the global stage. and do fence mending as wellment expect a push towards greater unity and good-bye to that america first branding. bide oon's first focus will be the pandemic. he's expected to make remarks in the coming hours on his coronavirus policy and reveal a new task force. the number of new daily cases in the u.s. hit astonishing highs over the weekend. biden's new web site already launched the build back better.com. it lays out his day one goal for racial equality. economy and climate change. he's repeatedly said he would rejoin the paris climate accord and the world health organization. meanwhile we're hear frg the trump campaign is planning a messaging blitz over the baseless claims the election is being stolen from him. let's bring in covering biden's

next move. live from delaware. talk about the immediate priorities. what he wants to do not just between now and the inauguration. but day one. >> first things first. it's the pandemic. that's the immediate crisis facing this country. health experts made it clear in order for this country to get a handle on hast happening here, president-elect biden has to be all hands on deck approach. and his team is well air ware of that. they have been preparing for this. they have ground work laid on this. today later today monday, president-elect will be giving details about this 12 person coronavirus task force. he'll be giving remarks about how he plans to beat covid-19 here in the united states. and just a little earlier on state of the union wasn't of the

advisers talk about the priorities he has on his plate. >> joe biden has noted that there are a number of things to tackle and do and start on day one. that includes addressing the climate crisis. that includes in his hundred day strategy. building on success of the obama biden. tackling the virus. the covid task force will operatalize the biden harris plan to address covid and the plan government can use. joe biden is going to make good on the promise on the campaign trail. >> sort of the detailing some of the priority. first things first. that's the pandemic. >> i want ask you the president hasn't conceded. what concerns are there in the biden camp about white house cooperation the transition in

the weeks ahead. and the claims he's being robbed and what hooegs planning to do. are they worried? >> there are concerns. and rightly so. the biden team has prepared for the good, bad and ugly. all of this. the tran stamsition team has be working laying ground work for the transition. there might be a bump in the road. it has to do with something called ascertainment that folks aren't aware of. it's what you have is an administrator in a government office. who basically has the charge of signing off on pair work that allow ts millions of dollars in funds to be to the biden team and allows access to government

agencies. that paper work hasn't been signed yet. still waiting for that to happen. the biden team prepared for the good, bad and ugly. and put together a huge team of legal team. folks to help them. see them through this process. we'll have to see what happens. the biden team says they are prepared for whatever may come their way. >> of course after the inauguration, joe biden may or may not have a majority in the senate. he has a reputation for reaching across the aisle. are people on the other side in congress that the biden believes will reach back? well, so far we have heard from folks like mitt romney and senator murkowski. the news here is the course of the gop senators that the biden team hasn't heard from. you think of people like former president george bush who came

out in support and said it's time to get around this and get the country put on the right track. really what the news is here again from all of the folks on the other side of the aisle the biden team hasn't heard from. he wants to heal the country. he wants to bring this country together. he haez a history in the united states of working in the senate, two terms with former president obama. he knows the people on the other side of the aisle. the question is is he going to bring them into the fold? >> remarkable silence from republican senators so far. probably waiting to see what the leader will want them to do. appreciate it. thanks so much. meanwhile. president trump is clearly not planning to bow out without a fight. he's got no plans to concede as of now. in fact sources say he's been urged by many in his inner

circle including son-in-law jared kushner to hold rallies krisz the u.s. pushing for vote recounts. picture that. many republicans in congress have been silent on president trump's defeat. some are urging the president not to concede. parroting the unfounded claims of election fraud. let's go to cnn at the white house. the world has been waiting for a concession speech that's not coming. what about this cnn reporting that the trump campaign is planning this messaging blitz unsupported by evidence. what's being talked about? >> it appears that denialism that we're seeing on twitter from president trump is one he wants to take on the road. with a media blitz. a set of campaign style rallies with the president goes around the country trying to build a case among supporters.

that the election was stolen from him. despite not having real concrete evidence to prove it. one of the ideas that's been floated is the president would read the obituaries of people who supposedly died before the election. but yet were able to vote in it. something that several republicans have suggested happened in the 2020 election. of which there is again no conclusive proof. at all. the president is encouraged to hold rallies by jared kushner and also his personal attorney rudy giuliani. and several fig yirs on his campaign staff. we know the president has been broached by his son-in-law and even the first lady about the possibility of coming to grips with reality and conceding that he lost to president-elect joe biden. the president clearly not feeling eager to do that. we should note among the legal

