officials are holding a news conference. let's listen in. >> responded, they saw no immediate evidence of shots fired. but they did encounter a suspicious vehicle, an rv parked in front of the at&t building at 166 second avenue north. the officers had cause to ask for the hazardous devices unit. as the hazardous devices unit was responding to the downtown

area, the rv exploded. and we believe this to have been an intentional act. significant damage has been done to the infrastructure there on second avenue north. they're conducting a full scale investigation. resources from our federal partners are coming in from outside of the nashville area to assist in this. and we will be conducting this investigation for the next number o f days. our hazardous devices unit is with them as well. the downtown area has been

sealed off by law enforcement as we conduct this investigation. a number of our police dogs -- excuse me -- a number of our police dogs have been called and are now searching th e area. we're going to be investigating buildings to make sure there is no one in need of help in those. i will say that central presinct officers conducted a door to door apartment to apartment, if you will, check of units on second avenue this morning just

before the explosion occurred. got persons to safety. there was a man walking his dog on second avenue that an officer stopped and directed in another way. just before the rv exploded. the explosion knocked one of our officers to the ground. thankfully no officers were significantly hurt. i think one officer sustained somewhat we hope is temporary hearing loss. but no other officers were injured. there were officers on second avenue working this call when the explosion occurred. and they have been interviewed by our federal partners and the investigation is progressing.

>> when the officers got to second avenue north this rv was parked there. and there were circumstances about the rv that caused the officers to request the bomb squad. >> i saw an officer leaving broadway and second just south of 6:45 this morning with two or three teenagers in the backseat. do you know about this? and was he just taking them somewhere or was possibly -- >> the woifrz have been looking for any witnesses, anybody who may have been around in that area who may have seen something. in central presinct is a couple blocks away. i know some persons were taken to the central precicct for questioning. >> is there any other type of citizen arrest?

>> so we do not know whether anyone was inside. there was not a significant explosion. we don't know whether anyone was physical lyn side. are you asking me was there another explosion this morning? >> do we believe there may be another vehicle that was abandoned. >> we're not ware of any other attempted explosion, no. >> that's all part of our investigation. as you all know, there are cameras throughout the downtown area. and it's part of what we're doing tonight. we're trying to look at footage and see what the cameras might tell us. >> i don't know that. there may be windows breaking, shattering. i don't know of any other

i found it interesting and they're responding to the scene. that's when the rfrment v exploded. >> what is more interesting at this point is what brought police to that area. there were shots fired. there was a call that came through 911. and they're responding there just about 6:00 a.m. central time in nashville. it's when police arrived there. there is no evidence that shots were fired. but they stumble upon, they come upon this rv. police will not say what they notice. but this he said that police noticed there is something that was suspicious and that's when they called the bomb squad to respond. that is when the rv exploded. what is also really significant here and we're hearing heroic stories from the police is that

they were able to evacuate people from the area. as the bomb squad was responding, they were able to go to some of the residential buildings and evacuate people. that's why we're only seeing minor injuries. and that officer has some temporary hearing loss, they believe. but really, when you look at these pictures, the size of this explosion, the destruction that we're seeing and detroit brie field he -- the debris field, the size of the explosion is very significant for investigators to look at. but also the fact that we don't have more people injured. that is remarkable. and luckily police there were able to move people to safety. and the fbi are there and the police say the fbi is on their way, the atf is on scene. everyone is working together.

we should hear from them in an hour or so. but obviously the big question is who put this rv there. they're saying they don't know if anyone was inside the rv because of the explosion. they have not been able to determine if anyone was inside the rv. but the key thing here now, i think, is the fact that, you know, could be perhaps that the police were drawn there. whoever made this phone call for shots fired and doesn't appear that there was any kind of gun shots that were fired, is going to be something significant and a significant piece of information for law enforcement. >> you're right. that's a big question, right? why did this rv explode as the bomb squad was responding to the scene. you mention that scale of damage as we take a look at that. i mean, there was a massive fire after. several cars in that area. also were on fire as a result of the explosion. can you see the debris strewn everywhere. there were downed trees. a lot of people nearby that felt the blast and many windows were

broken as well. let's bring in cnn security correspondent josh campbell who is also a former fib special agent. first off, josh, we know right now in the downtown nashville area the scene is not yet secure, correct? that's because they're still going business to business, door to door, number one, to check on if there is anyone still unaccounted for. and number two, it is still a possibility. there may be a second device. >> we're talking about three or four reasons why officers are holding that scene. the first, as you mentioned, they want to make sure there is no one injured in and around the buildings. it is an active crime scene. i can tell you in a bomb investigation, sometimes the key pieces of evidence could be so small, so tiny that then allow them to move an investigation

