hello to viewers in the united states and around the world. i am dana bash in washington. a big day for joe biden's transition, unveiling his economic team and announcing the senior white house communications staff will feature all women. also, the president-elect gets his first intelligence briefing, a top secret look at the threats facing the country that he will be in charge of as president come january 20th. the president, current president is on twitter and television telling countless lies about the election, none of which deserve to be repeated here. the latest reality check on the president's fantasies coming from wisconsin where recount produced the same result as on election night, that is a joe biden win in wisconsin. trump appointed judges continue to dismiss his election challenges and the fired top trump election security official put it simply, don't believe a word the president is saying.

>> there's no foreign power that is flipping votes. there's no domestic actor flipping votes. i did it right. we did it right. this was a secure election. >> meanwhile, the conspiracy focused trump is all but ignoring the raging pandemic that's still happening on his watch. 27 straight days now with 100,000 plus new infections. weekend interviews from task force officials warn of a thanksgiving super spreader. i talked to one of the officials on sunday who gave this advice to 1.1 million americans who flew back home after the holiday. >> once you get back to your location, just remember, you've had increased risk of being exposed, so you should decrease unnecessary activities for about a week. if you can get tested in three to five days, that's a good idea. >> post thanksgiving coronavirus surge could overwhelm hospitals,

even more than they are now. but today there's a really hopeful fascinating bit of news. this time from moderna. want to get to senior medical correspondent elizabeth cohen with all of the information. elizabeth, one vaccine expert calls data striking and amazing. walk us through it. >> dana, this efficacy data is so amazing that now moderna is applying to u.s. food and drug administration for permission to put their vaccine on the market. they're applying i am told by moderna executives as we speak. let's take a look at what their daylight a found. they found the vaccine is 94.1% effective against covid-19, and it is 100% effective against severe cases of the disease. this data sounds familiar, it is because moderna put out similar data a couple days ago. what is particularly exciting about this is that this is a

much larger data set, twice as large a data set as the one they put out a few weeks ago, so this makes it more of a sure thing. you can have more confidence when you have a larger data set. the way that they came up with the percentage, didn't just take it out of the clear blue sky, what they did is gave a large group of people, some got the vaccine and some of them got a shot of saline, a placibo. nobody knows who got which shot. told them to go back home, some in the course of their lives got infected with covid and some didn't, then they looked to see who got the vaccine and who didn't. let's look at the numbers. this really spells out what happened. 11 out of 15,000 people who received the vaccine got covid-19, just 11 out of 15,000, but 185 out of 15,000 people that received the placibo, shot that did nothing, got covid-19. those two numbers are so

strikingly different. dana? >> they sure are. so many questions that people watching you and listening to that are going to want to hear, the first i think is when is it going to be available and how am i going to get it. what is the hhs secretary saying today about that. >> right. alex azar, secretary of health and human services had a comment today about the time line. before we listen to it, dana, i want to tell you it is very much in keeping with what tony fauci told cnn a few weeks ago. tony fauci said we think shots will go into arms in the united states towards the end of december, the second half of december. so let's take a listen to what secretary azar had to say today. >> general prune a said we will ship within 24 hours of fda authorization. we could be seeing both vaccines out and getting into people's arms before christmas.

>> again, similar to the time line dr. fauci gave. not everyone can get it all at once. there simply isn't enough to go around. the cdc will make a decision about who will get it first. we are told as of now it looks like the first group will be front line health care workers and nursing home residents. dana? >> which makes a whole lot of sense. such remarkable news. thank you so much for bringing it toys. always with your incredible sources. onto politics and a wave of firsts today for the president-elect. let's go to cnn's jeff zeleny in wilmington, delaware. jeff, president-elect biden announced the economic team, including the first female secretary of treasury, assuming she's confirmed. tell us about it. >> reporter: dana, it does. this formalizes something we have been hearing and reporting, but also fills in other blanks around what is a critical part of the new biden administration, the economic team.

they're inheriting an economy in dash that's suffering and in pain. this is what is going to, he believes, leaders to help lead it through that. janet yellen, first and foremost, first woman nominated to serve as treasury secretary, former chair of the federal reserve. she will be leading the economic team. also new names over the weekend. tanden, will be nominated to be the budget director. head of office of management and budget. and cecilia rouse, first one of color nominated to serve as the chairperson, chair woman of council of economic advisers. this is an academic position that advises the president and west wing on the economy as well as the number two person at treasury, deputy treasury secretary, first person of color in that position as well.