challenges that are being presented there are officials close to the president who privately acknowledged they are weak and have very little chance of actually over turning the result of the election. part of the idea about having the campaign style rallies isn't to drum up support and keep the movement forward it's also to delay the transition in order to try to essentially circumvent the electoral process itself. >> it must be unprecedented the notion of out going president holding rallies in the lame duck area. going forward, he did have 70 million people vote for him. obviously that's a lot of support. people asking what is he doing with the influence? the political capitol post administration. >> this can take a ton of different routes. we have to acknowledge as you note with jason a big part of

the reason that so many republican law make es have been largely mum on many of the allegations the president is making that cut to the core of american democracy is because he holds so much sway over his own party. he has so much power. and it's not going to go away january 20. when we suppose that joe biden will be inaugurated. the president effectively becomes a king maker in a republican politics from races whether national to local he will hold a sway. his endorsement will have an impact. aside from that you can bet the president is going to capitalize on that power. whether it means paid speeches or books that were ghost written. or potentially continuing to have the rallies into the future. that is yet to be seen. something to consider. and we no behind the scenes there have been conversations about a potential second run if he acknowledges he lost in 2020

in 2024. >> always a pleasure. all right. joining me now cnn political analyst. april ryan and scott jennings. i want to ask the left wing of the democratic party is growing in many ways. joe biden cooperation with republicans in the senate if he needs to do that will certainly mean the left agenda will be stymied. your thoughts on what pressure joe biden might face from republicans and progressives. >> joe biden has around his neck going into january 20. trying to unify the democrats with republicans and also the democratic party with the progressives and liberal left. those who are centrist. he's walking into an office where both parties are fractured. yet there is a strong call to

unify in the middle of a global pandemic. how to figure this out in the middle of the united states dealing with the recession. trying to stay out of depression. racial reckoning. he has a lot on his plate. he says he's up to the challenge. and what he's doing is bringing all different persons. the transition team is looking at different types of people. not just democrats and republicans. people on the far left and right to be able to come together and work together. he knows if he doesn't get a team that can hoep him push through in congress and in the broader sense of america for people to buy into hi plan, he's in trouble. really push and unify on all levels. >> thinking back to what he was telling us about the president might hold rallies in the delicate period. it's extraordinary. what do you think?

will he march on with the legal challenges and refusal to accept he lost? george bush said it looks free and fair. do you think he feels he has a case? >> i don't know what he feels. his lawyers will go to court. and it's time to put up or shut up. the court procedures that exist are there for everyone and welcome to that. that grind to a halt if you don't present evidence and there's no there there. it's on them to bring something forward. it appears joe biden won the election. it's clear. that doesn't mean they won't try to run their claims. regarding the rallies i don't know what would do him any good. if donald trump got georgia on his mind and helped the republicans senate seats in georgia. i can't think of any better

revenge on chuck schumer. >> you can't over state the importance of this. the georgia senate races for democrats in terms of joe biden getting anything done in a legislative or appointment since he needs to go two for two in georgia. >> he needs to go two for two. if he doesn't, think about this. you have people like susan rice who is prime to possibly be the next secretary of state in his administration or head of dod. whatever he decides. she is potentially going to have a stumbling block if the senate doesn't flip. let's say there is a tie. the tie breaker will be who? kamala harris. vice president. at that time. so, at issue they want to flip this. and i'm telling you people like congresswoman waters the state of california are focusing hard on the senate seats in georgia. they are throwing money behind

it trying to rally for the people and make sure the dems can get the senate seat. >> it's interesting senate leader mcconnell has blocked hundreds of democrat house bills from being considered in the senate over the last few years. joe biden talking of bipartisan cooperation. if republicans retain senate control, how likely do you believe it is that mitch mcconnell will reach across the aisle as joe biden likes or do what he did with obama and saying no to everything. >> i don't think mcconnell will rubber stamp legislation coming from nancy pelosi. and she ought to take a cue from the election. the voters have pinned her ears back a bit and rewarded republicans with new seats in congress. if you look back on the obama years the bipartisan deals were largely done with joe biden and mcconnell. they have worked together there's a familiarity. i am thinking that what the

voters said to both parties is we don't want you to have too much power. we want you to work together and you have two guys now biden and mcconnell. in ha position to do it. what's the best predictor of future behavior is past behavior. they have a past of bipartisan cooperation. >> what's your take, april? if republicans end up in the minority. using the filibuster. do you see an era of gracious cooperation ahead? >> i think scott is right. on the fact that biden and mcconnell have had a relationship. you have to remember we're in a new era. the trump era. trumpism. and it could stay in effect. like this president is planning on having rallies to gin up the base. saying that he won the election. don't think mcconnell is not hearing that. don't think that mcconnell is