forward. buildings on either side. the blast projects as a funnel down that street. so can you have evidence far away from the actual scene of that incident. secondly or thirdly, as you mention, there are other secondary devices. they want to ensure that is the case. then third, i mean, now all pt buildings are now potentially structurally unsound as well. so they don't want people, you know, bystanders coming in and around that area. now they're talking about additional potential dangers. this investigation happening on the ground, what we're not seeing is this fanning out by all of the ngss to bring resources to bear. one key information of information, i think the key driver right snou something that we just learned. and that's this idea that this was a call for shots fired and then an explosion happened after that. now there say lot we don't know.

i think that is a key piece of information because in fbi counter-terrorism training, the first thing they tell you is when you're trying to reconstruct what happened, you have to ask well, who were the victims? is this someone who was attempting to cause just in discriminate nat mass loss of life? you wouldn't do that on christmas morning in an area that is not highly populated. so to now get that new piece of information that there was an emergency call for shots fired that, would naturally draw police down to this area. probably in large numbers. we live in thor raf active shooters. any shots are drawing in law enforcement. and that is the key piece of information now. i will say one other thing. as i look at this investigation, i compare to others that i both covered and worked, i mean, i am confident that law enforcement will in short order identify the person who did. this we're talking about an explosive that is attached to a

vehicle. an rfrment v. this isn't a device that was left in a bag or, you know, some other remote area. vehicles like a recreational vehicle naturally have unique identification numbers. they have license plates. so, you know, as we've seen in past incidents, they can track that back to its origin in order to try to identify the owner and then another thing that is also important is that, you know, we're not talking about if you or i were sitting in nashville and saw a toyota camry parked somewhere, that wouldn't spark our attention. someone could remember seeing that parked what what the person looked like and all the key pieces of information and law enforcement is trying to gather to try to identify the person or persons responsible. they were talking about using an rv and may have fwhn a genius move. you can build the explosive device and deliver it to where

vehicle explosion an intentional act. that came as plis were responding to reports of a suspicious vehicle. let's bring in the former lead bomb tech for the fbi and new york city and cnn law enforcement analyst. when you get a look at hoy significant the damage is and they are reporting that some people as far as nine blocks away felt this explosion. what are your thoughts on what happened? what kind of explosive device may have been used? >> good morning. merry christmas to you. based on the videos i've been able to see so far about that crime scene, obviously, it was significant explosion. clearly not an accident. this was intentional. not sure who the target is just as of yet. obviously, law enforcement is working through that. but it's a significant explosion. as far as the type of explosions being used, you can't really

tell that just right now. we would be doing law enforcement a disservice. by stating that. but there are means that law enforcement have that welcome able to determine what type of xploes sieve being used wlchlt it is commercial or military type explosives or homemade or improvised mixture type explosives. those are the things that crime scene responders will be dealing with, taking swabs of the crime scene and sending those back to the lab in quant he could to determine the chemistry and explosive makeup of this device. >> i respect that assessment. peter, let me ask you about the timing and your thots on this. it is christmas morning. christmas day. which means that most businesses downtown in nashville if not all are closed. obviously, not many pedestrians on the streets as well. we know the nashville mayor just said the explosion was clearly done when no one was going to be

around. you are getting the sense that this was a way to target law enforcement, especially when you look at the timing of the bomb squad being called in? and as they're responding, this that is when this rv exploded after 6:30 this morning. >> that's a good take on who the target may have been thus far. again, very deliberate crime scene. very deliberate investigation to get it right. but these are the -- these, in my experience over 20 years in the fbi and almost 18 years as special agent bomb tech working crime scenes just like this in the united states and overseas, these are the assessmentes that we're making or those investigators now in nashville are making as they work this crime scene. who was the target? who was the victim? was it just an event to happen on christmas day? was it an event at a specific building or individual that lives in that building? or was it something we refer to as a come on type device which

is let's call law enforcement in on a ruse call, draw them into this device and then function the device via time, via remote, or command or have -- do something in a way that sets up the device to be functioned by the victim or in this case potentially law enforcement officer responding. >> just to give viewers a lay of the land, because it's obviously hard to see what we're exactly looking at right now. nashville police earlier this morning tweeted out that this location is 166 second avenue. the mayor saying that this area is the edge of the city's hospitality and tourist district and old historic part of town. i was on google maps taking a look at what is in that area. a lot of restaurants, performing arts center, the river right adjacent to it, hotels. and not that far from the state capital. this rv that was apparently used where the explosion took place,