he is currently serving as the president of the obama foundation so that is currently the economic team. also a series of firsts on communications. first time in the west wing, an all woman team will lead the president's communications efforts. it will be some familiar names to those that follow politics. white house press secretary incomin incoming, jen saki. she was press secretary at the state department, communications director at the obama white house in the second term as well. kate beddingfield, communications director. the person in charge with behind the scenes planning, strategizing for the message of the white house. she was a deputy campaign manager in the biden campaign and out front in every respect on that. simone sanders, another familiar face. she will be vice president kamala harris' chief spokesperson as well as senior adviser, and the rest of the team there as well. so a key selection of women

advisers that have vast experience serving in the white house and on presidential campaigns. dana, we're getting word of three finalists to be defense secretary. that is not a position that has been announced yet, it bmay be announced later this week or next week. michelle florn oi from the obama administration. jeh johnson, general counsel at the pentagon in the obama administration, and lloyd austin, four star army general, head of centcom. whoever biden chooses would be history making. first woman or african-american to lead the pentagon. >> intentionally so from the biden transition. let's talk about the fact that the president-elect had a little

spill this weekend, reminds us why there's such a thing as a press pool that's in charge of making sure and standing by to make sure nothing happens to in this case a president-elect or ultimately the president. what happened? >> reporter: he was at his beach home not far from wilmington. we're told by his advisers that he tripped while essentially playing with or being around one of his dogs. he has a sprained ankle. you can see him walking out of a clinic last evening in wilmington. we're told he will have a walking boot for a few weeks perhaps. this is something that happens to many americans. he is 78 years old. any type of health incident is watched more carefully. one of the reasons as well we will not see him in public view today. we will see him tomorrow when he introduces the economic team. dana, i am told he is doing something important today, receiving that first intelligence briefing at his

weekend. colorado is one of them. the governor, jared polis and his husband are among 230,000 coloradoans infected. first things first, how are you and your family feeling? >> thanks, dana. so far so good. this is such a mysterious virus, and it is just almost like a lottery. for folks in our age range, 45, my partner is 39, we have about 4 or 5% chance of being hospitalized. it is a matter of playing the odds. >> let's talk about the latest trends. they're tough to track as you mentioned, like playing the lottery. data is tough, especially now because of some reporting issues that happen over holidays. let's look at where your state currently stands. an average of more than 4,000 new cases reported every day. hospitalizations are at a peak.

1800 reported for two straight days. test positivity rate is near 11% according to covid tracking project, although the figure is lower than your neighbors which is a good thing for you, but governor, your state has a mask mandate among other restrictions so what do you think is driving the spread given everything you're doing there? >> well, i think it is really covid fatigue. that's why we are emphasizing to residents avoid gatherings outside your household, of course wear a mask in public. there's better compliance in some areas than others. and we're expecting to see, we have seen a flattening out, hasn't been the increase we saw two weeks ago in the last week, but we're hoping to see benefit from in the next week is that we closed indoor dining in most parts of the state, more direct directly effected parts of the state with higher infection rates about a week ago. >> has your view on what you described posing or easing restrictions, has that changed

in light of the fact that you're now someone who has covid-19? >> well, many have it, 1 in 41 are currently contagious with coronavirus, so i join, i have been able to stay out of circulation, will stay out of circulation working from home on zoom and phone in keeping folks safe. >> you don't know how you got it, right? you obviously followed restrictions you, yourself imposed. do you have any idea how you got it, given the fact you're careful, wear a mask and so forth? >> there's no way anybody can know how they got it. i had at least one significant exposure, two others lesser, but all exposures you don't know about, too. look, nobody knows for sure how they got it. within a family, you can assume you got it from others in your family. look, everybody is at risk for this thing. when you have exposure, important to go in quarantine. if you don't develop symptoms,

test negative, come out ten days, two weeks later. if you do as we did, we stay quarantined until cleared by doctors to go out again. >> i'm sure. let's look at what some of the things your state, the general assembly in your state is in session today working to pass to help people suffering from the effects, small business aid, sales tax relief, more funding to help and keep child care facilities open. $50 million for emergency housing assistance, 20 million towards broadband capacity in the state, 3 million for food pantry assistance, funding for utilities assistance, 100 million for public health. and as you mentioned you extended some executive orders you put in place. you've done what i just described or are doing it as we speak without federal help. what can you as former congressman tell your former