doesn't understand that there is a segment of the country that feels this president is still going to be president. so he's -- i'll watch how mcconnell handles this. it will be a delicate tight walk. unification or following this new era of trumpism even though the president will not be president anymore. >> what's your take? what does the republican party look like going forward? donald trump might not be the president anymore. he'll in some ways own the party. still wield remarkable influence over members of congress. fearful of trump retribution. does the party have to change once trump is gone? >> he changed the party. look at the exit polls from the election. republican party is a working class party. multi-racial working class party. trump got the highest share of

the non-white vote of any republican presidential candidate since 1960. that came from working class hispanics and african-americans and white americans as well. the party has changed and i think that you're right. he retains a lot of popularity. 93% of the republican vote. what hi says moving forward is certainly going to have influence. what the republicans who are left in washington have stood is keep up the relationship with the new people donald trump brought to the party. rekindle the relationship he destroyed. largely in the american suburbs among people of college degrees who went to joe biden. it's a big task to try to keep the new folks and go back and grab the old folks as well. >> i want to does you this. i saw a fox poll. not surprising because there's other polls showing the same thing. most americans are in favor of universal healthcare.

or medicare for all. there is a lot of support for the progressive policies. not adopted by the democrats as part of the platform. or sort of like you can't touch that at the moment. in the political climate. why not? people favor these things. progressive policies going to be batting up the establishment democrats? at issue is the pay for. that's what people have a problem with. how he paid for it. it's a great idea to have universal healthcare for all. it's a great idea to make sure that if you have preexisting conditions that you will be covered no matter what. it's a great idea if your child is up to age 26 you can cover your child. they may not have that job that offers benefits. at issue is the pay for. we saw the affordable care act the issue was the deductible. the pay for. if this country can do that, it

will help bolster a working class that former president obama was hopeful to do. also help minorties. the least of these in the nation. the poor and the least of these who basically use the emergency room and in a hospital as their primary physician. at issue is pay for. if you have one party saying great we have to do it no matter what. party says it's too costly. it's taxing. where do you find the common ground? that's the problem t. without the hurt and cut in the american pocketbook. >> the u.s. is major industrialized nation without it. there are ways for it to be done. it will be interesting how it goes in this country. i wish i had more time. scott jennings and april ryan appreciate it. we are watching the markets by the way.

presidency. u.s. futures shooting up hundreds of points on sunday. where they are right now. the dow in positive territory. nasdaq futures two and a quarter percent. asian pacific markets in positive territory. you can see there. in japan over 2% up. hong kong nearly one and a half percent. all green arrows today. live in tokyo. >> that's right the markets are clearly embracing in joe biden presidency. the futures are edging higher continuing the gains from last week. wall street was expecting this joe biden victory. before this weekend. now the focus is really on what's going to happen in that senate race. many are expecting republicans to hold on to the senate. which they expect to lead to

modest regulation as well as limit the ability of the democrats to roll back the tax cuts. it appears in idea that gridlock is good for wall street is alive and well. the investors are hoping for the blue wave. which would lead to even more stimulus in their eyes. as well as more economic growth. regardless of who is the sitting president the federal reserve and the coronavirus pandemic remain too powerful drivers of the market. one hand you have the federal reserve expected to keep interest rates low. on the other hand you have cases continuing to surge in the united states with no sign of slowing down. expectation from investors is biden can constrain the pandemic. already announced plans to assemble a task force. shifting gears abroad in asia. markets are rallying. japan is already trading at the highest level in three decades. that is continuing to rally. from global investors

and welcome back to cnn "newsroom." appreciate your company. let's go back to our top story. president trump pulling out all stops to try to prove that the u.s. presidential election was rigged. first filing legal challenges and now a messaging blitz is planned still with no evidence to support his claim. that the election is being somehow stolen from him. meanwhile president lekts joe biden getting ready to make good on campaign promises. a series of executive actions to undo many of president trump's controversial policies. his top priority is to tackle the coronavirus pandemic. when joe biden takes office in january, health experts say he will likely be facing the peak of the coronavirus pandemic. keep in mind the u.s. is already

issues. he won't be bullying allies. and his victory encouraged beijing to renegotiate the trade deal it made with president trump. for more cnn joining me now from hong kong. donald trump painted china as an adversary on a raft of issues. what is the reaction from the region? what might change under president biden? >> we are still awaiting official response from beijing. the u.s. president has yet to concede. chinese president has yet to issue a statement. that being said we have been closely monitoring and following state run media in china. it's been interesting. they have been signaling a note of cautious optimism. in response to joe biden's victory. in the election in the united states. a number of news out lets in china express hope that joe biden would be able to somehow stabilize the rocky relationship between the two world powers.

