. that's nice. we have at least five that want to come in. and we'll have more than that very soon. >> sudan's acting foreign minister cautioned that the deal can't move forward until the country's legislative body council votes on it. now, we're going to go to oren liebermann who's in jerusalem for us. oren, big win for donald trump and benjamin netanyahu. before we get to the political angle, if approved, what would this mean for the sudanese? >> reporter: for sudan, it means they get desperately needed financial help and remember they're in dire straits. part of the agreement for the help and united states was to

get them out of there to get them off the terror-sponsored list and that's why it's so important to sudan's leaders that's why the u.s. had leverage to push them towards normalizati normalization, in exchange for what the country needed to try to hold them together. as you pointed out for president trump and president benjamin netanyahu this is a political win. for trump, a week before an election. and netanyahu, who face the failing economy over the coronavirus, he was sure on the statement. >> translator: whereas today, yes to peace with israel, yes to recognition of us us real of which have made peace in recent weeks. sudanese and israeli delegations will meet soon to discuss

>> and welcome back to you our viewers in the united states and around the world. the u.s. confirmed a record 83,000 cases of covid-19 on friday. the biggest one-day spike ever. health experts have been warning for weeks of the rise in new cases would accompany the arrival of colder weather. but friday's shocking figure is far higher than the daily peak set back in july. the u.s. surgeon general predicts the worst yet for the country. especially worse is the increasing number of patients needing hospitalization. the highest it's been since mid-august. tens of millions of european, facing tougher coronavirus restrictions this weekend. they come as new cases soar across the continent. as countries scramble to find ways to bring the surge under

control. especially in the czech republic where daily covid cases have surpassed 15,000 for the first time. and those new measures aren't going over so well in parts of italy. scuffles broke out in naples over new measures imposed to help stem the virus' spread. police used tear gas after hundreds protest a nighttime curfew. cases have risen seven-fold since the beginning of october. they soared on friday. the italian government reported more than 19,000 new infections. cnn has reporters across europe covering the coronavirus surge. cnn's nina del santos in wales. and scott mclean in berlin. scott, the big cases, the new restrictions. take us through as covid becoming more dire there. >> reporter: hey, kim. well, i think it's safe to say that the global at the center of

the resurgence is in europe right now. you can see the number of cases per capita in europe has really shot up surpassing the united states. and the trajectory really shows no signs of slowing down at least at this stage. i want to show you one other one. the top five, all of them in europe, the czech republic, belgium, netherlands, switzerland and france. if you compare them on the bottom of the graph in red, you can see they're not even close. things are especially bad in the czech republic. the death toll is eight times higher than the peak of the first wave of the epidemic. and on top of all of that, the health care system in the czech republic is on the brink of collapse. they're also dealing with a political crisis. the health minister in that country was accused of breaking his own coronavirus rules. he's refusing to step down, though. the prime minister is vowing to

replace him anyway. if that happens, kim, that would mean that the czech republic would have a third health minister installed in just the last six weeks all at the height of the worth outbreak on planet earth. you can can understand why in nearby slovakislovakia, they're watching it rise. they're try about to test heir entire population to try to tamp down their situation. over the next three weekends. and in nearby poland we've just gotten confirmation that the 48-year-old president has tested positive for covid. he says he's feeling good. he's not the only high-profile politician in europe to test positive. the deputy prime minister, the czech prime minister and german health minister have tested positive within the past week. kim. >> across the continent there, scott mclean in berlin. let's go to nina del santos in

cardos, wales. to explain how people are coping with the idea of another lockdown. >> reporter: well, first before i get into that, kim, take a look at the street behind me. i want to point out this is what a national lockdown in one of the devolved nations have a right to their health care policy and can effectively shut weeks like and major retail outlets on a saturday morning in the streets of cardiff. for the next weeks to come, we've got 3 million people in the uk who live in this part of the british part, wales, they can't go out. they can only go out for essentials like pharmacy and food items. this is why on a street like to this, we do have shops open but they have to sell only those items. and other items are cordoned off.