peter, what do you make of that? i found it interesting that andrea mccabe is mentioning this could have been an ingenious move by the perpetrator. you could build an explosive device inside the rv go. unnoticed and then deliver it wherever you want to. >> absolutely. that's the intent of a bomber. so if they used that rv to build the device, that's ingenious as opposed to building it in a garage or shed or house or outside somewhere less secure. and then you have to remember the vehicle itself is a means to move the device to the crime scene. it should be something that blends into the city xap. downtown nashville that, would kind of fit in. it really doesn't stand out being parked on the street during christmas time. so again, these are things that law enforcement and the bomb squad are -- and the crime scene

spike during an already trying time. just yesterday on christmas eve, the u.s. reported over 2,800 deaths and added over 190,000 new cases. but despite the rising numbers, millions of americans are still traveling this week. but for some passengers, the rules are about to change. with rising concerns about the new covid-19 strain, the cdc will soon require proof of a negative covid-19 test for all passengers entering the u.s. from the uk. let's start there with our senior medical correspondent. hello, elizabeth. walk us through the new requirements and how it will work. >> there is a lot of skepticism about the requirements and how effective they will be. let's first look at what they are. so what the cdc has done is they're saying the passengers must get tested within three days of leaving the uk. you don't have to get tested

right before. just within three days. and that the passengers then have to provide documentation that they got a negative test to the airlines. here's the problem. there are several days in there in which you could get infected but it wouldn't show up in a test. so, in other words, let's say the day before you got tested, you got infected with covid-19. i wouldn't show up on the test the next day. so, in other words, can you easily get on a flight infected and not know it even with this testing system. several experts used the word porous. they said it is just porous. it really doesn't do all that much to help keep this strain out of the u.s. i will note the straun is probably already in the u.s. >> that's what we're hearing. thank you so much. joining me now is cnn medical analyst dr. megan ranee. she is an emergency room

physician in rhode island. merry christmas to you. thank you for joining us. so first off, i mean, it's crisis mode unfortunately at many hospitals across the country. we know that many hospitals are under immense stress right now. >> so here in rhode island, we have two alternative hospital sites open. we have so many covid-19 patient that's it was overwhelming our hospital capacity. i heard tales from my colleagues across the country in l.a. and southern call dal, i have friends that have had ems agencies decline to take patients to the hospital because the hospitals are so full. i have other people in diversion, putting hospital beds in gift shops and then you add the nashville explosion. there is no space for these crisis occurrences, the traumas that often occur.

when we're full up with covid-19 patients. it has this effect of making it tougher to take care of the sick covid-19 patients but also making it tougher to care of all the other emergency that's occur over the course of a normal day or with a tragedy like this morning in nashville. >> i was at the hospital -- excuse me, at the airport yesterday, atlanta international airport covering the fact that millions of people are still traveling this holiday season. even though public health officials are asking people to not travel. if you don't have to. i spoke to a lot of passengers and a lot of them seem to take things in stride. they told me, look, i haven't traveled all year. i miss my family i took a covid-19 test and i'm going to take all the necessary precautions once i get to my destination. even though they'll be gathering indoors with their elderly parents. what is your message to them? >> i think there's a lot of confusion about what the necessary precautions r i think all of us at this point in the

pandemic are looking for the little loopholes to make us feel like it's safe to get together with family indoors without a mask. getting tested before you go visit family is not sufficient. you could be infected and with you and just didn't have a positive test yet. or you could be getting a negative test. i can't tell you how many people i have seen in the er who got sick during thanksgiving. they thought i've been safe all along. i'm just going to bend the rules for this little short period of time. i trust my family. and somebody brought the infection into the home and many members of the family got sick. the message is keep a mask on. try to be outdoors. if you must be indoord, maximize vent lags. keep windows open and try as hard as can you not to spend

time with people who are not part of your day to day household. >> yeah, we heard from dr. fauci this week saying he is concerned about another surge super imposed on this surge following this christmas and new year season. the cdc requiring a negative covid-19 test. that could be a pcr or antigen rapid test for anyone traveling to the u.s. from the uk. built as he liz benl cohen is saying, a lot of health officials believe that uk var yanlt of the virus is already here in the united states. so how effective do you think these new restrictions will be? >> i think the new restrictions are too little, too late. the cat is out of the bag. we've been having flights between the uk and u.s. consistently. the virus var yant was first identified in late september in the uk. there is virtually no way it's