colleagues in washington, what can they learn about the proposals i just described which have been worked on in a bipartisan way. >> yeah. it is a bridge, dana, frankly. no state has the capability to help support all the small businesses effected. the federal government came together around ppp. they came together in aid for coronavirus. winter will be a tough time. businesses that are directly impacted by capacity restrictions like restaurants and bars, doing our piece for them. that's a bridge. we need democrats and republicans in washington to come together, whatever the parameters are, get something done as soon as possible. if there is more work. they can continue to have discussion. >> real quick, talking about the vaccine. do you believe your state has enough money and funds to distribute the vaccine? how much are you going to rely on the federal government for

help there? >> we are hopeful. sometimes being hopeful on the outcome of congress is a fool's fool's er and. that's part of the omni bus or appropriations package mid december, hoping there will be additional resources for free vaccination. that's not confirmed. if somehow they can't put together a bipartisan stimulus bill that has vaccination money, we're hoping at the least they include that in the omni bus coming mid december. you're probably in better position than me to know if that's going to happen. >> i will let you know what i find out, governor. thank you so much. glad you're feeling well. appreciate it. up next, the president-elect announces his economic team. why one of the picks faces gop head winds for confirmation. but we didn't stop there. we made a cloud flexible enough to adapt to any size business.

the vote on the machine count side. there's no evidence that any machine that i'm aware of has been manipulated by a foreign power, period. recounts are consistent with the initial count. to me, that's further evidence, confirmation that the systems used in the 2020 election performed as expected and the american people should have 100% confidence in their vote. >> cnn's kaitlan collins joins me now. what krebs said now in that interview is so important, especially when so few republicans are willing to stand up to the president on his lies about the election. >> reporter: and chris krebs is a lifelong republican who was put into this position, then confirmed by the senate and president trump, confirmed by republicans, and is pushing back on the president. clearly the president was watching the interview on 60 minut

minutes, tweeted about it, pushing back saying they didn't ask them for comment on what he said was a one sided story, then he pushed back on the statement from krebs directly where he called this the most secure election in u.s. history, he said he stands by it. the president believes it was the least secure election ever, and that's the president's word against the official he put in charge of making sure everything was secure, who worked on this several years, worked on this with agencies on election day. and has been in touch with different secretaries of state. so it is the president's word versus chris krebs who he put in this position, you've seen how he was pushing back on the president's characterizations last night. >> very hard. and with a lot of credibility as you said. kaitlan, the president said last week he knows if he is going to attend joe biden's inauguration, he won't say publicly. the republican who is in charge of the committee that oversees the inauguration, roy blunt, said this to me yesterday.

>> i hope the president is there on inaugural day and continuing to work to see what we can do to have the president there and have vice president biden there, likely sworn in on that day. >> what are your sources telling you about what the president's advisers are telling him behind the scene? >> reporter: they don't think it is likely he goes to the inauguration. the president says he knows, he would not tell us when i asked him thanksgiving when he first took questions for us, first time in three weeks. still to be determined. if you look at everything else the president is doing as what is tradition after someone lost an election, he has not followed any of the protocols, hasn't invited joe biden to the white house, hasn't called joe biden. the idea that he is going to wake up, go to his inauguration seems unlikely to people that speak to the president. of course we have a long ways to go before end of january, so whether or not that changes remains to be seen. the president often likes to be

be fulfilling the promise that the kaubt would reflect diversity. >> certainly. not just gender diversity with the treasury or economic team picks, communication picks, but certainly in terms of race. we have the first latino to lead the agency that deals primarily with immigration. that's a landmark nomination for joe biden. we expect to see diversity of race gender experience in a lot of these upcoming nominations. neera tanden is indian american, she brings that diversity as well to the vice president or president-elect's emerging cabinet. >> she's sparking a lot of reaction from progressives and

from republicans. i want to read a tweet from senator john cornyn's communication director. said she has an endless stream of disparaging comments stands zero chance of being confirmed, josh holmes who was chief of staff to mitch mcconnell put it this way, and there's the sacrifice to the confirmation gods, speaking of danden. she does need republicans to be confirmed. do you think this is real? is she in real trouble? >> if republicans keep control of the senate, she could be in trouble because she has her role in leading center for american progress, a prominent liberal think tank, and her role as a clinical ally in the 2016 campaign which certainly got her into tussles with bernie sanders