it's a very stark picture of some of the most stringent restrictions anywhere in the country. it also speaks to the difference in strategy that the wales government is taking here. what they're doing now is imposing what they call a national lockdown for the whole of wales, despite the fact that there are hot spots in some parts of the wales that haven't yet transferred to other small villages in other parts of the country. nevertheless, here on the streets of cardiff yesterday evening, just before things shut down there was real support for measures taking place here. >> it's about time that somebody took this bull by the horns. and got on with it and locked us down for 16 days. >> reporter: do you think it's better than what's being done in other parts of the united kingdom? >> hard to say, hard to say. other parts of the united kingdom have had three or four tiers. i think the whole country needs to now. >> i think as a student, it's necessary. there's a lot of activities that came back.

and that's just should keep us out for two weeks, i think. >> reporter: well, kim, it is quite a confusing picture across the british isles. remember there is one part of this country, scotland and wales like i said that have their own embassies and latitude to set rules on education and health care. this is a prime time to do a lockdown like this because it is during a holiday for break for students and also for people who are going to schools. but everybody around the country, wales, scotland, england wants to avoid shutting down schools. they're just shutting down the economy for two weeks. they won't know for a month whether or not it worked, kim. >> those empty streets you showed us is just dramatic illustration of what many countries might be facing down the road. cnn's nina dos santos joining us from cardiff, wales.

let's go to salma abdelaziz in manchester. many cases, they're feeling the pinch. i know you talked to manchester businesses, local leaders there fighting the resistance of the restrictions. how are they coping now that they've essentially lost that battle that they were waging? >> reporter: that's right, kim. there was essentially an outright uprising against prime minister boris johnson from the local government here. for ten days they were in a standoff over the tier three restrictions the highest level understand the regional lockdown system that shuts down pubs, bars and essentially bans all households from mixing together. the mayor said it's one of risk versus reward. these measures are too limited. they're sort of half measures that will not actually bring enough case numbers down to justify them. i actually interviewed him yesterday. the first day the restrictions went in effect.

take a listen to what he said. >> we as a city region always stood up for people, for fairness. and we've often challenged the long establishment if you like, in sort of the ways it treats england. this argument became a fight about that. in my view, if you're going to lock down someone's life or lock down somebody's job. it can't be done on terms dictated from 200 miles away. and actually, you knolw, on a week like this, though it's been talked i look back and say i'm doing what i'm to do. and you get a sense of fulfilment of doing. my message is i'll do it every single time again if you come back and try to treat us in this way. >> reporter: now, his act of resistance did ultimately fail. he was not able to reach the deal he wanted. and the prime minister

unilaterally set restrictions on the city. the mayor andy burnham said he's happy to do so, he wants to place on the government the burden of understanding how these measures hurt businesses. he said make them effective, make them quick, make them sharp and make sure you get a grip on the virus as soon as possible. kim. >> interesting. thanks for your reporting there. cnn's salma abdelaziz in manchester. let's go to mexico now where seasonal activities draw hundreds of thousands of people. officials say there are fresh coronavirus outbreaks and a rise in hospitalizations. cnn's matt rivers reports from mexico city. >> reporter: here in mexico, we are now approaching 900,000 confirmed cases of the coronavirus. we are also approaching 90,000 confirmed deaths as a result of the virus. and top health officials in this country are concerned about the number of new cases that are being seen across the country. as you look tell seven-day

moving average of newly confirmed cases, you can see that number has been going up over the last several days. and health officials are pointing to several different states across the country where they say the number of cases is on the rise. and health officials have specifically pointed out the state of chihuahua which borders the state of texas. texas' western side, it's a border state between mexico and the u.s. and officials in chihuahua are very concerned about the number of cases they're seeing, as a result primarily what officials say there people not following correct guidelines in public transportation. and also what they say are family gatherings that are leading to a rise in the number of cases in that state. and there is more modeling, more date that shows that things will continue to get worse, unfortunately here in mexico. new data from a model. a very influential model from the university of washington is suggesting that the overall death toll here in mexico by

february 1st could be nearly 130,000 deaths. mexico already has one of the highest death tolls from the coronavirus of any country around the world. and so over the next several weeks, this is what we're going to be watching. where do the number of new cases go? do they continue to rise and how do health officials respond? mexico has been hesitant to put in very strict quarantine measures across the country. different states have done different levels of quarantine measures. if the number rises here in mexico the question is, do those quarantine measures increase, and that's something that the government has been hesitant to do because of the economic impact that's been so devastating to so many in this country. matt rivers, cnn, mexico city. countries in south america are also struggling with the virus, colombia is fast approaching 1 million cases and 30,000 deaths, of course to johns hopkins university.