nationalist tabloid in china said it believed biden will usher in a buffering period during this time of rocky relations. saying biden is expected to ray point professional officials to the team. and it will be possible for u.s. china tension to take a brief time out. it's interesting another op-ed that we were looking at from the state run china daily. which acknowledged that there is bipartisan pressure in the u.s. and continue to be tough op china. but improved relations. writing this. managing it certainly should be a prime concern. the question then is where to start. the answer appears to be obvious trade. reviving trade talks is critical to restore some untsing and trust. the tension between the u.s. and china will continue to simmer. this is a critical moment. we are at the point of

unprecedented friction between the two world powers. what haven't seen since the nixon era. the stakes are so high. >> speaking of which, in hong kong where you are the prodemocracy movement hasn't exactly had the support of the trump administration. what do people hope to see from president biden? >> they're not expecting a roll back. the reestablishment of the normal trade relation. that is not expected. there have been a number of activists in hong kong also elsewhere who have been very pro-donald trump. they say him as being hard on china. they welcomed his tough policy. tough on trade, tough on. sanctions officials. for what happened here in the territory. that being said, those are not the actions of donald trump. a foreign policy expert and congressman and lawmakers.

responding to joe biden election victory. tweelting he sees the possibility of restoring the country's relationship with the u.s. after years of crippling sanctions from president trump. we'll have a report in a moment. first we turn to mexico. where that country president is giving a more muted reaction. >> many leaders around the world are congratulating joe biden on the victory. so far mexico president is not in that group. he said on saturday we are going to wait for the legal issues to be resolved. we don't want to be reckless or act lightly. we want to be respectful of the self-determination of the people and rights. refusing to acknowledge biden in fact won this election. shocking. you consider how important the united states is to medical examiner koechlt pamexico. part is the avoiding commenting on the affairs of other countries. this could be in part because he

created a good relationship with trump. and lost a very close presidential election here in mexico in 2006. he claims it was stolen from him due to corruption. he said he already has a good relationship with biden. >> it wasn't exactly a message of congratulations. cuban president said his government did recognize american voters had quote charted a new course by electing joe biden. and kamala harris. this election was crucial for cuba. because the government has gone from the obama administration which restored ties with cuba. to the trump administration which put in place some punching sanctions that the island has seen in decades. the cuban government is eager to sit down with the incoming biden administration to work out the differences.

>> now israel prime minister congratulating the u.s. president-elect on sunday. noting the friendship of 40 years. the prime minister going onto praise and give thanks to the out going president trump. the two have been close allies of course over the past four years with president trump most recently helping facilitate the signing of the accord. between israel and the uae. journalist is tracking the story for us from jerusalem. a lot of people thought there was a fairly muted congratulations from netanyahu. from the israel leadership across the board. which frankly israel got a lot from trump. what is it the feeling there? concerns about what could change under biden. >> there was some criticism.

not only for the content of the congratulations to president-elect joe biden but also to the time that it took them to get arpd to it. tweeting 12 hours after cnn and others had called the u.s. election in favor of joe biden. then the content itself avoiding describing joe biden as president-elect. now that may have been an over sight. it may also reflect the close friendship with president trump. he and trump have regularly described the out going u.s. president as the best friend israel had in the white house. recognition of the fact that donald trump remains president of the united states and will be until bide b takes over in the new year. wanting to ensure he doesn't do anything to upset president trump. netanyahu and biden have been friends they go back four decades. i don't think it will damage

relations between the two. biden described himself as a zionist and 1973 meeting with prime minister as one of the most consequential of his life. there's a good personal chemistry there. perhaps one lacking when president obama was in the white house and sometimes strained relations. two possible areas of disagreement. palestine and nuclear agreement. >> speak to those. how would israel react to a return to the nuclear deal. and palestine hasn't been happy under trump. is that likely to change? i guess the answer is no. >> the iran front netanyahu will be unhappy if biden follows through with the promise to rejoin the nuclear agreement. which trump pulled america out

of. netanyahu doesn't like that deal. you may recall he went to congress over the head of president obama. to try to plead with america not to sign up to what he described as a very bad deal. if and when biden president does rejoin that agreement netanyahu the defense establishment and many wouldn't be happy. as far as the palestinians are concerned. it's understandable why they felt unhappy under trump. he appointed a u.s. ambassador and recognized jerusalem as the capitol. palestinians will be celebrating very wildly with president-elect joe biden. >> all right. there in jerusalem. good to have you. appreciate it. thanks so much. someone who hasn't reached out to the new u.s. president-elect.