supporters. you've seen sanders allies come out against her as well. it is an interesting dynamic, see the arrows from the left and the right. certainly if it is a republican controlled senate, she will have a hard time getting confirmed. it may not just be her past mean tweets, i will say republican operatives are happily screen shotting some old comments right now, but also it reflects a bigger struggle for biden's cabinet nominees to get confirmed. we can safely say, republicans said this as well, you can't argue these people aren't experienced. they have qualifications to lead the positions. it will come down to a fight we saw a lot of obama years, ideology and personal views. that's where you're going to see a lot of heated fights. that's why the georgia runoffs, we keep saying over and over, critical to biden's agenda on

desantis updating reporters the first time in weeks. rosa flores is in miami beach. the governor is talking specifically about keeping schools open. what is he saying? >> reporter: it is curious. during t during the press conference, he didn't mention the state is about to hit 1 million cases, didn't mention more than 18,000 have died in this state from coronavirus. instead, he started off the press conference saying he is doubling down on reopening schools for in person instruction in the spring. here's the other thing he didn't mention. he didn't mention his plan to reopen schools safely. take a listen. >> schools will remain open for in person instruction, we will continue to offer parents choices for spring semester. and every parent in florida can take that to the bank. closing schools due to

coronavirus is probably the biggest public health blunder in modern american history. >> reporter: here's the reality on the ground in the state of florida, the number of hospitalizations increased by 30% in the past two weeks. that's more than 4,000 people in this state hospitalized now with covid-19. also, dana, there are mayors who have been calling governor ron desantis, sending him a letter, back november 18th, asking him for help. they want him to step in, do something to stop the spread of covid-19 in the state and these two mayors i am in contact with have not heard back from governor desantis yet. dana? >> as you said, the press conference is ongoing. maybe we'll get answers. in schools, studies show schools can be opened safely, but also you said they don't have a plan. can only that with a plan to

keep the children and the teachers safe. rosa, thank you so much for that reporting. officials in santa clara county, california are updating coronavirus restrictions in response to a surge of cases and hospitalizations there. those new guidelines go into effect today. joining me now, dr. sarah cody, public health director for santa clara county. thank you so much for joining me. i want to walk viewers through new limits you're imposing in your county there. 10% outdoor capacity limit on most stores and facilities with the exception of groceries and pharmacies that can open at 25% capacity. maximum of 100 people can gather outdoors. hotels are open only for essential travel, isolation, quarantine. anyone that returns from traveling a distance over 150 miles must quarantine for 14 days. l.a. county has some similar

rules. they're not enforcing it. how will you? >> thank you, dana. it is good to be with you. thank you so much. we are putting local measures in place to do what we can to protect our community and particularly to protect our health care system. right now, what we are hearing from hospitals is that they are starting to feel the pinch. our beds are filling. and we are concerned. we are taking local measures to bring prevalence down as much as we can and hoping we get some bold statewide and national action to support us. >> just on the question of how you're going to enforce it, how local officials, county officials will enforce it, do you know the answer to that? do they know yet? >> yes. we are working, we have multiple layers of prevention and we do have an enforcement team as well as many, many other teams.

it's important to know that our policies are designed to go together. so, for example, limiting lodging to just those that are traveling for essential purposes complements the quarantine for those folks returning. we can't enforce every action. we depend on the public to take actions to protect everyone. >> which is totally understandable and really quick, one of the potential impacts there could be on the 49ers. the nfl told the pro football talk that the team will engage with the county to learn more about this order. real quick, do you think it could have an impact on that team, its ability to practice and play? >> i really want to emphasize to everyone that this is a team effort. every single person in the county, every sector, every

because it is democratic politics, nothing can be that simple. there's pressure on newsom to consider appointing a woman to a seat held by the person becoming the first female vice president, particularly a woman of color, and perhaps particularly a black woman, that if kamala harris is replaced by a man or woman that is not black, there will be zero black women in the senate. if she's replaced by a man, the number of women of color in the senate will drop from four to just three. and from are some loud and influential voices in the state of california that would like the governor to consider figures like representative karen bass, people may remember as a vice presidential contender, or barbara lee, liberal hero from the bay area. and all of this, of course, dana, on top of pressure already on governor newsom to move past some of the missteps from the last few weeks, including the notorious dinner at the french laundry restaurant he held in violation of his own public