well, there's just over a week to go before election day in the u.s. and although democrat joe biden is leading president donald trump in the opinion polls, of course, what really matters specifically the 270 electoral college votes they need to secure the presidency. congress along correspondent phil mattingly takes a look at the possibilities. well, the 2020 presidential debates are in the rear view which means it's crunch time for both campaigns. joe biden's campaigns. donald trump's campaign.

the big question now for both of those campaigns what is the strategy to close things out in the final days. now, the campaigns themselves they're usually pretty coy about what they're actually trying to do which means you look at the signals they're pointing out. the signals, the most valuable things for both candidates and campaigns. their money and their time. first, let's take a look at where things stand at this moment. snapshot in time based on cnn race ratings. you will see joe biden already above the 270 electoral votes he would need to win the presidency. what's that based on? you see the blue, that's safe democratic states. same for republicans, lighter blues those are leans. those leans don't necessarily mean they're going biden's way on edekz dlection day, but that where that stand. in the gold, those are thes toups. everything in gold was the states that donald trump won in 2016. let's point out where the

candidates and top surrogates are going from this past week and weekend. joe biden obviously in tennessee, for the debate, pennsylvania, keep pennsylvania in mind. bernie sanders, now a top surrogate, one a competitor for joe biden, heading to pennsylvania as well. president barack obama one of the biggest name surrogate you could have, possibly the biggest name surrogate you could have, heading to pennsylvania earlier in the week and florida over the course of the weekend. you get a sense from that, pennsylvania and florida. i'll come back to that. first, take a look at the enormous travel schedule of the president and former vice president. obviously very active taking a very different way in the middle of a pandemic. they're going lots of different places which under scores two things. one, they're defending a lot of the states. maybe they see opportunity in there as well. keep an eye on these states and focus on pennsylvania and florida. you want to look at where they're spending. obviously, the spending means a

lot. what comes on top? first, biden with a significantly rise on the campaign. both spending big in the state of florida. both campaigns spending big in the state of pennsylvania. both campaigns spending big in north carolina. that should give you a sense of the key three or four states you're looking at over the course of the next couple days, ten, 11 days, it's getting close. that's just spending. what does it all mean? i talked about florida and pennsylvania because that's where you see the biden campaign laser in on. here's why, say you give the trump campaign every single gold toss-up here. except for the state of florida. we'll do that. every single toss-up. joe biden still over 270 electoral votes. president trump still below. well, what if you give joe biden the state of florida. obviously, he goes even higher there. but president trump says -- breaks the blue wall in the midwest, just like he did back in 2016. let's show how difficult things

are for president trump to win, if joe biden wins florida. and underscores the point here. say he takes pennsylvania again. joe biden still well over 270. say he takes michigan again. joe biden still over 270. say he takes withes with as well. joe biden still over 270. the reality for the trump campaign is without florida, president trump is almost certain not to be re-elected. and also, why do you go, if you're the biden campaign to pennsylvania? well, we talked about how important the midwest is how important it was for the president's election back in 2016. let's say he wins all of the toss-up states including the state of florida, but joe biden wins arizona as well, at 290, that obviously creates significant problems for president trump. he would have to win states like michigan, wisconsin, perhaps even minnesota as well. difficult, difficult propositions. if you're not winning pennsylvania where he ran stronger in 2016. the reality is this, there are

when the airlines have implemented covid safety precautions since the pandemic started including requiring passengers to wear masks on board. some, such as delta, are getting even tougher, banning hundreds of customers who refuse to put one on. cnn's aviation correspondent pete muntean has more. >> reporter: delta air lines said 460 people are no longer welcome on their flights for refusing to wear a mask. that according to a memo from the new ceo. delta said it had banned 270 people two months ago. it's interesting here, if you do the math, it averages out to two people per day being banned from

delta flights since delta's mask mandate went into effect. other airlines have similar guidelines. it's coming as the cdc says the strongest message yet that masks must be worn by travelers on every part of the trip. the new study shows that the risk of contracting coronavirus on an airplane is low because of the way air is filtered. but the risk is higher in indoor places like terminals where people can get bunched up at security lines and check-in. airlines are requiring masks at check-in, but they do not have any help from the federal government. the faa and department of transportion have instituted no new requirements for masks on board airplanes. pete muntean, cnn. >> that's wraps up this hour of "cnn newsroom."
